Job Overview and Summary
The Operations Manager will play a crucial role in shaping and delivering the day to day operations of African Rainbow Family across all of our centres. The post holder will be responsible for staff management, including the Grants and Monitoring Officer, service delivery, financial oversight, funding, influencing decision-makers, engaging stakeholders, and overseeing impactful advocacy and campaigns to ensure LGBTIQ+ refugees and people seeking asylum’s human rights, dignity and wellbeing are prioritised in public policies and how we deliver our services.
The Operations Manager position is ideal for someone with previous experience of income generation and a proven success in securing funding from Trusts, Foundations and grant making bodies. Including Corporate Bodies.
This role requires a strategic thinker with strong project management skills and expertise, policy understanding, and excellent communication skills. African Rainbow Family’s approaches to our racial justice and human rights work are LivedExperience-Led by our service users (Siblings) and will involve working with Siblings, volunteers and staff members to amplify Siblings’ voices. The post holder will also work with politicians, policymakers, solicitors, clinicians and internal stakeholders, partner organisations, and the public to deliver services, advocate and campaign for change, ensuring that African Rainbow Family remains a leading voice in LGBTIQ+ refugee and asylum seeking policy, advocacy and campaigns.

Assistance and support for the IAT with the in-country assessment:- Support the collection of complementary data and evidence to rate indicators

Required Qualifications:- Master’s degree or equivalent in gender studies, social and political sciences, human rights, international relations, or a related field.
- Bachelor’s degree in combination with at least two years of working experience in the relevant field could be considered in lieu of master’s.
- At least 7 years in case of master’s degree (9 years with bachelor’s) of practical experience of work on gender mainstreaming in development programmes/projects at national and international levels;
- At least 7 years in case of master’s (9 years with bachelor’s) of experience of work on results-based management, review and/or evaluation;

Job Description
Lead research and policy projects
You will lead our Research and Policy team and manage our research experts. Maintain and forge external partnerships
You will maintain, identify and forge new collaborations with academics, feminist organisations and economics think tanks.

Contribute to our advocacy strategy

Supervise our research and policy support programme

The Opportunity
Plan International is seeking an experienced, passionate, and visionary Gender-based Violence (GBV) in Emergencies Technical Lead to drive excellence, innovation, and impact across our global humanitarian programming.
This senior-level role is an opportunity to shape global standards, influence key humanitarian actors, and strengthen the quality of lifesaving GBV prevention and response services for child survivors of violence in some of the world’s most challenging crisis contexts.

What you will do

PURPOSE OF THE ROLEThe Programme Associate (Gender, Protection, Inclusion) will provide specialized support and technical analysis to the MCO’s regional portfolio managed from the Barbados office, ensuring that protection, gender-sensitive, inclusive and transformative approaches and principles are systematically integrated into programmes, operations and partnerships including in emergency contexts. The Programme Associate will contribute to advocacy and capacity-building efforts on gender, protection and inclusion for WFP staff and cooperating partners. The role involves conducting analytical work to inform evidence-based strategies and activities, providing technical support to integrate gender, protection, inclusion and accountability to affected people (AAP) into all aspects of WFP’s work, and collaborating closely with activity managers to ensure compliance with corporate standards. The Inclusive Legislatures for Gender-Responsive Policies (ILGRP) project, funded by Global Affairs Canada and implemented in Ghana, Kenya, and Togo, aims to improve development outcomes and human rights. The initiative supports partner parliaments and parliamentarians in ensuring that policies, laws, and budgets reflect the diverse needs of the population—particularly those of women, girls, and the most marginalized groups. The ILGRP is implemented by the Parliamentary Centre and the African Centre for Parliamentary Affairs.
Scope of Work
Under the guidance of the Project Manager at the Parliamentary Centre and in close collaboration with the National Gender Expert in Ghana, the Consultant will:
● Review and Strengthen Gender Integration in the Parliamentary Committees Operational Manual: Review the draft Operational Manual for Parliamentary Committees and identify gaps and opportunities for integrating a gender lens. Ensure the integration of good practices from international and Canadian parliament that make parliamentary committees work effectively and efficiently.
● Develop and Integrate Gender-Responsive Recommendations into the Operational Manual: Work collaboratively with the National Expert to integrate Gender-Responsive Recommendations into the Operational Manual.
● Collaboratively conduct at least one Stakeholder engagement session on the draft manual: Collaborate with the national expert to map out the stakeholder sessions and attend virtually, subject to availability and connectivity. Indicative timing: February–March 2026 (exact dates and meeting schedule to be confirmed based on the Parliament of Ghana’s validation calendar). Deliverables and level of effort guidance The draft Operational Manual is approximately 22,000 words (approximately 83 pages), plus annexes.
Deliverables are expected to include:
● An annotated version of the manual with tracked changes and comments.
● A concise recommendations note summarizing priority revisions for improved gender integration.
● Inputs to support one virtual stakeholder/validation session, plus brief follow-up notes capturing any agreed revisions.
Qualifications and experience
To effectively carry out the responsibilities described, the consultant must demonstrate strong gender expertise alongside practical experience working with parliaments.
● Advanced degree in a relevant field (Gender Studies, Public Administration, Political Science, International Development, International Relations, or related).
● Minimum of 7–10 years of relevant professional experience in gender equality, institutional reform, parliamentary strengthening, or closely related work.
● Demonstrated experience applying gender analysis or gender mainstreaming to institutional reform, preferably in a legislative context.
● Strong understanding of how parliamentary committees function, including oversight, hearings, evidence use, reporting, and secretariat support.

Job Summary:
The Director of Advocacy and Communications provide strategic leadership to advance Prospera’s global advocacy strategy through high-impact advocacy, public affairs, and communications initiatives, underpinned by robust research and evidence. This role shapes the organization’s external voice, strengthens its influence on policy and funding landscapes, and ensures consistent, compelling messaging across all channels, while ensuring the strategic use of data to inform decision-making and storytelling. The Director will lead a multidisciplinary team, working closely with senior leadership, program teams, and external partners to drive systemic change and amplify the voices of our members. The role will ensure the organization’s advocacy is grounded in credible evidence and its communications are compelling, consistent, and impactful.
Required:
· Bachelor's or master's degree in public policy, Law, International Relations, Communications, or a related field (or equivalent experience).· At least 8–10 years of progressively responsible experience in advocacy, strategic communications, or public affairs, nonprofit or social impact sector / for social justice movement and/or networks.· At least 5 years of experience of team and people management.· Strong knowledge of development cooperation debates, feminist funding discussions, and feminist philanthropy.· Demonstrated success in influencing funders’ policies and practices.· Proven experience leading integrated advocacy, research and communications strategies.· Excellent writing, editing, and public speaking skills.· Excellent command of English; additional language skills (Spanish, French) are an asset· Ability to navigate complex political and cultural contexts with diplomacy.· Ability to travel up to 30%.

GBV / VAWGWhy This Project MattersGender-Based Violence is one of the most severe and widespread human rights violations, with profound social and economic consequences. Preventing GBV is not only a moral imperative but an economic one. Businesses, labour markets and entire economies absorb the hidden costs of violence through lost productivity, increased healthcare expenditure, weakened workforce participation and intergenerational inequality.
The Partnerships for Prevention of Gender-Based Violence in Southern Africa (PfP III) programme operates across South Africa, Lesotho, Namibia, Zimbabwe and Zambia to scale evidence-informed and multisectoral GBV prevention approaches. The programme builds strategic partnerships between government, private sector and civil society to embed sustainable prevention mechanisms at scale.
The third phase of PfP strengthens three pillars: scaling up evidence-based prevention flagships, positioning the private sector through a compelling economic case for GBV prevention and enabling regional exchange through collaboration with the SADC Gender Unit. This role sits at the intersection of economics, gender equality and private sector transformation.
What You Will Be Doing:

Functions / Key Results Expected

Key Responsibilities
Under the direct supervision of the Ministry of I-Taukei’s Permanent Secretary, and with the day-to-day oversight and collaboration provided by the Development Division, the Adviser is expected to undertake the following tasks:
Review and Finalise the GEDSI Policy- Review existing draft(s) and relevant documents.
- Facilitate consultations with the Ministry Staff, Board and key stakeholders to gather input and build consensus.

The National Consultant will support the evaluation across all five phases of the evaluation process, in close coordination with the International Consultant and UNFPA.
A. Support to Evaluation Design and Desk Review
Under the guidance of the International Consultant, the National Consultant will:
Review key project and contextual documents, including:
Project design, logframe and theory of change;
Progress reports, monitoring data, and relevant National policies;
Gender, GBV, Adolescent SRHR, and harmful practices frameworks.
Contribute to the contextual and gender analysis
B. Field Data Collection and Stakeholder Engagement
Support planning and coordination of field missions to Gombe, Kaduna and Akwa Ibom States.Conduct and/or co-facilitate:
Key Informant Interviews (KIIs) with government counterparts, CSOs, health workers, traditional and religious leaders;
Focus Group Discussions (FGDs) with women, adolescent girls and boys, and community members, ensuring safe and ethical engagement.
C. Data Analysis and Interpretation
The National Consultant will support the International Consultant by:
Organizing, synthesizing, and summarizing qualitative field data, with particular attention to:
Gender dynamics and differential impacts on women, girls, and boys;
Variations across states, LGAs, and population groups
D. Reporting and Validation
Under the direction of the International Consultant, the National Consultant will:
Provide written analytical inputs for:
Relevant sections of the draft evaluation report (particularly gender, adolescents, social norms, and harmful practices);
REQUIRED QUALIFICATIONS AND EXPERIENCE
• Master’s degree in women/gender studies, human rights law, social sciences, development studies or a related field.
• 5 years of experience in conducting evaluations, reviews, assessments, research studies or M&E work in the field of international development.
• Substantive knowledge on gender equality and the empowerment of women and girls, GBV and other harmful practices, such as female genital mutilation, early, child and forced marriage, and issues surrounding masculinity, gender relationships and sexuality.
• Ability to ensure ethics and integrity of the evaluation process, including confidentiality and the principle of do no harm.
• Ability to consistently integrate human rights and gender perspectives in all phases of the evaluation process.
• Solid knowledge of evaluation approaches and methodology and demonstrated ability to apply both qualitative and quantitative data collection methods.

- Support influencing and engagement efforts aimed at shaping donor policies and priorities.

- Produce monthly updates and policy insights to inform internal teams of funding trends and strategic entry points.
- Develop tools and guidance to support ECHO compliance and donor engagement.
- Support humanitarian regional strategies with analysis of ECHO’s regional footprint.
- Maintain organised databases and shared resources within the Plan ECHO GAM drive.
Outreach & Networking- Represent Plan International at meetings with EU institutions (ECHO, EEAS) and civil society networks when required.
- Participate in VOICE working groups, advocacy events, peer reviews, and sector‑wide fora.
- Support preparation, coordination, and logistics for Plan’s participation in high‑level events.
- Assist with organisation of internal convenings and cross-office coordination for external engagement.
Internal Collaboration- Work closely with the ECHO Partnership Manager, the broader EULO team, Programme and Influencing colleagues, and Global Hub experts.
- Ensure alignment with other EU‑facing partnership teams, including INTPA, where relevant.
- Engage regularly with Country Offices, National Offices, Liaison Offices, Regional Hubs and technical specialists to ensure consistent donor engagement and best practice.
About You – Essential- Strong English communication skills, both written and verbal.
- Knowledge of and/or experience working with DG ECHO or DG INTPA/NEAR (donor compliance experience is an asset).
- Experience working with NGOs or international organisations, including humanitarian field experience.
- Solid computer skills, particularly in Excel, Word, Outlook and PowerPoint.
- Ability to analyse and present quantitative and qualitative data clearly.
- Excellent organisational, analytical, writing and editing abilities.
- Able to work independently and proactively in a fast‑paced, multicultural environment.
- Strong interpersonal and networking skills, with the ability to build relationships across diverse teams.
