The Gender Hub commenced in the fourth quarter of 2023 and will run through to January 2028 (in line with the PNGWL program). The primary purpose of the Gender Hub is to maximise Australian investments in PNG to progress gender equality outcomes including helping to achieve synergies across programs and investments. The Gender Hub provides Australian High Commission (AHC) in PNG, Department for Community Development and Religion (DfCDR) and other selected PNGWL program partners access to external technical advice on gender equality and organizational development expertise in PNG. Abt Associates (Abt) established a Technical Advisory Panel (TAP) of approved individuals who could be engaged as needed. As part of the commitment to localisation, the Gender Hub will prioritise technical expertise and advisory support from Papua New Guineans. Where necessary, international expertise will also be drawn upon – particularly where individuals have demonstrated experience working in PNG. Technical expertise provided through the Gender Hub will be in support of PNGWL’s end of program outcomes (EOPOs) and objectives.

QUALIFICATIONS
The Technical Advisory Panel candidate(s) should have, as a minimum:- Bachelor level qualifications or higher, in a related field.
- Nominate your areas of expertise and demonstrate your experience providing a range of technical advisory assistance in those areas.
- Demonstrate at least 5 to 10 years’ experience working with partners in the private sector, national institutions and in government at both the national and subnational level.
- Experience in Papua New Guinea, the Pacific Islands, or operating in remote and/or challenging environments.
- Excellent command over written and spoken English.

Overview of position

Movement buildingABOUT THE URGENT ACTION SISTER FUNDS
The Urgent Action Sister Funds are a global consortium of feminist funds that provide rapid and responsive support for women, trans, and non-binary human rights defenders in moments of need, sustaining feminist activism by supporting the resistance and resilience of frontline defenders. Grounded in our Sisterhood Feminist Principles of Philanthropy, we have a political commitment to share power and work together toward our common vision of sustaining feminist movements. Feminist activists around the world seeded Urgent Action Funds to become a nourishing ecosystem that supports the resilience of women.
The Partnerships Facilitator will contribute to the resource mobilization work at the Urgent Action Funds as it generates revenue; builds a community of donor activists; and develops partnerships with funders (including foundations, individuals, and bilateral/multilateral donors) that bring new resources to the Urgent Action Sister Funds and to feminist activists worldwide. A member of the Weaving and Activation Team that acts as the team managing the consortium of the Urgent Action Sister Funds, the Sister Funds’ Partnerships Facilitator will provide critical support to UAF’s fundraising efforts.
CORE RESPONSIBILITIES
● Drive Proposal Development and Reporting: Develop content and write proposals and reports for prospective and current donors, respectively in coordination with the Sister Funds (SF) Partnerships Managing Officer. Where appropriate, work with external consultants.
● Maintain Donor Tracking Systems: Manage and track all reporting requirements, coordinating with the Resource Mobilization (Rainmakers) and Finance staff of each UAF to ensure they can prepare the necessary information according to the established schedule.
● Support Donor Meetings: Prepare donor profiles, talking points, and content for meetings or other engagements with current and prospective donors.
● Lead Prospect Research: Together with the Partnerships Managing Officer, identify donors to prospect and then develop prospecting profiles and likelihood matrices for each donor.
● Inform Rainmaker priorities and support the creation of effective, intentional donor engagement strategies in partnership with the Communications core group and the Leadership and Governance group of the Urgent Action Sister Funds.
QUALIFICATIONS/REQUIREMENTS
● A critical understanding of feminisms, social justice, and human rights issues facing women, trans, gender non-binary, and intersex people
● Demonstrated ability to write compelling proposals and reports to donors, based on at least three years of experience doing so for non-profit organizations or other related or relevant entities that seek funding for their work

Monitoring, reporting, and quality assurance

Stakeholder engagement and safeguards governance

ELIGIBILITY REQUIREMENTS

The Government of the Republic of Côte d’Ivoire has received funding from the African Development Bank (AfDB) Group for the implementation of the national component of the REWARD project. ADPC is an autonomous international organization established for scientific, educational, developmental, and humanitarian purposes with a vision of safer communities and sustainable development through disaster risk reduction and climate resilience in Asia and the Pacific.
Established in 1986 as a technical capacity building center, ADPC has grown and expanded its role to be for scientific, educational, developmental and humanitarian purposes. ADPC employs a wide range of professional expertise typically required for Disaster Risk Reduction (DRR) and Climate Resilience (CR) in an effective manner.
Responsibilities and Tasks:
Integrate GEDSI principles by identifying and addressing the needs of marginalized groups throughout the project.
Advocate for policies that incorporate GEDSI into climate adaptation.
Review existing relevant GEDSI analyses for Thailand and conduct additional analyses as needed for the project and by the GCF national designated authority.
Collect data and information on the impact of climate change on different social groups and integrate the findings into project activity planning and outputs.
Design approaches for gender-responsive and inclusive stakeholder engagement.
Integrate GEDSI into all project interventions and the pipeline of future projects, including but not limited to, ensuring equal participation of marginalized population in decision-making processes; empowering the marginalized population through capacity- building and access to resources; and supporting the marginalized population's financial activities and access to climate-smart technologies.
Work with the project manager and the M&E Specialist to develop gender-sensitive indicators.
Advise the project manager in allocating dedicated resources and activities to address specific needs and vulnerabilities of the different population groups and support their participation in the decision-making process.
Advise the project manager and the project team in ensuring that the project is implemented in accordance with the applicable requirements of GCF’s Gender Policies.
Collaborate with women's organizations and GEDSI experts.
Help ensure gender-responsive budgeting and tracking of resource allocation to address the needs of both men and women.
Deliver training sessions on gender/GEDSI mainstreaming and gender-responsive budgeting in climate change adaptation efforts to the project team and the external
stakeholders.
Qualifications:
The Consultant is expected to possess the following qualifications.
Minimum 5 years of professional experience integrating gender equality, disability, and social inclusion into programs and policies.
Strong understanding of international GEDSI frameworks, and their application to climate adaptation and resilience efforts in Thailand.
At least a Bachelor’s degree in social science, gender studies climate/environmental policy, public policy, governance, business administration, political science. A Master’s degree in the area related to GEDSI is preferred.
Demonstrated working experience or engagement with Thai Government agencies will be considered favorably.
Fluency in Thai (reading, writing, and speaking) will be considered favorably.
Strong English communication skill is required.
Proven experience of working in a diverse and multicultural environment is preferred.
Proven ability to work with tight deadlines and flexibility is preferred.
