The Fiji National Policy on the Rights of Persons with Disabilities (2023–2033) outlines the Government of Fiji’s commitment to promoting the rights, inclusion, and empowerment of persons with disabilities. To support effective implementation, a comprehensive diagnostic review of existing disability systems and structures is required. This review will identify strengths, gaps, and opportunities for reform across institutional, policy, service delivery, and coordination mechanisms.
Key Responsibilities:
Under the direct supervision of the Ministry of Women, Children and Social Protection (MWCSP) Permanent Secretary, and with the daily support from the Principal Welfare Officer from MWCSP, the Adviser is expected to undertake the following tasks:
Desk Review & Development of Work Plan and Stakeholder Engagement Strategy- Conduct a desk review of the Fiji National Disability Policy and related strategic documents
- Development of methodology and workplan for delivering the Diagnostic Report
Stakeholders Mapping and Consultation Summary- Engage and consult with stakeholders including OPDs (Organisations of Persons with Disabilities), government agencies, and development partners
Draft Diagnostic Report- Analyse institutional arrangements, funding mechanisms, and service delivery pathways.
- Assess data collection and monitoring systems related to disability.
- Prepare a draft comprehensive diagnostic report with findings and recommendations.
Finalise the Diagnostic Report- Facilitate validation workshops with stakeholders
- Deliver a final Diagnostic document with implementation guidelines to MWCSP and other relevant agencies.
Key Deliverables:- Inception Report – outlining methodology, work plan, and stakeholder engagement strategy
- Stakeholder Mapping and Consultation Summary
- Draft Diagnostic Report
- Final Diagnostic Report – with recommendation and presentation MWCSP, Organisations of Persons with Disabilities (OPDs), and other relevant agencies
Key Working Relationships:
Reporting to- While the Adviser reports directly to the MWCSP Permanent Secretary, day-to-day oversight and collaboration will be provided by the Principal Welfare Officer from MWCSP.
- Indirect report to FPSP Cross Cutting Priorities Lead
Other- Fiji NCPD, OPDs and disability service providers, including the Pacific Disability Forum
- Other teams with MWCSP
- SPC HRSD and other multilateral agencies, such as WHO

Selection Criteria:- Advanced degree in Monitoring & Evaluation, Social Policy, Disability studies. Development Studies, Public Administration or related field
- Minimum 7 years of experience in MEL design, disability policy, systems analysis, or inclusive development.
- Proven experience working with government and civil society in the Pacific region
- Strong understanding of human rights-based and participatory MEL approaches
- Excellent facilitation, strong analytical, communication, and report writing skills
- Familiarity with Fiji’s disability landscape and policy environment is an asset

This is a remote position based in Europe or Central Asia, with regular travel required.

Conciliation Resources is an international organisation committed to stopping violent conflict and creating more peaceful societies. We work with people impacted by war and violence, bringing diverse voices together to make change that lasts.
Our Gender Strategy was developed to respond to these needs, and set out a clearer organisational commitment, approach and objectives for our gender work. It was released in May 2023 and covers a five-year period. We are reviewing the Strategy at its mid-point of implementation to understand where progress has been made and what to prioritise going forward. The review also comes as Conciliation Resources releases its new organisational Strategic Plan, which reaffirms our commitments to implementing a gender responsive, and where possible gender transformative, peacebuilding approach.
Objectives
The objectives for the mid-term review are:
1. Understand the current level of awareness and ownership of the Gender Strategy across the organisation;2. Determine progress made to date against objectives outlined in the Gender Strategy, including challenges and patterns of success;3. Assess the extent to which we are adhering to the guiding principles in how we deliver the Gender Strategy.4. Suggest priorities and actions for the remainder of the Gender Strategy implementation period.
Scope of the work
The consultant will:
● Design a methodology for the mid-term review of the Gender Strategy, using the questions below as guidance;● Carry out a review of secondary data provided, and collect primary data against review questions;● Produce a detailed report against review questions, capturing key findings, successes, challenges and a summary of recommendations.
Required skills and expertise

Key Responsibilities1. Program Leadership and Coordination- Lead planning, coordination, and implementation of SWT’s programs across key thematic areas — women’s rights, justice, land and natural resource governance, leadership, and movement building.

4. Partnerships, Advocacy, and Representation- Strengthen partnerships with Indigenous women’s organizations, networks, and allied feminist movements.
- Represent SWT in national, regional, and international advocacy platforms and coalitions.
- Amplify Indigenous women’s voices in decision-making spaces through advocacy, policy dialogue, and campaigns.
- Foster collaboration and solidarity among Indigenous and feminist partners.
5. Capacity Building and Team Support- Mentor and coach program staff, interns, and community mobilizers to enhance leadership and technical capacities.
- Foster a supportive, feminist, and inclusive work environment rooted in care, accountability, and collective growth.

Qualifications and Experience-
Bachelor’s degree in Gender Studies, Development Studies, Social Sciences, or a related field (Master’s degree is an advantage). - Minimum of 5–7 years of progressive experience in program coordination or management within women’s rights, Indigenous rights, or social justice sectors.
- Strong understanding of feminist and Indigenous rights frameworks.
- Proven experience in grant management, proposal development, and donor reporting.
- Excellent writing, facilitation, communication, and partnership management skills.

DUTIES AND RESPONSIBILITIES:
Working within a collaborative and fast paced environment, the Senior Policy Advisor supports the advancement of CanWaCH’s policy, government relations and stakeholder engagement priorities. The role contributes to the development of key initiatives, prepares policy materials and recommendations, manages emerging issues and carries out engagement activities that support CanWaCH’s strategic direction. The Advisor ensures effective knowledge translation across the organization and the sector and helps maintain a coordinated and integrated approach to stakeholder engagement. The Queer Feminist Fund (QFF) is a sister project of the Asia Feminist LBQ Network (AFLN) that seeks to increase funding support for LGBTIQ+ movements in Asia. The founding of the QFF builds off of the findings and recommendations from AFLN's research report, "Where's The Support for LBQ+ Movements? Mapping Funding Landscapes in Asia and the Pacific for LBQ Movements" (report link, 5 Nov 2025). The QFF is newly registered in Canada, and is seeking one or more strategic planning consultants to help guide the development of its mission, vision, theory of transformation, and 3-year strategic plan as a startup organization.
2. Objectives and Scope of Work
The core objective is to finalize the guiding framework of the Queer Feminist Fund for its first year of operation in 2026, including its mission, vision, and theory of transformation. As part of the strategic plan development, the consultant is expected to support the QFF team in understanding, selecting, and designing feminist grantmaking mechanisms that are most appropriate for its funding objectives and regional context.
Since the QFF is still in its initial recruitment phase, additional staff and consultants may be added throughout the year. The QFF team will be composed of a mix of activists and philanthropic professionals. A secondary objective is to identify resources to train new QFF team members on grantmaking 101, as well as share best practices from the field.
The engagement is expected to be fully remote. The consultancy will be supervised by the Executive Director of the QFF.

This activity aims to strengthen evidence-based advocacy efforts to combat hate speech and discrimination against LGBTQIA+ persons in the Western Balkans. Monitoring of hate speech on social media and traditional media will be carried out at national level in Bosnia and Herzegovina, Montenegro, North Macedonia, and Serbia, under the coordination of ERA.
To ensure methodological consistency and comparability of data across the four countries, an expert will be contracted to design and oversee a comprehensive monitoring framework, coordinate data collection through a dedicated social-intelligence software and support the preparation of national and regional reports.
Scope of WorkThe expert will be responsible for the overall methodological design and analytical coordination of the monitoring process. Specific tasks include:
- Develop a comprehensive monitoring methodology, including key concepts, indicators, data sources, ethical standards, and reporting format;
- Define and update when needed keyword lists, search strings, and categories for monitoring hate speech and discrimination;
- Be able to use a social-intelligence platform for which access is already secured for ERA for systematic data collection;
- Provide methodological guidance and quality control during the 12-month data collection period;
- Oversee quarterly data samples and summaries throughout the 12-month monitoring period, ensuring data consistency and quality;
- Quality check for the four country-specific monitoring reports (Bosnia and Herzegovina, Montenegro, North Macedonia, and Serbia) at the end of monitoring process;
