The Purpose of the End Term Evaluation: FAWE is committed to fostering accountability and learning among communities, stakeholders, and donors. This aims to document the impact of FAWE’s models and key interventions integrated in the implementation of the Mastercard Foundation Scholars and Higher Education Access Programs in Uganda, Rwanda and Ethiopia.
Scope of the Evaluation
The end term evaluation of the models and key interventions will be conducted in Uganda, Rwanda and Ethiopia, focusing on their integration in the implementation of FAWE- Mastercard Foundation Scholars and Higher Education Access Programs. For each model and intervention, it will involve establishing the impact, efficiency, effectiveness, sustainability, lessons learnt and generating evidence for their implementation. It will also document adaptation that are required for an impactful model and intervention at scale. The exercise will also highlight lessons and challenges in the implementation of each model and interventions. For Higher Education Access Certificate, the process will also involve engaging with the stakeholders to document its journey for a successful implementation in Uganda to guide scaling in other countries. Further, the findings will inform development of policy briefs to support advocacy efforts in conferences and regional spaces in Uganda, Ethiopia, Rwanda and across the continent.
The FAWE models to be evaluated include Gender Responsive Pedagogy, Tuseme, Higher Education Access Certificate, and the Extended Orientation Program. In addition, the following interventions will be evaluated and their impact document, scholarship Entrepreneurship and Financial Support, mentorship, career guidance and counselling, mental health support, Give back, among other interventions. The exercise is expected to capture contributions to community development and system changes in the three countries.'
Required Qualifications and Competencies of the Consulting Firm
For the purposes of this assignment, the selected firm must demonstrate extensive experience and technical expertise in impact evaluation of programs and education interventions, system change, able to access information and familiar with context. The evaluation team should meet the following minimum qualifications and competencies:
Team leaders should possess at least master’s in social sciences, gender, education, research methods, statistics or relevant field.
Extensive experience in conducting Impact evaluations, with a strong track record in designing and implementing mixed-methods studies, including tool development and advanced data analysis.
Strong understanding of the education landscapes and socio-cultural contexts of Uganda, Ethiopia, and Rwanda, particularly in relation to gender, education, sexual and gender-based violence (SGBV), humanitarian principles, and protection risks.
A minimum of five years’ experience conducting evaluations and documenting best practices in the fields of gender and education, particularly at the foundational or secondary level.
Competent in designing and use of technology for data collection, analysis and presentation.

The Gender-Based Violence (GBV) Prevention and Empowerment Capacity Development Expert will be responsible for developing and implementing training programs that build the capacity of International Medical Corps (IMC) staff and partner organizations, local actors, service providers, and community groups in the prevention of gender-based violence. The position also includes the creation and strengthening of Women and Girls Safe Spaces (WGSS) and the empowerment of vulnerable populations.
The focus will be on community engagement, awareness-raising, and shaping behavioral and social norm changes to address the root causes of GBV. The expert will work closely with local organizations, government agencies, and humanitarian actors to strengthen mechanisms for GBV prevention and support for survivors.
MAIN TASKS AND RESPONSIBILITIES
PROGRAM PLANNING- Work closely with the GBV Coordinator, GBV Manager, GBV Technical Advisor (as needed) to achieve program objectives.
- Support the development of project proposals, including developing training components and capacity building strategies, ensuring their compliance with donor requirements and global best practices.
Capacity Building and Training:
• Develop and deliver training for MMK staff and/or partner organizations, frontline service providers, including health workers, mental health and psychosocial support (MHPSS) professionals, social workers and protection specialists, on survivor-centered GBV responses.
• Develop and deliver specialized training on GBV prevention and empowerment, including through specialized training programs such as Girls' Shine , Women's Rise , etc.
Technical Support and Coordination- Providing technical advice to IMC and partner organizations on the implementation of best practices.

SCOPE OF WORK AND KEY RESPONSIBILITIES

Key Responsibilities & Activities:
- Development of Regional Threat Map: Conduct a deep-dive analysis into the regional context (intel & trend analysis), identifying main opposition actors operating transnationally across the ACRO region. Unpack the evolving context, identify threats, narratives being used. The regional threat map will feed into the IPPF global threat map; The IPPF Threat Map is a dynamic tool designed to strengthen the International Planned Parenthood Federation’s (IPPF) cross-federation response to anti-rights opposition and to advance Sexual and Reproductive Health, Rights, and Justice (SRHRJ) globally. The map provides a comprehensive overview of the evolving landscape of threats, enabling both immediate and strategic long-term responses by IPPF member associations and departments.
- Regional Strategy Development: Suggest strategies to monitor anti-rights initiatives, events, and funding streams that threaten SRHRJ in LAC, advising on legal and geopolitical maneuvers to mitigate risks and protect IPPF members’ services.
- Case Studies: Provide particular focus and granular analysis on the scenarios in Chile and Venezuela
- Collaboration & Training: Organize two strategic meetings with IPPF Member Associations to share findings and co-create response strategies and identify opportunities for cross-country collaboration among MAs to create a unified front against opposition

They will draft the full English version, covering the introduction, contextual overview, thematic vignettes under the five CRSV objectives, photo captions, and a “Way Forward” section. Drafts will be revised based on PBPS/DPET feedback. The contractor will then handle translation and bilingual harmonization, producing the French version and ensuring alignment between both languages in structure, terminology, and narrative flow, using the UN CRSV lexicon. Proofreading support for other PBPS/DPET products may also be provided. In parallel, the contractor will manage digital knowledge tasks, reorganizing CRSV repositories, applying consistent metadata and file naming conventions, archiving outdated content, and developing a bilingual digital library of external CRSV resources. Qualifications/special skills

Trans rights HealthSummary
GATE is seeking to recruit a Health Officer to support the implementation of our health programs, with the goal of advancing health rights and access for trans and gender diverse communities. The Health Officer will work directly under the supervision of the Health Lead to support high-level international health rights advocacy and assist GATE members to strengthen national and regional health advocacy work.
The Health Officer will combine a deep understanding of international health systems with experience in health rights advocacy for the trans and gender diverse community. The ability to represent GATE in key decision-making spaces and work with member organizations from different global regions is essential to the role.
The Health Officer will form part of a dynamic team and collaborate with our Human Rights and Movement Building programs to ensure that GATE’s health rights advocacy is aligned with broader human rights advocacy and provides concrete benefits to GATE’s membership.
Key Responsibilities
Project management
- Support the Health Lead in planning, implementing and monitoring health-related projects.
- Assisting in coordinating re-granting programs.
- Liaise with grant recipients to identify capacity-strengthening needs and identify synergies with other GATE capacity-strengthening initiatives.
Research and Knowledge Production:
- Assist in the development of research reports, health advocacy materials and training courses.
Membership Capacity Strengthening
- Provide technical assistance and training to GATE members on health-related issues.
Health Advocacy and Engagement
- Represent GATE in international or regional health advocacy spaces.
Administrative and Additional Support
- Utilize GATE’s internal systems (e.g., project management, budget tracking, Monitoring and Evaluation tools) to manage daily responsibilities and support program coordination efficiently.
- Assist in the preparation of funding proposals and reports to donors as required.
- Perform other duties as assigned.
Minimum Qualifications
- Knowledge of and experience in trans and gender diverse health rights advocacy.
- Demonstrated commitment to the rights and well-being of trans and gender diverse communities.
- Strong project management skills.
- Strong analytical, research, and report-writing skills.
- Strong communication and interpersonal skills, with an emphasis on cultural competence and sensitivity.
- Ability to work independently, manage multiple priorities, and collaborate effectively with a diverse team.
Preferred Qualifications
- Proficiency in Google Workspace, ClickUp and other digital project management tools.
- Familiarity with using social media to document key activities for project reporting.
- Familiarity with community-led research.
- Fluency in additional languages is an advantage.

Generic (e.g. 'gender focal point' role Gender equality and Social inclusion (GESI)DI is seeking to hire a Gender and Social Inclusion Expert for the anticipated one-year Consultancy to facilitate capacity development for Uganda Human Rights Commission (UHRC) under GIZ’s Strengthening and Advancing Governance and Accountability Action (SAGA) project in Uganda. The Expert will ensure that gender equality, social inclusion, and intersectional approaches are effectively integrated across UHRC’s institutional capacity development process.
Working closely with the Team Leader and technical experts, the Gender and Social Inclusion Expert will support the capacity needs assessment by identifying gender- and inclusion-related gaps at institutional, organizational, and individual levels. The Expert will contribute to the development of UHRC’s Capacity Development Plan, ensuring that proposed interventions are inclusive of women, youth, persons with disabilities, refugees, and other vulnerable groups.
The Expert will support the design and delivery of gender- and inclusion-responsive trainings, provide technical input into the development or revision of institutional policies and tools (including gender-related frameworks), and advise on participatory methodologies that promote equity and inclusion. The role requires close collaboration with UHRC staff and stakeholders to embed inclusive practices that strengthen institutional culture, accountability, and sustainability. This position is contingent upon award and funding.Essential Job Duties:The position’s responsibilities will include:- Integrate gender equality and social inclusion perspectives into the capacity needs assessment at all levels.
- Identify gender- and inclusion-related institutional gaps and opportunities within UHRC systems and practices.
- Ensure that UHRC’s Capacity Development Plan incorporates gender-responsive and inclusive interventions.

Qualifications:- Master’s degree in Gender Studies, Social Work, Sociology, Human Rights, or a related field.
- Full professional proficiency in English.
- 8 years of experience in mainstreaming gender and inclusion in public sector or justice programs.
- 8 years knowledge and experience of Uganda’s gender policy framework and intersectional approaches to capacity development.
