GBV / VAWGBackgroundEquality Now is an international human rights organization that works to achieve legal and systemic change to end violence and discrimination against women and girls worldwide. The organization does international and regional advocacy and collaborates with grassroots groups, human rights organizations, and individual activists to promote gender equality through legal and policy reform. Its core areas of work include ending gender-based violence, including sexual exploitation, harmful practice, and discriminatory laws.
B. Objective of the ConsultancyThe consultancy aims to generate country- and/or region-specific analysis on the collection, presentation and assessment of evidence in sexual violence cases, including practical approaches and jurisdiction-specific examples, from a human rights perspective.
This analysis will inform the development of a practical guide for legal practitioners and criminal justice actors, including investigators, prosecutors, judges, legal aid providers, and survivor advocates on how to address cases of sexual violence based on international human rights standards.
In jurisdictions with consent-based definitions of sexual violence, the consultant, among others, will provide progressive examples of how lack of consent can be established beyond evidence of physical force or victim resistance. In jurisdictions where criminal laws have not yet been brought into compliance with consent-based international standards, the consultant will identify practical evidentiary approaches that can help practitioners better argue survivors’ cases within existing legal frameworks, while avoiding reliance on stereotypes, victim-blaming assumptions or unduly narrow force-based interpretations of sexual violence.
C. Scope of Work and ResponsibilitiesConsultants will respond to the questions developed by Equality Now, which will include the following issues:
- Analyze specific categories of evidence used in your country or region to substantiate the crime of sexual violence, and describe challenges commonly associated with each.
- Examine legal and practical barriers affecting the use and interpretation of evidence.
- Verify that all research is accurate, current, and reflects the most up-to-date legal frameworks in each country or jurisdiction referenced.
- Provide credible sources and references, including citations to laws, judicial decisions, case law, articles, and other materials. Include relevant page or paragraph numbers. Where online sources are used, include active hyperlinks.
- Consultants may be invited to attend a workshop to support the finalization of the guide. The workshop is tentatively scheduled for September 2026 in Istanbul.
D. Qualifications and Experience- Law degree.
- Demonstrable experience as a practitioner or former practitioner, including as an investigator, prosecutor, judge or lawyer, with direct experience working on sexual violence cases, including representing survivors or handling such cases, in one or more of the above-mentioned jurisdictions.
- Excellent written legal, analytical and critical thinking skills.
- Exceptional written legal communication skills, including experience producing high-quality research reports for legal advocacy.
- Proficiency in English.
- Ability to work independently and remotely.

About the Role
The Rapid Response Senior Navigator plays a critical role within the SV Alliance Intake Service, supporting survivors of sexual violence at the point of first contact and ensuring safe, timely and coordinated responses across the Alliance.

Job Description
As the Rapid Response Senior Navigator, you will:

- Oversee safeguarding practice, escalation pathways and quality assurance activity

The GBVF Response Fund, in line with its mandate to mobilise resources and catalyse multi-sectoral action to end gender-based violence and femicide (GBVF), has identified GBV in Schools as a priority legacy initiative. South Africa continues to experience alarmingly high levels of violence against women and children (VAW/VAC), with increasing incidence within educational settings. Schools present a critical entry point for prevention, early intervention, and social norm transformation. This project seeks to address the intersecting forms of violence affecting learners, including bullying, intimate partner violence (IPV), emotional abuse, technology-facilitated GBV, abuse of power by educators, and statutory rape. It further aims to strengthen accountability systems, psychosocial support, and multi-sectoral coordination. '
PURPOSE OF THE EVALUATION
To design and implement a comprehensive, evidence-based school programme that prevents and responds to violence against children (VAC) and GBV, aligned with the GBVF National Strategic Plan (NSP) and Department of Basic Education (DBE) frameworks.
KEY ROLES, RESPONSIBILITIES AND DELIVERABLES FOR THE GMP:
I. Develop an inception report (methodology, workplan, budget)
II. Design and implement a deep intervention model, including hotspot targeting
III. Lead the development and management of a multi-component RFP process
IV. Select, onboard, and manage CBO partners
V. Provide technical leadership and programme oversight
VI. Lead monitoring, evaluation, reporting, and learning (MERL)
VII. Produce knowledge products (case studies, policy briefs, learning papers).
VIII.Convene and support the Stakeholder Advisory Group.
IX. Lead the announcement of an RFP for community-based organisations (CBOs) as well as screen and select a shortlist of successful CBOs.
X. Lead onboarding, management, oversight and reporting for CBOs.
XI. Performance monitoring and reporting set against MERL
XII. Manage reporting requirements-technical and financial reports, portfolio risk management.
REQUIRED EXPERTISE
The GMP must demonstrate:
• Proven experience in GBV and VAC prevention and response within education settings.
• Expertise in programme design, implementation, and evaluation of evidence based interventions.

Scope of Work:

The Centre for the Study of Violence and Reconciliation (CSVR) is a non-governmental organisation which envisions societies that are peaceful, equal and free from violence. Responsibilities:
1. Lead the development of Advocacy, Research and Gender strategy, and manage the development of plans, systems, processes and procedures for efficient implementation of the integrated programme strategy.
2. Manage all projects within Advocacy, Research and Gender for quality of interventions.
3. Create synergy and collaboration between programmes at local, regional, continental and global levels.
4. Initiate and mobilise sustainable funding for the effective implementation of the Advocacy, Research and Gender Programme.

Movement building Peace and SecurityORGANIZATIONAL BACKGROUNDThe Strategic Initiative for Women in the Horn of Africa (SIHA) Network is a civil society coalition bringing together grassroots women’s rights organizations from Sudan, South Sudan, Somalia, Somaliland, Djibouti, Ethiopia, Eritrea, Kenya, and Uganda.
SCOPE OF WORK- Pre‑Production: SIHA will provide content direction and key messages to guide the consultant’s script development, ensuring alignment with the organisation’s feminist and programmatic framework. The consultant will develop the script based on this guidance, and SIHA will issue written approval before production commences. The consultant will then propose a visual direction based on SIHA’s preferences, drawing inspiration from clear, educational explainer formats while remaining flexible to alternative accessible styles, and develop a detailed storyboard covering all key messages. Sample visual frames or style illustrations will be shared to support alignment. SIHA approval of the script feedback outcomes, visual direction, and storyboard is required before proceeding to production.
- Production phase: The consultant will produce the full animation video, including visual design, animation, editing, and integration of audio elements. The main video will be approximately 7–9 minutes in length and will be accompanied by a shorter 2–3-minute adapted version suitable for social media dissemination. The consultant will be responsible for producing a professional voice‑over in an appropriate language and accent aligned with the target audience, subject to SIHA’s approval, as well as selecting and integrating suitable background music that is non‑distracting and rights‑cleared. SIHA will provide script and content guidance, while the consultant will be responsible for visual interpretation and technical execution.
- Post‑Production: The consultant will submit a full draft of the animation for review and incorporate feedback through up to two rounds of revisions, covering visual elements, timing, and audio integration. These revision rounds apply to the animation draft and do not include script review or storyboard approval stages. Minor technical adjustments will be made prior to final delivery. Final outputs will include the completed full‑length animation and the shorter version in standard digital formats suitable for online dissemination. The consultant will deliver all agreed files to SIHA, with SIHA retaining full rights to use, adapt, and disseminate the final products.

Description of Responsibilities /Scope of Work
Thematic evaluation experts may be engaged as Team Leader or thematic expert on evaluations managed in the Asia and the Pacific region. Inception phase:

Education and Certification:
