Objective, Rationale and Scope of the Consultancy
To achieve the project objectives, Sowing Change in Kenya (Phase 2) requires a baseline evaluation. Results from the baseline evaluation will:
● provide the project team with a foundational understanding of the current socioeconomic realities of the region;
● serve as a reference point for assessing impact by establishing a basis for comparison (before the bulk of interventions take place) against which to evaluate the success of the project at endline;
● provide foundational insights about the target area vis-à-vis two research questions:
o What are the knowledge, skills and capacities that women, youth and other leaders need to support their communities in designing locally relevant climate solutions?
o What are the enabling conditions for meaningful participation in participatory climate scenario planning and nature-based solution development by marginalized group members? and
● inform project design of the locally led climate solution development aspect of the project, as well as other workplan adaptations.

Profile of Consultant
To successfully implement the scope of work and task and delivery high-quality baseline evaluation report and related deliverables, a consultant or consulting firm with expertise in statistics, monitoring and evaluation, sociology and gender, and environmental science or climate change is needed. Advanced skills in the implementation of quantitative research
methods are required. The consultancy lead should possess at least MSc/MA degree and more than 10 years of experience in conducting socio-economic and environmental/climate related assessments. In addition, a consulting firm is required to possess the following specific qualifications:
● Proven consultancy and/or work experience with International NGOs or multi/bilateral organizations.
● Good knowledge and experience in conducting research, socio-economic assessments and analysis of similar activities in Kenya
● At least 10 years of relevant working experience in East Africa or other developing countries.
● Expertise in qualitative and quantitative methods, such as key informant interviews and household surveys.
● Knowledge of environmental and climate vulnerability assessments, gender and resilience analysis.
● Experienced with baseline and evaluation standards, principles and best practices.
● Excellent English writing and presentation skills in addition to fluency in Kiswahili if not Maa.

Economic justiceRISE is looking for a contractor to coordinate RISE’s operations in Indonesia. The contractor needs to have significant experience working with the garment, footwear and home textiles sector (or similar highly feminized sectors) to develop and deliver worker capacity programs that consider the needs of women. They need to be based in Jakarta and speak Bahasa.
SCOPE OF WORK
The role includes the following specific responsibilities.
1. Program delivery & local partnership management:
- Working closely with local expert partners to ensure programs are delivered on time, and utilizing RISE tools and materials.
- Visiting factories and participating in key program activities, and provide support/guidance to factory management and local partners where needed.
- Being the main contact point for troubleshooting program implementation at the factories by working with the local partners.

3. Stakeholder engagement, external representation, and business development:
- Building, maintaining, and nurturing strong relationships with Indonesia-based RISE members, and ensure that the key contacts of RISE members are in the loop of communications about program implementation.
- Keep close contact with external partners such as local RISE partners, workplace management and other key industry stakeholders, such as RISE Founding members, local experts, unions and women’s association.
EXPERIENCE AND EXPERTISE REQUIRED
• A good understanding of the overall supply chain, esp. garment and textile industry, in Indonesia, and have strong knowledge of the needs of workers.

The Strategic Initiative for Women in the Horn of Africa (SIHA Network) is a regional coalition of civil society organizations operating across Sudan, South Sudan, Somalia, Somaliland, Ethiopia, Djibouti, and Uganda. Founded in 1995 by grassroots activists, SIHA works to advance gender equality by combating systemic oppression, ending gender-based violence (GBV), dismantling harmful cultural and religious norms, and expanding women’s access to justice and economic opportunities. Through advocacy, capacity-building, and direct interventions, SIHA empowers marginalized communities, particularly in conflict-affected regions, to challenge patriarchal structures and drive social change.
Scope of the Evaluation
The evaluation will cover:
- All project activities implemented over three years (e.g., capacity-building for CSOs, awareness campaigns, advocacy for the Sexual Offenses Bill).
- Geographic focus: 10 selected IDP settlements in Hargeisa and Banaadir, where SV prevalence is high.
- Target groups: IDP/minority women and girls, frontline service providers, women’s rights organizations (WROs), and policymakers.
- Cross-cutting themes: Gender equality, human rights, and intersectionality.
Objectives of the Evaluation
Overall, the evaluation will:
- Assess the entire project (August 1, 2022 – July 31, 2025) against effectiveness, relevance, efficiency, sustainability, and impact (intended/unintended) in addressing SV against IDP and minority women and girls.
- Identify lessons learned and promising practices (knowledge generation) for future programming.
- Ensure a gender-responsive, human rights-based approach across all criteria.
Required Competencies
The Lead Consultant is expected to hold the following qualifications in order to be eligible for this position:
- Relevant academic qualification is preferably a master’s degree in one or more of the following disciplines: Social Sciences, Development Studies, Statistics, and Gender Studies.
- Evaluation experience of at least 5 years in conducting external evaluations, with mixed-methods evaluation skills, and flexibility in using non-traditional and innovative evaluation methods.
- Expertise in gender and human-rights-based approaches to evaluation and issues of violence against women and girls.
- Experience with program design and theory of change, gender-responsive evaluation, participatory approaches and stakeholder engagement.

KEY RESPONSIBILITIES
People and Culture
· Provide professional ongoing support and people management expertise to team members through coaching, mentoring and training on people and culture practices.
· Influence and support the strategic direction of the organisation, working closely with the Director of People and Culture.
· Develop team member planning strategies for organisational and developmental changes considering internal and external factors.
· Responsible for reviewing HR systems, processes and providing relevant reports for informed decision making.
· Draft and manage all team member contracts, ensuring the documents are accurate, tailored to the specific context and legally compliant.
· Regularly review team member job descriptions to ensure they are up-to-date, consistent and aligned with the grade framework and organisational needs.
· Manage relevant team member benefits packages while liaising with relevant stakeholders/ benefit providers and managing relevant budgets.
· Conduct market salary review/ benchmarking and provide recommendations for amendments to the pay and benefits policy.
· Manage employment checks compliance, such as DBS, proof of right to work etc. Supporting the Operations team with UK visa queries or country specific queries.
· Lead on talent acquisition, retention, and leaver processes working closely with the relevant teams.
· Responsible for coordinating the monthly payroll and helping to resolve any pay queries from team members, working closely with the finance team.
· Contribute to broad operational activities, processes and procurement activities.
· Continuously review and develop people and culture policies, procedures following best practice and aligned to relevant legislation.
PERSON SPECIFICATION
Experience
· Substantial experience in human resources, including within a diverse environment.
· A strong track-record of maintaining confidentiality, providing appropriate advice and expertise.
· A strong track-record of managing complex and sensitive organisational issues with empathy, fairness, consistency and values led.
· Proven experience of successfully reviewing and implementing HR information management systems, processes, and implementing policies.
· Exceptional attention to detail and able to work within a team and on own initiative.
· Experience managing work involving legal compliance and working with complex processes and documents.
