Project: Building Resilience and Inclusion through Democratic Governance and Engagements (BRIDGE) in the Bangsamoro Phase 3
Location: Remote with travel to BARMM as needed

Background

BRIDGE Phase 3 seeks to support strengthening governance in BARMM through inclusive capacity-building, intergovernmental coordination, and policy support.

Building on The Asia Foundation’s previous work in the region, BRIDGE3 commits to applying a Gender Equality, Disability, and Social Inclusion (GEDSI) lens across all project components. This includes not only mainstreaming GEDSI into training modules, policy development, and dialogues, but also identifying specific opportunities for women and marginalized groups to lead, shape, and benefit from the reforms being pursued. The GEDSI Consultant will play a key role in translating this into action by advising the team on integration strategies, developing context-sensitive tools, and ensuring that BRIDGE3’s interventions actively contribute to reducing exclusion and advancing more equitable governance in BARMM.

Objectives and Scope of Work

The GEDSI Consultant will support the integration of GEDSI principles across all BRIDGE3 activities—from its support to Local Chief Executives (LCE) capacity development to its work on intergovernmental relation mechanisms. The consultant will provide technical guidance, tools, and advisory support to ensure all outputs (e.g., training modules, policy notes, convenings) are gender- responsive and socially inclusive.

Key Responsibilities:

  • Conduct a GEDSI analysis of BRIDGE 3 activities and advise on tailored integration strategies.
  • Support BLGA and The Asia Foundation in embedding GEDSI into onboarding modules, training content, and leadership programs.
  • Develop a GEDSI Framework for Local Governance in BARMM aligned with different frameworks (NAPWPS, CRPD, CEDAW, UDHR, UNSCR 1325, etc.)
  • Provide technical inputs on GEDSI in the Manual of Operations for the Council of Leaders and the Philippine Congress-Bangsamoro Parliament Forum TOR.
  • Build the capacity of partners (e.g., BLGA, Galing Pook Foundation) in GEDSI-sensitive programming and monitoring.


Deliverables:

  • GEDSI Framework for Governance
  • Annotated training module(s) and convening design with GEDSI considerations
  • GEDSI indicators and data collection tools for MEL
  • Summary of GEDSI technical inputs across BRIDGE3 outputs

Qualifications:

    • Proven expertise in GEDSI integration, preferably in governance or peacebuilding contexts
    • Familiarity with BARMM and WPS frameworks
    • Experience in capacity building, training, or institutional policy reform
    • Strong communication and advisory skills
