Peace and Security1. Background informationThe Peace Track Initiative (PTI) is a feminist track II organisation, founded in 2017 by women inside and outside of Yemen in order to support peacebuilding and political transformation, contributing a feminist perspective. PTI works to create conditions for localised and inclusive peacebuilding by strengthening and consolidating movement(s) for feminist peace in Yemen. PTI creates safe spaces for dialogue, produces feminist knowledge, and promotes feminist leadership to position diverse women’s voices in the diplomatic tracks of peace and political processes, and with stakeholders at the local, national, and international levels. As an established Women, Peace and Security (WPS) stakeholder, PTI currently has a number of active partners and programming to make feminist peace a reality in Yemen including the Embassy of the Kingdom of the Netherlands in Yemen, who has been supporting the work of PTI since 2019.
2. Objectives of this consultancyThe consultant(s) will lead and conduct the evaluation of the project, which will have the following objectives:
- To assess the progress of the project against its aspired results. While the review will not be exhaustive in terms of assessing each of the output and outcome indicators, it will provide an assessment about where the progress mostly lies, and where it isn’t and why.
- The review will also identify learnings including what has been working well towards achieving the indicators and intended results and why, what has not been working well and why, and what can be improved (including adapting work or results). This learning will be incorporated and adopted for the remainder of the cycle.
- Develop a case study that provides anoverview of the PTI’s approach and model of work, and the achievements from its inception in 2019 to July 2023.
- Develop an accessible brief communication document about PTI’s approach and achievements to-date based on the case study and the mid-term evaluation findings that can be used by PTI to showcase its work and impact to date.
Consultant(s) knowledge and experienceThis assignment can be conducted by a one-person team or a two-person team. The Consultant(s) should be able to demonstrate (not in order of priority):
- Commitment to feminist values, peace, and gender equality.
- Proven professional experience conducting evaluations and applying a gender-sensitive and feminist approach to research.
- Experience in conducting Outcome Harvesting methodology.
- Educational background in social sciences, international development, and gender and development is an asset.
- Proven professional experience working on the Women, Peace and Security agenda and gender equality.
- Experience in/ knowledge of peacebuilding/peace-making theories of change is an added value.
- Cross-cultural sensitivity and ability to work in cross-cultural environments.
- Experience working on Yemen or in the MENA region is essential.
- Fluent in Arabic and English, both written and spoken is essential.

Minimum Qualifications & Transferable Skills- University Degree/Master in GESI/international studies, social sciences, social work or other relevant field is desired with a specialism in gender/GESI

- At least 5-7 years of senior experience in relevant or similar roles, and 3-5 years of progressive humanitarian and/or development program management experience.

Duties

Functional Responsibilities

Provide Technical Guidance and Support:- Provide technical support to ensure that GESI is mainstreamed into all areas of the UAMCO Multi-Country Office strategy;

- Knowledge and understanding of current political issues in both Labour organisations and the wider feminist movement.
- Excellent relationship-building, networking, advocacy and influencing skills, and the ability to work with women from across the Party’s political spectrum.
- Experience in fundraising, income generation and financial management.
- Experience in staff and volunteer management and leadership (especially remotely) and the ability to enthuse and motivate both staff and volunteers.
- Understanding and knowledge of the administrative, financial and legislative requirements of managing a political organisation.
- Strong communication skills including the ability to represent the organisation effectively in public forums and the media.
