The consultant we hire will carefully examine the existing policies and any related documents, such as the staff/consultant recruitment process, to gain a comprehensive understanding of the current framework. Subsequently, s/he will work collaboratively with the IA Board and Staff to develop a human resource policy that aligns with Intersex Asia’s unique needs and objectives. This will involve detailed considerations of various elements, including recruitment, employee development, performance management, and organizational culture, to ensure the policy is well-suited for the organization.
Key Responsibility
The consultant will undertake the following tasks but are not limited to the following;
- Conduct a thorough review of existing policy, including staff/consultant recruitment process, organizational background and history, organizational diagnosis report, organizational structure, constitutional document, and other appropriate documents.
- Develop necessary tools and resources, such as structured interview guides, and feedback forms, to effectively conduct meetings and interviews for the purpose of gathering valuable insights. These tools should be designed to ensure that insights/data are collected systematically and comprehensively.
- Engage with board members, key stakeholders (if necessary), and staff through interviews, focus groups, or surveys to gather insights into the HR challenges and priorities.
- Draft a detailed and comprehensive HR policy based on the gathered feedback and suggestions. This policy should encompass matters such as recruitment, employee development, performance appraisal, compensation, benefits, and other relevant aspects that align with the organization’s core principles.
- Present the developed HR policy to Intersex Asia’s staff and board members for feedback and incorporate any necessary revisions.
- Finalize the HR policy/manual incorporating feedback and recommendations.
- Conduct online training/workshops with the Staff for the implementation of HR policy.

Missions
- Définir et mettre en œuvre la stratégie et le plan de communication en accord avec les orientations stratégiques de la gouvernance :

Shujaaz and MTV Shuga are two of the most successful brands in the space of youth behaviour change communications. This year we have bought our two brands together to create 5-years of population-level media in Kenya to achieve generational saturation for storytelling that makes gender equality its foundational theme. Key Responsibilities
Working with the programme leads and department heads at Shujaaz & MTV SAF to co-design and oversee the documentation, coordination and implementation of a shared learning agenda and contribute to the successful delivery of this strategy
Act as the primary point of contact for the external evaluation team and ensure the internal teams are fully briefed and aware of the evaluators’ agenda.
Ensure the MEL framework and programme strategy is informed by and rooted in the findings from formative research (including desk research).
Provide guidance and support to the Shujaaz & MTV SAF teams to ensure their work aligns with the evaluation learning agendas and ensure this is documented and communicated effectively.
Oversee the implementation of a detailed and comprehensive monitoring and evaluation plan.
Develop activities to promote and embed good practice in MEL across the campaign ensuring ethical compliance and standards.
Support capacity strengthening of MEL capacities in both organisations
Develop and maintain relationships with the external stakeholders, including funding partners, research partners and co-grantees operating in this space
Ensure timely and quality delivery of research commitments to all partners and communicate and share (written and oral) evidence, insights and lessons learned in a way that is appropriate to the audience.
Represent the programme at local and international conferences
Lead the drafting of knowledge products including reports, presentations, abstracts and blogs
Essential Criteria
Post-graduate degree in social sciences, research, SRH or relevant area, or equivalent experience
Experience in designing, coordinating, and managing complex research programmes
Experience working with, coordinating, and reporting to a range of donors, stakeholders and organisations

About the Role:
The Gender Equality and Social Inclusion Senior Advisor is a senior position in the WASH Technical Effectiveness team, reporting to the Gender Equality and Social Inclusion Lead.
Together with the Gender Equality and Social Inclusion Lead, the Senior Advisor co-leads the delivery of core team responsibilities regarding the thematic areas of GESI and other closely associated topics for high quality WASH programming. Applying a people-centred, systems strengthening approach to WASH, she/he provides high quality specialist technical analysis, advisory, and support services to the design, inception, implementation, troubleshooting, monitoring, and/or assessments of WaterAid's programming worldwide, at both strategic and operational levels.
In collaboration with country, regional and global colleagues, she/he co-leads the facilitation of effective learning and management of technical and programme knowledge across the organisation, and co-leads the development of relevant standards and guidance. She/he also provides strategic and technical input to fundraising, communications, and external engagements.
The Senior advisor has a high degree of independent and professional responsibility within own specialist areas, and discusses with her/his line manager to agree on how objectives are delivered. She/he is seen as a thematic authority and is able to handle highly challenging technical assignments. About You:

The Opportunity
This person will manage a portfolio of grants to organizations with the goal that women and girls in East Africa and Francophone West Africa, especially those facing the greatest barriers, are increasingly able to seek, access, and use comprehensive reproductive healthcare – inclusive of abortion care – to further their health, well-being, and life aspirations.
The Program Officer reports to the GEG Program Director and works closely with the GRE team and other Hewlett colleagues to administer and support a large portfolio of existing grants, and over time, transition and evolve grantmaking to effectively implement a refreshed strategy and program.
Taking an ecosystem-strengthening view of the diverse actors, opportunities, and threats in the fields of reproductive equity and gender justice in the regions of East Africa and Francophone West Africa, the Program Officer works with grantee partners, funders, and other global, regional, and national stakeholders to assess needs, co-create solutions, and promote collaboration to implement the strategy.
The Program Officer contributes to the foundation's interest in and practice of outcome-focused philanthropy, developing and updating strategies, identifying benchmarks and milestones to assess progress against these strategies, and planning and commissioning evaluations to contribute to learning and better understand impact.
The Gender Equity and Governance Program is currently undertaking a program-wide review to explore how they can amplify their impact and best support the field.
Qualifications
We recognize that there is a spectrum of lived and professional experience that will set candidates up for success in this role. While no one candidate will have every experience outlined in the position description, ideal candidates will offer a track record of demonstrable success and strength in the areas of responsibilities listed below:
Minimum 8-10 years of relevant knowledge and experience in global reproductive health, rights, and justice, including expertise in the African region, and knowledge of the United States context.
Current knowledge about reproductive health and rights ecosystems in Francophone West Africa and East Africa through meaningful lived and/or professional experience working on legal and policy advocacy, service delivery, research, and/or narrative change interventions.
Sophisticated knowledge of political and cultural crosscurrents in reproductive rights and gender equity, including commitment and comfort with working on abortion rights, and a demonstrated ability to navigate the diversity of perspectives in the field diplomatically and skillfully.

The Safe Abortion Action Fund (SAAF) was established by five bilateral donors in 2006 as a multidonor funding mechanism to support in-country civil society organisations for increasing access to safe abortion. It is the only international fund focused exclusively on the right to safe and legal abortion. SAAF is hosted by the International Planned Parenthood Federation (IPPF) and it is overseen by an independent board, with the day-to-day operations managed by the SAAF secretariat.
Purpose
The purpose of the evaluation is to make an overall independent assessment about SAAF with consideration of OECD-DAC evaluation criteria and principles. The evaluation will consider the SAAF portfolio holistically, with a focus on the effects from the recent changes of its grantmaking approach introduced in 2022. It will provide conclusions to key evaluation questions and propose practical recommendations to maximise SAAF’s contribution to its goal and inform SAAF’s future strategic direction.
Objectives
1) Determine SAAF’s unique role in and contribution to the current funding environment of abortion programming.
2) Assess SAAF’s overall programmatic and operational performance under its redesigned grantmaking approach.
Deliverables Requirements- The Inception Report of maximum 10 pages will be developed in close collaboration with the SAAF team to ensure that it remains focused on the evaluation objectives.
- The Evaluation Report will describe the evaluation process, methods and data sources and put forward the evaluators’ findings and concrete recommendations, including suggestions on how those can be achieved.
Evaluator Profile
The evaluation team will need to demonstrate strong experience of applying rigorous evaluation methodologies using OECD-DAC criteria across multi-country portfolios, and thematic expertise in the contexts of abortion and/or sexual and reproductive health rights. The required mix of skills will cover:
▪ Experience in conducting grants and fund portfolio evaluations using qualitative and quantitative research and analysis methods, particularly in the health sector.
▪ Experience with evaluating complex, non-linear and systems-level change.
▪ Ability to understand and assess electronic data systems based on relational databases and data visualization technologies.
▪ Knowledge of the international context for sexual and reproductive health services and rights, and/or safe abortion in the regions in which SAAF operates.
▪ Excellent interpersonal skills and ability and to communicate effectively with a range of stakeholders including within civil society organisations, international donors.

- supporting the implementation of the vision of the line management to strengthen the technical and implementation skills of the staff of the Committee on Gender Equality with regard to improving women's access to the labour market.
- supporting the Head of Component in representing output 2 to the political partner, the Ministry of Labor (MoL) and to development partners
- providing professional advice to partners in cooperation with important stakeholders
- steering consultants supporting the partner and GIZ in improving women access to the Labour Market
- supporting in aligning with other reform relevant projects and/or components to identify areas of cooperation
The Gender Advisor performs the following tasks:
Tasks
1. Advising the partner institution(s) and implementation of project activities
The Gender Advisor, in coordination with the Head of Component,
- supports in planning and is responsible for strengthening MoL gender competencies through the Employment Department and the Gender Equality Committee (GEC) in close consultation with the MoL
- provides strategic and technical advice to the MoL National Employment Strategy (NES) and its action plan
- implements capacity development activities, including needs assessments, training sessions, study trips, and peer exchanges to enhance the skills of employees of Gender Equality Committee GEC
2. Coordination and cooperation
The Gender Advisor, in coordination with the Head of Component,
- liaises with development partners and intermediaries on national and regional level, with a technical focus on women’s access to the labour market
- supports in identifying cooperation potentials with development partners in the relevant fields and initiates cooperation
3. Communication and Knowledge management
The Gender Advisor, in coordination with the Head of Component,
- reviews and finalizes reports and organises the translation of documents (Arabic/English/Arabic)
- reviews information for internal and external communication
- is responsible for the documentation of activities and decisions in DMS
4. Other duties/additional tasks
The Gender Advisor
- performs other duties and tasks at the request of management
Required qualifications, competences and experience- Bachelor/ MSc in the area of international development, gender or any relevant area.
- Previous experience in the field of employment promotion and gender.
- 3-5 years relevant professional experience in the gender and labour market related field.
- Good understanding of processes within public authorities and institutions.
- Excellent knowledge of the labour market sector in Egypt including gender related aspects
- Handles digital data and social media sensitively and responsibly
- good working knowledge of ICT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office).
- Is fluent in written and oral knowledge of English and Arabic, a working knowledge of German is a plus
- Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
