CARE DRC is seeking a dynamic and visionary Country Director to lead our work in one of the most challenging and rewarding environments in the world. As the Country Director, you will have the unique opportunity to shape and drive our mission to alleviate poverty and achieve social justice, focusing on the most vulnerable populations, especially women and girls.
JOB SUMMARY
In this high-impact leadership role, you will be responsible for steering the strategic direction, program development, and overall management of CARE DRC. You will lead the Country Office in achieving program excellence, sustainability, and impactful partnerships, while ensuring we remain agile and responsive in a constantly changing humanitarian landscape.
You will be at the helm of a senior leadership team, working across diverse sectors to manage and grow our country program portfolio, which includes both development and emergency response programs. As a key player, you will foster partnerships with government, donors, and civil society to influence and advocate for policies that align with CARE’s mission.
KEY RESPONSIBILITIES:
- Strategic Leadership: Lead the design and implementation of a high-quality, innovative Country Office strategy that aligns with CARE’s global and regional priorities, ensuring relevance and impact in the DRC context.
- Staff Development & Team Building: Build and nurture a strong, diverse senior leadership team while promoting an organizational culture that upholds CARE’s core values of Respect, Integrity, Commitment, and Excellence. Drive the development of talent across all levels of the organization.
- Program Excellence: Oversee the design and implementation of impactful programs that address the root causes of poverty, with a focus on gender equality and social justice. Ensure robust monitoring and evaluation systems are in place to measure program effectiveness.
- Emergency Preparedness: Lead CARE DRC’s emergency response strategies, ensuring preparedness for humanitarian crises and overseeing rapid and effective operations during emergencies.
- Partnership & Advocacy: Cultivate and sustain strong relationships with government officials, donors, and strategic partners. Represent CARE DRC in national dialogues and advocate for policy changes that contribute to poverty reduction and social justice.
- Financial Stewardship: Ensure the financial health and viability of the Country Office through sound budgeting, fundraising, and resource mobilization. Safeguard CARE’s resources and maintain compliance with donor requirements and audit recommendations.
QUALIFICATIONS:
- Bachelor’s degree in a relevant field; a Master’s degree is an advantage.
- 6-8 years of senior management experience in international development, including in complex and conflict-affected environments.
- Proven track record in leading strategic and operational planning, resource mobilization, and program management.
- Demonstrated experience in building and leading diverse, high-performing teams across cultures.
- Strong financial management skills, including managing large and complex budgets and ensuring donor compliance.
- Excellent communication and interpersonal skills, with the ability to influence and negotiate at senior levels.
- Ability to thrive in a fast-paced, high-pressure environment with competing priorities.
- Fluent communication, written and spoken in English and French is mandatory.

Diversity, Equality and Inclusion (DEI) Gender equality and Social inclusion (GESI) Food security & NutritionPROPEL Adapt is a 5-year (September 28, 2022 – September 30, 2027) USAID-funded Promoting Results and Outcomes through Policy and Economic Levers (PROPEL) Adapt project, with a project ceiling of $40 million. Purpose: The GEDI Senior Technical Advisor is responsible for identifying gaps in knowledge relative to gender and FP/RH, conceptualizing activities to fill those gaps, and leading the technical aspects of those activities to produce a concrete set of deliverables/outputs.
Engagement: The GEDI Senior Technical Advisor will report to the PROPEL Project Director. In addition, this role will work closely with other technical leads at the central level (Deputy Project Director [DPD] Fragile Settings and Resilience, DPD FP/RH, and DPD Health Financing), as well as with field activity teams working on country buy-ins.

Peace and SecurityThe Project Officer will play an integral role in the administration and management of GIWPS’ activities related to the US Department of State’s WPS Centers of Excellence Initiative. This initiative supports host governments in Colombia, Kosovo, and the Philippines to establish virtual hubs of expertise for advancing the WPS agenda at local, national, regional, and international levels. In each of these countries, GIWPS is working with government partners, civil society, women leaders, and researchers to promote meaningful, sustainable progress in implementing all four pillars of UNSCR 1325 through a variety of activities. Additional duties include, but are not limited to:Project Management- Support the development and implementation of activities outlined in annual workplan in coordination with S/GWI, host governments, civil society leaders, and researchers.
- Ensure project activities are implemented in a timely manner and in accordance with MEL processes.
- Engage in regular consultations with project partners to facilitate impactful project activities, coordinating with GIWPS staff as needed to support project activities.
- Support GIWPS engagement at WPS Centers events and activities, including traveling to host countries and regions as needed.
- Provide Brief Institute leadership on project developments and advise on opportunities, relationships, and activities that could advance project goals.
- Coordinate annual updates to country GESI’s and suggest adjustments to project activities as needed.
- Work with Communications Team and project partners to ensure GIWPS’ WPS Centers webpage is up-to-date and showcases project activities and impact.
Grant Management- Ensure all grant activities are executed in compliance with 2 CFR 200.
- Work with the project lead to draft quarterly progress reports and PITT reporting and ensure that project milestones and deadlines are being met.
- Identify and document “success stories” that can be shared with GIWPS and partners to capture project impact.
- Work with the Director of Finance to ensure project spending is aligned with budget and compliant with federal regulations.
- Work with the project lead and MEL consultant to adjust activities, targets, and workplan as needed.
- Engage in monthly sync meetings with S/GWI and other coordination activities as needed.
Relationship Management- Work with GIWPS staff and leadership to identify relevant stakeholders in WPS Center host countries and regions.
- Support efforts to foster partnerships with key stakeholders to advance project goals and activities.
- Liaise with host governments and USG to coordinate implementation efforts.
- Keep GIWPS informed of the political environment and global issues impacting WPS Center host countries and regions by regularly meeting with government POCs, women leaders, civil society, and researchers.
- Serve as a working-level point of contact for the project and facilitate communication among project partners.

This role will support the IRC’s Gender Equality work, cross-cutting programmatically and departmentally to support the administration of equitable services and the proper consideration of gender concerns in programmatic and departmental initiatives.RESPONSIBILITIES:- Provide clients with support in the completion and submission of various applications to assist the reduction of barriers caused by gender inequities (childcare voucher applications, Lifeline phone applications, etc.).
- Conduct trainings on the topics of public transportation, childcare, digital literacy, and financial literacy to reduce barriers caused by gender inequities.
- Coordinate with casework and economic empowerment service teams to support clients over the course of their service provision at the IRC in issues of gender equity.
- With IRC Gender Equality Champions, implement and monitor performance on one or more in-progress Gender Equality initiatives.
- Engage respectfully with all clients regardless of background.
- Facilitate and conduct client outings (contingent upon office status) to financial institutions, libraries and various other venues to support client engagement with needed resources.

LEARNING OBJECTIVES:- Intern will gain insights into IRC casework and workforce programs and the process of refugee and asylee integration within the United States.
- Intern will learn to communicate effectively with clients across cultures and with interpreters.

Gender-based violence (GBV) MigrationThe PhD has been allocated to the Gender and Social Change research theme in SERC for the topic "Trauma-Informed and Victim-Centred Practice Responses and Services for Domestic and Family Violence Victims/Survivors from Migrant and Refugee Backgrounds
This research proposal aims to contribute to the development of more effective, trauma-informed, and victim-centred services for women from migrant and refugee backgrounds experiencing Domestic and Family Violence (DFV). The project will involve qualitative research with practitioners and victims/survivors to better understand the opportunities and barriers to responding to DFV among migrant and refugee communities.
This PhD will be conducted with publication. Internship opportunities with partner organisations will be explored.
We are looking for a candidate with excellent research, written and engagement skills. This PhD is suitable for graduates in the areas of gender studies, sociology, social work or other related disciplines. Working or research experience in the DFV sector is desirable.
EligibilityA bachelor degree requiring at least four years of full-time study in a relevant discipline awarded with honours. The degree should include a research component comprised of a thesis, other research projects or research methodology courses that constitute at least 25% of a full-time academic year (or part-time equivalent).
