Global Girls Creating Change (G2C2) is a girl-centered climate action initiative implemented by a consortium of Hivos, Restless Development, and Yayasan Humanis dan Inovasi Sosial, focusing on fostering and elevating a diverse movement of girls to shape equitable and inclusive climate policies. The project operates in Brazil, Indonesia, Nepal, Uganda, and up to 25 other coalition countries. G2C2’s second objective is to foster a global network of girls, amplifying their voices and advocating for climate action at local, national, regional, and global levels, with a focus on influencing decision-making processes.
The primary objective of this consultancy is to design, facilitate, and establish a Global Girls Network comprised of at least 50 girl participants from 25 countries, including the four in-country programming countries (Brazil, Indonesia, Nepal, and Uganda). This network will create a platform for girls to co-create a Global Girls Climate Agenda and advocacy plan, which will be used to influence climate policies at sub-national, national, regional, and international levels.
To support this objective, G2C2 seeks a global consultancy to develop a cohesive and effective network of girl advocates, which will culminate in the co-creation of a Global Girls Climate Agenda to be presented at COP30 in Brazil (2025) and other global forums.
Scope of Work
The consultancy will focus on building and facilitating the development of the Global Girls Climate Agenda. This includes engaging the Girls Advisory Board, supporting regional-level activities that incorporate the perspectives and participation of at least 25 countries, and guiding girls’ advocacy efforts in key climate decision-making processes.
Deliverables
- Strategy Document: Comprehensive strategy for the Global Girls Network including implementation plans, timelines, and engagement targets.
- Participatory Lab Materials: Based on G2C2 Standard Curriculum define tools, and facilitation guidelines for the participatory lab processes.
- Capacity Building Framework: Key skills training modules and engagement plans tailored to the needs of the network participants.
- Global Girls Climate Agenda: Finalized co-created agenda and advocacy plan for global climate action, including actionable steps for COP30 and beyond.
- Monitoring and Evaluation Tools: Metrics and tools to assess the network’s impact, reach, and effectiveness.
- Final Report: Detailed report documenting the consultancy’s processes, achievements, challenges, and recommendations.
Qualification Requirements
- Demonstrated experience working with girls or youth engagement;
- Solid previous experience facilitating activities with global movements, actors, and stakeholders;
- Demonstrated experience and expertise in the field of climate advocacy, including knowledge of climate science, policy advocacy strategies, and communication techniques;
- Proven ability to facilitate workshops and training sessions, with experience in engaging diverse audiences and creating interactive virtual learning environments;
- Understanding of gender dynamics and experience in designing and delivering workshops tailored specifically for girls and women, using language and approach informed by gender analysis and participant cultural context;
- Familiarity with the inclusive and gender equitable approach of data collection, including the youth-led research method;
- Commitment to promoting gender equality, diversity, and inclusion in all aspects of the workshop design and delivery process.

GESI technical support:

- In close collaboration with SMT, HR and HSSE teams provide the required analysis and technical guidance to Ukraine personnel in implementation of PSEAH prevention, risk mitigation, and put in place response measures during planning and project development, and programming.
- Actively participate in internal and external meetings, workshops and working groups on PSEA, as relevant, and increase in-country participation in PSEA fora, and partnerships with UNCT PSEA Network and members and key partners.
Grievance Redressal Mechanism (GRM) Management- With technical assistance from UNOPS global expertise, set up and manage UAMCO GRM, and ensure PSEAH reporting modalities and included, sensitized and managed in all new projects, as appropriate, while taking into consideration confidentiality criteria.
- On a regular basis update UAMCO senior leadership on progress of the GRM and recommend further resource requirements as and when required.
- Act as Focal Point for receiving complaints in close collaboration with PSEAH Focal Points.
- In collaboration with relevant stakeholders, develop a services list for survivor services, and make referrals as needed. Support victims as needed.
Education/Experience/Language requirements

Generic (e.g. 'gender focal point' role Gender equality and Social inclusion (GESI)Objective and Purpose of the AssignmentThe technical assistance (TA) will help the Government of Cambodia improve its domestic resource mobilization (DRM). Widening fiscal deficit and economic downside risk remain a key medium-term challenge to balance development objectives with fiscal sustainability. Implementation of the Revenue Mobilization Strategy 2014–2018 and 2019–2023 led to strong national performance from improved revenue administration and policy reforms. Subnational results, however, have been mixed. Subnational administrations (SNAs) remain heavily reliant on national government transfers. While subnational administration tax and nontax revenues have increased from a low base, more can be done to ensure that SNAs can meet their expanding service delivery mandates. Subnational revenues are hindered by factors such as: (i) limited efficiencies in subnational tax collection; (ii) incomplete property databases and valuation methodologies that encumber property tax collection, and (iii) outdated fees and charges for key services delivered. The result has been suboptimal revenue bases with increasing disparities between and across tiers, impacting subnational administrations’ ability to plan for and meet service delivery commitments. Furthermore, Cambodia is envisioning creating capital/province with rapid urbanization into metropolitan administration. Thinking ahead, lessons learned from existing metropolitan administration will be invaluable input for policy formulation for Cambodia.
ADB is providing technical assistance to the Government of Cambodia to support improvement of tax and non-tax collection and management for SNAs, and completion of a needs assessment to identify gaps in tax and non-tax policies, including any implications for women and gender equality.
Scope of WorkThe gender specialist will support the revenue specialists and assess the tax and non-tax revenue streams through a gender angle, assessing gender-gaps in the tax and non-tax revenue systems. The gender specialist will also support the revenue specialists in providing recommendations to the revenue work plan in mainstreaming gender considerations in revenue collection.
Detailed Tasks and/or Expected OutputThe consultant is expected to:
(i) Assess the gender gaps in the existing tax and non-tax policies and administration arrangements at the subnational administration level
(ii) Coordinate with the International revenue specialist to incorporate the gender gap assessment of the revenue collection policies and systems in the revenue gap assessment report
(iii) Provide recommendations on addressing the gender gaps in the revenue policies and administration systems, and coordinate with the international revenue specialist to incorporate them work plan for the different levels of government in operationalizing the policy recommendations.
Minimum Qualification RequirementsThe expert must possess at least master’s degree with a minimum of 5 years of extensive experience of working on gender related issues especially in the context of public finance and public administration of the Kingdom of Cambodia, preferably at the SNA level.

Main ResponsibilitiesContribute to the OECD Gender Data Initiative as part of the broader OECD Gender Strategy

A. Program Development, Implementation and Monitoring

Job description
TGEU seeks a dynamic and motivated Communications Coordinator to join our Communications team. This entry-level role is designed for an aspiring professional who is passionate about communications for trans rights, multimedia content, and community engagement. As part of our team, you will create engaging content, assist in campaign production, and support the planning and executing of major awareness campaigns and events. This position offers an excellent opportunity to contribute to the trans movement in Europe and Central Asia and develop your skills in a professional and collaborative environment.
You will join the Communications team and report to the Senior Communications Officer. The team supports and amplifies TGEU’s advocacy, community building, and research work, as well as initiates and runs awareness and strategic communications campaigns and publications.
Key responsibilities
Content production. Assistance and ownership in the creation and publishing of multimedia content, including reels, videos, printed materials, multilingual translations, and printed publications.
Coordination. Collaborate with staff, contractors, and community members to coordinate communication campaigns, ensuring alignment with organisational goals and timelines.
Visual style implementation. Assist in implementing and maintaining the organisation’s visual style across documentation and communication channels, ensuring consistency and adherence to brand guidelines.
Production of printed materials. Coordinate the production of printed materials, working closely with designers and printers to ensure high-quality outputs, from proofreading to design quality assurance.

- Experience in communications, including digital, multimedia, video, graphic and web design, publishing, editorial, and social media.
- Familiarity with website management and SEO best practices.
- Knowledge of content production processes, focusing on delivering timely, high-quality results.
- Experience in organising community-powered events, with an understanding of accessibility in communications and events.
- Fluent in English (spoken and written).
- Good knowledge of another European language is desired.
Soft skills
- Creativity and passion for communications work towards justice for trans, nonbinary, and gender-diverse people.
- Strong verbal and written communication skills, with the ability to engage diverse audiences and convey complex ideas.
