Objectives
The objectives for the mid-term review are:
1. Understand the current level of awareness and ownership of the Gender Strategy across the organisation;
2. Determine progress made to date against objectives outlined in the Gender Strategy, including challenges and patterns of success; Unit
3. Assess the extent to which we are adhering to the guiding principles in how we deliver the Gender Strategy.
4. Suggest priorities and actions for the remainder of the Gender Strategy implementation period. Scope of the work
The consultant will:
● Design a methodology for the mid-term review of the Gender Strategy, using the questions below as guidance;
● Carry out a review of secondary data provided, and collect primary data against review questions;
● Produce a detailed report against review questions, capturing key findings, successes, challenges and a summary of recommendations.
Deliverables and reporting line
● Draft methodology, including objectives, final review questions, primary and secondary data collection methods and limitations, and review of secondary materials by end-December 2025
● A detailed report in English (12-15 pages) outlining key findings against review questions, and actionable recommended next steps early February 2026
● A concise summary (2 pages) capturing top-level findings and recommendations by mid-February 2026 The consultant will report to CR’s Head of Gender and Peacebuilding on approach and deliverables, as well as, contractual arrangements and invoices.
Required skills and expertise
● Fluency in English (French language skills are a plus)
● Expertise in carrying out mid-term reviews / performance assessments
● Strong understanding of gender equality and social inclusion in peacebuilding

Gender-based violence (GBV)Overview
Jhpiego Ethiopia is seeking a GBV Capacity Building & Program Manager to lead and finalize the technical and programmatic implementation of the Gender-Based Violence (GBV) component during Phase II of the Response-Recovery-Resilience for Conflict-Affected Communities in Ethiopia Project (3R-4-CACE). This is a temporary but critical assignment spanning December to the end of April.
Responsibilities
Program Leadership and Management (Focus on Implementation & Closeout)- Program Oversight: Provide technical and programmatic leadership to ensure project goals are met during the critical implementation phase (Phase II) and ensure effective preparation for project closeout.
- Team Supervision: Directly oversee and manage project staff, including GBV Specialists and the MEL Specialist, guiding the delivery of capacity building activities.
- Stakeholder Coordination: Coordinate with the donor, relevant government ministries (based on assessment findings), and regional stakeholders to ensure the smooth roll-out and integration of training programs.
- Quality Assurance: Ensure all capacity building activities adhere to nationally and internationally recognized GBV and humanitarian training standards.
GBV Technical Implementation and Capacity Building (Core Focus)- Strategy Implementation: Lead the execution of the established capacity building strategy and curriculums based on the completed mapping/assessment findings.
- Training & Mentorship: Primary responsibility for providing and overseeing training to stakeholders and service providers in the target regions on key topics, including:
- GBV case management and service delivery.
- Basic GBV concepts and PSEA (Prevention of Sexual Exploitation and Abuse).
- GBV referrals and coordination mechanisms.
- GBV mainstreaming into other sectors.
- Curriculum Finalization: Provide final technical input and direction on all capacity building materials and curriculums, ensuring they are contextually relevant and evidence-based.
- Technical Input: Provide ongoing technical support and guidance to regional staff and service providers during and after training to ensure effective application of learned skills.
- Survivor-Centered Approach: Uphold the survivor-centered approach and GBV Guiding Principles throughout the training and mentorship process.
III. Monitoring, Evaluation, Learning, and Documentation (Amended)- M&E Collaboration: Collaborate with the M&E team to track the effectiveness and uptake of the capacity building efforts and interpret results against Phase II indicators.
- Corrective Actions: Use monitoring data to rapidly identify and address necessary course corrections in the training strategy.
- Documentation & Learning: Lead the systematic documentation of learnings from the capacity building phase (including challenges and successes) to inform future programming and ensure successful closeout reporting.
Required Qualifications
- Experience: At least 7–8 years of progressively responsible experience in designing, leading, and delivering large-scale GBV capacity building trainings and mentorship in large-scale donor-funded programs in Ethiopia or other countries. Proven experience transitioning from assessment/design to high-quality implementation is critical.
- Team Management: At least 7 years of experience managing a multi-disciplinary program team.
- Technical Expertise: Proven knowledge and ability to oversee the successful execution of GBV capacity building and service delivery programs.

TERMS
Board positions are for a two year term with the opportunity to nominate for three consecutive terms.
REMUNERATION
All voluntary Board positions are unpaid however Board Members will be supported to participate fully in activities. This includes reimbursement for costs associated with travel or care of dependents, adaptation of meetings and materials to ensure accessibility, and group learning and development opportunities. While Board meetings are currently held online via Zoom, travel for face-to-face meetings may occur on an as- needs basis and the associated travel cost would be considered a necessary expense.

Gender-based violence (GBV) Movement buildingRaising Voices is a small, results-oriented organization based in Kampala, Uganda that works on issues of violence against women and violence against children. Raising Voices developed an evidence-based methodology for preventing violence against women called SASA! Together, which is being used in many countries around the world.
Duties and Responsibilities
Strategic Support:- Support selection of partners including national or regional activist/feminist organizations that are working on VAW prevention in Burkina Faso and Mali; and a feminist learning partner the West Africa region with experience in researching VAW.
- Create and facilitate participatory processes and systems to build and maintain trust, relationships and accountability among partners.
Grants Management, Reporting and Technical Support:- Co-create grant management systems and practices that are distinct and enhance the spirit of Technical Assistance partnerships. This includes planning and facilitating an inception meeting to ensure feminist partnership principles as well as grant requirements are discussed, as well as regular meetings throughout the partnership.
- Support partners in creating and finalizing their budgets and narrative descriptions of their SASA! Together implementations.
- Create internal structures and systems that allow Raising Voices to manage the funds and fulfil the fiduciary responsibilities e.g., partnership agreement, reporting templates and schedules.
Financial and Operations Oversight- Support preparation of budgets.
- Prepare financial reports every 6 months and submit them to Raising Voices.
- Monitor and ensure the effective and efficient use of grant and sub-grant funds across the project, ensuring that budgets are adhered to and that funds are used according to agreed-upon priorities.
- Work closely with the finance team to track expenditures, ensure proper accounting, and resolve any financial issues. This includes ensuring work advances are accounted for in a timely manner.
Learning and Assessment:- Participate in and support scheduling of learning processes related to the research partnership, as requested.
- Review and analyze progress reports from sub-grantees to assess effectiveness and outcomes and work with technical support team and learning partner to consolidate recommendations.

Climate & Environmental justice Gender equality and Social inclusion (GESI)Description
The Pacific Community (SPC) is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. We are an international development organisation owned and governed by our 27 country and territory members. In pursuit of sustainable development to benefit Pacific people, our unique organisation works across more than 25 sectors. We are known for our knowledge and innovation in such areas as fisheries science, public health surveillance, geoscience, and conservation of plant genetic resources for food and agriculture.
The key responsibilities of the role include the following:
Environmental and Social Safeguards (ESS) compliance
- Support the implementation of ESS screening and impact assessments for CAP proposals and ensure compliance with GCF ESS Standards and exclusion criteria.
- For sub-projects of a moderate-risk rating, liaise with the Department of Environmental Protection and Conservation (DEPC) undertake Environmental Impact Assessments (EIA), support the development of site-level ESMPs and monitor compliance to mitigate social and environmental risks and ensure accountability and transparency.
Gender Equality and Social Inclusion (GESI) mainstreaming
- Strongly support the integration and mainstreaming of gender and social inclusion into project implementation through implementing the Gender Analysis and Action Plan (GAAP) into project activities.
- Ensure the representation of women and marginalized groups in decision making on the project and specifically in RWCs
Monitoring, reporting, and quality assurance
- Support the monitoring of ESS and GESI compliance against the ESMP/GAAP, and performance against project indicators and prepare accurate and timely informal and formal reporting.
- Proactively undertake quality assurance reviews of ESS documentation to ensure alignment with principles outlined in SPC's Social and Environmental Responsibility (SER) policy, GCF environmental and social policies and Government of Vanuatu policies, regulations or standards.
Stakeholder engagement and safeguards governance
- Ensure strong safeguards governance within the project by supporting DoWR to improve ESS process and participate in knowledge sharing events and community of practice forums.
- Ensure transparency by supporting the public disclosure of ESS reports (for medium-risk projects).
- Ensure accountability to stakeholders by assisting with the dissemination, monitoring and reporting of the projects Grievance Redress Mechanism (GRM) and dissemination of the GCF Independent Redress Mechanism (IRM) and the SPC Redress Mechanism.
Capacity building and technical support
- Support training of DWSSP facilitators, PMU staff, national and provincial stakeholders on ESMP procedures for medium-risk sub-projects and strengthen ESS assessment procedures within DoWR.
- Support the identification of opportunities to strengthen GESI knowledge within the PMU and the project.
Key selection criteria
- Bachelor’s degree in social studies, business administration, international development; or equivalent body of knowledge and experience

Context and Job summary

Main Responsibilities

The Partnerships Facilitator will contribute to the resource mobilization work at the Urgent Action Funds as it generates revenue; builds a community of donor activists; and develops partnerships with funders (including foundations, individuals, and bilateral/multilateral donors) that bring new resources to the Urgent Action Sister Funds and to feminist activists worldwide. CORE RESPONSIBILITIES
● Drive Proposal Development and Reporting: Develop content and write proposals and reports for prospective and current donors, respectively in coordination with the Sister Funds (SF) Partnerships Managing Officer. Where appropriate, work with external consultants.
● Maintain Donor Tracking Systems: Manage and track all reporting requirements, coordinating with the Resource Mobilization (Rainmakers) and Finance staff of each UAF to ensure they can prepare the necessary information according to the established schedule.
● Support Donor Meetings: Prepare donor profiles, talking points, and content for meetings or other engagements with current and prospective donors.
● Lead Prospect Research: Together with the Partnerships Managing Officer, identify donors to prospect and then develop prospecting profiles and likelihood matrices for each donor.
● Inform Rainmaker priorities and support the creation of effective, intentional donor engagement strategies in partnership with the Communications core group and the Leadership and Governance group of the Urgent Action Sister Funds.
QUALIFICATIONS/REQUIREMENTS
● A critical understanding of feminisms, social justice, and human rights issues facing women, trans, gender non-binary, and intersex people

(Germany).Module 5 “Joint Advocacy, Networking, and Mutual learning” aims at increasing the recognition of the project partners as experts for feminist approaches to Dealing with the Past in political national and regional reconciliation processes.This includes, among others the Development of a conceptual framework for a comprehensive Toolkit on Feminist Dealing with the Past that includes joint evidence-based methods to support survivors of war related SGBV in the Western Balkans and for the prevention of transgenerational trauma. Within the first phase of the project, a compilation of methods and tools of all partners to support the rehabilitation and recognition of survivors of war-related SGBV has been put together. Within this second phase, the toolkit should be further developed to describe feminist approaches to Dealing with the Past rooted in the practical experience of the partner organizations within an overarching theoretical framework. It´s envisaged to organize a conference in the last project year to present the toolkit, and to use it for future advocacy efforts.
Qualifications and skills

Key responsibilities
- Lead the execution of EQI’s operational, HR, and support strategies, ensuring alignment with organisational mission, values, and strategic priorities.
- Own organisational systems and operational workflows, ensuring they are efficient, scalable, integrated, and user-friendly.
- Act as the executive lead partnership with the Co-CEOs, overseeing budget planning, resource allocation, and financial reporting for stakeholders.
- Lead and operationalise strategies, including workforce planning, recruitment, performance management, and organisational culture initiatives.
- Own organisational compliance, risk management, and governance frameworks across operations, HR, and supporting finance.
- Lead, mentor, and coach direct reports to build organisational capability and resilience.
Who you are (selection criteria)
- You hold tertiary qualifications in Business Management, or a related field (or possess equivalent experience).
- You have extensive experience in people, operations, and organisational leadership, ideally within purpose-driven or social impact organisations.
- You bring a deep understanding of how HR, finance, operations, and systems intersect to create efficient, values-aligned organisations.
- You have demonstrated experience leading organisational operations, including strategic planning, budgeting, risk management, and compliance.
- You are skilled in developing and implementing systems, processes, and Standard Operating Procedures that create clarity, consistency, and accountability.
- You have financial literacy; you’re comfortable working with budgets, reports, approvals, and cost allocations and can translate financial insights into operational decisions.
- You are confident managing contracts, compliance frameworks, and organisational risk registers, and can lead continuous improvement initiatives in these areas.
- You are an experienced leader who thrives on developing others; you coach, guide, and empower your team while fostering collaboration, accountability, and shared purpose.
- You have strong systems capability, with proven experience in leveraging technology to drive efficiency and alignment across teams.
- You are a clear and strategic communicator, capable of translating organisational goals into actionable work plans and measurable outcomes.
- You are passionate about gender equality, social justice, and intersectional feminism, and bring this lens to how you lead, manage, and make decisions.
- You value transparency, collaboration, and inclusion, and you model these principles in how you build relationships across all levels of an organisation.
