Gender, Youth, and Social Inclusion (GYSI) Lead, Laos Trade Integration and Competitiveness
ACDI/VOCA is seeking a GYSI Lead for an upcoming Trade Integration and Competitiveness Activity in Laos funded by USAID. The anticipated program will aim to diversify economic growth in Laos by stimulating trade and investment, strengthening private sector competitiveness, and facilitating regional integration.
The GYSI Lead will lead the development and implementation of the program’s overall GYSI strategy and will ensure the integration of women, youth, and other vulnerable populations into all program activities. The program is anticipated to start in 2025 and this position will be based in Vientiane, Laos.
Responsibilities
- Lead the development of the GYSI strategy which will guide the GYSI approach for the project (integration of GYSI into all program activities as well as GYSI-specific activities, including technical implementation, MEL, operations, policies, and procedures)
- Collaborate with the Chief of Party, technical teams, MEL, and other personnel on GYSI strategy implementation and monitoring
- Lead or assist in the design and implementation of GYSI analyses, impact assessments, and other learning studies
- Provide technical advice and trainings to program staff, partners, and stakeholders to build their capacity to integrate gender, youth, and other relevant social considerations into designing interventions, implementation, and monitoring and evaluation
- Review and provide input to project work plans, with attention to GYSI dimensions of technical activities and operations and discuss GYSI issues and priorities with project senior management and other technical specialists
- Support the M&E Lead to ensure that all data is disaggregated by sex, age, and other social factors in data collection processes, analysis, and reporting
- Work with M&E and technical teams to incorporate GYSI into CLA plans and practices, including developing GYSI indicators and learning questions, incorporating GYSI issues into pause and reflect sessions, and ensuring that the program reports on GYSI outcomes and impacts
- Lead or assist in the preparation of reports and documents for submission to USAID and ACDI/VOCA home office
- Write, coordinate, and disseminate lessons learned among team and program stakeholders
- Maintain an up-to-date and thorough understanding of GYSI related to program components
Qualifications
- Bachelor’s degree in sociology, gender, international development, or relevant field is required; master’s degree is desired.
- Minimum 7 years of progressively responsible experience in GYSI programming.
- Knowledge of and experience with USAID rules and regulations related to GYSI is required.
- Knowledge of do no harm, women’s empowerment, and positive youth development frameworks and approaches is encouraged.
- Experience conducting gender analysis and other qualitative research a plus.
- Experience working in Laos required.
- Fluency in English is required.

The DEI Specialist will work under a USAID-funded project aimed at increasing women, youth, and marginalized populations’ political participation in Honduras. The role will involve developing and implementing strategies that promote diversity, equity, and inclusion across all project activities. The DEI Specialist will ensure the integration of gender equity principles and ensure that women's participation in political processes is enhanced and sustained at all levels. The candidate must have experience working in diverse settings, especially with marginalized communities, and a solid understanding of the sociopolitical landscape in Honduras.
Responsibilities
- Strategy Development: Design and implement a comprehensive DEI strategy focused on improving women's political participation, with attention to intersectionality and inclusive governance.
- Training & Capacity Building: Develop and facilitate capacity-building initiatives and training for project staff, partners, and stakeholders on gender, diversity, and inclusion practices related to political engagement.
- Gender Mainstreaming: Work with project team to ensure gender equity and women's empowerment are integrated into all project components, from community outreach to policy advocacy.
- Partnership Building: Establish and maintain relationships with local women's groups, youth groups, political leaders, civil society organizations, and governmental bodies to promote gender-inclusive policies and practices.
- Monitoring, Evaluation, and Learning (MEL): Collaborate with the MEL team to develop indicators and collect data on the impact of DEI initiatives on women’s political participation and other relevant areas.
- Advocacy & Policy Support: Provide technical support for policy dialogues and advocacy campaigns that aim to reduce barriers to women’s political involvement, focusing on systemic inequalities.
- Cultural Sensitivity: Ensure that project activities are culturally appropriate, respect local customs, and incorporate the voices of marginalized women, including indigenous, Afro-Honduran, and rural populations.
- Reporting: Regularly report on DEI progress and challenges, providing recommendations for continuous improvement.
Qualifications
- Bachelor’s degree in Gender Studies, Political Science, Sociology, International Development, or related field. Master’s degree is preferred.
- Minimum of 5 years of professionally responsible experience in international development and/or assistance field in general. Minimum of 3 years of experience in diversity, equity, and inclusion work, particularly in gender equity and women’s empowerment programs.
- Experience working with USAID or other international development agencies, especially on projects related to governance, political participation, or gender equity.
- Strong knowledge of the political, social, and cultural issues affecting women’s participation in Honduras.
- Demonstrated experience in training and capacity building on DEI principles and gender mainstreaming.
- Fluent Spanish, with professional written and verbal English proficiency.

How can you make a difference?

The objective of this consultancy is to conduct research and prepare a draft guide on how democratic institutions and civil society organizations can respond to 1) mobilization against gender equality and 2) gender equality backsliding, in order to support the implementation of OSCE commitments. Two international consultants are to be hired, to work as co-researcher and co-authors of this guide.Tasks and responsibilities:
Under the overall supervision of the Chief of the Democratic Governance and Gender Unit, with support and assistance from CHANGE Project Officer, and Adviser on Gender Issues the successful candidate will be tasked with providing the following deliverables:
- Starting from the draft publication outline and description of individual chapters, prepared by ODIHR staff, the international consultants will work together in preparing a final publication outline, aiming at preparing a guide of 20-30 pages for a) democratic institutions and b) civil society on how they can counter gender-equality backsliding and mobilization against gender equality, focusing on mobilization against women’s rights. The guide will provide 1) an introduction to the phenomenon, explaining what forms it takes, who the actors are, and what outcomes it has achieved. The guide will also present 2) good practices of responses to such backsliding and mobilization, including multiple case studies from OSCE countries. Finally, the guide’s main focus should be 3) practical guidance, in the form of tools, strategies and measures, that democratic institutions and civil society can deploy to counter gender equality backsliding and mobilization against gender equality.
- Based on the approved publication outline, see point 1, conduct desk research (academic literature, practical publications of civil society or international organizations, materials received from ongoing work as part of the CHANGE project, existing ODIHR publications), looking into cases and experiences from countries from across the OSCE region, and preparing a draft publication. If needed, consultants shall, in coordination with the Adviser on Gender Issues, conduct interviews and focus groups, aiming at expanding their understanding and increasing the quality of the research and drafting process. ODIHR will also provide input collected as part of our existing work and part of existing publications.
Necessary Qualifications:
- Advanced university degree in social sciences or humanities, or equivalent professional experience;
- PhD and gender studies-related research and teaching experience is an advantage;
- Excellent knowledge of human rights, democratic governance, civil society and gender equality developments in the OSCE region, including related to gender equality backsliding;
- Minimum ten years of relevant research and publishing experience in the area of gender equality, including research on gender equality backsliding and mobilization against gender equality in one or multiple OSCE participating States;

Gender-based violence (GBV)JOB SUMMARY: The social worker is responsible for preparing and conducting PSS activities, and overseeing the awareness raising activities and the work of the outreach volunteers.

Specific Tasks
Program and Grant Management and Leadership (80%)
- Collaborate closely with the Head of Programs and other managers on the full cycle of program management, including design, planning, implementation, and evaluation.
- Oversee implementation and administration of programs, setting program direction and ensuring that all activities are conducted in full compliance with donor regulations and SEED Foundation policies and procedures.
- Manage budgets, prepare projections, review BVAs, and ensure timely and appropriate spending.
- Develop work plans and track progress on all program objectives, activities, and targets, ensuring program implementation is on time, progressing towards targets and within budget.
- Coordinate across technical, programmatic, operational and management teams to facilitate continuity and complementarity of programming.
- Identify challenges with implementation and make recommendations for course correction.
- Ensure that program implementation is responsive to communities and partners and consistent with SEED’s relevant program guidelines, principles, values, quality standards, and strategic plan.
- Supervise, train and build the capacity of program staff, identifying capacity-buildincapacity-building needs and devising development plans for staff members.
- Conduct appraisals and provide regular, constructive feedback to staff members.
Communications, Coordination, and Organizational Representation (20%)
- Prepare program-related communications materials including flyers, social media posts, website content, awareness materials, etc.
- Identify, build and manage collaborative partnerships with other humanitarian partners, coordination bodies, local authorities and other stakeholders.
- Develop strategic partnerships and maintain effective working relationships with key stakeholders including donors, government actors, UN agencies, international and local NGOs.

- Ensure the respect of SEED’s Code of Conduct, SEED’s policy on Accountability, and ensure compliance with SEED’s policy on Prevention of Sexual Exploitation and Abuse, humanitarian principles, and contribute to protection, and Age, Gender, Diversity (AGD) mainstreaming into SEED’s programming.
- Undertake any other duties that may be assigned by the Director of Programs.
Essential Criteria:
- Degree in social sciences, international relations, international studies, conflict studies, gender studies, human rights, or another related field.
- At least 5 years experience managing protection, policy, and advocacy programs within conflict and post-conflict settings.
- Experience in shelter reforms and transitional housing setups.
- Strong leadership and management skills.
- Experience implementing donor-funded international development and/or humanitarian assistance programs.
- Experience in the Middle East, Iraq and/or Kurdistan Region is a plus.
- Strong belief in protection, gender equality and human rights.
- Good interpersonal, communication, collaboration, time management and team-building skills.
- High standard of spoken and written English, with Kurdish a plus.
- Ability to work in a stressful setting and adapt quickly to changing environments.

We’re seeking a part-time Research Associate to support this project and help evaluate its success.

Ensures effective management of the CO programme and gender specific portfolio focusing on quality control of the full cycle of programming from formulation to implementation, achieving the following results:- Develop and implement the Action Plan for re-validating the silver-level Gender Equality Seal and lead the assessment and certification process in close collaboration with the Gender Focal Team, senior management, and UNDP Regional Hub Gender Team.
- Lead gender equality initiatives of the Gender Focal Team, including coordination meetings, its action plan, learning events, and advocacy initiatives.
2.) Provides advice and support to UNDP management, programmes, and projects focusing on the achievement of the following results:- Support the coordination and development of research papers, policy notes, and partnerships on gender equality and women empowerment issues by supporting the coordination and development of research papers, policy notes, and partnerships.
- Provision of policy options and high-quality advisory inputs to UNDP programmes and projects to ensure these are responsive to national policies, priorities, and strategic plans and advance UNDP's corporate goals.
3.) Ensures the creation of strategic partnerships and support to resource mobilization and communication by focusing on the achievement of the following results:- Development of partnerships with other UN Agencies and task teams. Also, the specialist will strengthen partnerships with government institutions, bi-lateral and multi-lateral donors, private sector, and civil society based on gender and women-specific strategic goals of UNDP, country needs, and donors' priorities.
4.) Provide advice and support to UNDP management, business development, and programme quality assurance by focusing on the following results:- Prepare and contribute to concept notes, project documents, and other written outputs on the relevant work areas.
5. Advise on the effort of country office’s knowledge management and dissemination.Required Skills and Experience.- Advanced university degree (Master’s degree or equivalent) in social policy, public policy, gender studies, development studies, law, or a related area is required, OR
- A first-level university degree (Bachelor’s degree) in the above-mentioned fields in combination with and additional two years of qualifying work experience will be given due consideration in lieu of the advanced university degree.
- Minimum of 5 years (with a Master's degree) or 7 years (with a Bachelor's degree) of progressive working experience in the areas related to governance, social development, gender or social inclusion-focused programs/projects and/or gender equality and women’s empowerment, gender-based violence in a development context is required.
- Specialization in integration of gender in a specific thematic area is required.
- Proficiency in French language is required
