Gender-based violence (GBV)Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Chief of Party (chef.fe de Mission) for our new upcoming project “STAR-EST”.Your main duties and responsibilities will be:
- Provide strategic leadership and management of the GBV prevention and response activities across the provinces of North Kivu, Ituri, and South Kivu.
- Coordinate the work of the GBV response team, ensuring effective and efficient implementation of the project’s GBV strategy.
- Conduct and update risk assessments regularly to identify GBV/SEA/SH risks in project areas.
- Oversee the development and implementation of mitigation measures for identified risks, ensuring these are effectively communicated to all stakeholders.
- Lead community engagement efforts by coordinating GBV prevention awareness campaigns in target communities.
- Build the capacity of community leaders, women’s groups, and local authorities to act as focal points in preventing GBV and supporting survivors.
- Ensure the establishment and maintenance of a survivor-centered, confidential, and ethical referral system for GBV survivors, offering psychosocial, medical, and legal support.
- Monitor the implementation of all GBV-related interventions and report on progress regularly to the project’s coordination unit and donors.
- Serve as the primary focal point for GBV-related activities within the project, ensuring coordination between the project team, local communities, and external stakeholders.
- Represent the project at relevant coordination forums, including government, donor, and civil society meetings focused on GBV/SEA/SH.
About you
To be successful in this role we expect you to have a few years of management experience and have worked both strategically and operationally with several of the tasks above. We hope to hear from you if you have a proven ability to work effectively with local communities, NGOs, government officials, and international donors and a solid understanding of GBV risk mitigation, survivor support mechanisms, and ethical considerations in the context of humanitarian and development work. Moreover, we also expect the following:
- Master’s degree (BAC +5) in Gender Studies, Law, Sociology, Human Rights, Social Work, or a related field;
- Minimum of 7 years of professional experience, with at least 5 years in the field of gender, GBV, human rights, or women’s empowerment.
- Proven experience in managing large-scale projects related to GBV, SEA, and SH, preferably in fragile or conflict-affected settings.
- Familiarity with international standards for GBV prevention and response, particularly in the context of development projects.
- Experience working with donors such as the World Bank, USAID, UN, or similar organizations is an asset.
- Full professional proficiency in French, mandatory.
- Knowledge of other languages spoken (e.g. Swahili) in the project areas (North Kivu, Ituri, South Kivu) is highly desirable

• Lead the design and implementation of methodologies that guarantee the equal participation of women, youth and indigenous peoples in the process of technical and financial assistance to small farmers and families in indigenous communities to strengthen their food production systems.
• Provide technical support to the project team on the process of updating and implementing Gender and Social Inclusion Information System and the project's FAO and GCF-related safeguards with guidance from FAO Sub-Regional, Regional and HQ Offices.

RESPONSIBILITIES:
Resource Mobilization
- The ED proactively raises funds for CARE's country, regional, and global advocacy working closely with the resource development team and VP/USPPA. The global advocacy budget is approximately $3M annually currently, with plans to grow to $5M+.
Strategy, Planning and MEAL
- The ED leads the global advocacy team's annual and quarterly planning cycles, and supports the lead advocates in being focused and strategic in pursuing their goals.
- The ED ensures that country offices and advocacy leads are completing advocacy impact evaluation tools to capture wins, and that regular impact evaluations are being conducting for highly impactful wins.
- The ED also participates in organization- and confederation-wide strategic planning processes.

Gender-based violence (GBV)Who is the Danish Refugee Council?
Founded in 1956, the Danish Refugee Council (DRC) is a leading international NGO and one of the few with a specific expertise in forced displacement.
Objective of the consultancy
The primary objective of this consultancy is to enhance GBV prevention and response efforts, including the re-establishment of GBV case management services in selected locations. This will involve designing and implementing context-appropriate GBV programs, providing technical guidance to the DRC protection team, and facilitating coordination among DRC staff, other humanitarian actors, and the respective Clusters.
Scope of work and Methodology
The Consultant will implement the scope of work based on the GBV action plan developed by Regional Protection Coordinator as key responsibilities and deliverables over the course of 4 months
• Train GBV Case Workers and Supervisors: Conduct training sessions for GBV case workers and their supervisors on key topics, including GBV case management, GBV Information Management System (GBVIMS), psychosocial support (PSS), referral processes, data protection, and informed consent.
• Identify Entry Points and Provide Training: Identify key entry points for intervention and train relevant personnel on Psychological First Aid (PFA), the safe handling of GBV incidents, and referral mechanisms.
• Coordinate with GBV and Protection Actors: Collaborate with other GBV and protection stakeholders, including the GBV Sub-Cluster, to ensure a coordinated response.
• Develop Capacity-Building Plan: Create and implement a comprehensive capacity-building plan for the GBV team and partners.
• Establish Supervision and Mentoring Systems: Implement a robust supervision and mentoring system to support the GBV team’s development.
• Facilitate Cross-Learning Opportunities: Promote knowledge sharing and cross-learning between the Danish Refugee Council (DRC) and other implementing partners focused on GBV programming and case management.
• Update Referral Pathway: Regularly review and update the referral pathway to enhance service delivery.
• Develop Exit Plan for GBV Case Management and WGSS: Formulate a sustainable exit strategy for GBV case management and the WGSS, ensuring continuity of services beyond the consultancy period
Qualification:

Together for Girls is seeking to partner with a Tanzania-based research institution to 1) conduct/lead qualitative research on the changes in policies and programs over time between Tanzania’s two VACS; and 2) disseminate its results to local, national, regional, and global policymakers, researchers, practitioners, and advocates for them to a) have an understanding of factors (policies, investments, programs, interventions, contextual elements like economic growth and evolving social norms) that contributed to the overall reductions in VAC over time in Tanzania, and b) to drive policy development and implementation, investments, and further research at the national and global levels both by documenting successful policy and programmatic actions in and elucidating remaining policy and program gaps in prevention and response to VAC in Tanzania.

To be eligible for the award under this RFA, applicants are expected to have technical and organizational capacities that include:
Be a Tanzania-based non-governmental organization (NGO), not-for- profit organization, or private voluntary organization, inclusive of universities with demonstrated experience working with and connections to the government of Tanzania.

- Review activity designs and outputs to inform improved gender integration and sustainable, equitable outcomes in activity implementation; and
- Participate and contribute to quarterly performance and risk management reviews by identifying risks and opportunities while working in coordination with project and home office project management to design time-bound and accountable mitigation actions.
Qualifications & Skills- A minimum of 10 years of relevant experience and a college degree in a relevant field such as gender studies, sociology, international development, or a related field. A Master’s degree is preferred.
- Experience with and deep technical knowledge of gender in agriculture and food systems;
- Extensive experience in gender mainstreaming and promoting gender equality in development projects, preferably with international organizations or NGOs;
- Experience with Private and Public Sector Partnerships preferred;
- Experience working with projects incorporating a gender perspective in agriculture and/or corporate sustainability topics preferred;
- Experience developing MEL frameworks that incorporate gender-related F indicators preferred;
- Experience working with the private sector strongly preferred, ideally in supply chains
- Demonstrated experience working with diverse teams in a fast-paced environment;
- Strong knowledge of USAID’s Gender Equality and Women’s Empowerment Policy, relevant USAID regulations, and international best practice;
- Excellent interpersonal skills, including a track record of successful coordination and effective working relations with a wide range of stakeholders;
- Demonstrated ability to responsibly and ethically handle sensitive and confidential information;
- Strong communication skills in writing and presentations in English.

Mentoring programme
Manage overall success of the cohorts (groups of mentees and mentors) in your region, including coordinating and administering events and communications for cohorts in your area.
