- Works in close partnership and collaboration with staff at HIAS’ U.S. partner agencies, HIAS technical leads, and actively seeks input and guidance from implementing staff through calls, surveys and listening sessions to ensure that HIAS is aware of and prioritizing local needs.
- Coordinates with staff and consultants with technical expertise, providing programmatic support related to GBV, LGBTQIA+ and child welfare to develop or improve existing processes, curriculums, materials and tools.
- Offers subject matter expertise in GBV prevention and promotion, child safety and wellness, family strengthening supports with HIAS affiliates and external partners.
- Reviews and shares program-specific tools/resources and works with the Technical Team and others in a learning collaborative to contextualize and adapt global best practices for U.S. application.
- Supports affiliate relationships and provides oversight, capacity training and technical assistance to implementing sites related to GBV, child protection and welfare, displaced youth, and LGBTQIA+ populations; offers creative solutions to programming difficulties.
- Ensures quality data collection, offers training and provides technical guidance, capacity building and ongoing support as needed related to program evaluation.
- Develops and improves upon U.S. focused program documents (standards, guidelines and program implementation tools) to strengthen HIAS’ GBV, LGBTQIA+ and youth focused programs geared towards building affiliates capacity, and quality of services strengthening long-term integration of refugee population.

QUALIFICATIONS & REQUIREMENTS:- MSW or related graduate degree required.
- 4-6 years of relevant work experience.
- Adult education and group facilitation skills.
- Lived experience as a refugee or immigrant will bring a valuable perspective.
- Demonstrated experience applying IASC gender-based violence guidelines.
- Demonstrated ability to train staff and implement with partners on gender and GBV, including excellent communication and presentation skills.
- Collaborative, flexible team player with the ability to think critically about solutions to gaps in economic inclusion programming.
- Excellent interpersonal, written and oral communication skills, including the ability to regularly communicate with, motivate and support field-based staff, as well as effectively communicate key program achievements and operational challenges.

Key Accountabilities
Strategic Development
Work closely with the IRC’s Frameworks and Global Awards team (Irish Aid) to provide technical guidance and strategic direction to the Irish Aid GBV Strategic Partnership.

Capture learning from the forum to produce and disseminate the WPE learning brief each year in English, French, Arabic and Spanish.
Provide technical guidance and quality assurance across all pillars of the partnership:
Lead a community of practice for WPE technical teams and partners in Burundi, Ethiopia, Kenya, Somalia, South Sudan, and Sudan, together with regional WPE Technical Advisors, to promote quality programming and partnership within the Strategic Partnership (Pillar 1).
Review all emergency response requests, proposals, and reports together with the EHAU VPRiE STA (Pillar 2).
Business DevelopmentWork closely with the IRC’s Frameworks and Global Awards team (Irish Aid) to deliver a high-quality design for the next phase of the Strategic Partnership from 2025-2027.
Lead the technical design process for the next phase of the partnership engaging WPE pillar leads and partners in country programs, emergency response, Partnerships and policy teams.

Specific Tasks

Gérer le portefeuille des projets/programmes humanitairesRenforcer le savoir-faire de Plan International France en matière de programmation humanitaire en situation de crises ou de conflitsLe profil que nous cherchonsVous avez un diplôme niveau Master, idéalement en solidarité internationale, action humanitaire, relations internationales, sciences politiques (ou équivalent) et vous justifiez d’une expérience d’au moins 5 ans sur des postes de coordination, développement et gestion de programmes humanitaires, y compris sur le terrain.Également :- Expérience confirmée en montage et gestion d’un portefeuille de projets financés par les bailleurs publics (par exemple CDCS, AFD (Minka), ECHO, Expertise France, etc.), idéalement dans les domaines prioritaires de Plan International. La gestion de projets multi-bailleurs est un plus.
- Expérience dans le plaidoyer humanitaire, fort intérêt à développer et mener un plaidoyer centré les droits de l’enfant et des jeunesses et l’égalité de genre en situation de crise et de conflit et bonne compréhension de l’approche par les droits et de l’égalité de genre
- Parfaite maitrise du français et de l’anglais (oral, écrit)
- Très bonne organisation et capacités à répondre à des courtes échéances
