Mercy Corps’ Technical Resources and Quality Unit (TRaQ) is a key part of the Program Department. This AA is an $8.8 million dollar program over 5 years designed to provide strategic capacity strengthening to implementing partners of USAID’s Bureau for Humanitarian Assistance (BHA) and other food security stakeholders.
General Position Summary
The Assistant Program Officer (APO) provides administrative and operational support to the GAYA team and to the Cultivating Inclusion for Food Security (Cultivate) Fellowship in particular. This position will primarily support the Gender Advisor in carrying out tasks related to the Cultivate Fellowship, ensuring the continued high-quality and impactful implementation of the fellowship. The APO will support both the fellowship overall as well as specific regional cohorts. The APO will also provide support to GAYA beyond the fellowship, including general logistics and administrative support as well as support to other GAYA activities.
Minimum Qualifications & Transferable Skills
- BA/S in International Development or related field highly preferred.
- 3 years of demonstrated experience in administration or program support is required.
- Strong written and verbal communication skills along with demonstrated ability to communicate effectively with colleagues from various backgrounds and cultures.
- Knowledge or previous exposure to relevant technical sectors (gender equality, social inclusion, youth, protection) is a plus.

Essential Job Duties
Technical Leadership: Lead the integration of gender, youth, and social inclusion strategies into all program activities, ensuring they align with USAID's Gender Equality and Women's Empowerment Policy, USAID's Youth in Development Policy, and other relevant guidelines.

Requirements
Master's degree in gender studies, international development, social sciences, or a related field.
Minimum of seven years of experience in gender, youth, and social inclusion activities in the context of international development, with a focus on resilience and food security programming.
Demonstrated experience in leading the GYSI component of large-scale international development programs, including conducting gender and social inclusion analyses.

Background:Building on a growing body of evidence – including IRC’s Cycles of Displacement report and other reports including The Only Way Is Up – in 2022, the IRC launched a flagship technical innovation project ‘TRANSFORM’ to develop mechanisms for humanitarian organizations to systematically embed diverse sexual orientation, gender identity and expression, and sex characteristics (SOGIESC) considerations in conflict and displacement response. Through this BHA-funded project, the IRC is seeking to address the systemic reluctance/capacity issues holding back the humanitarian sector in a way that models a deep involvement of diverse SOGIESC CSOs and extends diverse SOGIESC inclusion across the humanitarian architecture. The TRANSFORM project will develop and socialize new approaches to advancing conversations and furthering commitments to diverse SOGIESC inclusion in the humanitarian sector and architecture.
Job Overview/Summary:The Inclusion Specialist will support with ensuring the successful delivery of TRANSFORM, including the implementation of all key activities and deliverables.The Inclusion Specialist will be based within the Violence Prevention and Response Unit (VPRU)’s Inclusion Team, which promotes more inclusive humanitarian programming at the IRC, rooted in a strong analysis of context, power, gender and how intersecting aspects of identity may result in discrimination, oppression and exclusion. RESPONSIBILITIES:
Resource Mobilization
- The ED proactively raises funds for CARE's country, regional, and global advocacy working closely with the resource development team and VP/USPPA. The global advocacy budget is approximately $3M annually currently, with plans to grow to $5M+.
Strategy, Planning and MEAL
- The ED leads the global advocacy team's annual and quarterly planning cycles, and supports the lead advocates in being focused and strategic in pursuing their goals.

Specific Responsibilities

Movement buildingThe Philanthropy Manager is responsible for leading a comprehensive strategy to cultivate, solicit, and steward mid-level gifts ($1,000 to $9,999, with targeted focus on gifts of $5,000+). The Philanthropy Manager will shape and lead initiatives to grow the donor pipeline, and coordinate strategy and tactics with the gift officers responsible for major gifts and annual fund giving.This position sets and ensures the mid-level program will serve as the driving force to improving and deepening donor engagement and increasing philanthropic revenue. It will grow the donor base, increasing retention, and collaborating with other key development stakeholders for an ongoing and seamless donor experience to support in upgrading giving levels for this critical donor audience.KEY RESPONSIBILITIES- In concert with the organization’s strategic priorities, develop, manage, and execute a strategy for mid-level donors ($1,000-$9,999) that:
- Expands the number of donors;
- Retains and deepens relationships with existing donors;
- Increases the average gift size;
- Positions mid-level donors to become major donors
- Maintain a healthy portfolio of mid-level donors and prospects utilizing a data-driven and relational one-to-some approach with most and a strong relationship-forward one-to-one approach with special mid-level donors.
- Develop a strong roadmap for a mid-level donor journey, including compelling messaging, data-driven tactics, and donor segmentation to deepen engagement with donors throughout the year.
- Lead strong cultivation and stewardship events and activities for the mid-level portfolio with the goal of deepening relationships and increasing giving.
- Participate in prospect discovery work and collaborate with the Annual Fund Manager to upgrade donors to mid and major donor status.
- Collaborate with the Development Operations team in conducting ongoing evaluations of mid-level giving, analyzing trends throughout the year and recommending changes to strategy.
- Develop and track an annual and comprehensive work plan for the mid-level program in Salesforce against annual goals.
- Consistently stay on top of mid-level giving trends and ensure that GFW shows up to important spaces to build partnerships and cultivate new ones.
- Ground fundraising and donor education in intersectionality, equity, and social justice to increase trust with new audiences.
- Perform any other duties as assigned towards meeting team and organizational goals.
KEY SKILLS/WAYS OF DOING- Minimum of 7 years professional experience in non-profit fundraising and at least 3 years of mid-level giving experience.
- Expertise in building and growing relationships for increased giving.
- Excellent verbal and written communication skills: can articulate complex themes for multiple audiences/settings (different types of source and movement partners, as well as peer organizations); able to present complex ideas and programs in a pragmatic, compelling manner.

- With Operations staff, serve as an expert on Outright policy and process, and steward policy and process fidelity to Outright staff and partners.
- Support Operations team on internal infrastructure initiatives, such as technology upgrades, new systems and process improvements.
Qualifications- Minimum of 9 years of experience in an operations or event-focused role.
