Duties and Responsibilities
- Serve as a legal analyst and policy advocate on legal and policy issues affecting transgender people at the state and federal level
- Research the legal implications of various policy positions under intersecting and related state-specific and federal laws
- Track, analyze, and write policy recommendations and public comments on state legislation, regulations, guidance documents, and other policies
- Track, analyze, and write policy recommendations and public comments on local ordinances and other policies impacting municipalities
- Write content for policy documents including know-your-rights guides, fact sheets, advocacy letters, and other public education and advocacy materials in partnership with Public Education and Strategic Communications
- Build and maintain collaborative relationships with state, local, and federal legislative and agency staff to provide technical assistance and support policy advocacy
- Build and maintain collaborative relationships with state partner organizations to provide technical assistance in support of A4TE's policy goals
- Provide partners with legislative, legal, and policy analysis, draft legislative and regulatory text, talking points, and provide other technical assistance in accordance with A4TE’s policy goals
- Build and maintain collaborative relationships with professional associations and subject matter experts to act as validators for administrative, regulatory, legislative, and/or ordinance processes
- Occasional cross-functional collaboration projects outside of the above scope of work
Required Qualifications

- A minimum of 6-8 years of experience as a policy analyst and attorney. License to practice law in at least one U.S. jurisdiction.
- A strong command of constitutional and administrative law and statutory construction, legislative, and regulatory analysis. Excellent legal writing and oral presentation skills. Demonstrated ability to think strategically and exhibit good judgement for advancing complex policy strategies.
- A deep and nuanced understanding of issues affecting transgender people as well as an understanding of how racism, classism, sexism, and other systems of inter-connected oppressions affect trans people.
- Ability to use a dynamic understanding of the impact of racial, gender, and economic justice and systems of inter-connected oppressions to improve equity in operations and organizational decision-making.
- Experience in all areas of MS Office 365 and collaborative tools, such as Slack, Asana, and Zoom. Experience with legal software, such as Westlaw, LexisNexis, FastCase or similar product.
- Fluency or proficiency in a language other than English, especially Spanish.

Description du projet ou contexte
While women-led ventures make up between 37% and 46% of businesses across sectors in Ghana, women entrepreneurs in the cultural and creative industries continue to face distinct gender-related challenges. These include limited access to formal financing, exclusion from intellectual property and distribution value chains, and underrepresentation in emerging digital and cross-border trade opportunities. In many cases, regulatory frameworks and creative industry ecosystems are not designed with gender inclusion in mind, further deepening structural inequalities.
Meanwhile, Ghana’s cultural and creative sectors are undergoing significant transformation, driven by policy and market shifts. The government’s recent adoption of the revised National Cultural Policy and the “Play Ghana” agenda are positioning local content at the center of growth, while AfCFTA opens new regional trade opportunities for creative goods and services. Digital innovation, such as music and film streaming platforms, online art marketplaces, and virtual cultural showcases, is expanding global reach for Ghanaian creators. Green practices in fashion, crafts, and heritage preservation are also gaining traction. These trends offer considerable potential for entrepreneurial growth, but without intentional inclusion strategies, they risk further marginalizing women entrepreneurs.
To address these challenges, the Ghana Green & Digital PSD programme — co-funded by the EU, the Netherlands Ministry of Foreign Affairs, and implemented by RVO, UNCDF, and Expertise France — aims to support the emergence of a more inclusive, greener, and digitalised private sector. One of its specific interventions involves identifying and supporting a select number of entrepreneurs from two key sectors: CCI and Health/Pharma in their digitalization as well as in their quest to make their venture greener and more sustainable.
This inception study is therefore a critical first step in delivering this support. It will map and analyse both formal and informal entrepreneurial (MSMEs, start-ups) ecosystem in Ghana, assess gaps and opportunities for sectoral specialisation, and recommend concrete pathways for targeted women entrepreneurs under the project. The findings will directly inform the operationalisation of project activities related to Output 3 of the programme’s logframe: “Build capacity of entrepreneurs to apply digital solutions that would enhance business growth of MSMEs.” And more especially, dive into a more suitable capacity building service offering targeted to women & minority groups entrepreneurs, for their own digital and sustainable transformation.
Profil souhaité
Eligibility:
· Consulting firm or Consultant with a minimum of 5 years' experience in women entrepreneurship (especially in the CCI sectors) analysis, capacity building, and innovation programme design in Sub-Saharan Africa or Ghana
· Firms without prior experience in Ghana are eligible, provided they demonstrate a clear strategy for working in collaboration with Ghanaian actors (e.g. national consultants, partner organisations, or research institutions)
Required Experience:
· Demonstrated expertise in green and digital entrepreneurship

· Lead in the identification, selection and management of consultants or partnership needed with specific attention to local women’s rights focused civil society organizations (WROs)
· Provide quality assurance on gender components within project planning and reporting documentation as required.
· Ensure gender equality is integrated in the project MEAL plan and system and support project staff and partners to monitor the progress on gender equality and women’s empowerment across all the project interventions
· Work closely with MDL team to monitor and report on gender equality outcomes and indicators and fill gender data gaps. Support the development of gendered indicators and tools and processes to collect data.
· Develop knowledge translation and learning products to showcase progress on gender equality, women’s empowerment and share learning with implementing partners, government, and communities
Requirements
About you
You will have a Postgraduate level degree in gender/women’s studies with a focus on one of child health, nutrition, public health, or international development with experience and training in gender and development.
You will come with a minimum 7 to 10 years of experience with NGOs, UN agencies, and/or other service providers in a Gender Advisory or technical role supporting public health, and/or nutrition related programs within the Philippines.
Prior experience of using various gender analysis frameworks and developing tools to implement gender responsive programming is also required.
Excellent English language skill (read, write and speak) is a prerequisite. Fluency in local language is also required.

About the Role
The Head of SBC (Social and Behaviour Change) and Inclusion is a critical technical leadership position that supports country programmes to design solutions that improve attitudes, support for and uptake of sexual and reproductive health services across communities. This includes guiding and building capacity in user-centred design principles to ensure projects are inclusive and responsive to the needs of the audience. It also means incorporating best practice to create programming that is gender transformative and equitable. This role will be focused on the “Leaving No One Behind” Pillar of the MSI 2030 strategy with a special focus on reaching key populations and vulnerable groups including adolescents, people living with disability and people in extreme poverty.
This role will also be responsible for coordinating with donor teams and supporting programmes to ensure completion of key donor deliverables related to SBC and GESI Gender Equality and Social Inclusion).
To perform this role, you’ll need the following experience:
- Deep & wide experience in SBC programming across a range of markets and contexts
- Demonstrable experience and leadership in user-centred design, including research & insight methodologies, ideation and prototyping

Position OverviewThe Director of Health Promotion is a senior leadership position responsible for driving Action Canada’s direct service and health promotion work, with a focus on advancing equitable access to sexual and reproductive health (SRH) information and services across Canada. This role leads a dynamic team, oversees strategy and operations for the Access Program, and builds collaborative partnerships with healthcare providers, health institutions, researchers, and community organizations to support systemic change toward improving access to sexual and reproductive health services.
Working in close collaboration with the Executive Director and fellow Directors, the Director of Health Promotion ensures that the team’s strategies and day-to-day work reflect Action Canada’s commitments to anti-racism, anti-oppression, and reproductive justice. This includes advancing approaches that factor in the economic, social, and environmental conditions that shape individual and community health and inform access to health care. The Director leads efforts to engage other teams within the organization as well as partners across sectors to take this broader view and co-develop interventions to improve people’s sexual and reproductive health outcomes. A key part of the role involves identifying systemic barriers to care, mobilizing resources to address them, and supporting collective action to advance equity-driven, low-barrier access to health services.
As a member of the senior leadership team, the Director contributes to the overall health and sustainability of the organization while championing low-barrier, trauma-informed, and equity-driven health services within the team and across the broader healthcare ecosystem in Canada.
Qualifications
- Degree, diploma, or equivalent experience in a related field, such as Health Promotion, Public Policy, Public Health, or Political Sciences.
- Minimum five years’ progressive experience in public health or community health and/or health promotion, with a focus on abortion care and/or the sexual and reproductive health being an asset. Experience of direct service context is a strong asset.
- Minimum of three years in senior management with direct staff/team supervision.
- Demonstrated ability to lead on health promotion and health system advocacy initiatives, data translation and knowledge mobilization, partnership development and stewardship, and on strategic planning to advance organizational goals and systemic change.
- Proven leadership in developing and implementing strategy.
- Knowledge, understanding, and commitment to reproductive rights and a person’s right to determine their own reproductive choices, anti-racism and anti-oppression, intersectional feminist policy and practice, and the mission and values of Action Canada.

Position Overview
The Visual Communications Facilitator will lead our visual storytelling and creative communications processes, including art direction for our knowledge pieces and external communications, and design work that is consistent with UAF A&P’s voice. Gender-based violence (GBV)Background
The Global Survivors Fund (GSF) was founded in October 2019 by Dr Denis Mukwege and Nadia Murad, Nobel Peace Prize laureates (2018). Its mission is to enhance access to reparations for survivors of conflict-related sexual violence worldwide, addressing a longstanding gap identified by survivors. GSF provides interim reparative measures in situations where states or other parties are unable or unwilling to meet their responsibilities.
Position Responsibilities
Government liaison and engagement
• Build GSF’s relationships with Syrian public institutions involved in justice, human rights, and reparations, and on the definition of the transitional justice and reparation policy; • Facilitate institutional dialogue on reparations and survivor needs through formal meetings, briefings, and informal exchanges with survivors, authorities, partners, and civil society organisations;
• Lead on organising and following up on meetings between GSF technical teams and Syrian authorities, including scheduling, agenda setting, preparing background materials, and capturing key discussion points;
• Coordinate and secure necessary approvals and permissions required for project activities in Syria, including focus group discussions, workshops, and survivor consultations, as well as visas and other travel requirements for GSF staff;
• Provide regular updates to the GSF team on government positions, engagement opportunities, and relevant policy or institutional developments.
Coordination with partners
• Maintain close coordination with ADMSP to ensure alignment of activities, messaging, and engagement strategies;
• Facilitate transparent and regular communication between GSF, ADMSP, and other relevant partners and stakeholders involved in project activities;
• Convene and contribute to joint planning meetings, technical discussions, and strategy sessions on the topic of reparations with key stakeholders;
• Ensure harmonisation of technical and advocacy efforts to maximise coherence and impact.
Survivor’s role in policy development
• Lead the organisation focus group discussions (FGDs) and survivor participation, and document and analyse survivor perspectives, with the support of GSF team;
• Translate survivor feedback into draft policy options and thematic recommendation papers;
• Ensure FGD process and technical outputs are aligned with the project’s participatory and survivor-centred approach.

Advancing Women’s Engagement: Strengthening Opportunities to Mobilise for Equality (AWESOME) – is a 5-year advocacy programme to support women’s movements in Ethiopia, Kenya and Uganda. PURPOSE OF THE CONSULTANCY
The consultant will lead a participatory process to design and produce a concise, compelling, and actionable advocacy manifesto that:
Highlights barriers and opportunities for women’s leadership in Ethiopia, Kenya, and Uganda.
Presents clear advocacy demands and calls to action.
Reflects feminist principles, inclusivity, and intersectionality.
Can be used effectively by consortium members, women’s movements, and allies in national, regional, and international advocacy spaces.
SCOPE AND FOCUS
The scope of this work will be anchored on the AWESOME Programme - Partners’ work linked to WPL and their geographical location – Kenya, Uganda and Ethiopia.
The consultant shall be required to:
Participate in an inception meeting and prepare an inception report detailing the methodology to be employed in undertaking the work
Finalise a jointly agreed workplan and map out timelines for key tasks and deliverables
Develop and share a template with a skeletal outline for the advocacy manifesto
Conduct an in-depth literature review, making an assessment of current knowledge pieces including the WPL Research Report and annexed publications – Why feminists should lead – with a key focus on AWESOME focus countries.
Conduct a group discussion with AWESOME consortium members and relevant Womankind Worldwide staff to co-design the manifesto
Analyse and collate findings and information above into the report and leverage on it to develop WPL focused advocacy manifesto
Submit to Womankind WPL lead the final knowledge products i.e. A WPL focused advocacy manifesto.
QUALIFICATIONS
Knowledge and work on intersectional feminist approaches including movement strengthening at a global and regional level (See: AWESOME and Womankind Focus Countries)
Experience in conducting research, applying an intersectional feminist lens including interviews with diverse persons including women and girls and people of all genders
Ability to write and research from an intersectional feminist lense and at a high level
Demonstrated capacity to facilitate inclusive, participatory consultations anchored on feminist praxis
Proven ability to manage timelines, deliver high quality outputs and coordination of diverse stakeholders including persons with disability
Any other relevant experience conducting research and working with feminist movements from the global south will be an added advantage

Since 2023, UN Women Georgia has been partnering with the State Audit Office (SAO) to strengthen its role in advancing gender equality. The project aims to strengthen the capacity of two co-applicants (Women with Disability Development and Advocacy Organisation (WODAO) and the Alliance for Better Advocacy and Knowledge (ABAK) Foundation) in the areas of management, communication, fundraising, coordination, advocacy, gender, climate change, networking, and financial accountability.
The overall objective of the project is to strengthen both co-applicant organisations, their partners and their members to effectively participate in development and decision-making processes.
ResponsibilitiesThe purpose of this end of term evaluation (ETE) is to assess performance of the project and to understand what specific learnings can be taken forward in future project design and implementation. It is also intended that the evaluation will contribute evidence and/or insight towards some of Sightsavers’ thematic learning questions. An external ETE, to be conducted by the end of the project, is also a requirement by the donor.
The evaluation will also be designed to collect endline data for three project indicators, as specified in the project MEL plan. It is intended that the findings, learnings and recommendations from the evaluation will be used to inform the design and delivery of similar projects and programmes.
The evaluation will employ a collaborative and participatory approach to ensure that the evaluation takes into account the complex nature of how capacity is strengthened. It will use a mixed methods approach, triangulating secondary project documentation and data with some qualitative primary data collection. This is likely to include key informant interviews (KIIs) and focus group discussions (FGDs) with various project stakeholders. The appointed consultant will further define the methods and tools and may wish to consider elements of outcome harvesting if deemed appropriate.
Skills and ExperienceThe evaluation will be contracted to an external independent consultant or consultancy company. It would be beneficial if the consultant or team is at least partly located in Ghana. The evaluation team members should have the following core competencies and experience:
- Extensive experience in monitoring and evaluation for international development project/programmes, with strong skills in both qualitative and quantitative approaches.
- Thematic expertise in disability inclusion, Climate Action, advocacy, and/or capacity development of women’s organisations is essential. Comprehensive understanding of preferred practices/policy issues at global and national level is desirable.
- Prior experience working in Ghana is essential, including data collection experience. A consultant or team with members located in Ghana is preferred.

• Provide technical oversight of regional strategic projects in collaboration with the Global Practice Leads as appropriate and/or budgeted, escalating quality assurance challenges as needed
• Foster relationships with a wide range of both internal and external stakeholders to make strategic connections and identify opportunities
• Provide stop-gap direct implementation support as/if appropriate and budgeted on CP-grants
Staff management, learning, and development
• Lead and line manage a high performing team of VPR Technical Advisors and GEDI in Programs staff to design and support VPR programming across the region, and generate evidence and learning for local and global strategies
• Accountable for ensuring TAs maintain core knowledge and expertise and apply global best practices to their work across health sub-sectors
• In close collaboration and partnership with the DRD, regional Awards Management and Advocacy focal points, ensure effective networking and representation in relation to Child Protection, Protection – Rule of Law, and Women’s Protection and Empowerment, through mobilizing input from global practice leads.
Desired Experience and Skills
• Masters’ degree in Social Sciences, International Law and/or related fields or an equivalent professional experience background is required. Sound training on the use of data and research evidence for programmatic decisions and rigorous analytic skills are an advantage.• Highly seasoned professional with at least 8+ years of progressive technical and management experience leading and managing technical teams
• Established technical expertise in at least one of the VPR Global Practice Areas.
• Excellent management and leadership skills including coaching, mentoring, and performance management
• Strong track record of leading multi-location technical programs, applying a results based approach
• Strong track record of driving uptake of evidence-based practice
• Fluency in English and French required
