The Strategic Initiative for Women in the Horn of Africa (SIHA) is a civil society coalition bringing together grassroots women’s rights organizations from Sudan, South Sudan, Somalia, Somaliland, Djibouti, Ethiopia, Eritrea, Kenya, and Uganda.
OBJECTIVES OF THE CONSULTANCY
This consultancy aims to produce research product which explores any emerging topic reflecting on a specific manner in which current gender backlash or the anti-rights movement against women and girls is manifesting and impacting women and girls. This could be focused on a specific country in the GHoA or on the region as a whole. In this regard, the possible research product may look at themes related to culture, religion, the regression of legal or institutional protections for women and girls, the interference of foreign actors, the reduced funding for women rights organizations, or any other emerging and novel topic of choice. From the theme and topic selected, the research product must examine the lived experiences of women and girls impacted and best practices in how feminist, women’s rights activists, organizations and coalitions have taken a stand against the form of backlash/ the anti-rights movement. The research product should also map out recommendations and tangible advocacy strategies in lobbying against the specific manifestation of gender backlash or the anti-gender movement examined, towards overall better gender equality outcomes for women and girls. Importantly, the researcher selected will have the flexibility to develop any research product of choice, whether it is a policy paper, a zine, infographics, a documentary or any other form of storytelling using different forms of multi-media.
KEY COMPETENCES AND QUALIFICATIONS
- Experience in conducting research on the anti-gender rights movement and gender backlash in any country in the GHoA or regionally. Preference will be given to emerging or early career feminist researchers between the ages of 18 – 35 years old.
- In-depth knowledge and understanding of the socio-economic, political and legal context of the country selected to research on/ the GHoA region, particularly the dynamics of violence and its impact on women and girls. Familiarity with the cultural nuances and gender norms prevalent is crucial for contextualizing research product findings accurately.
- Ability to conduct gender-sensitive analysis and intersectional assessments, considering factors such as age, ethnicity, socio-economic status, and disability. The candidate should be adept at integrating a gender perspective into research product design, data collection, and analysis to uncover gender disparities and vulnerabilities.
- Excellent communication skills, including the ability to articulate complex research findings clearly and concisely. Proficiency in presentation skills is necessary for effectively communicating research product outcomes to diverse stakeholders, including policymakers, practitioners, and community members.
- Commitment to upholding ethical standards in research, including obtaining informed consent, ensuring confidentiality and anonymity, and prioritizing the well-being of research product participants. The candidate should adhere to ethical guidelines and protocols for research involving vulnerable populations, particularly in conflict-affected contexts.

Gender-based violence (GBV)Background
The Global Survivors Fund (GSF) was founded in October 2019 by Dr Denis Mukwege and Nadia Murad, 2018 Nobel Peace Prize laureates. Its mission is to enhance access to reparations for survivors of conflict-related sexual violence worldwide, addressing a long-standing gap identified by survivors. GSF provides interim reparative measures in situations where states or other parties are unable or unwilling to meet their responsibilities. It also advocates for dutybearers and the international community to develop reparations programmes, while guiding states and civil society by offering expertise and technical support in designing such initiatives. GSF’s survivor-centric approach is the cornerstone of its work.
Context and objectives of the consultancy
The Asset Recovery for Justice Working Group (ARJWG) is a Syrian-led, survivor-centred, and internationally supported platform convened to develop practical, policy-oriented recommendations on financing reparations, including through asset recovery and repurposing. It brings together Syrian survivor- and victim-led organisations, civil society, government representatives, and international experts. The group’s primary focus is to identify viable financing pathways for reparations and produce survivor-informed recommendations that can guide Syrian and international policymaking. The consultant will serve as group facilitator. They will build consensus across diverse stakeholders and deliver concrete outputs in line with the working group’s mandate. The consultant will support both the ARJWG and the Secretariat (Global Survivors Fund.)
Consultancy requirements
• Minimum 5 years’ experience in transitional justice, reparations, human rights, anticorruption/asset recovery, rule of law or public policy in conflict / post-conflict settings in Syria; • Proven experience convening and facilitating multi-stakeholder working groups or coalitions (government, civil society, international actors);
• Experience designing and facilitating participatory consultations with survivors, including survivors of detention, torture and conflict-related sexual violence;
• Strong track record in drafting analytical and policy documents (roadmaps, technical papers, recommendations, policy briefs).
• Strong organisational skills, including reliable follow-up on actions and ability to meet tight deadlines.
• Fluency in Arabic (spoken and written) and very good command of English (including written English);
• Based in Damascus, Syria and able to travel to other regions in the country;
• High integrity, discretion and sound judgement when dealing with sensitive information and politically complex issues.

Gender-based violence (GBV)ABOUT RISE RISE - Reimagining Industry to Support Equality1 - is an initiative to support collaborative industry action at scale to advance gender equality in global garment, footwear, and home furnishings supply chains. RISE brings together the four largest women’s empowerment programs in the apparel industry – from BSR’s HERproject, Gap Inc. P.A.C.E, CARE International, and Better Work—to build from proven approaches, scale impact and improve efficiency.
Key Activities
- Analysis of legal and policy frameworks and their enforcements: Conduct a comprehensive review of Bangladesh’s GBVH-related legal and policy frameworks—including the 2009 High Court Guidelines, the Bangladesh Labour Act 2006, the Labour Ordinance 2025, and the women's rights reform commission report. Assess gaps in the laws themselves, weaknesses in enforcement and implementation, challenges in access to remedy, and opportunities for alignment with international standards such as ILO Convention 190.
- Review of stakeholder recommendations: Analyse reports and recommendations from women’s rights organizations, trade unions, and national and international civil society actors to understand ongoing gaps, progress made, and practical opportunities to strengthen GBVH prevention, protection, redress, and accountability across the garment sector in alignment with ILO C190.
- Comparative analysis of global models: Review relevant international initiatives—such as the Dindigul Agreement (India), the Lesotho Agreement and the Java Agreement—to draw lessons from rights-based, worker-led approaches. Identify elements that can inform feasible, scalable, and context-appropriate legal, policy, and enforcement strategies for Bangladesh.
- Provide recommendations on legal/policy reforms and enforcement: Based on the analysis, develop clear, actionable, context appropriate recommendations for strengthening Bangladesh’s legal and policy frameworks on GBVH, as well as improving enforcement, accountability, and access to remedy. Recommendations should prioritize worker-centred, survivor-sensitive, and rights-based approaches.

For every child, the right to EducationThe Gambia has made notable progress in promoting girls’ access to education, with girls now representing 54% of total enrolment across all levels and outperforming boys in secondary school completion rates. These gains have been supported by targeted interventions such as Mothers’ Clubs and scholarship schemes. Efforts to address gender imbalance in the teaching profession have included waiving entry requirements for women and providing incentives for female teachers in hardship areas.Despite these achievements, gender inequality remains deeply rooted in Gambian society. High rates of gender-based violence, harmful social norms, and practices such as female genital mutilation persist. Deeply rooted patriarchal norms are at the basis of this situation. In The Gambia, 26% of men and 50% of women believe it is justified for a husband to hit or beat his wife (MICS 2018). The country ranks 110th in the Global Gender Gap Index (2024), underscoring the need for a transformative approach to gender equality.To ensure sustainable and systemic change, it is essential to leverage education as a tool to challenge and transform harmful gender norms. LGBTQI+ rights/ SOGIESCTGEU is seeking a skilled Consultant to conduct an in-depth study on the rights of trans people in the digital sphere. This will drive TGEU’s programming on digital rights and AI justice. This consultancy will run until 15 March 2026, which is the final date for submitting the materials.
The goal of this consultancy is to:- Enable TGEU and its members to map the key issues affecting the rights of trans people in online spaces;
- Identify emerging threats and risks, including algorithmic harms and AI, digital safety concerns, and other relevant issues;
- Map member needs and ongoing and future policy and advocacy opportunities.
This project will cover the entire region of Europe and Central Asia, with a particular focus on the European Union.
Key responsibilities:- Work in partnership with TGEU to refine the scope of the research and methodology.
- Undertake a comprehensive literature review of the key issues affecting the rights of trans people in the digital sphere, including but not limited to AI, algorithmic biases and harms, online safety, misinformation and disinformation, and access to goods and services.
- Conduct an in-depth legal and policy analysis of the above issues in light of existing EU and Council of Europe human rights standards, and assess existing legal and policy frameworks for protecting the rights of trans people.
- Conduct 2 online focus groups with TGEU membership to gather input on the identified issues.
- Develop a comprehensive yet accessible study (no more than 50 pages) addressing the identified issues. The study should analyse these issues and policy developments in the region, identify their implications for trans people, and map relevant policy and advocacy opportunities and risks.
- Develop a shorter advocacy document outlining the key demands and priorities to protect the rights of trans people online, to be shared with policymakers;
Profile of the successful candidate:- Strong expertise in international and European human rights law, with a specialisation in technology and digital rights.
- Prior experience working with feminist, LGBTI, racialised minorities, and other vulnerable groups is highly desirable.
- Proven experience in undertaking analytical research projects, with a focus on identifying advocacy and programmatic goals and strategies.
- Excellent writing skills, with a track record of producing high-quality publications and reports.

Despite national commitments and progress, significant gaps remain in equitable access to care for malaria, HIV, tuberculosis, and maternal and child health. Consultancy Structure and Roles
The international consultant may be based anywhere in the world and will assume a supervisory and leadership role over a national consultant for this assignment. Responsibilities include providing strategic guidance, facilitating knowledge transfer to the national consultant, ensuring the quality and timely delivery of outputs, and coordinating closely with Plan International Canada and relevant stakeholders. The international consultant will primarily work remotely, with occasional travel to Niamey, Niger, subject to prevailing security conditions. GFF is seeking a strategic, collaborative, and inspirational leader with a passion for advancing community-based, girlcentered, and gender-transformative work. The Director will bring deep experience, networks, and relationships across philanthropic and advocacy spheres—and enthusiasm for mobilizing the resources and donor community needed to sustain and grow this work. The Director will ideally bring the following set of skills and experiences to the position:
Fundraising and donor relations: Experience cultivating institutional and individual donors will be critical for the next Director, as they sustain and expand GFF’s funding base. The next Director will bring an existing network of funder relationships and the ability to build new partnerships for the organization.
Grassroots CBO connection: The next Director will bring deep experience with grassroots community-based organizations in the Global South and an understanding of the challenges they face. They will bring an authentic connection to GFF’s partners and grantees, drawing from their experience.
External engagement: The Director will be skilled in external representation, drawing from their experience representing organizations globally across a variety of spaces and audiences including philanthropy, feminist movements, the movement to end child and early forced marriage, community-based organizations and more.
