ESCAP recognizes the crucial role of promoting women's economic empowerment to advance gender equality and address the challenges faced by women and girls in Asia and the Pacific. In the region, women and girls shoulder a disproportionate share of unpaid care and domestic work, dedicating an average of four times more time to these responsibilities compared to men.

To this end, ESCAP's Social Development Division is hiring an individual contractor, under the overall supervision of the Chief of Gender Equality and Social Inclusion Section, to undertake the following tasks:
- Provide technical input and prepare background materials for the opening of the Women’s Entrepreneurship Development Centre in Cambodia.
- Develop 2026 advocacy materials on the care economy, including a communications strategy, documentation of best practices, and human-interest stories.
- Support the organization of the High-Level Dialogue on Care and Entrepreneurship in Cambodia, including background documentation and coordination.
- Submit the meeting report and evaluation for the Cambodia High-Level Dialogue.
- Support preparations for regional and intergovernmental advocacy events related to gender equality, digital, green, and care economies.
- Provide technical input on research design for a landscape study on women in the informal economy in Cambodia.
- Provide technical support and support preparations for the 82nd Economic and Social Commission for Asia and the Pacific under the priority theme ‘A society for all ages in Asia and the Pacific: ensuring inclusive and sustainable economic growth in a world of rapid demographic transition’.
- Support the development of a regional policy paper on advancing women’s economic empowerment in the digital, green, and care economies, by preparing first draft paper.
- Liaise with partners and provide technical input to support the issuance of a regional grant programme that enables the roll-out of innovative care enterprise initiatives and models that promote care entrepreneurship and reduce women’s unpaid care work.
- Capture and document good practices, lessons learned, and success stories from grant-supported initiatives for knowledge sharing.
- Support preparations for the Pacific Islands Forum Women Leader's Meeting, including drafting presentations, talking points, and briefing notes for bilateral meetings.
- Provide any other support as requested in alignment with the overall goals of ESCAP’s gender equality and care economy initiatives.
Qualifications/special skills
Advanced university degree in development, social sciences or related field.
At least one year of experience in undertaking research on socioeconomic issues, including previous work in UN entities and non-governmental organizations.

Strong research and drafting skills are required.
Experience in providing project or programme support as well as in coordination and administrative support to the organization of events is required.
