GBV / VAWGThe Pacific Community (SPC) – Human Rights and Social Development (HRSD), as Secretariat to the Regional Working Group (RWG) on the Implementation of Family Protection/Domestic Violence Legislation, seeks a senior consultant to strengthen GBV evidence across RWG member countries. The assignment centres on (i) facilitating a regional dialogue/community of practice on planning and resourcing WHO‑aligned VAW prevalence studies; (ii) producing a situational analysis of domestic violence data collection across government, CSOs and FBOs; and (iii) developing a practical regional guideline for an integrated GBV administrative database that harmonises data from police, health, social services, justice and crisis/support providers.Key Responsibilities- Design and facilitate regional dialogue: Convene RWG members and partners (incl. UN agencies and research institutes) to share lessons on commissioning and implementing WHO‑framework VAW studies, from planning and budgeting to dissemination and use of findings.
- Situational analysis: Lead a participatory assessment of current DV/GBV data collection methods and systems across sectors; document strengths, gaps, risks, mitigation strategies and opportunities; and recommend capacity‑building priorities. Country visits to selected members may be required.
- Regional guideline for integrated admin data: Draft a practical guideline defining minimum datasets, common definitions/classifications, confidentiality/ethics safeguards, and basic interoperability to consolidate multi‑agency GBV data into a single database.
- Planning and reporting: Prepare a workplan and inception report; manage consultations; analyse findings; present to SPC and the RWG Data Collection & M&E Sub‑committee; and produce draft and final deliverables to schedule.
- Collaboration and coordination: Work closely with the HRSD focal point and RWG Sub‑committee to align outputs with regional monitoring needs and member country contexts.
Person Specifications (Skills & Qualifications)- Expertise in VAWG statistics: 7+ years leading or advising on VAW prevalence research, with deep familiarity with the WHO methodology and ethical/safety protocols.
- Pacific context experience: Demonstrated, practical experience with Pacific Island government systems and CSO/FBO partners; knowledge of prior Pacific VAW studies and capacity‑development ecosystems (donors, UN, research institutes).
- Partnership brokering: Proven ability to convene and negotiate across government, NGOs, UN and donors to build workable agreements and shared standards.
- Guideline and standards development: Track record designing participatory guidelines/standards for VAW/DV studies and translating technical best practice into actionable tools.
- Administrative data systems: Experience designing or implementing integrated, multi‑sector social/GBV databases (data models, minimum variables, data governance, privacy).
- Communication & analysis: Excellent facilitation, analytical writing and presentation skills; ability to produce clear, timely deliverables for regional audiences.
- Teamwork & logistics: Comfortable working home‑based with SPC coordination; willing to undertake agreed missions to member countries/SPC campus as needed.

Climate & Environmental justice GBV / VAWGAbout the PlatformThe Southeast Asia Gender-based Violence Prevention Platform ("the Platform") is a regionally led, Australian-funded initiative that aims to address the need and demand for increased investment in, and coordination of, gender-based violence (GBV) primary prevention initiatives in the Southeast Asia region. The Platform aims to strengthen locally-led efforts to prevent GBV through evidence-based advocacy, dialogue, policy and practice in Southeast Asia.
ObjectivesThe CCS will develop and implement a strategy to integrate climate change considerations into the Platform's GBV prevention programming. This role ensures that the Platform:- Generates and applies evidence of good practices on the intersection of climate change and GBV (Demonstrate).
- Supports advocacy and multi-stakeholder dialogue on climate-responsive GBV prevention (Advocate).
- Builds the capacity of practitioners and policymakers to design and implement inclusive, climate-informed GBV prevention initiatives (Facilitate).
Scope of WorkThe CCS will:- By 15 June 2026, deliver a strategy that analyses potential entry points and activities for the platform related to the intersection of GBV and climate change.
- Design and deliver initiatives for grantees, mentors, WROs, and CSOs on climate-GBV linkages, including training, technical inputs, and support for integrating GBV prevention into climate adaptation and mitigations programs.
- Provide inputs into strategies, Terms of References, briefs, reports, and documents to ensure climate considerations are embedded in the Platform's overall program delivery.
- Review and strengthen monitoring, evaluation and learning (MEL) tools to track climate-related outcomes in GBV prevention programming where possible.
- Capture and disseminate practice-based knowledge on programming that works at the intersection of GBV, Climate and environmental protection.
- Support the Platform's effort to establish links with climate change movements, identifying potential networks, partners, and key advocacy moments that foster knowledge exchange, mutual learning, and joint action.
Selection Criteria- Advanced degree (or equivalent experience) in Environmental Science, Climate Change, Sustainability, or related field with focus on climate change adaptation and mitigation
- Skills & Abilities: At least 8 years of experience in gender-responsive climate change adaptation, with 5 years of direct experience in community-based practical climate-resilient solutions.
- Strong understanding of the intersectionality between climate change and GEDSI (gender, disability rights and social inclusion), with practical experience in gender-responsive and disability-inclusive climate initiatives.
- In-depth knowledge on the intersection between climate change and GBV, ideally with a focus on the household sphere including intimate partner violence (IPV) child, early and forced marriage (CEFM) etc.
- Demonstrated expertise in supporting grassroots communities to integrate GBV-prevention into climate change programming and/or integrate climate considerations into GBV programming.

KEY AREAS OF ACCOUNTABILITY:
Technical Guidance- Oversee the implementation of the GCF SL Gender and Social Inclusion (GESI) Action Plan mainstreaming gender and social inclusion and promoting the leadership of women, girls and people with disabilities.

Scope of Work
PC Kenya is seeking the services of a professional consultant to provide guidance to the IPO, the Foundation and its implementing partners on the integration of gender equality and social inclusion principles and measurement indicators into the design and evaluation of programs across various platforms (PANA, E&T, SP&I and HECSI). Reporting to the IPO Senior Management Team (SMT), the consultant will work with the IPO to perform the following tasks: 1) Provide thought leadership on gender equality and social inclusion (GESI) principles, frameworks and measurement approaches, including theoretical and practical application in program design and evaluation;
2) Develop guidelines and tools for integrating gender equality and social inclusion (gender, youth engagement, disability inclusion, refugee and displaced persons, and safeguarding) into program design, implementation, and evaluations across different platforms (PANA, E&T, SP&I);
3) Conduct training of IPO staff, the Foundation’s Impact Team, and the Foundation’s implementing partners on integration of the guidelines and tools in program design, implementation and evaluation upon approval by the Foundation;
4) Contribute to sense-making of insights generated from the integration of gender equality and social inclusion guidelines and tools in the design and evaluation of programs supported by the Foundation;
5) Maintain the highest ethical standards when handling any information provided by the IPO or the Foundation, including ensuring security and maintaining confidentiality of the information; and
6) Participate in meetings with IPO consortium partners as needed to clarify any issues pertaining to the engagement.
Qualifications and Experience
The consultant should have the following minimum qualifications:
• Advanced degree in social science, gender equality and social inclusion studies, developmental studies, human rights studies or related field.
• Minimum 5 years prior experience designing, implementing or providing technical support on gender equality and social inclusion for programs.
• Experience facilitating training on gender, equality, diversity or inclusion for program teams.
• Excellent diplomatic, representational, problem-solving, management, and interpersonal skills.

Essential Responsibilities

The Grantmaking, Knowledge & Learning Manager will serve as a central connector and strategist across Our Collective Practice’s growing portfolio of grantmaking, research, and learning initiatives. This role will integrate grantmaking and knowledge stewardship through thoughtful project management, documentation, and coordination—ensuring that our funding strategies are aligned with our mandate and informed by ongoing learning, and that our knowledge development efforts advance movement building, narrative power, and the dreams and resistance of girls and young feminists globally.

· Support the creation of knowledge solutions on gender and development, including case studies, blogs, gender briefings, and regular country specific gender updates.
· Support activities for advocacy, dissemination and knowledge building on gender and development both internally and externally.
· Perform other duties as assigned by the supervisor.
Qualifications
● Bachelor’s degree in international development, social sciences and/or gender studies, or relevant fields, preferably with advanced training.
● At least 8 years of relevant professional experience in program monitoring, design, implementation and reporting, with preference for experience in one of ADB’s regions (e.g., Central and West Asia, East Asia, South Asia, Southeast Asia or the Pacific)
● Experience of working in monitoring and evaluation – with preference for experience on analysis and monitoring of programming on gender equality
● Experience of capacity development and delivering training on gender equality to a wide range of stakeholders, including government staff, the private sector, and civil society organizations.
● Excellent oral and written communication skills in English.
● Demonstrated ability to engage effectively with counterpart governments as well as a range of stakeholders, e.g., bilateral donors.
● Strong leadership qualities and interpersonal skills.
● Solid analytical, organizational, and negotiation skills.
● Two years of relevant experience outside ADB within the past five years is required. Years as an ADB-engaged consultant or contractor are considered experience outside of ADB.
● Written and verbal proficiency in English
