Qualifications

How can you make a difference?
The consultant will play a key role in coordinating the YPW group. This includes:- Having monthly update meetings with the UNICEF Child Protection & GBV Specialist to provide updates on progress, challenges, and opportunities.

- Supporting YPW members to co-design adolescent advocacy initiatives and ‘call to actions such as social media campaigns (in line with the YPW annual Advocacy action plan). As well as supporting the review and adaptation of UNICEF IEC (Information, Education, and Communication) materials for adolescents. You should have experience in facilitating adolescent participation and a strong understanding of Pacific youth and gender identities, masculinities and gender socialization. Gender-based violence (GBV) PSEA/ SafeguardingSUMMARY OF THE PROJECT
The Southeast Asia Gender Based Violence Prevention Platform ("the Platform") is a regionally led, Australian-funded initiative that aims to address the need and demand for increased investment in, and coordination of, gender-based violence (GBV) primary prevention initiatives in the Southeast Asia region. The Platform aims to strengthen locally-led efforts to prevent GBV through evidence-based advocacy, dialogue, policy and programming in Southeast Asia. The Platform is led by a regionally based Secretariat, in collaboration with Cowater International, Social Development Direct and the Equality Institute, which support organisational development and provide technical support.
Objectives
The objective of the Panel is threefold:
a) To expand the Secretariat’s technical capacity in providing targeted support and expertise to grantees, ensuring the delivery of high-quality grant programmes within the allocated time and budget.
b) To strengthen technical capacity of qualified grantees, to ensure high quality, ethical and safe delivery of their proposed projects.
c) To support grant management, including due diligence and financial management.
Scope of Services The service provider are expected to provide services in one or more of the following areas:
A. Practice-based knowledge/ research: research/ study design, implementation and dissemination.
B. Advocacy: strategy development, design of advocacy tools and approaches, and advocacy implementation.
C. Prevention intervention support: formative research, design, implementation and monitoring of projects related to GBV primary prevention.
D. Gender equality, disability and social inclusion (GEDSI): GEDSI analysis, mainstreaming GEDSI into programming and prevention interventions, with particular focus on disability and LGBTQIA+ inclusion.
E. Safeguarding: including preventing SEAH, do no harm and other ethical safeguards. F. Grant management, including due diligence and fiduciary assessment, grant financial management, and supporting grantees on ethics within their projects.
General Selection Criteria
• Minimum 8 years of technical advisory/ assistance experience of similar nature, related to the specialisation or the area of expertise. • Experience working with CSOs, WROs, or academicians/ researchers.
• Understanding of ethical and safeguarding considerations for GBV research and prevention programming, including requirements for grants, implementation evaluations. Familiarity with DFAT requirements preferred.
• Experience in mainstreaming GEDSI in GBV prevention programming and/or research
• Working proficiency in spoken and written English is required; proficiency in at least one Southeast Asian language is preferred. Attributes:

Gender equality and Social inclusion (GESI)CONTEXT
The African Union Inter-African Bureau for Animal Resources (AU-IBAR), a specialized technical office of the Department of Agriculture, Rural Development, Blue Economy and Sustainable Environment (DARBE) of the African Union Commission (AUC), is mandated to support and coordinate the utilization of livestock, fisheries, aquaculture and wildlife as resources for both human wellbeing and economic development in the Member States of the African Union. The Vision of the AU-IBAR Strategic Plan 2024-2028 is an Africa in which animal resources contribute significantly to integration, prosperity and peace. AU-IBAR’s intervention in the fisheries and aquaculture sector is guided by the Policy Framework and Reform Strategy for fisheries and aquaculture in Africa (PFRS) which is aimed at improving governance of the sector for increased sustainable contribution to food security, livelihoods and wealth creation. Also within the framework of the African Union 2063, the Africa Blue Economy Strategy envisioned an inclusive and sustainable blue economy that significantly contributes to Africa’s transformation and growth.
JOB DESCRIPTION SUMMARY
Under the direct supervision of the Project Team Leader at AU-IBAR, the incumbent will undertake the following targeted areas of work so as to achieve the objectives of the Project ‘Conserving Aquatic Biodiversity in African Blue Economy’:
1. Contribute to the identification and mainstreaming of gender related issues across the project’s activities relevant to aquatic biodiversity and environmental management.
2. Participate in analysis of, from a gender perspective, existing national, regional and local policies, strategies and action plans and elaborate on the added value of gender mainstreaming into national and regional conservation policies.
3. Support the operationalization of the AU endorsed continental strategy for gender mainstreaming in aquatic biodiversity conservation and environmental management in the continent.
4. Contribute to the implementation of the Continental strategy on Nature-based solutions for sustainable aquatic biodiversity conservation, and environment management - ensuring effective community, private sector, women and youth, participation in climate change mitigation efforts, conserving and restoring aquatic ecosystems and fish stocks.
5. Strengthen inclusive Regional Blue Value Chains in selected fisheries and aquaculture undertaken: including actors, enablers, drivers and develop mechanisms for enhancing effective private sector, women and youth engagement.
GENERAL EXPERIENCE
i. A minimum of 5 years of combined relevant work experience in development-oriented institutions, NGOs, UN, AU member states or related international development aid projects in Africa.
ii. A Minimum of 3 years of experience in at least one of the sectors (e.g., gender and climate change mitigation programmes; conservation of aquatic ecosystems, integrating gender considerations and women’s empowerment in environmental programming).

Job profile and duties
- Support the design, planning, implementation and monitoring of a data collection processes on violence against women and domestic violence to comply with article 44 of the Directive, including with procurement procedures and contract management of external services;

Objectives
To support the integration of care for women and girls into primary health care (PHC), particularly at the level of community relays as key players in accessing and including care for malaria, HIV, tuberculosis and maternal, child and adolescent health in Niger, by identifying gender-related obstacles and supporting the removal of these obstacles through the development and implementation of integrated, inclusive, coordinated and gendersensitive national responses.
The objectives are articulated around four points:
SO1. Identify gender inequalities, gender-based violence, and the determinants affecting access to health services, including prevention, testing, and treatment of malaria, HIV, TB, reproductive health, and maternal, child, and adolescent health care in Niger in 2025. SO2. Propose an action plan for the integration of gender-sensitive primary health care services. The plan should consider reproductive rights and health, gender-based violence, as well as maternal and child health for women and girls, with particular attention to strengthening the capacities of community health human resources (CHW) in Niger for the period 2027–2029. This action plan should be integrated into existing plans through crosscutting gender integration.
SO3. Propose a plan to improve the quality of integrated care and service delivery for women and girls provided by Community Health Workers (RComs) on HIV/STIs, malaria, tuberculosis, maternal and child health, and gender-based violence, including the integration of gender considerations into Niger’s community health programs.
SO4, Assess the progress and opportunities for improving integrated primary health care for women and girls as a priority area to be included in the Global Fund’s Grant Cycle 8 or other future funding opportunities.
Experience / SkillsThe consulatnt selected for this technical assistance will be an international individual. He/she must have and justify solid references in line with the criteria below:
Essential skills:
• Advanced university degree preferably a master’s degree in public health, primary health service integration, gender, equity and social analysis, health economics, health and social sciences or related fields, with at least 5 years of work experience.
• Demonstrated experience in implementing interventions linking gender and health systems strengthening, particularly those focused on the provision of care and services for women and girls in low- and middle-income settings.
• Experience of working in similar contexts to Niger, and good knowledge of national health system structures.
• Good understanding of gender equality and human rights considerations in health human resource management, RCom programs and community health systems strengthening, with evidence of systematic integration of gendersensitive or gender-transformative approaches.

The focus of the study is Punjab Police’s Mahila Mitra (PPMM) program, which created help-desks for women and assigned female officers to staff those desks. The research project examines efforts to “mainstream” the PPMM program within the day-to-day work of the police station through different approaches to training. Using a mixed-methods approach (combining a randomized controlled trial and qualitative research), the study will evaluate the impact of different training modalities (female officers only; female and male officers in different settings; or female and male officers together) on the experiences and job satisfaction of female officers; the perception of female officers within the police; the implementation of the PPPM program, and police responsiveness to women.
Job descriptionQualitative research, including observations of and interviews with PPMM officers, will be integrated in all stages of the study, accompanying and complementing the RCT. The Research Associate’s role requires (a) working closely with the Principal Investigators on designing qualitative instruments, piloting them, and using them to conduct in-depth interviews with frontline officers; (b) qualitative analysis and thematic coding of fieldnotes; and (c) working closely with the stakeholders on overseeing the development of the intervention training materials for a full-scale RCT.The Research Associate will be based in Punjab, working closely with the team of researchers and government counterparts to ensure the successful implementation of both the research and stakeholder engagement components of the project.
Key responsibilitiesQualitative research:- Collaborate in design and lead implementation of qualitative research activities in police stations, including ethnographic observations, in-depth interviews, and focus group discussions.
- Work closely with the PIs and the research manager to refine research instruments and protocols.
- Ensure accurate transcription, translation, and coding of qualitative data for analysis.
- Contribute to qualitative data analysis and synthesis of findings in coordination with PIs.
- Draft internal memos, presentations, and sections of reports for both research and policy audiences.
- Provide inputs into training material design and dissemination documents based on field insights.
- Report to the PIs and the RM on all of the above-mentioned activities and any other work assigned.
Required qualifications- Bachelor’s/Master’s degree in public policy, political science, sociology, development studies, criminology, or a related field.
- At least 1–2 years of relevant experience in field research, preferably with qualitative methods.
- Strong interpersonal skills and ability to build trust with government stakeholders.

The selected Consultant will undertake the following:
- Conduct a comprehensive gender analysis, critically reviewing the existing Gender Action Plan, and ensuring its alignment with the latest WHO and UNDP standards and frameworks. This includes identifying gaps, recommending actionable improvements, and integrating best practices to promote gender equity and responsiveness across programme implementation.
- Develop a revised Gender Action Plan for the project to facilitate implementation of activities that promote gender equality and womenâs empowerment, covering both technical aspects of project activities and operational aspects of the project (i.e., Project Results Framework, Social and Environmental Safeguards and Grievance Redress Mechanisms, Risk Register, and reporting requirements).
- Provide tailored technical support to each country in the development of country-specific Gender Action Plans. These plans will be designed to reflect the unique needs, capacities, and institutional arrangements of each national context, ensuring relevance, feasibility, and alignment with international gender equality frameworks. The support will include promoting inclusive approaches that strengthen national ownership and sustainability.

Technical Advice and System Management

As a senior member of the Program Development, Quality, and Impact (PDQI) team, the MNCAH Specialist leads the design and delivery of high-quality, innovative, and cost-effective programs in both humanitarian and long-term development contexts, driving immediate and lasting change for children.
The role also involves initiating and providing technical leadership for MNCAH-focused studies, documenting and disseminating innovations and best practices, and advancing research and advocacy through collaboration with civil society organizations and other institutions. Additionally, the Specialist plays a key role in establishing, maintaining, and expanding donor relations within the MNCAH sector.

The IPU collaborates with the United Nations Development Programme (UNDP) both nationally and globally for over 40 years. In late 2025, the IPU and UNDP have entered into a cooperation agreement to support parliaments in Pacific countries. Within this programme the IPU will support two parliaments to undertake Gender sensitivity self-assessments.
Duties and responsibilities of the consultants:
Under the overall supervision of the Manager, Technical Cooperation Programme, IPU and working with four pacific parliaments, the Consultant will perform the following functions:
- Support implementation of phases 1 and 2 of the assessment process as outlined in Annex 1.
- Provide technical assistance an advice to the Steering Committee
- Where required provide training/coaching to the Pacific Parliament MPs and staff to increase their capacity to undertake the assement
- In-person support to facilitate carrying out of the assesment through the provision of advice, support and comparative experience.
Educational Qualifications (Minimum):
- University degree in social science, political science or law; specialization in gender studies an asset. An advanced degree is highly desirable.

- Demonstrated experience of work with parliaments and parliamentarians in different countries and regional contexts required.

Sexual & reproductive rights (SRHR) Health
To provide support for the strategic communications activities of IPPF EN, mainly focusing on advancing the gender equality and sexual and reproductive health and rights (SRHR) agenda, within the EU and through international cooperation and EU external action. In particular: support in the creation of communications materials; social media support (LinkedIn, Bluesky & Instagram); support in mainstreaming new narratives through digital communications; support with layout and designing of position papers and factsheets (including using Canva); support with activities ahead of EWAG 2026 and work with the IPPF EN young people invited; help with the management of websites and content upload; help with monitoring and evaluation of targets laid out in the communications strategy;
· support in the coordination of communication activities with partner organisations;
· support implementing the editorial calendar for the #AWorldWhere campaign;
· support in writing pieces for the website and newsletter.
Overall project support
· To support with the compiling of project information, logistics and reporting;
· Contribute to the logistical organisation of online and offline events, capacity building meetings and representation visits ·
Provide administrative support for grant-making and the contracting of different consultancies/service providers
· To perform other duties as agreed with the supervisor.
QUALIFICATION & PROFESSIONAL EXPERIENCE
- Right to work in Belgium
- Interest and/or (volunteer) experience in communications (experience also in advocacy is an asset).
- Interest in SRHR work, human rights and/or European affairs
SKILLS & PERSONAL COMPETENCES
- Fluent in English (written and spoken), any other languages are an asset;
- Ability to use communications software (Canva);
- Strong writing skills;
- Ability to work on WordPress-based websites is an asset;
- Excellent knowledge of social media platforms, particularly X & Instagram (other social media are an asset);
- Excellent organizational skills;
- Combining creative flair with an eye for detail;
- Ability to work under pressure, good time management, punctual;
- Strong interpersonal skills and able to work in a multicultural environment;
- Open minded, empathic and flexible;
- Commitment to gender equality, sexual and reproductive health and rights, non-discrimination and diversity, and young people and youth participation are a must.
