The consultancy will be carried out within the framework of the IOM project “Improving migration governance and access to services for displaced Afghans in Pakistan and Central Asia”, funded by the Immigration, Refugees and Citizenship department of Canada (IRCC) under the International Migration Capacity Building Program (IMCBP). 

Within this project, IOM is supporting the Government of Kazakhstan in strengthening gender-responsive border management practices. IOM will assist the government in developing gender-responsive SOPs on assisting vulnerable migrants at BCPs. Within this framework, IOM will also develop and conduct a Training of Trainers (ToT) for on gender mainstreaming in Border Governance.

Responsibilities
Tasks to be performed under this contract
Category B Consultant/Tasks to be performed under this contract:
  • Develop gender-responsive SOPs for assisting migrants, including Afghan nationals, in vulnerable situations at BCPs.
  • Ensure that SOPs address gender-related vulnerabilities encountered during border-crossing procedures. 
  • Revise and finalize the SOPs in consultation with IOM and relevant government stakeholders.
  • Develop the ToT curriculum and training materials gender mainstreaming in Border Governance. 
  • Conduct ToT for relevant BCP based agencies.
 
Performance indicators for the evaluation of results
Consultant will be responsible for delivering the following results and milestones:
1  | Development of work plan with estimated dates of deliverables  – April
2 | Development and finalization of gender-responsive SOPs for assisting vulnerable migrants at BCPs – June
3 | Development of ToT curriculum and complete training materials – July
4 | Delivery of ToT on gender mainstreaming – August

Qualifications
Required Qualifications and Experience
Education
  • University degree from an accredited institution in Gender Studies; International Relations; Migration Studies; or a related field;

Experience
  • 7 years of professional experience in the field of gender mainstreaming, border management and/or law enforcement;
  • Experience in developing SOPs and training curriculum related to gender and protection;
  • Demonstrated experience in designing and delivering ToT programmes;
  • Experience working with border management or law enforcement agencies in the development of policies or training programmes;
  • Previous experience in Central Asia or similar contexts is advantaged;
  • Knowledge of gender-responsive border management, and protection of vulnerable migrants, including in Central Asia is desirable;
  • Fluency in English is required.
