Peace and SecurityPurpose:
The Women’s International League for Peace and Freedom (WILPF) is seeking the services of a consultant for the ‘The SWPM Syrian - Syrian Feminist Peace Process Initiative’. This Initiative aims to activate a new political feminist track program aspiring to strengthen the principles of negotiation and national dialogue in accordance with feminist standards and values among participants from different Syrian political entities and to bring closer views on the role of Syrian women in peacebuilding processes. The consultant is required to mediate dialogue within the SWPM Political Feminist Track for Peace Building initiative, including an expanded dialogue process with stakeholders who are representatives of the various Syrian political components.
Duties and Responsibilities:
Consulting work includes the following:
● Promote inclusive and diverse discussion among participants to work on electoral system, transitional justice, reconciliation and forgiveness, civil peace, national identity, and the social contract.
● Ensure that women are highlighted throughout the discussion, and make clear the need for women's voices in these dialogues.
● Complete eight workshops with detailed agendas, content development, and build presentations.
● Support the Syrian-Syrian dialogue roundtable held in November 2025.
● Development of a recommendation paper that forms the basis of agreement among participating parties to be submitted for publishing at the end of the project period (December 2025), including an executive summary, detailed findings, and results from each workshop dialogue, and actionable recommendations to be published and shared widely with key Syrian and international stakeholders.
● Provide a detailed quarterly report and final report
Deliverables:
● Workshops: Organize and conduct eight workshops, each with a detailed agenda, content development, and presentations to effectively engage participants in meaningful dialogue.
● Post-Workshop reports: After each workshop, provide a report that summarizes the key discussions, outcomes, and insights.
● Syrian-Syrian Dialogue Roundtable: Support the Syrian-Syrian dialogue roundtable event in November 2025 to foster continued dialogue and agreement.

Leadership Political participationBackgroundThe Equal Measures 2030 (EM2030) coalition is developing its 2025–2030 strategic plan. As part of this process, EM2030 seeks to better understand if and how policymakers and policy influencers (“bellwethers”) are using the SDG Gender Index and other relevant sources of gender data. The scope of the study will include policymakers and policy influencers at the global level and within our regional and focus countries. Through the survey we will aim to learn about how the SDG Gender Index and other relevant gender data tools are used by policymakers and policy influencers and how they have been used to influence understanding, decision-making and policymaking related to gender equality.The insights of the survey will inform our strategies to further improve the uptake and dissemination of the SDG Gender Index and understand other gender data opportunities and challenges facing policymakers and policy influencers more broadly.Scope of WorkThe researcher(s) will:- Consult with EM2030 Secretariat team members to clarify the purpose and scope of the work and to develop an inception report and proposed methodology.
- Work with EM2030 to finalise the target list of policymakers and policy influencers whose engagement with gender data influences broader policy discussions based on consultation and collaboration with stakeholders across the EM2030 coalition.
- Design a survey tool (with both standardised and open-ended items) that will assess:
- Awareness and use of the SDG Gender Index specifically
- Perceptions, behaviors, and experiences of policymakers and influencers around gender data needs and uses more widely.
- Provide an appropriate online platform for data collection, including one that supports data collection in multiple languages.
- Build and circulate the survey to ensure a reasonably significant and representative sample.
- Clean data and manage and resulting dataset
- Conduct at least 8-12 follow-up key informant interviews with a subset of the survey participants to provide further context.
- Conduct analysis, including developing insights on the following:
- How policymakers and policy influencers perceive and engage with EM2030’s data products (including the SDG Gender Index), and the extent to which EM2030 helps to inform, motivate, and drive change on gender equality.
- Capture any examples of where it has contributed to shifts in policy narratives, legislative processes, or advocacy priorities.
- Identify barriers and opportunities for more and better use of gender data by policy makers and policy influencers.
- Provide actionable recommendations to inform EM2030’s strategic direction and priority objectives.
Note: All activities will require consultation and co-design by EM2030 Secretariat team members.Profile of the Researcher- Proven experience in survey design, and both quantitative and qualitative research and analysis.

Description of Responsibilities /Scope of Work
The consultant will provide technical, programmatic, and policy support to the WEE work at the intersection of gender, climate and the green and blue economies. This would include, but not be limited to:
Provide technical support to implement of programmes and initiatives on Women’s Economic Empowerment (WEE)- Provide technical support on integrating gender equality into climate policies;
Enhance women’s access to green jobs and sustainable livelihoods through targeted interventions;- Support the development and implementation of programmes that increase women’s participation in climate-resilient and green/blue economy sectors, such as renewable energy, sustainable agriculture, and circular economy initiatives;
Strengthen capacity and foster multi-stakeholder engagement for gender-responsive climate action:- Support regional learning sessions, policy dialogues and technical workshops on gender-responsive climate action, sustainable investments, and women’s leadership in green/blue jobs;
Generate, manage, and disseminate knowledge on gender and climate action:- Conduct research and develop knowledge products on gender and climate action, just transition policies, and best practices for advancing women’s participation in climate-resilient economies;

Overview:Senior Policy Advocate for Women’s Economic Empowerment coordinates WeProsper, a global policy and advocacy coalition on women’s economic empowerment. Reporting to the Deputy Director, Policy & Advocacy, the Senior Advocate is responsible for the development and day-to-day management of the coalition, with primary responsibility for logistical support and coordination including planning, supervising, and managing coalition activities, member outreach and engagement, and project management.

Sexual & reproductive rights (SRHR) HealthThe Collaborative for Gender + Reproductive Equity (CGRE) is a dynamic learning community of donors united in the advancement of gender, reproductive, and racial equity. CGRE provides funding to unite advocates across issue silos; defend gender, reproductive, and racial equity; and work towards a future where every person has the resources and autonomy to thrive. CGRE’s Advisory Committee (AC) of funders learns together with field experts, amplifying the impact of their giving, and accelerating change in five-year increments.
ResponsibilitiesGrants Management
- Manage all stages of the grant lifecycle, from invitation to grant closure, ensuring that funds are disbursed quickly and grants are closed efficiently. This includes preparing invitation and award letters, reviewing grant agreements, processing early or on-time payments, ensuring report submission and compliance, and facilitating amendments.
- Perform accurate, timely grants data entry and coding, and maintain grant records in Salesforce and Fluxx with an eye towards data integrity.
- In consultation with fiscal sponsors, undertake due diligence, ensuring adherence to IRS regulations, other legal requirements, and fiscal sponsor and organizational policies; review grant requests for completeness and compliance; and offer recommendations on grant structures or terms.
- Act as key contact for applicants and grantee partners, including providing technical assistance on grants management issues.
- Support the maintenance and refinement of grantmaking policies, procedures, and resources; help develop internal and external guidance materials; and provide support for staff on best practices, policy changes, and process optimization to ensure equitable, low-burden, and effective grantmaking.

The position and profile
The Membership Engagement Lead is a role based on a 28-hour per week work schedule which is focused on strengthening the AFM’s engagement with its more than 400 members located worldwide. This role requires flexible work across different time zones, especially in the Central Standard Time and Eastern Standard Times.
The Alliance continues to strengthen its commitment to building a strong and engaged relationship with our membership to collectively build a case to mobilize resources for feminist movements. The Membership Engagement (ME) Lead is a position established to play a key role in outreach and relationship building, developing comprehensive engagement strategies with members especially focused on feminist civil society. The ME Lead will also play as a key liaison role between membership, key programs, and the Alliance’s steering group.
The ME Lead works under the supervision of the AFM Co-Directors and is responsible for delivery of all donor-funded activities relevant to membership engagement in partnership with AFM Secretariat staff, identifying priorities most relevant to movements and reaching out to potential new constituencies and developing a membership engagement strategy.
We are looking for someone who is able to multitask calmly under pressure, has an appreciation for, and experience in membership engagement activities, partner relations, event management and travel support management.
As the right candidate, you will be understanding of AFM’s feminist values and ways of working, and be sensitive to upholding them in the way you take up the responsibilities of the role. Save the Children (SC) is seeking a Technical Specialist for Gender Equality and Social Inclusion (GESI) for the Climate-Resilient Health and Wellbeing for Rural Communities in Southern Malawi Project, funded by the Green Climate Fund. The project will be co-executed by the Ministry of Health (MoH) and Save the Children in Malawi over a five-year period. Its goal is to reduce the risk of climate-related diseases, enhance the climate resilience of healthcare infrastructure, and build the capacity of healthcare staff and communities to respond to the health impacts of climate change. This project serves as a foundational health systems strengthening initiative for the MoH to address its climate and health objectives outlined in the Health Sector Strategy III.The Technical Specialist for GESI will lead the technical strategy and implementation of GESI functions for the Green Climate Fund project, reporting to the Technical Advisor Lead. This role ensures the integration of GESI across the project, provides guidance on safeguarding, and minimizes risks of violence, exploitation, abuse, and harassment. The incumbent will work closely with six local councils, supporting project staff to achieve GESI objectives, and lead the strategic direction for GESI activities. They will also oversee gender and social inclusion analysis and strategy throughout the project
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.To be successful, you will bring/have:
QUALIFICATIONS AND EXPERIENCE- A bachelor’s degree in gender studies, development studies, sociology, political science, anthropology, or a related field. A post-graduate degree in a relevant field is highly desirable.
- At least seven years of progressively responsible experience in gender equality and social inclusion programs, including conducting GESI analysis, and developing, implementing, monitoring, and reporting on GESI strategies.
- Proven experience in using participatory research methods is highly preferred.
- Demonstrated experience in managing child safeguarding risks, implementing safeguard policies, conducting risk assessments, and designing mitigation strategies, particularly in preventing sexual exploitation, abuse, harassment, and ensuring child protection.

The consultant will undertake the following tasks:
Task 1: Stock-take of gender mainstreaming guidelines and activities
1.Review the existing guidelines on gender integration in the NAP process, in particular: the Toolkit for Gender-Responsive Process to Formulate and Implement NAPs,, the GCF e-course on Mainstreaming gender in NAPs, and the NDC Partnership framework for Gender-Responsive NAP Processes . Summarize key recommendations in a 5-pager maximum.
2.Review the 10 completed/ nearly completion NAP project proposals and develop a typology of gender mainstreaming activities contained in each. Identify the NAP stages (as per the UNFCCC guidelines) where gender integration is conducted and draft an illustrative graph.
3.Make recommendations on the effectiveness of the gender mainstreaming activities conducted, the relevance of the NAP stages, and highlight potential missing activities
Task 2: Synthesis of practice and lessons learned to help improve effectiveness For the projects under active implementation, consult UNEP synthesis materials that have been produced for the NAP portfolio and consult with the NAP portfolio management team and Task Managers to explore the following issues:
1.Assess the extent to which the key recommendations from the gender guidance reviewed above have been integrated and utilized in the Costa Rica, Malawi and Nepal projects. Identify the key bottlenecks, facilitating factors and contextual analysis of the limiting and enabling conditions for gender integration in the 3 selected projects.
2.Present 3 good practice case studies of gender mainstreaming, each illustrating a different NAP stage from the Costa Rica, Malawi and Nepal projects.
3.Develop practical recommendations for improving the quality and extent of gender integration in NAPs, building on the assessment above regarding the usage of the existing gender guidelines.
Task 3: Prepare the policy brief to publishable standard
1.Develop draft policy brief for review by UNEP allowing three weeks for review (15 pages maximum). 2.Finalise the policy brief based on review comments

About the RoleThis role supports the design and implementation of social and behavioural change (SBC) best practice in our country programmes with a focus on inclusive and gender-transformative approaches and reaching key populations and vulnerable groups such as adolescents, people in extreme poverty and people living with disability.
This role will provide focused technical assistance to MSI country programmes, supporting evidence-based design of new approaches, capacity strengthening, monitoring, evaluation and documentation of social and behaviour change activities. It will also support donor and fundraising teams within MSI to include appropriate best practice approaches into new proposal design.
The SBC Specialist will also work with the Evidence and Impact team to document and share successes and challenges in SBC programming and support the dissemination of best practice approaches. The learnings and outcomes generated from key projects will be used to strengthen SBC programming across MSI’s global partnership, significantly contributing to delivery of MSI’s 2030 strategy.
This role reports to the Head of SBC and Inclusion in the Technical Services Department, which supports social and behaviour change programming across MSI.

Qualifications
- Degree in relevant field (public health, marketing/ communications, international development etc.) and 5-7 years of relevant technical experience.
- Significant technical experience, at a regional or global advisory level, in the design and implementation of social and behaviour change programming. Thematic experience must include technical assistance in the health sector, preferably in SRHR.
- Experience of the critical review of existing SBC approaches to identify learnings and opportunities to improve, establish recommended approaches and guidance and support with effective scale-up.
- Demonstrated ability to work in cross-functional teams to align objectives and gain buy-in to approaches
- Demonstrated ability to present in high-level forums such as donor calls, meetings or conferences
- Demonstrated capacity strengthening experience, including developing and conducting trainings, mentorship, and coaching of government, local, and community partners.
- Demonstrated ability to ensure gender mainstreaming and social inclusion integration in project design, implementation, and M&E. Experience of designing with and for vulnerable populations highly desirable.
- Familiarity with social and behaviour change communication and social norms theories and approaches.
- Familiarity with formative research and monitoring and evaluation methodologies and approaches and ability to interpret data for decision making and inform programming and strategies.
