About the Assignment
The Kvinna till Kvinna Foundation Liberia Country Office is seeking an experienced consultant or evaluation team to conduct the End-Term Evaluation of our four-year programme The Promotion of Women’s Empowerment and Rights (POWER), implemented between January 2022 and December 2025 and funded by Sida/the Swedish Embassy in Liberia.
The evaluation will assess programme performance across four outcome areas, focusing on effectiveness, sustainability, and lessons learned, and will help inform future feminist and rights-based programming in Liberia. The final evaluation report is due 15 November 2025 and is non-negotiable due to donor reporting timelines.
Scope of Work
The consultant(s) will be expected to:
- Assess implementation of accepted recommendations from the 2024 Mid-Term Review.
- Evaluate outcomes in women’s political participation, SRHR and GBV response, women’s economic empowerment, and movement building.
- Review the use of feminist and rights-based approaches across programme design and delivery.
- Examine the use of Planning, Monitoring, Evaluation, and Learning (PMEL) systems by Kvinna till Kvinna and partners.
- Provide actionable recommendations for future programme design and sustainability.
- Conduct participatory, ethical, and culturally sensitive data collection across a sample of the 12 counties where partners operate.
Expected Deliverables
- Inception Report
- Draft Evaluation Report
- Final Evaluation Report (max 40 pages + annexes)
- Presentation of findings to Kvinna till Kvinna, partners, and Sida during a workshop (online and/or in-person)
Required Qualifications
- Advanced degree in gender studies, political science, development studies, human rights, or related fields.
- Proven experience conducting evaluations in international development, particularly civil society and gender-focused programming.
- Knowledge of the Liberian context and the women’s movement.
- Experience with feminist methodologies, rights-based and conflict-sensitive approaches.
- Excellent written and spoken English.
- Must be independent of Kvinna till Kvinna and all programme partners.
- The consultancy should be regionally based or Liberian.
