Led and governed by the Global South, Fòs Feminista works as an alliance of organizations in 40+ countries worldwide to advance sexual and reproductive health, rights, and justice. 


Objective & Role of the Consultancy
Fòs Feminista is seeking a senior-level external evaluator to conduct a midterm evaluation of different elements of the program to promote evidence-based decision making and learning among all stakeholders involved. 
In the Sexual and Reproductive Health Program, Fòs Feminista works in alliance with Rios and WEC, and together the three global partners support 140 local organizations across 8 countries to promote social, policy and legal changes to decriminalize abortion and amplify access to abortion care, through advocacy, lobbying, communication campaigns and litigation. This program convenes partners across borders and movements, amplifies innovation, builds capacity and catalyzes feminist change, for the decriminalization of abortion and for dismantling barriers to equitable access to safe, quality, and legal abortion, particularly self-care. 

Scope of Work
The purpose or intended use of the midterm evaluation is to help Fòs Feminista, Rios and WEC to assess the progress of an on-going intervention, Sexual and Reproductive Health Program, halfway through its implementation to learn from what works well and less well. The objective of this evaluation is to evaluate the effectiveness of the intervention Sexual and Reproductive Health Program and formulate recommendations on how its management team can improve and adjust implementation. The evaluation will be used to inform decisions on how program implementation may be adjusted and improved.  
The consultant will be responsible for developing a comprehensive evaluation to:
•    Assess the extent to which the program achieved its intended outcomes and the impacts of the joint program management.
•    Identify best practices and lessons learned for better program development.
•    Provide actionable recommendations for future interventions.

Evaluator qualifications 
•    Proven experience in:
o    Feminist, qualitative, and participatory monitoring, evaluation, and research methods.
o    Designing and implementing intersectional feminist approaches to evaluate sexual and reproductive health, rights, and justice.
o    Reporting and presenting on evaluation findings, including developing recommendations.  
o    Master’s degree or PhD in a relevant field.
o    Publication of academic articles or presentations of prior evaluation results.
o    Fluent verbal and written communication skills in English and Spanish. 
o    Commitment to and knowledge of the sexual and reproductive health, rights, and justice landscape, particularly in Latin America and the Caribbean.
o    Interpersonal skills and the ability to collaborate effectively in multicultural settings across multiple time zones.
o    Ability to be a self-starter that adapts to challenges and opportunities as they arise.
o    Understanding of and experience with facilitating learning and creating organizational learning practices across diverse stakeholders, organizations, and countries using remote, digital formats.
