- Soutenir et maintenir la communication avec les partenaires clés du projet (par exemple les autorités locales) ;
- Assurer un renforcement de capacités des acteurs locaux sur l’approche participative, budget sensible au genre, planification urbaine sensible au genre, engagement des acteurs, mapping des acteurs, développement local, action associative….
- Soutenir la coordination du développement des capacités des bénéficiaires sur la gestion de projet, la planification participative, l'engagement communautaire et le genre en organisant des événements et des ateliers selon le besoin des communes ;
- Appuyer les communes dans la réception, la validation des équipements achetés dans le cadre des projets, superviser la fixation des équipements en conformité avec les normes techniques et de sécurités.
- Établir une excellente relation de travail avec les parties prenantes (notamment les membres du conseil et les cadres techniques de la commune et les fournisseurs)
- Fournir la documentation sur les projets (rapports, présentations, résumés, etc.);
- Rédiger des rapports, des présentations, des résumés narratifs bien écrits, correctement recherchés et édités, selon le besoin ;
- Soutenir la collecte de données, et les activités d'engagement civique dans les lieux de la ville ;
Education/Experience/Language requirements- Diplôme universitaire (Master ou équivalent) en sciences sociales, sciences humaines, genre ou toute autres spécialités connexes reconnues est exigée.
- Un Bachelor ou équivalent, de préférence, en science sociale, science humaines, genre ou toute autre spécialité connexe reconnue est souhaité.
- Avoir au moins une expérience deux (2) années d’expérience professionnelle pertinente dans le développement des études sociales liées au développement local et/ou dans la formation en genre et en urbanisme est requise

Job description
- Contribute to professional development of NCA’s GBV portfolio across the organisation, and keep the organisation updated professionally on new trends and developments.
- Representing NCA in relevant global coordination forums.
- Support both Head Office and NCA country offices with resource mobilisation efforts in developing GBV thematic portfolio.
- Provide technical leadership and expertise in the development of proposals to relevant donors, both private and public.
- Integrate GBV prevention, response and risk-mitigation considerations across all sectors of NCA’s work, supporting integration with other thematic areas.
- Provide in-country technical support to GBV programmes, from supporting country strategy development, start-up of programmes, and capacity building.
- Contribute to development of technical resources, policies, research and learning activities within GBV.
- Take the initiative in documenting lessons learned, best practices and case studies to shape in-country strategies and programme approaches and contribute to broader sector learning.
- Work closely with the Monitoring & Evaluation team to put in place GBV sector M&E plans, ensuring this is linked to reporting requirements, and build the capacity of technical field staff in carrying out the work.
Strong preference with candidates who have experience in implementing mental health and psycho-social support programmes (MHPSS)
Qualifications
- Advanced degree in social work, social science, gender studies, humanitarian affairs, international development, or related field. Solid and relevant field experience can replace formal education.
- Minimum 2 years of proven specialised experience in GBV prevention and response programming in conflict and post-conflict settings, with solid knowledge of international humanitarian standards for GBV.
- Solid experience in training and capacity building, particularly using participatory and community-based approaches and methods for training related to different components of GBV programming.
- Experience in supporting donor application processes and/or quality assure the technical components.
- Fluency in English is required, Norwegian, French, and/or Arabic are an advantage/desirable.

LGBTQI+ rights/ SOGIESCILGA-EUROPE OVERVIEW
ILGA-Europe is the European and Central Asia Region of the International Lesbian, Gay, Bisexual, Trans & Intersex Association (ILGA). ILGA-Europe is a membership-based organisation bringing together over 700+ organisations from 54 European and Central Asian countries, making it an excellent platform for joint advocacy and movement development. As part of its mandate ILGA-Europe both advocates for human rights and equality for LGBTI people in Europe and Central Asia; and strengthens the LGBTI movement throughout its capacity building programme.
GOALS FOR THIS CONSULTANCY
The primary objective of this consultancy is to conduct a comprehensive mapping and analysis of recent developments in Europe regarding AI and its implications for the human rights of LGBTI people, and identifying key challenges of developments in AI for LGBTI rights.
Specific objectives include:
- Identifying and analysing policies, directives, and initiatives related to AI and human rights within the EU and the Council of Europe, with a focus on the rights of LGBTI people.
- Examining the potential impact of AI technologies, including algorithms and automated decision-making systems, on the rights and experiences of LGBTI individuals across the region, including in the context of equality, non-discrimination, protection from hate crimes, access to justice, as well as other issues if so identified during the research.
- Assessing the existing legal frameworks, policies and mechanisms at EU level and the Council of Europe for addressing AI-related discrimination and safeguarding the rights of LGBTI people.
- Identifying key issues, stakeholders, and best practices, as well as highlighting gaps and areas for improvement in European policies and practices concerning AI and the rights of LGBTI people.
ROLE OF THE CONSULTANT
- Coordinate with ILGA-Europe to refine the scope of the research and methodology
- Assess the relevant legal materials to answer the questions as per the concept note
- Write a final report of no more than 50 pages
ROLE OF ILGA-EUROPE
- Provide guidance to the consultant on the direction of work
- Provide introductions to stakeholders, at the request of the consultant, when possible and necessary for completion of the consultancy
- Provide ongoing support and consultation throughout the analysis phase
- Review a draft report and provide written feedback to the consultant
- In case of disagreement, final decisions in relation to content are made by ILGA-Europe
WHO WE ARE LOOKING FOR
The ideal candidate for this consultancy possesses expertise in human rights, particularly in the context of the EU and the Council of Europe. They should have a background in legal and policy analysis and a strong understanding of AI technologies and their implications for human rights, with a specific focus on vulnerable groups, ideally the human rights of LGBTI people. Additionally, the candidate should have experience in stakeholder engagement and possess excellent research and analytical skills.

Deliverables

Working in partnership with lesbian, gay, bisexual, transgender, intersex, queer (LGBTIQ+) youth networks in 4 Asian countries, UNESCO Regional Office in Bangkok (UNESCO Bangkok) is supporting the design and implementation of innovative approaches to enhancing inclusion in education, while simultaneously advancing solutions to combating discrimination and violence in learning spaces based on sexual orientation and gender identity or expression (SOGIE).
WORK ASSIGNMENT:
Under the overall authority of the Regional Director, UNESCO Regional Office in Bangkok (UNESCO Bangkok), the overall guidance of the Chief of the Section for Education, and the direct supervision of the Regional Advisor on Education for Health and Well-being, the consultant is expected to undertake a comprehensive mid-term evaluation of the project on enhancing LGBTIQ+ inclusive learning spaces in Asia.
Specifically, the consultant shall carry out the following tasks:
1. Draft, in close consultation with UNESCO and the Project Reference Group, an evaluation inception report, which contains updated methods for data collection and analysis and a timeline with deliverables for the evaluation.
2. Make any revisions, on the basis of feedback provided, to the overall methodology and data collection tools (eg as questionnaires, interview guides, and focus group discussion (FGD) guide, as appropriate)3. Plan and carry out data collection and analysis according to the agreed methodology of the mid-term project evaluation.
4. Develop and submit to UNESCO Bangkok a full, final mid-term evaluation report and summary presentation of the key findings from the report.
5. Deliver the summary presentation and co-facilitate with UNESCO, discussions at an in-person learning exchange meeting to react to, and validate the evaluation findings and recommendations. The learning exchange meeting will be organized by UNESCO in the first week of December 2024 (tentatively) in Bangkok, Thailand. The consultant will co-create with UNESCO the meeting’s discussion methodology and gather participants’ feedback to incorporate into the final mid-term evaluation narrative report.REQUIRED QUALIFICATIONSEducation

Economic justiceABOUT THE FEMINIST ECONOMICS PROJECT
The AFPRNs project aims to strengthen the adoption and entrenchment of feminist economics approaches in policy-making to address the impact of the recent care, debt, and climate crises on women, who already bear the brunt of poverty, unemployment, and unpaid care work.
MAIN RESPONSIBILITIESFeminist Economics Research
- Researching a feminist approach to domestic resource mobilisation and the intersection of climate and gender resulting in multiple outputs such as Background Papers, Policy Briefs, Working Papers, op-eds, and toolkits.
- Presenting research in academic conferences, policy and network activities and other research forums and events.
- Reviewing and/or contributing to the care economies project as well as the Resourcing Rights for Realisation (RRR) project in relevant subject areas.
- Leading the co-authorship of the climate and food systems working paper and toolkit to enhance a gender/feminist economics lens.
Community building and network activities- Developing concept notes and project plans for collaborative activities.
- Building Africa-wide networks of those working on gendered/feminist economic approaches to domestic resource mobilisation and climate justice
- Collaborating with community members in implementing feminist analysis in research, policy and advocacy.
- Contributing to the FESS capacity building programme, with a particular focus on domestic resource mobilisation and climate themes, by contributing to programme design, speaker selection and general coordination, drafting assessment and reports for relevant work streams.
Project management (DRM/Climate)- Developing concept notes, and drawing up budgets and project plans.
- Managing the planning and implementation of domestic resource mobilisation and climate thematics.
- Planning and implementing capacity building.
- Contributing to the overall design and project plan of the AFERPN team.
- Input to funding proposals in relevant AFERPN workstreams.
- Leading project implementation, administration and monitoring/evaluation.
- Drafting assessments and donor reports for relevant work areas.
Organisational responsibilities- Contribute to AFERPN’s overall strategy.
- Organising reading groups/webinars and outreach within the IEJ community and network.
- Contributing to organisational tasks as required.
- mentorship of more junior staff members, for example, interns and junior researchers.
SKILLS AND EXPERIENCE- Master’s Degree in Economics, Development Studies, Gender Studies, Sociology, Political Science and Public Policy.
- Knowledgeable about feminist economics and relevant thematic areas.
- Research experience in qualitative and quantitative research methods.
- Project management skills.
- Experience with working with various stakeholders in civil society, public policy and research institutions.
- Strong writing and analytical skills.
- Excellent computer literacy is essential, especially in MS Outlook, MS Word and MS Excel.
- Strategic and analytical thinker; proactive and performance‐orientated.
- Organised, self‐reliant, good problem‐solving, results‐oriented multi‐tasker with decision-making skills.
- Presentation skills and the ability to effectively interface with all team members and stakeholders.
