About the job
As Programme Officer, you will be part of the Kvinna till Kvinna MENA programme team and report to the Beirut Country Director. You will work closely with the Programme Managers covering Palestine and Syria, as well as with colleagues across the wider regional team.
The role focuses on supporting the implementation of Women, Peace and Security (WPS) programming in Palestine and Syria in accordance with Kvinna till Kvinna’s mandate, operational plans, policies and working methods.
The position furthermore requires regular collaboration with women’s rights organisations, civil society actors, INGOs, UN agencies and donors in the region.
Travel within the Middle East and Europe is required.
Your tasks will include, but not be limited to:
- Support partner organisations throughout the project cycle, including planning, budgeting, reporting and ongoing WPS-related guidance;
- Monitor programme implementation to ensure alignment with objectives, timelines, donor requirements and Kvinna till Kvinna policies;
- Support partner capacity development through trainings, networking and exchange activities;
- Prepare programme reports, political analyses and maintain accurate programme documentation and filing systems;
- Coordinate and collaborate with civil society organisations, INGOs, UN agencies and donors working on Women, Peace and Security;
- Support logistical and administrative arrangements related to programme activities and events.
About you
To be successful in this role, we believe you are collaborative, organised and solutions-oriented. You are able to balance attention to detail with a strategic perspective and can work independently while maintaining strong coordination with colleagues and partners.
You have excellent communication and relationship-building skills and are comfortable working in complex political and operational environments. You are flexible, proactive and committed to feminist principles and women’s rights.
You need to at least have:
- Bachelor’s degree in Human Rights, Gender Studies, Social Sciences or another relevant field, or a minimum of seven years of relevant professional experience;
- Proven experience working with Women, Peace and Security (WPS) programming;
- Demonstrated experience leading advocacy campaigns and/or managing advocacy-focused projects;
- At least seven years of professional experience designing, managing and implementing development or human rights projects, with proven experience in project cycle management, including planning, monitoring and evaluation;
- Strong understanding of the political and development context in Syria, Palestine and the wider MENA region;
- Experience working collaboratively with local civil society organisations, coalitions, UN agencies, international NGOs and donors;
- Excellent written and spoken Arabic and English; French is considered an asset;
- Ability to travel regularly within the Middle East (including Palestine) and Europe.

Responsibilities
Working with and reporting to the Communications Manager to coordinate and implement:
Communications plans for the dissemination of reports, announcements, events, and other relevant activities - from planning through to follow-up communications and knowledge management;
The coordination of content at menengage.org, ensuring the timely upload of new material. This includes pages for: networks, approaches, work areas, events, member profiles and others;
The publication of our global newsletter every 2 weeks, in coordination with the Communications Intern if available, to our global mailing list of researchers, academics, policy makers, donors, governments, and practitioners;

Position overview
The Director of People, Culture and Workplace is a key member of Switchboard's Staff Executive, working closely with the CEO, Director of Services, Director of Finance and Operations and the Board to foster a vibrant and purpose-driven workplace culture. This role is crucial in leading, developing, and implementing human resources, workforce strategies and change to support the wellbeing, engagement, and growth of Switchboard’s employees and volunteers.
The Director of People, Culture and Workplace is responsible for overseeing all human resource structures and systems, including recruitment, retention, professional development, performance management and staff wellbeing. They are responsible for ensuring that our human resource structures are aligned with Switchboard’s values and driven by trauma-informed, anti-racist, and peer-informed practices. They play a key role in ensuring management staff are skilled in management practice and in promoting a culture of continuous management development.
The Director of People, Culture and Workplace will oversee the human resourcing for approximately 60 staff and over 100 volunteers. The role includes a strong focus on people leadership, including providing visionary leadership, inspiring excellence, and supporting Program Managers, staff, and volunteers to deliver high quality support to the LGBTIQA+ community. The role develops and champions comprehensive people strategies that foster a positive, inclusive workplace culture, enhancing employee engagement, professional development, and career progression.
This is a part-time to full-time position, requiring 60.8 - 76 hours per fortnight. Flexibility is required to address urgent matters outside of regular hours and on weekends when necessary.
About the successful candidate
Using your extensive experience in HR, you will be instrumental in leading Switchboard’s next phase in developing highly effective people management systems and skill development.
To be successful in this role, you must have significant HR experience, with the proven ability to manage medium-sized systems, provide direct support to management staff, and develop leadership skills such as performance management and wellbeing checks, among management staff.
You will have demonstrated expertise in change management, ideally in the not-for-profit community sector. You should have demonstrated managerial experience in working with staff across all levels of an organisation.

The Gender, Inclusion and Safeguarding Officer will be based at the RUFORUM Secretariat.
