Movement buildingECOM — the Eurasian Coalition on Health, Rights, Gender and Sexual Diversity — is a regional association whose mission is to support the development of national LGBT communities and their activism, as well as to promote the human rights, health, and social well-being of people of gender and sexual diversity in Eastern Europe and Central Asia.
Together with other regional community networks (EHRA, EWNA, and SWAN), ECOM is implementing the project "RESILIENT Communities & Securing Civic Space for HIV Response in EECA ." The project aims to increase the resilience and strengthen the advocacy capacity of community-led organizations and initiatives in the EECA region to prevent and mitigate regulatory challenges that threaten the rights of people living with HIV and key populations—people who use drugs, LGBT people, and sex workers. The initiative supports key communities and civil society organizations in Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Ukraine, and Uzbekistan.
ECOM is seeking a consultant or team of consultants to develop and deliver an interactive online training on strengthening the resilience of civil society organizations through scenario planning and crisis response, including communications, crisis strategies, strategic management, and planning under uncertainty.
The training will help national and local organizations strengthen crisis preparedness, increase strategic adaptability, and identify priority needs for further technical support or small financial assistance.
Tasks:- To conduct a brief contextual analysis of the key risks and challenges affecting civil society organizations operating in the context of shrinking civic space in the project countries.
- Develop a detailed training concept and program, including:
- scenario planning under conditions of uncertainty;
- crisis response, anti-crisis decision-making and ensuring operational continuity;
- crisis communications and risk management;
- organization security.
- Prepare all necessary training materials, including presentations, case scenarios, and practical tools for participants.
- Conduct one interactive online training session, ensuring active participation through discussions, exercises, and case-based learning.
- During the training, facilitate the identification and documentation of priority needs of participating organizations and the identification of thematic areas for subsequent support through technical assistance and/or mini-grants.
- Prepare a brief final report on the training results, summarizing key discussions, identified needs, and thematic areas.
Expected results and performance evaluation:
The consultant or team of consultants must provide:- the finalized training program and methodology agreed upon with the ECOM, and conduct the training itself;
- a structured list of thematic areas for which participating organizations can apply for technical support or mini-grants;
- final brief report.
Qualifications and experience of the consultant(s) or team of consultants- proven experience working with civil society organizations focusing on key populations;
- proven expertise in scenario planning, crisis management and/or strategic planning under conditions of uncertainty;
- experience in conducting online trainings;
- fluent in Russian and English;
- Understanding the context of shrinking civic space and crisis conditions for CSOs in the EECA region.

This position will contribute to the implementation of the research activities of the CGIAR Gender Equality and Inclusion Accelerator (GEIA) and will support the planning, implementation, and reporting of activities in Gender-intentional socio-technical innovation bundles (STIBs) in rice-based agri-food systems in the Philippines. This role will support the work through literature review, data analysis, and report writing, along with some coordination with partners and stakeholders as and when required
Roles and Responsibilities- Support and contribute to research on design and deployment of STIBs with a focus on gender, youth, and social inclusion in rice-based systems in the Philippines.
- Support organizing workshops and meetings as part of implementing and evaluating STIBs with appropriate methods and tools.
- Lead literature reviews and produce reports, and contribute to the writing of peer-reviewed articles for journals and other publication outlets.
- Support the design and implementation of quantitative and qualitative surveys and other data collection tools, and ensure data quality, if that is organized as part of this project. Supervise data collection, and lead data curation/cleaning, analysis and reporting.
- Contribute to the development of communication products.
- Support the delivery of outputs and outcomes aligned with the Gender Equality and Inclusion Accelerator and other projects.

Qualifications- Master’s degree in Anthropology, Rural Sociology, Development Studies, Gender Studies, Agricultural Economics, or related Social Sciences. The African Union Commission’s Women Gender and Youth Directorate (AUC-WGYD) is mandated to promote Gender Equality and Women’s Empowerment as well as youth development. This mandate is guided by several African Union (AU) commitments provided in instruments like the AU Constitutive Act, the African Charter on Human and Peoples’ Rights, the Protocol to the African Charter on Human an Peoples’ Rights on the Rights of Women in Africa, the African Youth Charter; and policy frameworks like the AU Strategy for Gender Equality and Women's Empowerment (GEWE), the African Plan of Action for Youth Empowerment (APAYE) and the AU Agenda 2063. Agenda 2063 emphasizes the need for inclusive and sustainable development, where women and youth play a central role as stated in Aspiration 6.
Objectives of the Assignment
The key objective of the assignment is to assess the extent of gender and youth mainstreaming in terms of the development and delivery of gender and youth sensitive programs and services (gender and youth sensitivity) within the African Union Commission.
C. The scope of the Audit are outlined below:
The assignment will produce knowledge and information on the extent to which gender and youth mainstreaming is institutionalized within the departments and the dispensation of policies, programs, projects, and services (institutionalized gender mainstreaming) within the African Union Commission.
The audit will establish an initial baseline of performance on gender and youth mainstreaming in the respective departments to be used as a benchmark to measure progress on gender equality across time and departments (setting benchmarks) and assist in the identification of mechanisms that have contributed to mainstreaming gender and youth within the respective departments and document good practices for sharing within and outside the department and provide recommendations to improve the performance of the respective departments in ensuring gender and youth mainstreaming (reflective recommendations).
Qualifications
• Masters in socio-economic studies, gender studies, social sciences, disability studies or any related development fields;
• Significant experience in conducting gender and youth audits for regional and international organisations, civil society organizations; public institutions or development partners of at least 6 years;
• 10 years of experience in working on women’s and youth development and gender issues • Extensive experience working in the areas of gender and youth in Africa

ROLE DIMENSIONS:
The Technical Advisor is a member of the Country Management Team and is expected to contribute to the development of Plan International Uganda’s strategic plans – both long and short term. The job holder ensures that emerging best practices in Gender equality & child rights are incorporated into programme strategy and project design and that the results of learning are fed back into the design and adaptation of strategies.
The Technical Advisor supports the design of PIU’s Gender Equality & Child rights programme and influencing interventions. The role is also accountable for the provision of standards, tools, advisory services and monitoring frameworks that will assure the programmatic excellence and technical quality of programme implementation. The Technical Advisor also leads external representation to Gender Equality & Child Rights sector actors, including government, international and local partners. This position is responsible for managing a budget of around €40,000 annually. Additionally, the job holder directly influences the overall programme implementation budget of around €9 million annually.
The key challenge for this position is around the profound difficulty of driving change when the root
causes of inequality are systemic and multi-faceted. This requires the job holder to:
• Have an outstanding ability to think strategically and conceptually, analysing complex, multidimensional systems and hypothesizing logical theories of change, including an ability to conduct Gender analysis.
• Lead the team to innovate – developing new interventions and utilising MERL approaches to test their effectiveness and adapt or pivot strategies in order to optimise impact
• Influence PIU staff, partners, national-level and local-level stakeholders to understand programme approaches and to adopt new ways of thinking and acting
Qualifications

How can you make a difference?
The Gender Consultant is specifically expected to do the following:- Technical Support: Provide technical support on gender integration across all aspects of UNICEF Pakistan’s country programme and ensure alignment with UNICEF’s GAP and global/regional priorities.
- Support design, review and quality assurance of gender-responsive strategies, policies, sector plans, and programme initiatives.
- Facilitate development of gender analyses, contextual evidence and strategic recommendations to inform policy dialogue, planning and budgeting.
- Gender-Responsive Programme Design & Results Frameworks: Works with sectoral teams (health, education, child protection, WASH, social policy, etc.) and cross sectorial teams (SBC, ADAP, Climate Change) to integrate gender objectives, indicators monitoring, and evaluation frameworks through the programme cycle.
- Generate and promote gender disaggregated data in implementation research, behavioral insights, and tracking of social norms/power shifts within institutional systems and platforms.
- Gender Capacity Strengthening & Knowledge Products Support the operationalization of Gender Toolkits and Guidance Notes for mainstreaming into professional institutions, women-led organizations, and networks to strengthen SBC strategies to address gender norms at institutional and organizational level.
- Lead capacity-building initiatives for UNICEF staff, partners and government actors on gender concepts, tools, and gender-responsive programming approaches.
- Promote knowledge sharing and learning on gender equality practices across sectors and partners.

General Description of the RoleThe Youth Empowerment Portfolio Coordinator is a senior position within GOAL's ASTYE program, reporting directly to the ASTYE Program Lead. Movement buildingIn alignment with the African Women’s Development Fund commitment to flourishing, we have identified key pathways for movement accompaniment and invite African feminist consultants to support us.
We are calling on you to apply for one or more of the following assignments. Each requires a distinct thematic expertise, facilitation modality and level of engagement.
1. Collective care as Political Strategy: A two day workshop shifting care from individual burden to radical, systemic organizational practice, framing wellbeing as a primary defense against backlash.
2. Digital security and Collective Safety: A four- day in-person training building practical digital security and data protection skills; developing organizational Digital Security Protocols and Cyber Harassment Response Plans.
3. Crisis Response and Preparedness training: A four-day Feminist crisis response and communication preparedness for organisation facing political, digital or reputational threats.
4. The Research and Advocacy Teach-In: A five-day in person retreat designed as a strategic forge where feminist research meets political action. Here, we will equip partners to transform their lived evidence into the narratives and power required to shape to collective futures. Feminists operating in French and Portuguese speaking contexts.
5. Peer Learning Exchange Programme: Six-month online journey monthly facilitated peer learning circles feminist governance, resource mobilisation, digital security collective care and advocacy.
6. Resilience building Accompaniment: Six -month online programme. A cyclical journey of learning covering advocacy in hostile spaces collective care and developing organisational Resilience Action Plans.
7. Integrated resource directory and Toolkit: a living and accessible ecosystem of practical tools, contextual knowledge and peer connections designed to strengthen the operational resilience and strategic response capacity of French and Portuguese speaking women’s rights movements.
