Leading the programme/function in planning and execution of the assigned activities, tasks and responsibilities.
Programme Development and Planning
- Leading a team of consultants and diverse youth leaders for building resource materials, capacity building processes and dialogue platforms.
- Designing and leading in-depth engagements with diverse young people and multiple stakeholders such as civil society organizations as well as government stakeholders, to build progressive narratives towards rights of LGBTQIA+ people.
Due Diligence, Monitoring and Evaluation- Regular monitoring against set targets to ensure high quality on ground delivery
- Ongoing assessment of shifts and change among participants and young leaders to ensure target outcomes are achieved
- Writing and reviewing due diligence reports and periodic updates for other staff, senior management and the organisation’s board
Fundraising and Project Finances- Support in developing fundraising targets for the subsequent years and creating annual budgets and plans

Organisational Development- Participate in systems strengthening, and implementing and monitoring of institutional systems and processes

Eligibility Criteria
- Graduate from a recognised university in any field
- 3-5 years of total prior experience working on thematics relating to gender, sexuality, , queer and trans rights, SRHRJ (candidates with less than 3 years of experience will not be considered)
- 1-2 years of prior experience leading projects relating to gender, sexuality, queer rights, SRHRJ
- Experience in designing and implementing training content and methodologies on themes mentioned above
- Demonstrated experience of using online and digital tools for communication, training and project management
- Prior knowledge and experience of campus-based programming especially on thematic issues closely related to gender and sexuality
- Fluency in English and Hindi (written and spoken)
- Proficiency in using web-based and MS office applications for key communication, documentation and institutional and programmatic processes
- Experienced in written documentation and writing reports, case studies, stories of change, media briefs and creating and editing programme-based content

PURPOSE OF THE REVIEW

RESPONSIBILITIES
- Global HR and Administration Manager to coordinate recruitment and selection of the appropriate consultant and coordinate the implementation of the project;

Fòs Feminista is an intersectional feminist organization centred around the sexual and reproductive rights and needs of women, girls, and gender-diverse people. Led and governed by the Global South, Fòs Feminista works as an alliance of organizations in 40+ countries worldwide to advance sexual and reproductive health, rights, and justice. Fòs Feminista is both the connective tissue that links these diverse partners in an alliance and an active participant in the broader ecosystem of actors working on sexual and reproductive health, rights, and justice (SRHRJ). Fòs Feminista orchestrates transnational and transregional action by connecting partners throughout the SRHRJ ecosystem, amplifying innovative partner-led solutions to SRHRJ issues, and catalysing funding and political will for an intersectional feminist agenda on SRHRJ.
SCOPE OF WORK
2.1 Objective & Role of the Agency
The main objective of this consultancy is to design, conduct, and contextually analyse the results of a population-based representative survey to measure the evolution of the structural factors of menstrual discrimination experienced by menstruating people in the 9 countries where the Sang pour Sang project is implemented (Benin, Cameroon, Cote d'Ivoire, Dominican Republic, Guinea, Haiti, Nigeria, Pakistan, and the Philippines.) This survey will be conducted at baseline during the third quarter of 2024 and at project endline in the fourth quarter of 2026. The baseline will represent a crucial input informing the design of the Sang pour Sang project; the endline will serve to measure its impact.
Specifically, in close collaboration with consortium partners of the project, the agency will apply their survey expertise and global capability to assess the following indicators among a representative sample of menstruators impacted by the project in each country.Agency Deliverables
In collaboration the project consortium members, particularly the Business Intelligence, Evaluation & Research Cluster of Fòs Feminista, the contracted agency will complete the following deliverables:
1. Inception report.
2. Report on survey design, testing, and administration.
3. Baseline survey report.
4. Endline survey report.
Agency deliverables will be reviewed with Fòs Feminista, as well as the consortium partner teams when needed. Deliverables are also expected to have an intersectional feminist lens that analyses differences in project effects and insights for the people at the intersection of discriminatory power structures.2.3 Agency Profile

About the role
As a Monitoring, Evaluation, Accountability, and Learning (MEAL) Officer, you will play a critical role in ensuring the effectiveness, efficiency, and accountability of our programs and projects. Working within our organization, you will be responsible for developing and implementing robust monitoring and evaluation systems, facilitating learning processes, and promoting accountability to stakeholders. You will work closely with the program managers, AWiM staff, and partners to gather data, analyze results, and make evidence-based recommendations for program improvement.
Key Responsibilities:
Monitoring and Evaluation (M&E):
- Develop and implement comprehensive M&E frameworks, systems, and tools for projects and programs.
- Design data collection methodologies, including quantitative and qualitative approaches, to measure program outcomes and impact.
- Conduct regular monitoring of projects to ensure compliance with established standards and procedures.
- Analyze and interpret M&E data to identify trends, challenges, and opportunities for program enhancement.
- Prepare timely and accurate M&E reports for internal and external stakeholders.
Accountability:
- Establish mechanisms for collecting and responding to feedback from beneficiaries and other stakeholders.
- Ensure that accountability standards and principles are integrated into all aspects of program design and implementation.
- Facilitate participatory approaches to decision-making and project design, involving beneficiaries and communities in the process.
Learning:
- Facilitate knowledge-sharing and learning processes within the organization, capturing and disseminating best practices, lessons learned, and innovations.
- Support capacity-building initiatives to strengthen M&E and learning competencies among staff and partners.
- Contribute to the development of case studies, success stories, and other knowledge products to showcase program impact and achievements.
Required Qualifications and Experience:
- Bachelor’s or Master’s degree in International Development, Social Sciences, Statistics, Monitoring and Evaluation, or a related field.
- Minimum of 3-5 years of relevant experience in monitoring, evaluation, and learning, preferably in the international development sector.
- Strong understanding of M&E principles, methodologies, and best practices.
- Proficiency in quantitative and qualitative data analysis techniques and tools.
- Experience in developing and managing M&E frameworks, indicators, and tools.
- Excellent communication, interpersonal, and facilitation skills.
- Ability to work effectively in multicultural and multidisciplinary teams.
- Proficiency in relevant software applications, such as MS Excel, SPSS, STATA, or NVivo.
- Fluency in English (additional language proficiency is an asset).

A. Mettre en œuvre le nouveau dispositif de mesure d’impact chez Empow’Her
- Garantir la formation et la bonne prise en main du nouveau dispositif de mesure d’impact par l’ensemble des collaborateur·ice·s Empow’Her (agents terrain, chargé·e·s de liaison, chef·fes de projet…)
- Produire et.ou consolider les outils de collecte et d’analyse des données en phase avec le cadre de MI établi
- Garantir la collecte des données de terrain réalisée par les chef·fes de projet.
B. Appui au processus de capitalisation et développement de stratégie de capitalisations transversales- Soutenir les processus de capitalisation en cours dans les projets, et s’assurer que les bonnes pratiques viennent infuser le travail des équipes des pôles OPS et Développement;
- Travailler en collaboration avec les chef·fes de projet et référent MEAL pour développer des approches orientées changement (AOC) dans le suivi des projets;
- Développement de Capitalisations Transversales : en collaboration avec les équipes du pôle OPS (Europe, Afrique), élaborer des capitalisations transversales impliquant les différents programmes du portefeuille Empow’Her;
C- Déploiement de la Stratégie de Capitalisation :En s’appuyant sur les données produites sur les besoins et les impacts, animer ou appuyer la conversation au sein des projets en vue de l’identification et la formalisation des bonnes pratiques.
- Participer activement au déploiement et à l’animation de la stratégie de capitalisation de l’association, impliquant tous les pôles de la structure.
- Appuyer les processus de suivi et de capitalisation, basée sur la méthodologie des approches orientées changement
Profil recherché- Formation de troisième cycle en sciences politiques, ingénierie du développement, socio-anthropologie ou domaine proche, études de genre.
- Au moins 5 ans d’expérience dans la conduite de démarches d’apprentissage (capitalisation des expériences, évaluation, suivi des effets) dans le secteur du développement (ONG, Institutions, Ministères)
- Maîtrise des techniques d’enquêtes qualitatives et des approches orientées changement (exemple : cartographie des incidences).
- Bonne maîtrise des techniques d’enquête quantitative également - analyse et restitution d’analyses chiffrées
- Une expérience réussie en production de connaissances
