Background Information
Gender-Based Violence (GBV) remains one of the most significant barriers to children's right to safe, inclusive, equitable, and quality education in Tanzania. Violence occurs within schools, on the journey to and from school, and within homes and communities, taking various forms, including sexual, physical, emotional, and economic violence, as well as harmful practices such as child, early, and forced marriage. These forms of violence negatively affect learners' safety, wellbeing, attendance, academic performance, and school completion. Girls are disproportionately affected, although boys also experience violence, including corporal punishment, bullying, and other forms of abuse that undermine their educational participation and outcomes.
Objective of the Assignment
To conduct a comprehensive research study examining the prevalence, forms, and drivers of Gender Based Violence (GBV) among in-school children in Tanzania, including the adequacy of financial and human resource allocation for GBV prevention and response, and the contribution of GBV to school dropout, in order to generate robust evidence that informs advocacy, strengthens child protection and safeguarding systems, and guides the design of targeted, evidence-based interventions.
Required Qualifications The consultant shall possess the following qualifications and competencies:
• Advanced academic qualifications, including a PhD in Education, Gender, Social Sciences, Public Health, Public Policy, or a closely related field.
• At least 7-10 years of proven experience in conducting education or social research in Tanzania or comparable contexts.
• Demonstrated expertise in mixed-methods research, including the integration of quantitative and qualitative approaches.
• Proven experience researching sensitive topics such as gender-based violence, child protection, or violence against children, with strong knowledge of ethical and survivor-centered research practices.
• Strong quantitative data analysis skills, with proven ability to apply advanced statistical techniques.
• Relevant experience in child protection, SRHR, girls' education, gender, or broader education systems research.
• Comprehensive understanding of the Tanzanian education and child protection systems, including the structures and functions of MoEST, PMO-RALG, the Ministry of Community Development, Ministry of Health and other relevant stakeholders.
• Proven track record in producing high-quality analytical reports, policy briefs, and technical documents.
• Proficiency in statistical software, such as SPSS or Stata, for quantitative data analysis.
• Strong qualitative research capabilities, with proficiency in tools such as NVivo, Atlas.ti, or similar.
• Experience working collaboratively with CSOs, government institutions, and other education sector stakeholders.

CEFA is currently working in the ARISE Project in Jowhar District. The project is implemented in collaboration with the local
partner SHARDI. CEFA’s mandate under the ARISE Project is:
❖ Enhancement of water access for irrigation and domestic use and strengthening of inclusive access to
sanitation services in rural villages in Jowhar;
❖ Improvement of food security through trainings on climate-resilient agricultural practices, supporting farmers
connection with the private sector, distribution of productive seeds and nutrition-sensitive agriculture trainings.
Brief about the project:
This project will contribute towards climate change adaptation and resilience, as well as for a sustainable economic development
of displaced, host and integrated communities in Jowhar District, in Middle Shabelle. The initiative is designed following the needs
of the displaced and host population, targeting the most vulnerable people, ensuring equitable access to resources and project activities. In order to improve access to credit, the project aims to expand savings and loan groups for rural communities,
particularly for women, and to streamline income-generating activities within the target area.
Objectives of the Consultancy Assignment:
The objective of the consultancy is
to train beneficiaries on VSLAs methodology in order to enhance their capacity of saving and foster investments in business and
income generating activities. This will help women access essential funds to purchase inputs and invest. VSLAs will also help bridge cash-flow issues.
CEFA would like to engage a local consultant to conduct training for groups representatives on VSLAs methodology, following
the below workflow:
- 20 groups will be identified by CEFA with 15 members each and the list will be submitted to the consultant;
- 300 members of the 20 groups will receive a 3-days direct training from the consultancy, divided into several groups.
One member of CEFA team will participate as well to the training to ensure follow-up after the activity;
- The consultant will support through field visits, together with CEFA officers, to the VSLA groups the training
implementation in the month following the direct training;
- CEFA officers will continue the monitoring of the VSLA groups, as per instructions received by the consultant.
Qualifications of Consultant:
▪ University degree in economics, business management, or a rural development related discipline including
agricultural economics, agriculture, development studies, social work, community development, business
administration, or equivalent from a reputable institution (must provide academic certificate);

The Women's Rights Fund (WRF) supports Women's Rights Organizations in strengthening their institutional resilience, sustainability, and effectiveness in advancing gender justice and women's rights, by providing flexible grants and capacity strengthening programs.
As part of the project's organizational development component, participating partners underwent a Gender Just structures and processes assessment which identified areas for further institutional strengthening.
Following the assessment, a partner organization identified the need to have a consultant to support them in creating a sub-granting and a risk assessment policy.
A sub-granting policy is a set of rules and procedures that explains how an organization distributes part of its grant funding to other organizations or individuals through subgrants (also called subawards).
The risk assessment strategy should thoroughly explain how the organization identifies and assesses potential risks related to its operations and projects, including how risks are rated based on their likelihood and impact. It should also describe the measures taken to mitigate or manage those risks, identify who is responsible for monitoring them, and state how often the risks are reviewed and updated.
Oxfam seeks to engage a consultant to develop the policies together with any required procedures, templates, tools, and guidance documents necessary to operationalize and implement them. The consultant will also provide tailored technical support to this organization and train their staff for the effective implementation of these newly developed policies.

S/he/they will engage closely with UN agencies, local and women-led organizations, GiHA Chapter members, and government counterparts in Cox’s Bazar to support a coherent and timely response to gender equality priorities across the humanitarian response in Cox’s Bazar, liaising with the UN Women regional and national GiHA team to ensure alignment with good practice and relevant regional and global commitments, participating on behalf of UN Women and the GiHA Chapter in inter-sector coordination platforms.
Education and Certification:- Master’s degree or equivalent in gender/women’s studies, public administration, law, human rights, gender equality, social sciences or other related field is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience:- At least two years of progressively responsible work experience at the national or sub-national level in development and/or humanitarian programme implementation, monitoring and evaluation, donor reporting and capacity building is required.
- Experience in gender equality programming in humanitarian settings is required.
- Experience in managing projects implemented by local women-led organizations is required.
- Experience in coordinating inter-agency coordination mechanisms in humanitarian crisis contexts is required.

The purpose of this consultancy is to undertake a mapping and profiling exercise that builds on PFF’s existing baseline data and the key priorities identified by partners through the survey. The consultant will review and analyse the information already available and use this as a foundation for developing a more comprehensive picture of the current partner landscape. Purpose and Scope of Consultancy
The purpose of this consultancy is to build on PFF’s existing baseline information and the accompaniment priorities identified by partners. The mapping and profiling exercise will bring these existing findings together to develop a clearer understanding of partners’ needs and what support is required. The consultant will review and analyse the available information, undertake the mapping and profiling exercise and, where appropriate, engage with partners to further understand and validate the findings. The exercise will identify key strengths, gaps, barriers, opportunities for learning, and areas where additional tailored support is needed. A key outcome of the consultancy will be a set of practical and forward-looking recommendations to guide possible ways to respond to the priorities identified by partners. These may include opportunities for training, capacity strengthening, peer learning, networking, and other forms of support.

The Center on Gender Equity and Health is leading a multi-country initiative based on segmentation on informed design to facilitate the development and execution of a male engagement program in family planning in Senegal. As part of this initiative, GEH is seeking a consultant based in Senegal to establish and sustain country-level relatonships and contextual knowledge throughout the phases of intervention on design and data transition on alongside local partners.
This country-based consultant will serve as GEH’s principal in-country representative throughout the pre implementation on phase. The consultant will facilitate stakeholder engagement, partner onboarding, and the co-creation on process, contribute technically to improving the overall design concepts, and serve as a conduit between GEH leadership, the eventual implementing partner, and key government, health system, and community stakeholders.
The consultant will report directly to GEH's Senegal team lead, and all activities within the country will be discussed and aligned with partners prior to execution. The consultant will maintain close coordination with the designated implementing partner and relevant technical staff from GEH throughout the engagement.
Qualifications
• Master’s or equivalent advanced degree in public health, social sciences, anthropology, or a related field, with a strong mixed-methods background.
• Minimum 10 years of experience, including significant leadership in family planning and sexual and reproductive health interventions; ideally with experience in gender programming and male engagement.
• Oral fluency in French and competency in English.
• Established relationships with government counterparts and/or health system actors in Senegal.

Program / Department SummaryMercy Corps is seeking a GESI, Protection & Safeguarding Advisor for the FCDO-funded Border Security Programme (BSP). Irregular migration and associated criminal activity in East Africa remain a complex and escalating challenge which leads to significant exploitation of vulnerable people on the move. BSP will take a multifaceted approach – integrating ‘prevention’, ‘prepare/protect’ and ‘pursue’. An important purpose of this programme is to support the pursuit of human traffickers and smugglers who are exploiting vulnerable populations on the move. Initial interventions will take place in the Kenya border regions, with planned and phased expansion to Uganda, Ethiopia and possibly Somalia border areas.
General Position SummaryThe GESI, Protection & Safeguarding Advisor is a vital role within the BSP and is responsible for developing and overseeing an overall vision for how protection and safeguarding can be maintained across programme interventions and partners, ensuring differentiated approaches across a range of vulnerable groups. This includes remaining abreast of contextual understanding from assessments, ensuring the programme gathers and understands the required information and develops tailored plans and indicators to guide its approaches. As Strategic Delivery Lead, you'll play a central role in turning strategy into action. Working across the Advocacy & Sector Impact Division, you'll coordinate strategic initiatives, support implementation, improve systems and processes, and ensure priorities move from planning through to delivery.
You'll work closely with leaders across advocacy, policy, research, learning & workforce development and state & sector development to coordinate projects, manage governance and consultation processes, and keep complex initiatives on track. Experience and Knowledge- Demonstrated experience coordinating strategic, cross-functional or organisation-wide initiatives from planning through to implementation. Experience supporting implementation planning, project coordination, governance processes and delivery tracking.
- Experience working across multiple teams or functional areas to coordinate shared priorities, resolve dependencies and support timely delivery. Experience facilitating consultation, advisory groups, working groups or stakeholder engagement processes.
- Experience preparing high-quality documentation, including workplans, briefs, meeting papers, reports, templates, implementation frameworks and governance documents.
- Sound understanding of project delivery, change implementation, risk management and continuous improvement practices.
- Knowledge of the family violence sector, gendered drivers of violence, service system reform or related social policy environments.
- Understanding of the importance of lived experience, practice expertise and sector consultation in shaping policy, products, programs and organisational priorities.
- Experience working in complex, sensitive or values-led environments where confidentiality, judgement, cultural safety and trauma-informed practice are important.
Qualifications/Competencies/Licences- Tertiary qualification in project management, public policy, social sciences, community development, business, organisational development or a related discipline; or equivalent relevant experience.
- Demonstrated competence in project coordination, implementation planning, stakeholder engagement and written communication.
- Understanding of the gendered nature of family violence, intersectionality, cultural safety and trauma-informed approaches, or a demonstrated willingness and capacity to develop this knowledge.
- Completion of a Criminal History Check and Employee Working with Children Check (or State equivalent) prior to commencement of employment and as required by legislation and policy
