Objective of the Assignment
The overall objective of this consultancy is to strengthen gender-responsive programming and safeguarding compliance across the EWAS project through high-quality, practical, and donor-aligned capacity building. The main objective of this consultancy is
1. To design, deliver, and document high-quality training on:
Gender responsive programing, with a focus on the energy and agri-food sectors.
Safeguarding, including protection from sexual exploitation, abuse, and harassment (PSEAH), child safeguarding, and safe programming principles. The training should strengthen participants’ knowledge, skills, and practical application of gender-responsive programing and safeguarding practices within the EWAS program.
2. Review EWiEn’s Policy, procedures on safeguarding and provide recommendations
Scope of Work / Tasks
The consultant will design and deliver training on gender-responsive programming and safeguarding, including PSEAH and child safeguarding, and review EWiEn’s safeguarding policies against GEAPP and Mastercard Foundation requirements.
4Deliverables
Gender-Responsive Programming and Safeguarding Training Manuals and Facilitator Guides, aligned with applicable global and national gender and safeguarding standards (including PSEAH and child safeguarding) and tailored to the energy and agri-food sectors.
Comprehensive training materials—slides, case studies, practical exercises, and gender-mainstreaming tools—supporting project design, implementation, and monitoring, with in-person training delivered in English in Addis Ababa.
Deliver training sessions for EWiEn staff, implementing partners, and women- and youth-led enterprises on gender-responsive programming and safeguarding, including reporting mechanisms and survivor-centered approaches.
Facilitate the development of a practical action plan to strengthen gender-responsive programming and safeguarding practices within the EWAS project. Training report including sex- and age-disaggregated participant data and analysis of pre- and post-training assessments.
Assessment report and list of recommendations for EWiEn’s safeguarding policy. Provide guidance on integrating safeguarding into organizational systems and fieldlevel activities.
Qualification and Experience
At least 10–15 years of experience in gender equality, safeguarding, or related fields. MA in Gender studies social work, sociology and related fields

The Gender Programmatic Review process includes four main steps.
1. Analysis of gender inequalities across at least six Pacific CO/FO contexts, situated within the framework of the GAP 2022–25 gender programmatic priorities.
2. Analysis of the gender results in the GAP within the national context (the consultant is expected to identify other elements included in the GAP as applicable to the reality of countries and include in the analysis), in order to identify a subset that can potentially be addressed in the country programme, for further analysis.
3. Identification of the gendered barriers and bottlenecks at the root of the selected gender results for each sectoral areas, and develop programmatic solutions to address those barriers, including in light of opportunities and facilitating factors (including institutional factors e.g. strategic alliances, resources, staff gender capacities, data and evidence, accountability) to meet the unique needs of girls and boys in the national contexts so as to enhance gender transformative programming.
4. Guidance and support to the Multi Country Office to articulate results and specify indicators to track progress, as well as accountability standards to support achievement of those results.
5. Documentation of the findings of the GPR in a way that facilitates integration of key agreements and conclusions into UNICEF multi country programme documents.
Linked to this work, the consultant is also expected to engage with UNICEF Pacific Field Offices, external partners and relevant UN agencies to socialize them on UNICEF’s GAP and the Gender and ADAP Strategy of the Pacific Office, actively seeking their inputs into the GPR. The consultant is also expected to conduct dissemination of the main findings of the assessment through the period of the consultancy.
To qualify as an advocate for every child you will have…
Minimum requirements:- Advanced university degree in gender studies or similar.
- At least 10 years of strong technical skills in gender, research and ability to support multiple countries especially on gender assessments, evaluations and reviews is necessary.
- Substantive and programmatic experience in gender issues, with an understanding of social research methods is needed.
- Demonstrated experience in using evidence based on gender in shaping and implementing programmes, including in the areas of UNICEF work (WASH, Health, Education, etc.)
- Familiarly with Small Island Development (SIDS), preferably the Pacific region is highly desirable.
- Proven experience of rights-based approaches to development.
- Prior experience with UNICEF or UN agency programme planning.
- Strong analytical skills in gender programme design and assessment at national levels, ideally some of it in the Asia Pacific region is required.
- Demonstrable expertise in research including data collection, data analysis and reporting.

The Opportunity

3. Capacity strengthening
3.1. Deliver virtual workshops on gender mainstreaming for national projects. The consultant will prepare basic training materials and run two rounds of virtual workshops, accommodating different time zones. The first round will introduce the gender analysis, to build a shared starting point. The second round will focus on gender mainstreaming in policy and design for circular plastics.
3.2. Establish a network of gender focal points across national projects. Alongside the virtual workshops, the consultant will set up a community of practice of gender focal points nominated by national teams. Regular virtual check-ins will be convened to support peer learning and exchange.
4. Communications
4.1. Review and contribute to knowledge products and communications materials to ensure gender responsiveness. The Position:
The Programme Adviser post is located in the Gender, Human Rights Branch of the Programme Division and reports directly to the Branch Chief who provides overall strategic direction. They are the principal technical adviser and authoritative expert in the Fund for human rights and its linkages with the achievement of the Sustainable Development Goals (SDGs). The Programme Adviser works in an integrated, coordinated, and systems strengthening approach which is fundamental to the Division’s and UNFPA’s overall strategy.

A. Strategic technical support
- Identify priority areas in the area of human rights, particularly reproductive rights in the context of ICPD, the SDGs and develop UNFPA strategic positions and related policies, frameworks, evidence-based arguments, and operational strategies, in collaboration and coordination with other branches, and Geneva Liaison Office, including in the context of increasing polarization, pushback, crises, and climate induced humanitarian situations;
- Support the mainstreaming of human rights and leaving no one behind (LNOB) in national and regional efforts to improve sexual and reproductive health, including in the context of UNFPA’s four Strategic Outcomes of its 2026-2029 Strategic Plan: family planning maternal health , and Gender Based Violence including Harmful Practices and demographic change;
B. Results-based management
- Ensure incorporation of evaluation results, lessons learned and new knowledge in the updating of strategies, policies, tools and approaches on human rights and their linkages with the achievement of the SDGS;
- Develop substantive indicators, tools and guidance, and substantive quality assurance framework, for human rights and LNOB-related programming and evaluations;
C. Capacity development
- Support the work of international human rights mechanisms with a mandate to promote, monitor and protect sexual and reproductive health and rights, including the Universal Periodic Review of the Human Rights Council, UN Treaty Bodies and Special Procedure mandate-holders;
- Liaise and support civil society networks and organizations advocating for human rights and sexual and reproductive health and rights;
Knowledge and Experience:
- 10 years of increasingly responsible professional experience in human rights and its linkages with reproductive health and poverty reduction strategies and the achievement of the SDGs of which seven years are at the international level;
- An acknowledged expert and recognized authority in the technical area;
- Understanding of human rights dimensions of gender equality policies and programmes, essential

Between 2015-2018, Mercy Corps implemented the Building Resilience through Integrating Gender and Empowerment (BRIGE) program funded by the Cargill Foundation. This program aimed to help resilience programs achieve gender equitable and inclusive outcomes by adopting gender transformative approaches at the household and community levels. The BRIGE program team developed a household and community dialogue curricula, which were tested in three countries (Indonesia, Nepal, and Niger). The BRIGE program ended in 2018, however the BRIGE tools have been adopted and adapted by multiple Mercy Corps programs since then. In 2023, Mercy Corps hired an external consultant to review the BRIGE tools as a gender transformative approach (GTA) and share recommendations on how to strengthen the methodology. In 2025, the tools were updated based on the recommendations.
Mercy Corps is now ready to update and revise the monitoring, evaluation, and learning tools that accompany the refreshed BRIGE curricula. The original BRIGE measurement tools require significant revision to ensure usability, flexibility, and alignment with current program priorities. The revised toolkit will streamline content and incorporate practical qualitative and quantitative measurement options.
Consultant Activities:- Review existing materials: Assess existing MEL guidance and BRIGE toolkit materials to identify gaps, redundancies, and opportunities for streamlining conciseness and usability by program teams.
- Support development of theory of change: Facilitate discussions with the Social Integration and Development (SID) team to build/refine a ToC that explains pathways of change and informs measurement priorities.
- Design revised toolkit structure: Create a detailed outline for the updated toolkit for flexibility, usability, and alignment with program goals.
- Update/ develop integrate measurement and management Guidance: Recommend practical measurement tools (qualitative and quantitative to offer choice to program teams depending on their context), budget guidance, necessary minimum standards to support pathways to change, and operating standards for quality assurance.

Plan International UK is seeking a consultant(s) to support new research that investigates how children and young people in all their diversity engage with online platforms and Artificial Intelligence (AI). The study will examine how these interactions shape children and young people’s negotiation of gender norms, stereotypes, and misogyny. It should also assess the role of platform and AI design in influencing these dynamics. It will identify gaps and barriers to safe online spaces and gather perspectives from multiple stakeholder groups – including children, young people, educators, industry experts, and policymakers – on what inclusive, empowering and gender equitable online environments that are free from misogyny, harmful gender norms and gender-based violence, look like.
In the context of the continued implementation of the Online Safety Act, the latest Relationships, Sex and Health Education curriculum guidance, and the Violence Against Women and Girls Strategy, this research will provide critical evidence of young people’s lived experiences online. Findings will inform Plan International UK’s efforts to tackle the root causes of gendered challenges facing girls and young people.
Expected Qualifications
Given the complexity and scope of this research, proposals must include a minimum of two consultants or a consulting team with proven expertise in gender and social research approaches. The team should demonstrate:

Gender-based violence (GBV)About the roleThis is a senior clinical role at Women and Girls Network (WGN), supporting the delivery and development of our Clinical Services. The postholder will ensure high-quality, survivor-centred, trauma-informed and culturally responsive therapeutic support for women and girls who have experienced violence.
Integrated within WGN’s Safeguarding Hub, the role focuses on supporting survivors with complex and high-risk needs, including those experiencing suicidality and self-injurious behaviour. The postholder will provide high-intensity clinical interventions, contribute to crisis triage and safeguarding, and support safe, integrated pathways of care across the organisation.
Job descriptionAs the High Intensity Therapist, you will:- Support the day-to-day delivery and development of WGN’s Clinical Services.
- Provide specialist therapeutic support to survivors at crisis point, including work around suicidality and self-harm.
- Conduct risk assessments and develop survivor-led safety plans.
- Participate in the Safeguarding Hub duty rota, providing triage, crisis response and safeguarding coordination.
- Work closely with multi-disciplinary teams to ensure holistic, trauma-informed pathways of care.
- Provide oversight and consultation on high-risk cases.
- Contribute to safeguarding processes, multi-agency working and MARACs.
- Maintain high standards of clinical governance, documentation and ethical practice.
- Support monitoring, evaluation, service improvement and staff learning.
