Role Outline
The independent gender violence advocate will work closely with victims of gender-based violence from the point of crisis, to provide high quality independent advocacy and support to survivors of gender-based violence at the highest risk and their children. The role will be part of increasing the ability of partner agencies to recognise, reject and respond appropriately and safely to all forms of gender-based violence (including domestic violence, sexual, financial and emotional abuse, female genital mutilation, forced marriage and honour-based violence). The job involves working within a multi-agency framework consisting of the MARAC and local partnership protocols and procedures that prioritise the safety of survivors. The post holder will empower survivors by providing them with emotional, practical and personal welfare support. The job involves ensuring that women are provided with a safe, supportive and welcoming environment, enabling them to access their rights, make decisions and increase their life options The job involves working within a multi-agency framework consisting of the MARAC and local partnership protocols and procedures that prioritise the safety of survivors. Person Specification Experience, Knowledge & Qualifications
• Good general standard of education
• Knowledge of the dynamics and impact of domestic abuse and other forms of VAWG and how best to support survivors.
• Working knowledge of the legal system as it relates to survivors of domestic abuse and other forms of VAWG.
• Experience of identifying and responding to the risks to and needs of survivors of domestic abuse and other forms of violence against women and girls (VAWG)
• Experience of providing emotional and practical support to survivors of domestic abuse and other forms of Violence Against Women and Girls (VAWG) including sexual violence, stalking, trafficking, modern slavery, harmful practices (So called ‘honour’ based violence) including forced marriage, female genital mutilation and sexual exploitation including involvement in prostitution and child sexual exploitation.

Gender-based violence (GBV)Overall purpose of the role:
Protection Officer – GBV Prevention will lead all activities to engage men as allies in women’s protection. The person will assist in developing violence prevention and wellbeing materials for men, facilitating male group psychoeducational sessions, and assist in day-to-day operations. Protection Officer – GBV Prevention will form a cohort of male beneficiaries who will discuss topics related to gender equality, positive masculinity coping strategies and healthy families.
Responsibilities:
GBV PREVENTION AND MALE ENGAGEMENT ACTIVITIES:

- Lead the roll out of awareness raising campaigns, focus group discussions (FGD) and other community engagement activities among male audiences.

- Oversee the planning and roll out of awareness activities to commemorate days such as: Women’s Day, International Youth Day and 16 Days of Activism
PROGRAM MANAGEMENT SUPPORT
- Compile and edit weekly reports submitted by GBV Male Engagement Assistants and submit them to the GBV Team Leader
- Draft monthly reports about all GBV prevention activities which include thorough analysis of progress against indicators and qualitative information about progress and challenges
- Develop weekly, biweekly report and monthly observation report for EMAP with the applying of all EMAP tools.
ADMINISTRATION
- Fill and submit Purchase Requisitions, Travel Authorizations, cash advance and any other DRC administrative forms as needed
- Oversee the documentation to process the payment of Male Outreach Workers and Male Advocates incentive
- Coordinate with other DRC departments to ensure the effective use of the logistical and financial resources
Experience and technical competencies
- Bachelor’s degree in related field or equivalent professional experience (e.g. Public Health, humanities, nursing, social work, political science, etc.) or equivalent professional qualification
- At least 2 years of professional experience in NGOs.
- Demonstrated experience in working on women protection such as empowerment programs, reproductive health, counselling etc.
- Commitment to achieve gender equality and end all forms of Gender Based Violence
- Excellent interpersonal and communication skills.
- Experience in working with both Rakhine and Rohingya communities.
- Working proficiency of written and speaking in English.

How can you make a difference?
The Adolescent Development Officer (Gender and ADAP - Adolescent development and participation) reports to the Programme Manager (Planning & Resilience) P4 in Pemba, Cabo Delgado with matrix management to the Adolescent Development Specialist P4 and the Program Specialist Gender Specialist P4 (both based in Maputo).

Summary of key functions/accountabilities:
Generate & Use Evidence: Support to generate and utilize research, data, and evidence to inform the design, measurement, and monitoring of ADAP/Gender programming and outcomes in both development and emergency contexts.
Design, plan and implement: Support to design, plan, manage and implement ADAP/Gender interventions that are backed by evidence and strong engagement and participation mechanisms in both development and humanitarian contexts.
Advocate & Build Partnerships: Support operationalization of ADAP/Gender programming by advocating for ADAP/Gender, mobilizing resources, coordinating across stakeholders, sectors and teams, and building strategic partnerships with Government, CSOs and young people.

• Pacific regional frameworks and commitments to SRHR
• The Blue Pacific Strategy
• Intersectional priorities, including SOGIESC, disability rights, and climate change
The strategy will enhance youth participation in accountability mechanisms, ensuring meaningful contributions to policies and programs. It will include an 8-year vision with a detailed 3-year implementation plan and a youth-friendly version of the strategy. This strategy will be developed in collaboration with diverse groups, including those focused on SOGIESC, disability rights, and climate change, as well as with governments and regional organizations. UNESCO seeks a consultant to conduct a Regional Training of Trainers (ToT) on CSE for learners with disabilities, to equipe educators, teacher trainers, and education stakeholders with knowledge and skills to provide disability-inclusive CSE.
Young people with disabilities have the same sexual and reproductive health needs and rights (SRHR) as their peers without disabilities. Recent research also shows that they are more vulnerable to negative SRHR outcomes such as infection with HIV/STIs, unintended pregnancies and gender or intimate partner violence. Despite these needs and vulnerabilities many young people face disability specific barriers when trying to access sexual and reproductive health (SRH) services and lack access to appropriate information about their SRHR. These include disability-specific barriers such as a lack of trained educators and accessible learning materials, limited access to SRH information and services tailored to their needs, and negative societal attitudes towards disability, sexuality, and CSE.
Objectives of the ConsultancyThe overall objective of this consultancy is to strengthen the capacity of teachers to effectively deliver CSE to learners with disabilities by conducting a Regional Training of Trainers (ToT) workshop and supporting the cascading of the training to teachers at country level. The specific objectives include:
- Plan and develop training materials needed for the TOT workshop.
- Facilitate a Regional ToT workshop for about 48 teacher educators from 12 ESA countries (about 4 per country).
- Develop practical tools, guidelines, and implementation strategies to be used in national-level training of teachers.
- Provide virtual support and mentorship to trainers as they cascade training to teachers in-country.
Scope of WorkThe consultant will be responsible for the following tasks:- Develop a training module and necessary training materials informed by the UNESCO CSE teacher training module.
- Conduct a 5-day training session for teacher educators/trainers.
Provide training resources to enable participants to train teachers in their respective countries.

The Gender team of the OECD Development Centre, based in Paris, is seeking an enthusiastic and motivated trainee. The trainee will assist the team on its flagship programme, the Social Institutions and Gender Index (SIGI). The SIGI is a cross-country measure of formal and informal laws, social norms and practices that restrict women and girls’ empowerment opportunities. Since its first edition in 2009, the SIGI has been updated in 2012, 2014, 2019 and most recently in 2023. Beyond data collection and analysis at the global level, the gender team produces regional reports and conducts SIGI country studies (most recently in Tanzania and Côte d’Ivoire). In 2025, the Gender Team will produce SIGI country profiles for all African countries and organise a series of policy dialogues on the gender and climate nexus across different African regions. In 2021, the OECD Development Centre expanded its work on gender equality by developing a framework that helps measuring norms of masculinities. Currently, the Gender team is working on a project in Côte d’Ivoire and Senegal that aims to apply this framework by collecting data on norms of masculinities and analysing the impact of these on women's economic empowerment and violence against women.
Main responsibilities
• Contribute to the implementation of the project on masculinities, notably through contributions to the research design, data cleaning, analysis and visualisations using statistical software (Stata/R and Excel) of gender-related data.
• Support the drafting of SIGI country profiles for Africa, through qualitative data analysis and research on legal frameworks.
• Support the organisation of events, dialogues and workshops, including the production of background documents, production of communication content, drafting of invitations and compilation of list of invitees.

Ideal candidate profile

Spotlight Initiative was established by the UN Secretary-General as a flagship initiative to eliminate violence against women and girls (EVAWG).
In 2024, Spotlight Initiative entered its new phase, establishing the Spotlight Initiative 2.0 Fund and launching a new generation of programmes under the umbrella framework of Spotlight Initiative, applying lessons learned from its first 2017-2023 phase. With the ambition to raise an additional USD 1 billion over the next 5 years, “Spotlight Initiative 2.0” builds on lessons learned from the first generation of programmes and aims to diversify its donor and partnership base.
To complement the work of the Spotlight Initiative 2.0 Fund and its Fund Secretariat, and as part of the broader umbrella framework of the Spotlight Initiative, the UN and the European Union developed the Spotlight Initiative High-Impact Programme for Violence Elimination by 2030 (HIVE Programme). This joint programme works under the overall umbrella of the Spotlight Initiative anchored in the Executive Office of the Secretary-General of the UN, is implemented by UN Women and UNDP, and links directly to the Spotlight Initiative 2.0 Fund as it transitions to its second generation of programming. The overall objective of this programme is to ensure the achievements and results of the Spotlight Initiative are sustained and contribute to comprehensive and effective country programmes on EVAWG and to increased global awareness, knowledge sharing and networking on EVAWG. Specifically, the programme will contribute to the following outputs:- Data and research on GBV and various forms of violence at global and regional level is enhanced and disseminated.

- Global and regional strategic partnerships are expanded to advance efforts on ending gender-based violence, including through communication, behavior change strategies, events and campaigns.
- Increased expertise at country level to ensure the development and sustainability of comprehensive programmes to end violence against women and girls in line with the Spotlight Initiative model.

Child protection/ Children’s rights Gender-based violence (GBV)Background: Ugaaso is one of very few, if not the only, women-led CSOs in the region working to promote women's meaningful participation in decision-making, politics, and women, peace, and security.
Key Responsibilities:Project Coordination
- Lead the planning, implementation, and monitoring of Prevention of VAWG advocacy initiatives.
- Manage day-to-day activities, ensuring the project adheres to timelines and meets objectives.
- Coordinate with other program teams, partners, and stakeholders to ensure integrated GBV services and advocacy efforts.
Develop and Implement Advocacy Strategies:
- Design and implement a comprehensive advocacy strategy aimed at preventing violence against women and girls at the local, regional, and national levels.
- Promote legal and policy reforms that address VAWG, including the development of laws, policies, and services that prevent violence and protect women and girl’s rights.
- Advocate for the adoption of gender transformative laws and practices within public and private institutions that impact women and girls, including justice systems, education, and healthcare.
Campaigns and Public Awareness:- Lead the creation and execution of public awareness campaigns to raise awareness about the causes, impact, and prevention of VAWG.
- Coordinate events, workshops, and media campaigns to mobilize communities, raise public awareness, and shift social norms surrounding violence against women and girls.
- Develop and disseminate information and educational materials related to VAWG prevention and rights protection.
Stakeholder Engagement and Networking:
- Build and maintain partnerships with key stakeholders including government ministries, law enforcement, Shari’a, Islamic supreme council, international organizations, local NGOs, community groups, and civil society actors to strengthen advocacy efforts.
- Engage with national and local policymakers, civil society organizations, and grassroots networks to create a unified, coordinated approach to preventing violence against women and girls.
- Represent the organization in national and international forums, conferences, and meetings related to VAWG and women’s rights.
Capacity Building and Training:
- Organize and lead capacity-building initiatives and training sessions for key stakeholders (e.g., government representatives, law enforcement, healthcare providers, educators, and community leaders) to increase their understanding of VAWG and the best practices in prevention and response.
- Provide technical assistance and resources to local partners on integrating VAWG prevention strategies into their programs and policies.
Qualifications:
A Bachelor's degree in Gender Studies, Social Work, International Relations, Law, Public Health, or a related field (Master’s degree preferred).
Minimum of 5-8 years of experience in gender equality, VAWG prevention, women’s rights advocacy, or related fields.
Proven track record in designing and implementing advocacy campaigns, particularly in the areas of gender-based violence, women’s rights, or social justice.
Experience in advocacy and surveys
Experience working with international development organizations, NGOs, government agencies, or civil society groups.
Knowledge of VAWG, gender transformative approaches, and international frameworks for women's rights and protection.
Ability to work independently, manage multiple priorities, and meet deadlines.
Proficiency in English
