Our Social Protection, Jobs & Child Protection teams work at the intersection of action-oriented diagnostics and advocacy, policy, and service delivery. We help governments and development partners design, finance, and implement better-targeted, more equitable, and fiscally sustainable programmes that protect people across the life course—from children and youth to older adults—while responding to shocks and enabling transitions to employment opportunities.

Social Assistance

What We’re Looking For
We’re expanding our pool of external experts in the following five key areas of our work:
Social Assistance
- Designing, costing, and reforming cash transfers (UCTs, CCTs, public works), including those that provide linkages to health, nutrition, education, and sustainable livelihoods/earnings.
- Building shock-responsive and adaptive systems
- Financing and fiscal space analysis
- Building digital delivery systems, including identity, registries and payments
- Evidence generation and advocacy for inclusive, shock-responsive, and sustainable social assistance system
Labour Market Policies (Active & Passive)
- Labour market mapping and diagnostics (including demand-side assessments and sector-level analyses
- Skills development systems, including TVET and workplace-based learning, and skills gap assessments
- Employment services, intermediation and job matching
- Public works, wage subsidies, hiring subsidies
- Entrepreneurship ecosystem diagnostics
- Assessments of NEET populations and informal sector transitions
- Labour migration (national and international)
- Costing and financing of employment programmes
Social Care Services
- Designing and costing of child and elder care system
- Strengthening community- and home-based care
- Designing and costing comprehensive, high-quality case management systems that are able to rapidly link vulnerable households to relevant services
- Supporting the development of social service workforces, which may include diagnostic assessments, workforce design, costing, or evaluating existing social service workforces
- Integration of care with health, social protection, and justice systems
Child Protection
- Assessing, advocating for, designing, and costing:
- CRVS and birth registration systems
- Prevention and response to violence against children
- Disability-inclusive and gender-sensitive child protection approaches
- Safe, fair, and flexible child justice systems
Requirements
- Independent consultants and technical advisors with a minimum 5 years of experience.
- Global, regional and country-level experts with policy, research or implementation experience
- Researchers with a range of methodological expertise (quantitative, qualitative, MEL specialists)
- Social protection and child protection financing and public expenditure experts
- Programme evaluators and capacity-building practitioners
- Practitioners with deep local knowledge and regional presence in Africa and the MENA region
- Experienced conveners and communicators to support research dissemination and implementation
