Movement buildingWho We AreAPWLD is the leading network of feminist organisations and individual activists in Asia and the Pacific. Our 265 members represent groups of diverse women from 30 countries in Asia and the Pacific. We are an independent, non-governmental, non-profit organisation and hold consultative status with the United Nations Economic and Social Council.
Key Tasks and Responsibilities
Manage the operations of the Secretariat and supervises the work of the Secretariat staff;
Act as spokesperson of APWLD and represents the organisation in international and regional formations, conferences and other fora;
Ensure the preparation of the APWLD work plans, budget and reports for the review and approval of the Programme and Management Committee and the Regional Council;
Primarily responsible for fundraising, including maintaining close links with donors;
Sit as an ex-officio member in the Regional Council and Programme and Management Committee;
Keep the Programme and Management Committee and the Regional Council informed of important developments concerning the organisation;
Perform other function that may be assigned by the Programme and Management Committee and Regional Council.
Selection Criteria
Demonstrated commitment to the promotion of women’s human rights in Asia and the Pacific.
In depth understanding and knowledge on political, economic and socio-cultural environments in the region and its impact on women’s human rights.
Minimum twelve (12) years of work experience in development work, women’s human rights and/or social movements at the national, regional or international level with at least five (5) years of senior management and/or leadership experience at a regional or international organisation.
Proven experience of advocacy and political networking with exposure to global and regional multilateral mechanisms and processes.
Proven experience in leading movement-based organisation such as feminist movements, indigenous peoples, farmers, migrants, workers, fisherfolk, Dalits, LBTQI or other movements is an asset.
A degree in social and political science, law, human rights, development or women’s studies.
Proven experience in managing large teams and multiple programmes and budgets at a regional and/or international level.
Demonstrated ability to work with a diverse, membership-driven network and its allies.
Excellent command of English language, both oral and written; demonstrated ability to write for movements as well as programme reports and project proposals.
Strong interpersonal skills, with the ability to network in a multicultural environment and to develop strong professional relationships with members and other stakeholders.
Proven Experience of Fundraising and maintaining effective relationships with donors and funders.
Proficient ICT skills and the ability to adapt and work with new software and technology.
Must be able to travel overseas frequently to represent the organisation.

Specific Objectives:- Review the National Male Engagement Strategy and relevant policy frameworks.
- Define operational structures, roles, and responsibilities at various levels (national, district, community).
- Develop thematic SoPs for sectors including health, education, justice, and community engagement.
- Ensure alignment with existing protocols on gender equality, HIV, GBV, and SRHR.
- Facilitate stakeholder validation and capacity building for adoption and rollout.
Scope of Work
The consultant will be engaged to develop Standard Operating Procedures to support the operationalization of the National Male Engagement Strategy for a period of 40days.
Deliverables- Inception Report with methodology, tools, and timeline.
- Draft SoPs aligned with the National Male Engagement Strategy.
- Thematic SoPs tailored to specific sectors and interventions.
- Stakeholder Validation Report capturing key inputs and recommendations.
- Final SoPs Document with standardized templates and guidelines.
- Orientation Guide/Manual for implementers including a translated version in the main local languages.

Required Qualifications- Master's degree in Social Sciences, Gender Studies, International Relations, Development Studies or related field.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree;
- At least 7 years’ relevant professional experience working on GEWE issues, preferably within the UN system;
- Familiarity with human rights concepts and approaches and GEWE normative frameworks;

The International Planned Parenthood Federation (IPPF) was founded in 1952 and currently has 150 Member Associations (MAs) and Collaborative Partners with a presence in over 146 countries. IPPF is a global healthcare provider and a leading advocate of sexual and reproductive health and rights (SRHR) for all with the vision that all people are free to make choices about their sexuality and well-being, in a world free from discrimination. IPPF recognizes that the achievement of the highest attainable standard of sexual and reproductive health (SRH) is not possible when gender equality and human rights are not respected, protected, and fulfilled. The IPPF office in East, Southeast Asia and Oceania region (ESEAOR) supports Member Associations in 22 countries. The South Asia Regional Office (SARO) supports Member Associations in six countries.
Objectives
IPPF seeks a consultant to conduct a GEDSI analysis using secondary evidence and data from selected MAs in order to provide recommendations for strengthening GEDSI. Using the DFAT GEDSI Good Practice Note as guidance, the consultant will be expected to complete:
1. Literature/evidence desk review of key GEDSI themes: gender equity and equality, disability, sexual and gender-based violence, LGBTQI+, adolescents and youth
2. Desk review of GEDSI activities, approaches and programming in MAs to date and IPPF GEDSI related tools
3. A consolidated GEDSI analysis report and briefs/knowledge products with findings and recommendations on integration of GEDSI into activities
4. A review of female leadership in Member Associations
5. A presentation of key findings and recommendations IPPF may expand and extend the consultancy depending on findings and needs.

Some of your specific responsibilities include:
Country Office support:- Support already identified Country Offices (max 4-5) with Safe Programming priorities for 2025 and 2026. This may include remote coaching, in-country missions, etc.
Helpdesk support for SIP Action Plans, development and reporting:- Lead the finalisation of the digitalisation of SIP Action Plans.
- Lead the launch of the new digitalised SIP Action Plans, lead sensitisation/Q&A sessions with Country Office to facilitate the development of their Action Plans.
- Support the launch of new reporting approach on SIP Action plans, incl. sensitisation of COs on reporting requirements.
Helpdesk for themes associated with Safe Programming and general SIP training:- Support COs with referrals priority for 2025 (in close coordination with CFM), including working with CORE (new information management system).
- Finalise schedule of general Safe Programming and general SIP training remote training opportunities for 2026 (e.g. related to safety, avoid causing harm, referrals, SIP analysis, SIP basic training, training of trainers).

- Implementar actividades generales de protección de acuerdo con los objetivos acordados, conforme a los procedimientos operativos estándar (SOP) y bajo coordinación de la Gerencia de Protección.
- Llevar a cabo el monitoreo continuo de riesgos y necesidades de protección de las personas de interés, mediante la recopilación y el análisis de datos cualitativos y cuantitativos. Esto incluye la identificación de patrones, tendencias y movimientos poblacionales (llegadas, salidas, nuevos flujos), a través de metodologías como encuestas a hogares, discusiones en grupos focales, entrevistas a actores clave y observación directa.
- Realizar Evaluaciones Rápidas de Protección (ERP), conforme a la metodología establecida, en situaciones de emergencias de aparición repentina o cuando se observe un deterioro rápido del entorno de protección.
- Liderar los procesos de procesamiento, etiquetado y análisis de los datos recolectados en el marco del monitoreo de protección y de las ERP; revisar los datos recolectados y liderar la corrección de errores.
- Identificar temáticas y riesgos clave para el monitoreo de protección, consolidar información clave para analizar tendencias.
- Identificar y valorar los riesgos de protección que enfrentan las personas, activando respuestas inmediatas y facilitando acciones de seguimiento adecuadas. The Role
The Senior Program Officer, State Strategies, will work collaboratively with the Chief of Programs, other team members, and consultants to implement program strategies that deliver impact and advance gender, reproductive, and racial equity. Specifically, the Senior Program Officer (SPO) manages the movement power and state judicial grantmaking strategy of both CGRE + GEAF in select states. The SPO maintains relationships with grantees, serves as a partner for their needs and requests, manages grants, tracks emerging trends, and synthesizes information and learnings internally. They are an active member of the larger CGRE + GEAF teams. This is a newly-restructured, US-based, remote role that requires periodic travel.
Qualifications
- 10 years’ experience, including a minimum of 7 years of progressive experience working in state-based (or regional/multi-state) advocacy, social change, movement building, political organizing, and/or issue campaigns related to democracy, gender, reproductive, or racial equity, with an understanding of the intersectional nature of these areas.
- Skilled strategist with a passion for advancing gender, reproductive, and racial equity.
- Demonstrated skills and relationships across a combination of power building, issue-specific advocacy, and/or voter engagement and campaign strategies at the state level.
- Proven skill in building trusting and caring relationships.
- Ability to conduct thorough analyses of strategic and programmatic data.
- Experience working across both 501(c)(3) and 501(c)(4) entities is required.

Movement buildingBACKGROUND
The Equality Fund is transforming the way that resources—and power—flow into the hands of women, girls, and trans people worldwide. Designed by feminists for feminists, it is a model for sustainably resourcing feminist movements everywhere, through global grantmaking, gender-lens investing, policy advocacy, and feminist philanthropy. Launched in 2019, the Equality Fund has committed $100 million and, as of 2025, supports over 1000 organizations working in 100 countries globally.
SCOPE OF WORKThe Equality Fund is seeking a consultancy team to provide training to support grantee partners in advancing their digital security and holistic protection through feminist values and praxis.
The training will bring forward good practices for digital security and holistic protection, centering collective care and healing justice as an underpinning value and core activity of the sessions. The facilitator will support participants to explore key topics and themes.The training will assess grantee partners’ current capacity to determine relevant content and approaches. This assessment will serve as a baseline for determining existing knowledge and skills, and will be useful in helping to measure capacity built over the duration of the training and beyond. The training will then provide grantee partners with support to develop a digitalsecurity strategy, analyzing any gaps in their approaches, and helping to set up activities and actions that will help improve systems and strengthen organizations for their future work. Throughout the training, the Consultant will make recommendations to participants to strengthen digital security strategies. At the end of the training, the Consultant will share recommendations with the Equality Fund (and other donors) to help improve responses and sustainable protections.The training will be delivered to a collective of partners facing various security risks, and therefore must be developed and implemented with the highest levels of protection for the identities and information of the participants. The successful Consultant must therefore agree to certain security protections, as outlined in their contract agreement.
SELECTION CRITERIA- Relevant tertiary qualification, for example, information technology, development studies, social sciences, or women’s/gender studies.
- Track record of successful consultancies that have focused on women’s rights, gender justice in particular, and experience in digital security and in healing justice and collective care, preferably in the Global South. Knowledge of philanthropy and donor spaces is an asset.
- Experience facilitating virtual participatory meetings with activists and civil society groups.
- Experience developing participatory training approaches.
- Strong understanding of women’s and LGBTQI movements and experience working with grassroots/diverse organizations — Strongly Preferred.
- Proven written and oral communication skills in English. Bilingual Consultants (French, Spanish, Russian) are encouraged to apply.
- Highly efficient and flexible approach to work, with ease in collaborating with others.
- Highly organized, analytical, adaptive, and responsive to feedback and changes in direction when needed.
- Demonstrated commitment to intersectional feminist approaches and commitment to gender, racial, economic, and global justice.
- Ability to work with limited supervision, as part of a small team, and independently.
