Peace and SecurityAbout elbarlament/Women Taking the Lead
Elbarlament is a peacebuilding and democracy support organisation focused on empowering women and youth. Its work centres on three thematic areas: Inclusive Political Participation; Women, Peace and Security (WPS); and the Gender–Climate–Security nexus. Through its projects, elbarlament supports public institutions and civil society actors in promoting peaceful coexistence, strengthening democratic practices, and developing integrated responses to climate-related challenges.
Background:
The Middle East and North Africa (MENA) region continue to face interconnected challenges affecting peace, reconciliation, and social cohesion. Protracted conflicts, displacement, political instability, climate-related pressures, and increasing competition over natural resources are exacerbating social tensions and placing additional strain on communities and institutions. While numerous civil society networks and platforms working on peacebuilding, reconciliation, gender equality, and social cohesion have emerged across the region, collaboration between them remains limited due to different contextual, thematic, and operational factors. Against this backdrop, there is a need for stronger regional cooperation and knowledge exchange among civil society actors promoting peaceful coexistence, inclusive dialogue, and sustainable peace. Strengthening collaboration among established networks across the region is therefore essential to connect and amplify local expertise, foster mutual learning, and develop coordinated responses to shared challenges that no single actor can address alone.
To support these efforts, elbarlament is organizing a Regional Conference on Peaceful Coexistence, to be held in January 2027 in Erbil, Iraq. The conference will bring together established civil society networks and platforms from across the MENA region with active engagement in peacebuilding, reconciliation, gender equality, and social cohesion. Through interactive discussions, peer learning, and networking activities, the conference aims to strengthen regional partnerships, facilitate the exchange of promising practices and experiences, identify opportunities for future collaboration, and encourage the development of joint initiatives that contribute to peaceful coexistence across the region.
Qualifications
The ideal candidate should possess:
● Facilitation Expertise: Proven experience facilitating regional conferences, workshops, and multi-stakeholder dialogues, with the ability to foster inclusive participation and guide discussions towards concrete outcomes.
● Knowledge of Peacebuilding and Regional Cooperation: Demonstrated understanding of issues related to peaceful coexistence, peacebuilding, reconciliation, social cohesion, and civil society engagement in the MENA region.
● Network Development and Collaboration: Experience working with civil society networks and supporting partnership-building, knowledge exchange, and collaborative initiatives among diverse stakeholders.
● Strong Communication Skills: Excellent facilitation, moderation, and interpersonal skills, with the ability to engage participants from different cultural and professional backgrounds.
● Language: Fluency in English and Arabic .*When clicking on “Apply”, you will be redirected to the original job announcement and details

Economic justice Gender equality and Social inclusion (GESI)PURPOSE OF THIS CONTRACTOxfam is seeking the services of a consultant to develop a regional policy brief for the Asia Feminist Coalition on social protection in Asia titled "Financing Gender-Transformative Social Protection in Asia: Who Pays, Who Benefits, and How Do We Build Fiscal Justice?"
Across Asia, governments increasingly recognize the importance of social protection. However, social protection systems remain chronically underfunded, fragmented, and unable to respond adequately to the realities of women’s lives, particularly those of informal workers, unpaid caregivers, migrants, Indigenous peoples, and other marginalized communities.
This brief seeks to shift the conversation from what social protection covers to how it is financed. Fiscal policy determines whether governments have the resources and political commitment to build universal, rights-based, and gender-transformative social protection systems. Through a feminist political economy lens, the brief will examine how taxation, public expenditure, borrowing, debt management, and budgeting shape who contributes to public revenues, how resources are allocated, and ultimately who benefits from social protection.
BACKGROUND AND CONTEXTAcross much of Asia, fiscal systems continue to rely heavily on regressive consumption taxes while public revenues remain insufficient due to weak progressive taxation, generous tax incentives, illicit financial flows, and corporate tax avoidance. At the same time, rising public debt and fiscal consolidation measures have constrained investments in health, education, care services, and social protection. These policy choices disproportionately affect women, who absorb the consequences through increased unpaid care responsibilities, insecure informal employment, and reduced access to essential public services.
SCOPE OF WORKThe consultant will be responsible for researching, drafting, and finalizing a 20-page regional policy brief that analyses how fiscal policy shapes social protection financing in Asia and proposes feminist solutions for creating fiscal space to finance universal and gender-transformative social protection systems.
Essential Criteria- The research team is comprised of members with advanced university degree in Economics, Public Policy, Development Studies, Gender Studies, Political Economy, Social Policy, International Development, or a related field.
- Demonstrated experience conducting policy research and producing high-quality publications on social protection, public finance, fiscal policy, taxation, gender equality, feminist economics, or related areas.
- Strong understanding of feminist political economy, fiscal justice, gender-responsive budgeting, and social protection systems in Asia.
- Proven experience developing policy briefs, research reports, or advocacy publications for international NGOs, research institutions, UN agencies, or development organizations.
- Experience working with civil society organizations, feminist movements, or regional networks in Asia.
- Excellent analytical, research, and writing skills, with the ability to communicate complex policy issues in a clear and accessible manner.
- Demonstrated ability to synthesize evidence from multiple countries and develop actionable policy recommendations.
- Excellent command of written and spoken English.

Gender Equality Consultant - ASWA Programme
|
United Nations International Children's Emergency Fund (UNICEF)
Remote (local)- Career category: Advocacy/ Policy, Programme/ Project design & management
- Job type: Consultancy
- Experience level: 10+ years
- Organisation type: Inter-governmental
- Remote option: Remote (local)
- Right to work requirements: Anyone can apply
- Remuneration: Remuneration not disclosed
- Length of contract: Temporary/ Fixed-term
Gender equality and Social inclusion (GESI) Water, sanitation and hygiene (WASH)The purpose of the consultancy is to provide the technical, facilitation and knowledge-management support that enables ASWA and other UNICEF country programmes to increasingly integrate gender-intentional approaches in their WASH programmes, while consolidating, disseminating and advocating with the evidence and practice on gender-equitable WASH generated through ASWA implementation.
The Accelerating Sanitation and Water for All (ASWA) programme supports 8 countries [Mali, Nigeria, Niger, Cote D’Ivoire, Burkina Faso, Mozambique, Tanzania and Somalia] strengthen WASH systems and accelerate progress toward universal access. The absence of gender-sensitive policies in the WASH sector leaves unaddressed the disproportionate WASH-related workload that falls on women and girls: physical burden and time loss from water collection, heightened risk of violence and harassment when travelling away from home, care burdens linked to unsafe water and poor sanitation, and negative impacts on girls' school performance and retention where gender-separated sanitation and menstrual hygiene facilities are lacking. As stewards of water, women and girls also confront the impacts of climate change daily yet frequently lack decision-making power over water security decisions and finance commitments.
This consultancy provides the technical, facilitation and knowledge-management capacity to do so across three reinforcing outputs: (i) thought leadership, knowledge and evidence generation; (ii) advocacy and influence; and (iii) capacity building and technical support to country offices. As the programme moves toward consolidation, country teams need dedicated support to operationalise their gender action plans, document and learn from their work, and embed gender equality more deliberately in ASWA programming. There is also a strategic opportunity to position ASWA's gender evidence within UNICEF's broader global agenda — including the WASH-GAP 2030 — and to ensure lessons are shared across sectors and with the wider WASH community.
- Education: Masters’ degree in gender studies, social sciences, public health, water and sanitation, civil engineering, international development or a related field.
- Work Experience:
- At least 15 years of progressively responsible experience in WASH programming, including in integrating gender-intentional approaches in WASH programmes.
- Language requirement:
- Fluency in English required;
- working knowledge of French or another UN language an asset
Skills:• Good understanding of the global WASH international development community architecture and stakeholders, with ability to identify appropriate gender advocacy entry points.• Experience of knowledge management, evidence generation and production of high-quality reports and knowledge products, preferably in the WASH sector.• Experience delivering capacity building and technical assistance to country teams across multiple regions and contexts.• Excellent facilitation, communication and advocacy skills, including representation in global interagency forums and conferences.*When clicking on “Apply”, you will be redirected to the original job announcement and details
