Movement buildingNoor is a global feminist and movement-driven think-and-do tank, devoted to building the power of gender justice and progressive movements to obstruct far-right agendas and advance our transformative visions.
I. Purpose and ObjectivesThe purpose of Noor’s regional short reports is to better equip feminist movements to expose
and effectively oppose fascist and fundamentalist movements active locally and transnationally.
Further, the regional short reports aim to
- Disseminate and amplify actionable research on the resurgent right, unpacking the connections between these ideologies and patriarchy, using a power analysis and a holistic socio-political-economic lens.
- Highlight and disseminate crucial information to inform future campaigns, toolkits, and collective learning programs amongst the network and partners.
- Address gaps in information and feminist analysis on fundamentalist and fascist actors, tactics, discourses, and funding flows.
II. Overview and Key Themes of the Assignment
This cycle of Roots of Hate turns to the Caribbean. In this region, the entanglements of corporate power, climate collapse, extractivism, and fascism are not just historical residues but ongoing sites of struggle. We see that the colonial legacy in the Caribbean is not of the past but that it has mutated, adapted, and reasserted itself through the logics of neocolonization, corporate capture, and fascist and fundamentalist narratives. What this report will do is offer a mapping of forces, how they intersect, how they sustain themselves, and, most critically, how they have been imported and exported.
We see this report as a necessary grounding in how fascist and fundamentalist forces take root, consolidate power, and how they might be resisted. Examples include examining specific struggles such as the oil-driven political tensions in Guyana, the tourism industry's impact on Indigenous and Afro-descendant communities in Jamaica and Barbados, mining and land conflicts in Suriname, evangelical and far-right movements shaping policy in Belize, and how European and North American corporations reinforce neocolonial conditions in overseas territories like Puerto Rico, Martinique, and Curaçao.
The report will cover the Caribbean region, including the independent island nations, overseas territories (French, British, and Dutch), and mainland countries with Caribbean coastlines such as Belize, Guyana, and Suriname.
III. Researcher profile:
Noor is looking for a critical researcher with a grounding in feminist and anti-colonial methodology and strong familiarity with Caribbean political geographies. Previous work in or alongside movements and demonstrated capacity to trace material, ideological, and discursive power are desirable.
Deliverables
● Inception report - a draft of an outline that includes an overview of research questions,
methodology, key themes, and initial mapping of key actors by June 18th, 2025.
● First draft no later than August 11th, 2025
● A regional report final draft (8,000–10,000 words), ready for publication no later than September 30th, 2025.
● An annotated bibliography and appendix with key actors/networks identified.
● Suggested strategic directions and resistance framings for feminist movements.

Functional Responsibilities
Under the supervision of the Cluster Head and in coordination with the senior programme manager of the EU-UN Global Terrorism Threats Facility, the Senior Programme Manager [trauma-informed interviewing expert] will be expected to deliver high-level technical expertise to support Member States in strengthening their capacities to conduct effective, trauma-informed, human rights-compliant, age- and gender-sensitive interviews in terrorism-related contexts, including of individuals with suspected family ties to terrorist groups and individuals who may be victims of violations or abuses from a humanitarian and human rights perspective, notably for psychological and social support needs assessment purposes:
Undertake missions and conduct in-depth consultations with Member States requesting assistance to assess the capacity-building needs of national entities and specific personnel tasked with interviewing individuals in terrorism-related contexts to ensure the use of an effective, human rights compliant approach that is trauma-informed, age- and gender-sensitive;
Conceptualize, design, deliver, and participate in the evaluation of relevant capacity-building activities on trauma-informed approaches to interviewing individuals of different backgrounds in terrorism-related contexts, as well as mitigating the risks of secondary or vicarious trauma for the personnel involved through preventative strategies, individual self-care and coping approaches;
Provide high-level advisory and/or mentorship services to national entities in charge of interviewing individuals in terrorism-related contexts to strengthen their operational procedures and interviewing skills to ensure effectiveness and compliance with human-rights, as well as to protect their personnel against secondary or vicarious trauma;
Prepare a variety of high-quality, written substantive outputs, including analyses, presentations, training materials, summary reports, related to their assignments;
Ensure human rights issues, gender perspectives and the needs and rights of victims are integrated in their work.
Education/Experience/Language requirements
Education:
Advanced University Degree (Master’s Degree or equivalent), preferably in Psychology, Psychiatry, Criminal Justice, Law, or any related field with a minimum of ten (10) years of relevant experience is required; Or
First Level University Degree (Bachelor’s Degree or equivalent) with a minimum of twelve (12) years of relevant experience may be accepted in lieu of advanced university degree.

UAF-Africa is hosting the 3rd Feminist Republik Festival (3rd FRF), set to take place in Mombasa, Kenya, from 27-30 November 2025. The Festival aims to bring together more than 600 activists from the African continent and across the globe. The Climate Sisters project aims to make systemic change by amplifying underrepresented marginalised and racialised women's voices in climate justice debates and in the transition to a low-carbon economy. The 5 year project aims to engage women in Manchester and the North West through a participatory climate leadership programme. The project involves two phases. Phase One is a 10 week Feminist Climate Leadership workshop programme where groups of women collectively explore their priorities for climate justice at individual, local, regional, national and international levels. Phase Two involves participants developing creative projects to showcase the ideas and solutions from the combined cohort from the Phase One programme, working collaboratively with regular support sessions. The aim of this programme is to amplify and centre the voices of the underrepresented and marginalised women specifically in the climate arena. The approach to this will be underpinned by values that challenge patriarchy, colonialism and white supremacy, ableism and uphold care, collectivity, collaboration and non-competitive sisterhood. The Climate Sisters Programme Manager will lead and manage this programme working closely with community partners and participants to deliver and inspire a participatory, impactful and co-produced project. The Climate Sisters Programme Manager will manage, supervise and motivate the Climate Sisters Project Coordinator. Wen is committed to anti-racism and inclusive intersectional feminism which acknowledges how race, class, sexuality and disability intersect with gender in our day-to-day lives. Person specification
● At least 2 years’ experience in managing the delivery of a project or programme with a proven ability to think strategically, build effective collaborative relationships with multiple and diverse stakeholders

GATE is focused on increasing the capacity of trans and gender diverse communities to respond to anti-gender movements operating at the international, regional and national levels.
Scope of Work
The objective of this consultancy is to conduct in-depth research and analysis regarding the anti-gender opposition, actors, tactics and processes in South-West Asia and North Africa (SWANA) (also referred to as the Middle East and North Africa (MENA)) and develop a comprehensive report that will meaningfully contribute to trans and gender diverse organizing.
Responsibilities
The consultant(s) will have a maximum of 12 weeks to complete the deliverables and will be responsible for producing the following:
- Producing an in-depth report in English on key findings and recommendations covering all areas as outlined in the section above under the Scope of Work
- Design and conduct a webinar hosted by GATE to share key findings and recommendations with key stakeholders, including community members, donors and other relevant governing bodies.
The project entails:
- Conducting a literature review and consulting with/interviewing experts and stakeholders to develop the methodology and structure of the report.
- Developing the first draft of the report.
- Finalizing the Toolkit based on GATE’s feedback.
- Developing and conducting a webinar to present the key findings and recommendations of the report.
Essential Requirements
- Expert knowledge of the SWANA region processes, institutions, and movements.
- Demonstrated experience (minimum 3 years) in working with grassroots trans and gender diverse communities and organizations in the SWANA region.

Functioning
- Advisors may participate in all or selected steering committee meetings, depending on the needs identified by the program team and steering committee. There are approximately four meetings per year, two of which are online and two take place in person (different locations across European cities).
- During these meetings, advisors are expected to give their opinion on the work of the Alliance and participate constructively in the discussions.
- Advisors don’t hold formal decision-making power.
- Meetings are designed as safe and inclusive spaces that foster open discussion and consensus-building. Recognising that no space is exempt from power dynamics, the Alliance team or external facilitators will be attentive to ensure everyone can express themselves freely. Moreover, the Alliance is currently developing a Relational Charter to establish shared principles for participation. All future members of the advisory committee will be expected to adhere to this charter.

- Develop and maintain partnerships and networks to address GBV in the PALM scheme, including with faith-based organisations and GBV service providers in Australia, the Pacific and Timor-Leste.
- Coordinate with DFAT and Department of Employment and Workplace Relations (DEWR) on relevant approaches to address GBV in Australia.
- Coordinate within PLMSP to ensure that addressing GBV is adequately integrated into the program. This includes, but not limited to, worker and family preparedness and reintegration activities and welfare team support for partner countries.
- Understand how innovation and technology shape the way we work and introduce new ways of working through AI, data and technology.
We are seeking an individual who has:- A tertiary qualification in a relevant field such as Gender Studies, Social Sciences, International Development, Community Development or Anthropology.
- At least five years’ professional experience working in program management, with a preference for experience focused on the Pacific and/or Timor-Leste.
- Proven experience or knowledge in the prevention and response to GBV in Australia or internationally, with a preference for strong understanding of GBV in the Pacific and Timor-Leste context.
- Exceptional interpersonal skills, with the ability to effectively engage with diverse stakeholders across various cross-cultural settings.
- Demonstrated experience in budget and resource management to ensure timely delivery of program deliverables.
- Strong liaison and coordination abilities.
- Excellent written communication and report writing skills.
- Highly developed organisational skills, with the agility to balance and prioritise multiple tasks while working under pressure
