In close collaboration with Oxfam's in El Salvador team members and partner organizations, your mandate will be to:- Identify and systematize challenges and best practices in safe programming in collaboration with partner organizations, providing key inputs to strengthen their safeguarding policies;
- Design and implement a comprehensive awareness-raising and training plan on feminist and safeguarding principles, promoting their understanding and practical application;
- Support partner organizations in designing and facilitating training spaces for men and community leaders, fostering equitable and non-violent masculinities through context-specific pedagogical tools;
- Support organizational strengthening processes in the areas of gender, diversity, safe programming, and ethical case management.
For this mandate you must:- Be a Canadian citizen or have permanent resident status in Canada;
- Have university degree in gender studies, sociology, international development or any other relevant field;
- Have at least 3 years of experience related to the mandate;
- Be fluent in Spanish, spoken and written (required);
- Master the Office suite.

Consultant Qualification and Knowledge requirements

2. Subject matter expertise in one or more of these areas (gender in agriculture, policy, climate science, innovation and technology, research proposal writing, scientific writing and publishing, research methods, women’s leadership, organisational development, mentoring and coaching)
3. A minimum of ten years’ working experience in designing and delivering capacity development programs regionally and/or internationally
4. Knowledge of adult learning principles in capacity development programs and experience in the development and design of curricula and course materials
5. Excellent presentation and facilitation skills
6. Relevant experience and knowledge of the African Agriculture Research for Development landscape
7. Experience working with diverse teams including different nationalities, gender, cultures, age groups and across sectors.
8. KEY RESPONSIBILITIES1. Planning and Coordination of GBV Prevention Activities:

As of December 2025, membership stands at 175 universities in 40 countries. RUFORUM is registered as an International NGO (FORR78950) in Uganda and coordinated by a Secretariat hosted at Makerere University in Kampala. The organization evolved from its predecessor, the Forum on Agricultural Resource Husbandry (FORUM) program of the Rockefeller Foundation.
Position Objective (Summary of placement in the function and broad responsibilities)
The Gender, Inclusion and Safeguarding Officer will be based at the RUFORUM Secretariat. They will support the Senior Program Officer, System Strengthening, in overseeing the design and provision of welfare services, including psychosocial support, gender responsiveness, and inclusivity in program implementation, as well as broad inclusion initiatives for refugees and persons with disabilities. The office bearer will also support institutional systems strengthening, with a focus on compliance with safeguarding and gender responsiveness in established policies, frameworks, and processes. This may include gender inclusiveness in the recruitment of students participating in TAGDev 2.0 and other RUFORUM programs, continuous professional development, as well as programs that enhance institutions’ capacities to address teaching, learning, knowledge translation, and to promote diversity, equity, and inclusion at participating institutions.
Duties and Responsibilities (Functional statements defining the responsibilities and objectives)
Purpose | Key JDS | 1. Provide technical guidance to the Systems Strengthening Officer in developing and executing gender mainstreaming, inclusion, and safeguard plans at RUFORUM and member universities
2. Support institution-based Safeguarding Officers to produce risk assessments and safeguarding plans and share these as appropriate with the relevant agencies/persons with consent, adhering to privacy principles
3. Support staff and consortium partners through training and other avenues to ensure gender, inclusion, and safeguards integration into program development; design, baselines, assessments, and evaluations.
4. Facilitate the formulation of strategies for gender, inclusion, and safeguarding under RUFORUM programs, and develop a mechanism to track effective and timely implementation within the budget.

The Incumbent :
1. Conducts regular field missions to gather information and data on protection issues confronted by Palestine refugees, particularly on PSEAH, Gender, and GBV in order to analyse and report on the protection context and issues encountered in the field and adequately identify emerging areas of concern as a basis for informing programmatic and advocacy responses. 2. Supports the implementation of the PSEAH portfolio in the West Bank in close coordination with the Gender Protection Officer and the Protection Mainstreaming Officer, mainstreaming PSEAH and gender equality across UNRWA service delivery and ensuring integrated protection responses.
3. Contributes to the development, implementation, and monitoring of the WBFO annual PSEAH action plan, informed by case and trend analysis and aligned with inter-agency PSEA Network priorities; provides regular updates to management on progress and proposes innovative, cost-effective approaches.
4. Provides technical guidance to strengthen internal capacity by supporting the establishment and operationalization of SOPs, internal mechanisms, and structures that prevent SEAH and promote a survivor-centred response, in line with UNRWA policies, Inter-Agency standards, and international best practices.

SUMMARYThe Chief Program Officer leads and integrates WDN/A’s member engagement and mobilization strategy and our learning, grantmaking, and advocacy functions to ensure WDN/A’s membership model operates as a cohesive system for building donor power in alignment with movements for justice. This role is responsible for translating WDN/A’s mission and strategic priorities into a high-impact strategy for member engagement by deepening philanthropic and political education, mobilizing resources to the field through strategic grantmaking, and activating members as effective donor organizers and advocates.
Building on a strong foundation, the Chief Program Officer will refine and strengthen our strategic membership model by clarifying pathways to engagement, deepening member activation, and ensuring consistent conversion from learning to resource mobilization, coordinated advocacy, and collective power-building. The Chief Program Officer will ensure that every program and initiative across our learning, grantmaking and advocacy functions strengthens our membership network’s capacity to move money, influence, and collective action in service of gender, racial, economic, and climate justice.
As an executive leader who reports to the President & CEO and who is a member of WDN/A’s Executive Team, the Chief Program Officer must have high emotional intelligence and a deep understanding of donor psychology, transformational giving, and how to design experiences that deepen our members’ relationship to wealth, power, and responsibility. The Chief Program Officer will cultivate and steward trust-based partnerships with our members, grantees, and field leaders through positioning WDN/A as a connective force within the broader movement ecosystem.
Requirements- 15+ years of experience with organizations of a comparable size, with at least 2+ years of proven experience operating as a senior executive leader. Previous work experience within multi-entity, membership-based or networked organizations is strongly preferred.
- Deep commitment to WDN/A’s mission and values, with previous work experience in at least two of WDN’s funding priorities. Deep experience at the intersection of philanthropy, movement building, and/or political advocacy, with a clear understanding of how power operates across these domains is strongly preferred.
- Demonstrated success leading, refining and scaling an established strategy and systems for greater impact, with a track record of mobilizing significant resources (e.g., philanthropic capital, political funding, or aligned investments) in service of mission-driven outcomes.

- Monitoring of developments and assessing opportunities for advocacy of human rights of LGBTI people at European level, as well as set out strategies on how to seize these opportunities and mitigate risks such as rise of hate and legal backlash;
- Developing and implementing capacity building and peer learning for policy-makers, civil society and practitioners at European and national levels on implementation of political commitments into concrete measures;
- Building strategic partnerships and coalitions with other NGOs and relevant actors.
What skills, knowledge and abilities are we looking for?
At ILGA-Europe we understand that not all individuals have the same opportunities to engage in paid work within the LGBTI movement, and value the experience brought in from other areas of work and life. To fit this role well, you should be strongly committed to working for human rights and equality, and have competencies and demonstrated experience in:
- Proven expertise in international human rights standards and equality issues, including as they relate to lesbian, gay, bisexual, trans and intersex people
- Demonstrated ability to think strategically and understand how to influence legislative and policy processes.
- Excellent political judgment and understanding of political dynamics and international institutional frameworks
- Demonstrated experience of working with inter-governmental organisations, especially EU and/or Council of Europe, and knowledge of their functioning and decision-making processes, as well as knowledge of the international human rights framework
- Experience in developing and conducting advocacy initiatives aimed at the adoption of strong legislation and policies with effectively respond to the needs of a group or community
- Planning and facilitating meetings, collaborative processes and learning activities
