ILGA-Europe is the European and Central Asia Region of the International Lesbian, Gay, Bisexual, Trans & Intersex Association (ILGA). ILGA-Europe also supports strategic litigation cases on SOGIESC matters by filing third-party interventions with the European Court of Human Rights (ECtHR) and by providing support to applicants and counsel before the Court of Justice of the European Union (CJEU). Together with its members, ILGA-Europe also monitors the implementation of judgments from both courts.Goals for this consultancy
The purpose of this consultancy is to develop an online database of case law and pending cases before the ECtHR and CJEU on SOGIESC matters, including implementation status, which would allow users (legal professionals, civil society organisations, institutions, researchers, litigation actors before both courts) to access an up-to-date list of cases and information on cases (including summary) and to conduct research using filters (e.g. filter by court, country, date, keywords, etc.).
Role of the consultant
- Design the database structure (on Excel or other relevant tool) with a list of fields to fit the purpose
- Collect and fill out the master file with the corresponding information for ECtHR and CJEU case-law (comprehensive list of judgments and pending cases)
- Collect and fill out the master file with the corresponding information on the implementation progress of ECtHR and CJEU cases pending implementation
Role of ILGA-Europe
- Provide guidance to the consultant on the direction of work
- Support the logistical organisation of consultations and meetings with ILGA-Europe team
- Provide documentation already collected around work done, needs, challenges, and practices in place on litigation and legal developments within the organisation
- Review a draft database structure and provide feedback to the consultant
- In case of disagreement, final decisions in relation to content are made by ILGA-Europe

Who we are looking for
The consultant should have working experience in areas described in this Terms of Reference (ToR), and in particular:
- Advanced skills in legal research

Gender-based violence (GBV)Description
Trócaire is one of Ireland’s top International NGOs having over 50 years of experience in international Development. Trócaire works through local partners and is a member of worldwide networks such as Caritas and Cooperation Internationale pour le Development et la Solidarité (CIDSE).
Trócaire has been working in Gedo for the last 32 years. Currently Trócaire implements Health, Nutrition and Education Programme activities and uses local organisations working in Gedo in the livelihoods protection and education sectors as partners.The GBV Programme Officer is responsible for supporting local partners in implementing a gender-based violence (GBV) prevention and response programme with internally displaced communities and host communities in Gedo region. The program includes the establishment and management of Women and Girls Centres (WGC), social norm change interventions, particularly on FGM, GBV case management, health responses to GBV including clinical management of rape (CMR) and psychosocial support. Through these WGCs, a range of group-based psychosocial support, basic adult education, life skills and vocational activities are provided to women and girls.The GBV Programme Officer is responsible for managing grants to a local partner that uses a Communities Care approach (a survivor centred approach) to its intervention, along with supporting partners in all aspects of implementation and reporting to ensure programme quality and compliance with donor requirements. Job Purpose
The role of the Gender and Peacebuilding Advisor is to help deliver CR’s Gender Strategy, support Programme teams and partners to develop and deliver on gender responsive and gender transformative objectives, and bring contextual advice and guidance on integrating gender into conflict analysis, programme design, funding proposals and project implementation. Scope and Accountability
The Gender and Peacebuilding Advisor sits within the Research, Advisory and Policy (RAP) department, which is responsible for cross-organisational research, learning, advocacy and technical support to Programme teams and partners.
They will be line-managed by the Head of Gender and Peacebuilding, based in the UK, and work closely with CR’s Africa Department Director, based in Nairobi.
They will support teams in all geographic Programme departments, including our Cross-regional Programme Department, but will have a particular focus on Programme teams working in the Horn of Africa, Central Africa and West Africa, where CR is implementing several strategic projects with either gender responsive or gender transformative deliverables for donors including Global Affairs Canada, the French Embassy and the EU Foreign Policy Instrument.

Description of Duties/Responsibilities
The objective of the assignment is to create a series of 6 engaging, animated, visually compelling short videos that:
• Convey the business case for gender-responsive practices in agriculture.
• Illustrate real-world challenges, solutions, and success stories from East Africa.
• Reflect authentic East African cultures, people, landscapes, and agricultural practices.
• Support training, outreach, and awareness efforts under the MARKUP II programme.
The selected illustrator/animator will be expected to:
• Design, animate and produce 6 short videos (1–2 minutes each) based on provided scripts, including creating subtitles. • Work closely with ITC’s SheTrades team and gender expert throughout the process.
• Develop culturally appropriate visual concepts and storyboards that represent East African realities and agricultural settings of the selected value chains • Align visuals and animations with the themes of gender sensitization and inclusive value chain development.
• Reflect diversity, inclusion, and local authenticity in the portrayal of characters, environments, and activities.
• Produce final videos optimized for online and offline dissemination (social media, training sessions, project websites) and aligned with ITC, EU and EAC branding
• Deliver high-quality files and editable project files (e.g., After Effects, Illustrator, or similar formats).
• Perform a maximum of 3 rounds of extensive review.
Qualifications/special skills
A Bachelor’s degree in Graphic Design, Animation, Multimedia Arts, Visual Communications, Fine Arts, Film Production, Communications, or a related field. Extensive relevant experience may be accepted in lieu of the university degree.
• Proven track record in creating animated or illustrated videos for gender sensitization, agricultural development, or inclusive business projects, ideally in East Africa.
• Prior experience working on visual communication materials for international organizations, NGOs, or donor-funded projects (e.g., EU, UN, World Bank, etc.).
• Experience producing content related to women's empowerment, gender equality, sustainable supply chains, or SME development.

PURPOSE OF THE CONTRACT
The consultant will lead the implementation of RISE’s MEL framework to ensure that data and insights inform the organization’s work and effectively demonstrate our impact. The consultant will embed MEL systems across the organization, provide technical support and guide the teams. In addition, the consultant will lead on evaluation, develop data collection tools, analyze data and share reports and learning to improve program effectiveness. The consultant will also demonstrate RISE’s impact to internal and external stakeholders.
Scope of Work
MEL Management and Implementation
• Implement MEL frameworks, including Theories of Change, Logical Frameworks, KPIs, and outcome indicators, ensuring they remain up-to-date and aligned with RISE values.
• Systematically integrate MEL across all programs and organizational processes to drive continuous improvement.

Climate & Environmental justiceAbout the role and Wen’s Climate Sisters Programme
The Climate Sisters project aims to make systemic change by amplifying underrepresented marginalised and racialised women's voices in climate justice debates and in the transition to a low-carbon economy. The 5 year project aims to engage women in Glasgow and Edinburgh (across the central belt of Scotland) through a participatory climate leadership programme. The project involves two phases. Phase One is a 10 week Feminist Climate Leadership workshop programme where groups of women collectively explore their priorities for climate justice at individual, local, regional, national and international levels. Phase Two involves participants developing creative projects to showcase the ideas and solutions from the combined cohort from the Phase One programme, working collaboratively with regular support sessions. The aim of this programme is to amplify and centre the voices of the underrepresented and marginalised women specifically in the climate arena. The approach to this will be underpinned by values that challenge patriarchy, colonialism and white supremacy, ableism and uphold care, collectivity, collaboration and non-competitive sisterhood. The Climate Sisters Programme Manager will lead and manage this programme working closely with community partners and participants to deliver and inspire a participatory, impactful and co-produced project. The Climate Sisters Programme Manager will manage, supervise and motivate the Climate Sisters Project Coordinator. Our campaigns are centered on four program areas: Legal Equality, End Sexual Violence, End Harmful Practices, and End Sexual Exploitation, with a cross-cutting focus on the unique needs of adolescent girls.
MAJOR DUTIES AND RESPONSIBILITIES
The following is a general outline of duties and responsibilities for this role. It is not an exhaustive list, and additional duties may be assigned or removed at the discretion of the supervisor to meet organizational needs and priorities:
Campaign Implementation & Leadership
- Contribute to the successful achievement of campaign outcomes aligned with the Theory of Change (ToC).
- Manage assigned grant deliverables, ensuring timely, high-quality outputs within scope and budget.
- Collaborate with the Global Lead and Impact Team to track, document, and share learning across interventions.
- Develop thought leadership around core areas of work, collaborating with the AUDRi Coordinator and Communications Team.
- Maintain accurate and up-to-date records in the program database for assigned interventions.
- Ensure internal campaign updates, documentation, and reporting are completed and shared in a timely manner.
Advocacy & Legal Strategy
- Support context mapping and stakeholder analysis for the digital rights space in collaboration with the Global Lead and AUDRi Coordinator.
- Strengthen relationships with allies, civil society organizations, and key influencers at local, national, and international levels.
- Contribute to the development of clear and accountable partnerships aligned with our shared advocacy goals.
- Prepare and submit legal documentation to international and regional human rights bodies.
- Provide legal analysis and expertise on digital rights frameworks, with a preference for EU law experience.
- Contribute to legal case development and documentation.
- Draft key communications, advocacy letters, and messaging to influence policymakers and institutions.
- Identify and act on opportunities to leverage regional and international law for strategic advocacy.
Success Measures
- Demonstrated contribution to the Be Net Positive campaign’s goals across all four ToC pathways.
- High-quality, timely, and evidence-based reporting on grant deliverables and activities.
- Development of legal and strategic insights that strengthen Equality Now’s digital rights advocacy.
- Strong, respectful partnerships with clearly defined shared objectives and roles.
- Effective legal contributions to national, regional, and international advocacy efforts.
- Consistent, organized documentation and knowledge management across all workstreams.
QUALIFICATIONS, SKILLS AND EXPERIENCE REQUIRED
- Minimum of 5 years of relevant experience in program delivery, legal advocacy, or campaign implementation.
- Law degree (LLB, JD, or equivalent) with a focus on human rights, digital rights, or technology law.
- Prior engagement with international human rights mechanisms (e.g., UN treaty bodies, regional courts, special procedures).
- Familiarity with the technology-facilitated GBV landscape and the legal, social, and advocacy strategies for addressing online harms.
- Understanding of digital platforms, accountability systems, and regulatory efforts impacting online misogyny and freedom of expression.

Sexual & reproductive rights (SRHR) HealthThe Role
The MA Support and Development Team supports the growth and development of Member Associations (MAs) and Collaborative Partners (CPs) in the region and collaborates pro-actively with other Regions and Global functions to leverage the Federation wide impact. The Lead will support the Regional Director in bringing together and connecting all MA facing work within the Region to ensure optimal support and services to MAs/CPs. There may be instances of need to travel in support of MA/CPs and interaction with key stakeholders.
Role Deliverables
- Support MAs/CPs for development and impact in delivering against the Strategic Framework to widen access, expand choice, innovate and share knowledge, act with youth, advance digital and self-care. This includes supporting MAs/CPs for their financial sustainability and organizational strengthening.
- Build an overall picture of MA/CP capabilities, capacities, country contexts, audiences and competition from country and MA/CP profiles to strategically connect organisations, activities and information.
- Devise an integrated plan of activities, including both restricted and unrestricted funding, driven by MAs/CPs to achieve tangible outcomes, capacity building, stronger governance, shared learning and connection facilitation across the Federation.
- Create an MA/CP service delivery platform that provides funding and resource support that meets Federation programmatic requirements.
- Assess quality controlsfor data integrity used to inform decision-making.
- Facilitate the design and delivery of integrated programming and resource allocation, leveraging or building technical capacity in MAs.
- Galvanise and lever development opportunities for MAs/CPs through proposals and donor reporting.
- Build, lead and mentor a diverse team with complementary technical expertise,skills, drive and determination into a seamless functional unit where people can perform at their best.
- Contribute to resource mobilization through macro knowledge of MA programming, and support the Resource Mobilisation Team with the conceptualization and development of proposals.
Key Skills/Expertise
- Experience of leading effective design and delivery of multi-country/regional SRHR Programmes in international development
- Track record of co-constructing and implementing multi-faced business plans/budgets in diverse geographic/cultural settings with good financial understanding and budget management skills
- Understands political, economic, social, legal and environmental contexts in the Region and Globally affecting the international development sector
- Understands the workings of MAs and how to encourage, influence, incentivize engagement
- Ability to scan the horizon to spot issues, leverage opportunities, mitigate risks and build a learning environment
- Excellent team leader and developer with strong planning, organising and knowledge sharing skills
- Strong monitoring and evaluation skills
- Ability and willingness to work in and lead a diverse and multicultural environment that respects all cultures and ensure inclusion
- An intersectional (pro) feminist passionate about sexual reproductive health, rights and justice, including safe abortion
