Gender equality and Social inclusion (GESI)
Generic (e.g. 'gender focal point' role
Responsibilities:
- Coordinate the conception, planning, management and implementation of project activities and advisory, based on Gender Equality, Disability and Social Inclusion (GEDSI) principles, in close coordination with the GIZ health program teams, provincial and municipal government partners and CSO partners.
- Strategic advice to project partners at national, provincial and municipal levels in operationalising the national GESI Strategy in the health sector and in integrating GEDSI initiatives across all levels, including policy formulation, program development, and service delivery, among other areas.
- Support government and civil society partners in applying gender-responsive and transformative approaches in health sector as well as inclusive civic participation approaches to address root causes of discrimination and harmful practices, and to integrate GEDSI into local health governance mechanism and evidence-based health sector reform and management.
- Provide technical support to health promotion campaigns targeting women and marginalized groups, focusing on behavioural change communication (BCC) to raise awareness about health issues, rights, and service entitlements and implement in coordination with co-advisers based in sub-national level
- Provide technical assistance in conducting operational research on barriers to women and marginalized groups accessing health care provision and the provision of technical advice on using the findings to reach target groups more effectively
- Technical advice to the Health Insurance Board (HIB) in coordination with co-adviser of the S2HSS project on the development of enrolment strategy including the identification of disabled, Dalit, and marginalized and vulnerable groups
- Support stakeholder coordination and monitoring of CSO implementing partners and consultants, with a focus on creating synergies, fostering joint learning, and systematically capturing progress and lessons learned for adaptive project implementation.
Required qualifications and experience:
- Advanced university degree (Master’s or equivalent) in Gender Studies, Women’s Studies, Social Sciences, Development Studies, Human Rights, or a related discipline.
- At least 7 years of relevant professional experience in GEDSI, with a strong focus on applying gender-transformative and inclusive approaches, participatory governance and community engagement.
- Proven expertise in health of women, persons with disabilities, older persons and other populations facing barriers to access, as well as in public health, health system strengthening and/or social protection and health financing is an added value.
- Strong understanding of power relations, patriarchal and social norms and intersectional inequalities in the diverse cultural and geographical contexts of Nepal.
- Sound knowledge of national policies and strategies as well as international frameworks and standards in the health sector, on human rights, disability inclusion and women’s rights.
- Demonstrated experience in co-creation, designing, and implementing inclusive participation and social accountability mechanisms, and innovative approaches.
- Proven experience in engaging with diverse stakeholders at national, provincial and/or local level.
- Excellent facilitation and communication skills, with the ability to work independently and in multidisciplinary teams.
