GENDER HUB OBJECTIVES
The Gender Hub provides Australian High Commission (AHC) in PNG, Department for Community Development and Religion (DfCDR) and other selected PNGWL program partners access to external technical advice on gender equality in PNG. Abt Associates (Abt) will establish a Technical Advisory Panel (TAP) of approved individuals to draw on as required. As part of the commitment to localisation, the Gender Hub will prioritise technical expertise and advisory assistance from Papua New Guineans and where required, draw on international expertise where there is demonstrated experience of working in PNG. Technical expertise provided through the Gender Hub will be in support of PNGWL’s end of program outcomes (EOPOs) and objectives.
REQUIRED EXPERTISE AREAS- Women’s Leadership, Voice and Agency, including disability equity;
Provide specialist expertise on:- Women’s political leadership;
- The intersections of women’s economic empowerment with women’s leadership;
- Women’s private sector leadership;
- Women with disabilities leadership across all sectors;
- Global and regional evidence of women’s leadership change including lessons and practices.
- Men’s engagement within women’s leadership.
2. Gender Based Violence Prevention
Provide specialist expertise on:- Culturally informed gender-based violence prevention practice;
- Global and regional evidence of prevention programming lessons and practices;
- Disability equity considerations within gender-based violence prevention practices;
- Men’s engagement within violence prevention.
3. Coordinated Access to Gender Based Violence Case Management
Provide specialist expertise on:- Culturally informed gender based violence response practices;
- Disability equity considerations within gender based violence response and case management;
- Men’s engagement within gender based violence response
- Global and regional evidence of gender based violence response and coordinated case management services, lessons and practices;
4. Financial Decision-Making Powers and Employment Opportunities
Provide specialist expertise on:- Culturally informed women’s economic empowerment and men’s engagement practices to power sharing financial decision making between women and men;
- Global and regional evidence of women’s economic empowerment and financial decision-making power sharing with men lessons and practices.
- Disability equity considerations within women’s economic empowerment and financial decision-making power sharing with men.
QUALIFICATIONS
The Technical Advisory Panel candidate(s) should have, as a minimum:- Bachelor level qualifications or higher, in a related field.
- Nominate your areas of expertise and demonstrate your experience providing a range of technical advisory assistance in those areas.
- Demonstrate at least 5 to 10 years’ experience working with partners in the private sector, national institutions and in government at both the national and subnational level.
- Experience in Papua New Guinea, the Pacific Islands, or operating in remote and/or challenging environments.
- Excellent command over written and spoken English.

Specific Responsibilities
Grantmaking and reporting
• Act as the initial interface with the grantees and provide prompt and suitable communication with the applicants.
• Review of grant requests up to the point of preparing checklists for the grantmaking team to review.
• Correspondence with grantees, advisors, and fiscal sponsors.
• Liaise with formal/informal advisors and endorsers on grant proposals.
• Conduct data entry of all inquiries, requests, and grants on the grantmaking database.
• Complete due diligence research of potential grantees
• Completion and filing of grant related paperwork.
• Assist with drafting of grant making activity reports.
• Assist in the documentation process and tracking of grantmaking indicators.
• Assist in drafting of country reports as assigned.
• Carry out research for outreach missions and other UAF-Africa purposes as assigned.
• Assist in preparations and logistics for outreach and networking missions.
• Where applicable, provide language translation of grant requests and communication material within all UAF-Africa programmes.
• Performing any other duties as may be assigned by the supervisor and/or the manager.
Qualifications
Degree in Social Sciences, Women’s Studies, Political Sciences, International Development, Law or
related fields.
Fluency in French/English required.
• 2 years’ experience grantmaking processes is required.
• Excellent organizational skills and ability to multitask.
• Excellent communication skills
• Flexibility and willingness to travel on the African continent and beyond as and when required.
• An understanding of gender equality and women’s rights issues, particularly in politically unstable and post conflict African settings
• Familiarity with the women’s rights development needs in Africa
• Passionate about UAF-Africa’s mission, committed to teamwork, and achieving results and building effective teams.

We are looking for applicants from anywhere in the U.S. who are current sophomores, juniors, or seniors in college, and passionate about electing progressive women to our government. Our fellowship is a 10-week program that will run from late September to November. During this time, fellows will have the chance to learn from guest speakers, work on active campaigns to help elect female candidates across the country, hone their leadership skills, and even work on various projects! Projects work to help fellows develop skills in fundraising, phone banking, and more.

- Design, implement and monitor IIEP’s Gender and Equity Strategy and promote a coherent approach for IIEP’s gender and equity across the 3 offices in line with UNESCO Priority Gender Equality Action Plans.

Sexual & reproductive rights (SRHR) HealthThe Generation G partnership strives towards the creation of gender-just and violence-free societies with and for young people in their full diversity. The partnership raises public support, advocates for improved policies and laws, and strengthens civil society to contribute to achieving gender justice. It thrives on the diversity, strength and collaboration of experts, evidence-based and evaluated approaches, cross-country learning, and global advocacy.
Programme background
The Generation G partnership raises public support, advocates for improved policies and laws, and strengthens civil society as a means to contribute to gender justice. More specifically, this partnership engages an innovative gender-transformative strategy that equips youth leaders and civil society organisations to address the root causes of gender inequality and power imbalances. Engaging (young) men in promoting gender justice is a key component of this strategy.
The key approach of the programme is a gender-transformative approach. A gender-transformative approach focuses on the following elements: a) investing in amplifying young feminist voices; b) strengthening the role of young men as allies in gender equality; c) promoting human rights and youth agency; d) analysing and addressing harmful norms and unequal power relations; e) embracing sexual and gender diversity.
Objectives
The end-term evaluation of the Generation G programme has two-fold objectives: programmatic focused and collaboration focused. Detailed objectives are:
- Evaluating the effectiveness of the programme
- Evaluating the partnership collaboration

Evaluating the relevance and validity of the theory of change
The partnership calls for an external, independent party to address these objectives clearly and comprehensively in all seven countries where Generation G has been implemented. Results from the end-term evaluation needs to provide insights for future programmes.
The succesful applicant
The successful application will identify key personnel within the evaluation team who meet desired criteria such as the following:- Master’s degree or higher in social sciences or related fields such as public health science, political science.
- Advanced skills in the realist evaluation approach, as well as quantitative and qualitative research methodologies;
- Proven track record in the evaluation of advocacy programmes, gender justice, meaningful and inclusive youth participation gender-transformative lobbying and advocacy, youth-inclusive policymaking and legislation, particularly in long-term assignments such as this one, that have been implemented in multiple countries;
- At least five years’ experience in the development sector;
- Knowledge of human rights, gender justice, gender-transformative lobbying and advocacy, intersectionality, youth agency, youth-inclusive policymaking and legislation and collaborative programming, including approaches to engage men and boys;
- Proven experience in working with the realist evaluation approach;
- Proven experience in working with qualitative and quantitative data collection and analysis for evaluations;
- Network with research institutions and/or independent consultants in the South;
- Ability to work independently, take initiative and respond appropriately to constructive feedback; and
- Experience in sharing and discussing review findings with clients, in-country partners and beneficiaries, and within an international research network.

Gender-based violence (GBV)Organizational Overview
FHI 360’s Crisis Response team is responding to the humanitarian emergency in Tigray, Amhara and Somali Regions focusing on Integrated emergency health, nutrition, Protection and WASH activities to support the goal of reducing morbidity and mortality
Key Responsibilities And Deliverables
Project management and technical oversight (70%)- Overall responsibility for the technical quality and standards of the GBV component of the USAID/BHA integrated project, in line with budgets and work-plans, focusing on producing required deliverables.
- Overall responsibility for supervising and supporting timely and effective implementation of the USAID/BHA Protection project and activities, including achieving set indicator targets and objectives.
- Performance and line manage protection staff in each Region, always ensure full coverage of staff.
Monitoring, Reporting and Accountability (20%)- Take an active role in the monitoring of interventions; ensure the collection, analysis and sharing of data related to project activities.
- Development of baseline, KAP and other project assessments and conduct in-depth analysis of assessment findings.
- Ensure all data is entered into relevant sector-wide databases, and report to Protection cluster in a timely manner.
- Ensure all protection case files are up to date, and that principles of confidentiality are upheld.
- Support field teams in ensuring that robust monitoring and accountability systems are in place and reviews are undertaken periodically.
Safeguarding (10%)- Working with the CR- Deputy Coordinator-Programs, roll-out safeguarding training to all field locations.
- Providing ongoing coaching and mentoring safeguarding focal points
- Participate in safeguarding fact-finding and investigations as directed by CR-Deputy Coordinator-Programs
- Champion safeguarding practices across the Regions program.
Qualifications & Requirements:
This position demands a dynamic, passionate team player with a demonstrated ability to achieve results in demanding and often difficult environments.Education:- Master’s Degree or its International Equivalent in Human Rights, Protection/GBV, PSS or other relevant subject;
- Project Management (PM) Certification preferred.
Experience:- A minimum of 8+ years’ experience in project management of standalone and multi-sector GBV prevention and response projects in humanitarian contexts.
- Experience of GBV case management and PSS
- Experience of working with protection information management systems
- Understanding and demonstrated ability and experience of training others on international standards related protection and GBV.
- Experience of establishing monitoring and accountability mechanisms
- Experience of rolling out safeguarding training and participating in investigations
- Demonstratable ability to manage multiple priorities, deadlines, tasks efficiently in a high-stress, fast-paced environment.
- Experience of developing successful project proposals and donor reports
- Verbal and written fluency in English is required.
- Demonstrable experience of working in conflict/volatile security contexts
- Excellent time management skills, resourcefulness, with strong attention to detail
- Ability to work virtually with team members.

- Ability to think critically and creatively.
