Dans ce cadre, l’intégration de la dimension genre est primordiale. Les rôles différenciés des femmes et des hommes dans la gestion des ressources naturelles influencent directement la durabilité des actions entreprises. Par exemple, en Haïti, les femmes rurales et les communautés côtières jouent un rôle central dans la gestion des ressources forestières et marines, mais sont souvent confrontées à des inégalités structurelles limitant leur participation aux processus décisionnels.
Le pays s’est doté d’une Politique nationale pour l’égalité entre les femmes et les hommes, soutenue par des mécanismes nationaux dédiés (notamment le Ministère à la Condition Féminine et aux Droits des Femmes - MCFDF), visant à promouvoir l’intégration du genre dans tous les secteurs, y compris l’environnement.
Dans cette perspective, le Programme des Nations Unies pour le développement (PNUD) en Haïti recrute un.e spécialiste Genre pour appuyer l’intégration effective de la dimension genre dans les processus de consultation, de planification et de mise en œuvre de la SPANB, conformément aux exigences du Cadre Mondial de la Biodiversité et du 7ème rapport national, en veillant à ce que les politiques et actions liées à la biodiversité tiennent compte des rôles différenciés, des besoins et des vulnérabilité des femmes, des hommes, des jeunes et des groupes marginalisés, conformément aux orientations du plan d’action genre de la convention sur la diversité biologique.
Qualification
- Être titulaire d’un diplôme universitaire de niveau maitrise dans une des disciplines ci-après : Genre ; Genre et développement ; Sociologie ; Anthropologie ; Travail social ; Population et développement ; Sciences de l’Environnement ; Développement rural ; Gestion des Ressources naturelles (Ecologie et Biodiversité) ; ou dans toute autre domaine connexe ;
- Le niveau licence dans les domaines susmentionnés avec une expérience très pertinente d’au moins 5 ans dans la mise en œuvre des projets/programmes visant l’autonomisation des femmes et la promotion de l’égalité entre les sexes dans le secteur large de l’environnement peut être accepté.
- Au moins cinq années d’expérience préalable dans l’élaboration et la mise en œuvre de stratégies pour favoriser l’autonomisation des femmes et l’égalité entre les sexes dans les projets de développement ;
- Au moins deux années expérience professionnelle avérée en matière de communication et de plaidoyer pour la prise en compte des questions liées à l’égalité entre les sexes dans les projets ou de programmes de développement ;

The Pacific Feminist Fund (PFF) is a new non-government organisation that aims to support and amplify the work of Pacific feminists and the feminist movement across the Pacific region. This responds to research which found that less than 1% of donor’s funding is reaching women organisations in the Pacific through direct funding[1]. PFF provides grants and support for women’s groups and feminist movements to amplify their work; builds and shares knowledge of Pacific feminist ways of working; and seeks to influence funding decision-making to increase the flow of resources to women’s groups and feminist movements in the Pacific region.
PURPOSE AND SCOPE
This is a formative review, and it has two purposes. Firstly, to understand progress to date towards PFF's inception outcomes and inform PFF’s directions over the remainder of the inception phase and as it transitions to full implementation. Secondly, to understand how MFAT support has contributed to this progress and how MFAT can maximise the impact of our support.
The scope of the review is:
MFAT’s core funding and other operational support to PFF.
The review will cover the period of the Grant Funding Agreement until present.
The geographic focus is the Pacific countries in which PFF works, with a particular focus on countries where PFF has provided in-country grants.
The scope of the review will exclude PFF Activities that are funded from other development partners and MFAT funding that is not core funding, though it may include findings on how core funding enabled PFF to deliver on other development priorities.
DESIGN
In their proposal, the evaluator should identify key methods and tools relevant to this evaluation to generate credible evidence that corresponds to the evaluation’s purpose,
Prioritizes transparency and learning, and is consistent with PFF’s values and ways of working.
The final design will be confirmed in the evaluation plan and in consultation between the evaluation team, PFF, and key stakeholders where relevant.

The GESI Specialist will support and strengthen inclusive biodiversity governance in Suriname, with a particular focus on enhancing the participation and leadership of women and ITPs in NBSAP implementation. While women-led ventures make up between 37% and 46% of businesses across sectors in Ghana, women entrepreneurs in the cultural and creative industries continue to face distinct gender-related challenges. These include limited access to formal financing, exclusion from intellectual property and distribution value chains, and underrepresentation in emerging digital and cross-border trade opportunities. In many cases, regulatory frameworks and creative industry ecosystems are not designed with gender inclusion in mind, further deepening structural inequalities.
To address these challenges, the Ghana Green & Digital PSD programme — co-funded by the EU, the Netherlands Ministry of Foreign Affairs, and implemented by RVO, UNCDF, and Expertise France — aims to support the emergence of a more inclusive, greener, and digitalised private sector. One of its specific interventions involves identifying and supporting a select number of entrepreneurs from two key sectors: CCI and Health/Pharma in their digitalization as well as in their quest to make their venture greener and more sustainable.
This inception study is therefore a critical first step in delivering this support. It will map and analyse both formal and informal entrepreneurial (MSMEs, start-ups) ecosystem in Ghana, assess gaps and opportunities for sectoral specialisation, and recommend concrete pathways for targeted women entrepreneurs under the project. The findings will directly inform the operationalisation of project activities related to Output 3 of the programme’s logframe: “Build capacity of entrepreneurs to apply digital solutions that would enhance business growth of MSMEs.” And more especially, dive into a more suitable capacity building service offering targeted to women & minority groups entrepreneurs, for their own digital and sustainable transformation.

Eligibility:
· Consulting firm or Consultant with a minimum of 5 years' experience in women entrepreneurship (especially in the CCI sectors) analysis, capacity building, and innovation programme design in Sub-Saharan Africa or Ghana
· Firms without prior experience in Ghana are eligible, provided they demonstrate a clear strategy for working in collaboration with Ghanaian actors (e.g. national consultants, partner organisations, or research institutions)
Required Experience:
· Demonstrated expertise in green and digital entrepreneurship
· Proven track record in working with or assessing ESOs (e.g. incubators, accelerators, hubs)
· Sectoral experience in Creative and Cultural Industries is strongly preferred
· Experience conducting donor-funded diagnostics, capacity assessments, or feasibility studies

Economic justiceThe Forum for African Women Educationalists (FAWE) is a pan-African NGO established in 1992 to empower girls and women through gender-responsive education across sub-Saharan Africa. Headquartered in Nairobi, FAWE operates in 33 countries, working closely with governments, policymakers, and communities to drive transformative change in education.
FAWE is implementing the FAWE/Mastercard Foundation Phase II Second Chance Pathways Programme across 10 chapters in Africa. The programme seeks to provide marginalized youth, particularly girls and young women, with pathways to complete their education, acquire market-relevant skills, and transition into meaningful livelihoods.
During Year 2, Half-Year reporting, the Regional Secretariat (RS) noted significant challenges in the quality and consistency of reports submitted by the 10 implementing chapters. Reports were characterized by poor structure, inadequate data analysis, weak articulation of outcomes, and required multiple rounds of feedback before finalization.
As the programme advances, it is imperative to strengthen the capacity of staff across the chapters to produce high-quality, timely, and accurate narrative and financial reports that effectively capture programme progress, impact, and learning. The next reporting period is scheduled for November 2025 (Annual Review). Ahead of this deadline, FAWE RS seeks to engage a consultant to deliver targeted training to build the reporting skills of programme teams.
Scope of Work, Duties and ResponsibilitiesThe Consultant will be expected to:
- Conduct a needs assessment of existing reporting challenges based on past submissions.
- Develop a comprehensive training package tailored to FAWE/Mastercard Foundation reporting standards.

Financial inclusion strategy and ecosystem development- Design and implement financial inclusion strategies aligned with Solidaridad’s agricultural development objectives.
- Build relationships with banks, MFIs, SACCOs, fintechs, and other financial intermediaries to improve access for smallholders and agri-SMEs.
- Organise matchmaking events and B2B forums linking SMEs and funders.
- Collaborate with FSPs to design and pilot innovative financial products (e.g. loan, savings, and insurance products) tailored to smallholders, rural clients, women, and youth.
SME & Farmer access to finance- Assess financing needs and constraints among smallholder farmers, cooperatives, and rural enterprises.
- Provide technical assistance in developing business plans, loan applications, and investment cases.
- Support farmers and SMEs in improving their bankability and financial management skills.
- Track repayment performance and promote financial literacy at the grassroots level.
Crowdfunding, Investment Origination & SME Support- Identify, assess, and package investment opportunities for early-stage and growth-oriented agribusinesses aligned with Solidaridad’s crowdfunding platform.
- Conduct due diligence, including financial viability, risk assessments, and investment-readiness evaluations.
- Support post-investment tracking including loan monitoring, repayment status, and investor reporting.
- Maintain an active SME investee pipeline and coordinate pipeline reviews.
- Provide technical assistance to SMEs and cooperatives on business development, governance, and marketing
Field Support & Knowledge Sharing- Conduct regular field visits to provide on-the-ground support to farmers and SMEs.
- Collect case studies, impact stories, and lessons learned for regional learning.
- Facilitate in-person and virtual training, workshops, and review sessions with local partners.
Proposal Development, Fundraising, & Strategic Partnerships- Support in crafting investment and donor proposals with detailed cost structures and financial models.
- Contribute to fundraising strategies and concept development.
- Identify and onboard co-investment and co-funding partners.
- Work closely with the Business Development and Market Access teams on value chain strengthening
Strategic Innovation in Inclusive Finance- Pilot and scale innovative access-to-finance models targeting marginalized groups.
- Contribute to the development of internal tools, training materials, and templates.
Qualifications and Experience- Bachelor’s degree in Finance, Agricultural Economics, Business Administration, Development Finance, or related field.
- A Master's degree or relevant certification in financial inclusion, impact investing, or enterprise development is a strong asset.
- 5+ years of progressive experience in financial inclusion, SME finance, rural lending, or agri-business development.
- Demonstrated experience working with MFIs, SACCOs, banks, fintechs, or donor-funded financial programmes.
- Prior experience structuring agri-SME financing, crowdfunding campaigns, or blended finance solutions.
- Familiarity with smallholder farming systems, cooperative governance, and value chain financing in East Africa.
