Background
Women’s Global Network for Reproductive Rights (WGNRR) is a southern-based global network that connects and strengthens movements for sexual and reproductive health and rights (SRHR) and justice. Our work is grounded in the realities of those who most lack economic, social, and political power.
Tasks
The tasks outlined below detail the specific responsibilities expected of the consultant throughout the engagement:
- Work in a hybrid mode to support the development of the 2026–2031 Strategic Plan, including virtual consultations and the dissemination of Zoom meeting links for meeting with the Board, staff, partners, selected donors, and individual activists.
- Conduct a thorough desk review of relevant organizational documents.
- Conduct a thorough analysis of emerging risks and trends such as political, financial, digital, and environmental that may impact WGNRR’s work
- Facilitate strategic consultations with both internal and external stakeholders.
- Develop a Strategic Plan for 2026–2031, grounded in a comprehensive review of the previous strategic plan, with a clear integration of key learnings and insights gained from its implementation.
- The Strategic Plan 2026–2031 will serve as a key guiding document for WGNRR staff in aligning programs, priorities, and operations over the next five years. A tailored summary version will be developed specifically for external audiences.
- Support the development of Theory of Change and Results Framework, outlining defined outcomes and change pathways that guide the organization’s long-term vision and measurable impact.
- Establish a comprehensive MEL framework, with specific, measurable mid-term and annual indicators to track progress throughout the strategic period.
- Design and provide safeguarding training to staff to reinforce a culture of safety, accountability, and protection across all levels of the organization.

Design and facilitate a 3-day in-person strategic planning workshop in the Philippines, with the following structure:
- 1st and 2nd Day: Facilitate internal validation sessions with WGNRR staff for the Strategic Plan 2026–2031
- 3rd Day: Facilitate Safeguarding Training
- Deliver a finalized and validated Strategic Plan for 2026–2031, incorporating feedback from the internal validation workshop and stakeholder consultations. The consultant should ensure alignment with WGNRR’s ongoing fundraising strategy and include recommendations or pathways for financial sustainability.
- Present the Strategic Plan for 2026–2031 to the Board and executive leadership for approval.
Qualifications
- Commitment to human rights and feminist principles, including inclusive, participatory, and rights-based approaches to planning and organizational development
- Extensive experience in strategic planning and organizational development
- Expertise in conducting comprehensive SWOT analyses and developing Theories of Change
- Proven ability to design and implement effective MEL frameworks with clear, measurable indicators
- Deep understanding of development contexts, with a strong focus on the Global South
- Demonstrated capacity to develop and apply intersectional strategies that address issues related to gender, race, class, disability, and other identities
- Practical knowledge and experience in delivering safeguarding training for staff and partners
