Objective, Rationale and Scope of the Consultancy
To achieve the project objectives, Sowing Change in Kenya (Phase 2) requires a baseline evaluation. Results from the baseline evaluation will:
● provide the project team with a foundational understanding of the current socioeconomic realities of the region;
● serve as a reference point for assessing impact by establishing a basis for comparison (before the bulk of interventions take place) against which to evaluate the success of the project at endline;
● provide foundational insights about the target area vis-à-vis two research questions:
o What are the knowledge, skills and capacities that women, youth and other leaders need to support their communities in designing locally relevant climate solutions?
o What are the enabling conditions for meaningful participation in participatory climate scenario planning and nature-based solution development by marginalized group members? and
● inform project design of the locally led climate solution development aspect of the project, as well as other workplan adaptations.

Profile of Consultant
To successfully implement the scope of work and task and delivery high-quality baseline evaluation report and related deliverables, a consultant or consulting firm with expertise in statistics, monitoring and evaluation, sociology and gender, and environmental science or climate change is needed. Advanced skills in the implementation of quantitative research
methods are required. The consultancy lead should possess at least MSc/MA degree and more than 10 years of experience in conducting socio-economic and environmental/climate related assessments. In addition, a consulting firm is required to possess the following specific qualifications:
● Proven consultancy and/or work experience with International NGOs or multi/bilateral organizations.
● Good knowledge and experience in conducting research, socio-economic assessments and analysis of similar activities in Kenya
● At least 10 years of relevant working experience in East Africa or other developing countries.
● Expertise in qualitative and quantitative methods, such as key informant interviews and household surveys.
● Knowledge of environmental and climate vulnerability assessments, gender and resilience analysis.
● Experienced with baseline and evaluation standards, principles and best practices.
● Excellent English writing and presentation skills in addition to fluency in Kiswahili if not Maa.
● Proven history of delivering quality products on time and proactive communications when unexpected challenges arise.
