OBJECTIVES OF THE CONSULTANCY
The primary objective is to support in developing IPPF’s strategic response to anti-rights opposition and the rollback of rights in the ACRO region. The consultant will provide expert analysis of opposition trends, legal frameworks, and geopolitical landscapes to advise on concrete response and mitigation initiatives.
SCOPE OF WORK AND KEY RESPONSIBILITIES
The consultant will work in a temporary, from February 2026 to 31st of April 2026.
Key Responsibilities & Activities:
- Development of Regional Threat Map: Conduct a deep-dive analysis into the regional context (intel & trend analysis), identifying main opposition actors operating transnationally across the ACRO region. Unpack the evolving context, identify threats, narratives being used. The regional threat map will feed into the IPPF global threat map; The IPPF Threat Map is a dynamic tool designed to strengthen the International Planned Parenthood Federation’s (IPPF) cross-federation response to anti-rights opposition and to advance Sexual and Reproductive Health, Rights, and Justice (SRHRJ) globally. The map provides a comprehensive overview of the evolving landscape of threats, enabling both immediate and strategic long-term responses by IPPF member associations and departments.
- Regional Strategy Development: Suggest strategies to monitor anti-rights initiatives, events, and funding streams that threaten SRHRJ in LAC, advising on legal and geopolitical maneuvers to mitigate risks and protect IPPF members’ services.
- Case Studies: Provide particular focus and granular analysis on the scenarios in Chile and Venezuela
- Collaboration & Training: Organize two strategic meetings with IPPF Member Associations to share findings and co-create response strategies and identify opportunities for cross-country collaboration among MAs to create a unified front against opposition
REQUIRED QUALIFICATIONS AND EXPERIENCE
- SRHRJ Knowledge: Deep understanding of current global and regional trends/climates for SRHRJ and the "pushback" phenomenon.
- Opposition Monitoring: Proven experience in monitoring anti-rights actors, initiatives, and events in LAC
- Strategic Development: Demonstrated experience in developing strategies to counter opposition and rights rollbacks in LAC
- Network Experience: Experience working within large regional networks in LAC
- Communication Skills: High-level ability to moderate complex multi-stakeholder discussions and communicate complex ideas using inclusive, non-discriminatory language.
- Language Proficiency: Fluency in English and Spanish (reading, writing, and speaking) is mandatory.

The Gender-Based Violence (GBV) Prevention and Empowerment Capacity Development Expert will be responsible for developing and implementing training programs that build the capacity of International Medical Corps (IMC) staff and partner organizations, local actors, service providers, and community groups in the prevention of gender-based violence. The position also includes the creation and strengthening of Women and Girls Safe Spaces (WGSS) and the empowerment of vulnerable populations.
The focus will be on community engagement, awareness-raising, and shaping behavioral and social norm changes to address the root causes of GBV. The expert will work closely with local organizations, government agencies, and humanitarian actors to strengthen mechanisms for GBV prevention and support for survivors.
MAIN TASKS AND RESPONSIBILITIES
PROGRAM PLANNING- Work closely with the GBV Coordinator, GBV Manager, GBV Technical Advisor (as needed) to achieve program objectives.
- Support the development of project proposals, including developing training components and capacity building strategies, ensuring their compliance with donor requirements and global best practices.
Capacity Building and Training:
• Develop and deliver training for MMK staff and/or partner organizations, frontline service providers, including health workers, mental health and psychosocial support (MHPSS) professionals, social workers and protection specialists, on survivor-centered GBV responses.
• Develop and deliver specialized training on GBV prevention and empowerment, including through specialized training programs such as Girls' Shine , Women's Rise , etc.
Technical Support and Coordination- Providing technical advice to IMC and partner organizations on the implementation of best practices.
- Provide technical support and supervision to prevention professionals, as well as staff involved in Women and Girls Safe Spaces (WGSS) and mobilization activities, as needed.
Project Management
• Conduct regular monitoring and evaluation of training activities, track participant participation and progress.
• Coordinate training planning with the logistics department and other relevant departments.
Safety and Code of Ethics
• Ensure compliance with safety protocols and policies.
• Contribute to a safe and supportive work environment for all staff, volunteers and partners involved in GBV programmes.

MINIMUM REQUIREMENTS- Bachelor's degree or equivalent level of experience required.
- Minimum of three years of relevant experience, including in GBViE programming and training; with a focus on prevention, management of Women and Girls Safe Spaces (WGSS), and community-based approaches.
- Deep understanding of GBV case management, referral pathways, and psychosocial support services.
- Knowledge of global frameworks on GBV, including the GBV Guidelines, the Gender-Based Violence Information Management System (GBVIMS), and case management standards.
- Demonstrated application of key GBV competencies and commitment to core GBV programming principles.
- Strong facilitation, mentoring and coaching skills, proven experience.

Key Responsibilities:

With the support of the Austrian Development Agency (ADA), Kvinna till Kvinna is implementing a three year pilot initiative in Rwanda, Uganda and DRC: Research and Action for women’s participation in environmental peacebuilding and climate change prevention (REACT). The REACT project is primarily focused on influencing WPS NAPs and national climate policies through the NDC processes while also contributing to grassroots actions that improve women and girls’ lives who live at the conflict/climate nexus.
Expected DeliverablesA) Following consultations with the REACT Project staff, the consultant will submit an inception report updating their methodologies from the original proposal.B) The consultant will carry out a policy, advocacy and stakeholder mapping relating environment and climate change where there is scope and opportunity to add a meaningful gender perspective at national (at minimum NDC processes), regional, continental and international levels.C) With the REACT Regional Program Manager, plan and co-facilitate a 2-day regional workshop with key regional actors from civil society, research/academia, and government.D) Using the stakeholder mapping and regional workshop, produce a report that will contribute to the project’s baseline. It will provide baseline information on indicators related to WPS and ECC policy and advocacy at national levels in Rwanda, DRC and Uganda.E) With the REACT Regional Program Manager, advise and input on concept notes for the project’s research outputs focusing on the gender/conflict/climate/environment nexus.F) Later in 2026, Kvinna till Kvinna will launch two calls for proposals for which women led women’s rights organisations and women-led environmental organisations are eligible to apply.G) Once partners from each country have been selected and onboarded, the consultant will conduct a workshop where they will provide coaching to partners on ECC related policy and advocacy (based on mapping conducted).H) A final report for the consultancy should be produced and submitted prior to completion. Loving Me is a by-and-for domestic abuse service for Trans+ people, providing specialist support, advocacy and safe accommodation to transgender, non-binary and gender-diverse people aged 18+ across England.

This specialist role focuses on Trans+ young adults aged 18–25, many of whom face family rejection, isolation and multiple barriers to safety. You will deliver one-to-one and group support, advocacy, safeguarding, and work across the North West to increase access to inclusive services.
Social Work Degree Apprentice (BA Social Work – UCLan)This is a paid apprenticeship combining frontline practice with a BA in Social Work at the University of Central Lancashire. Tuition fees are fully covered. You’ll gain hands-on experience supporting Trans+ survivors of domestic abuse while studying toward professional qualification.
Time to Shine Leadership Role (Rank Foundation Programme)

The goal of the CP is to achieve universal access to sexual and reproductive health and reproductive rights and accelerate the implementation of the ICPD Programme of Action, to improve the lives of women, adolescents and youth. In pursuit of this goal, the UNFPA Lebanon CO seeks to achieve results in the following thematic areas of programming under the CP: (i) policy and accountability; (ii) quality of care and services; (iii) gender and social norms; (iv) population change and data; (v) humanitarian action; and (vi) adolescents and youth].Purpose, objectives and scope:
In line with the 2024 UNFPA Evaluation Policy, the UNFPA Lebanon CO is planning to conduct an evaluation of its 5th CP (2023-2027). The purpose of the Country Programme Evaluation (CPE) is to strengthen accountability to stakeholders, support evidence-based decision-making, and improve learning. The overall objective of the CPE is to provide an independent assessment of the performance of the CP and to broaden the evidence base for the design of the next programme cycle.
The evaluation will cover all interventions in the 3 thematic areas of the CP, which have been implemented across Lebanon during the programme’s period. The thematic areas are described in section 3 of the terms of reference. In addition, the evaluation will also cover cross-cutting issues, such as human rights, gender equality, disability, displacement and migration status, etc., and transversal functions, such as coordination, monitoring and evaluation, innovation, resource mobilization, strategic partnerships, etc..
Evaluation team:
The CPE will be conducted by a multidisciplinary team of consultants. They should collectively have the qualifications and experience to design and implement a methodologically robust evaluation and cover all the above-mentioned thematic areas of the CP.- One International Consultant: Team leader: An international consultant with primary responsibility for the design of the evaluation methodology and the coordination of the evaluation team, as described in section 12.1 of the terms of reference. The team leader will also demonstrate the qualifications, experience and skills required to serve as a technical expert for one of the thematic areas.
- Two National Consultants: National consultants who should demonstrate the qualifications, experience and skills required to serve as technical experts in at least one of the thematic areas, as described in section 12.1 of the terms of reference.
- One Young and emerging evaluator: A national consultant (recent university graduate or young evaluation professional with limited experience) who will provide support to the evaluation team throughout the evaluation process,
