Gender-based violence (GBV)Background
The Global Survivors Fund (GSF) was launched in October 2019 by Dr Denis Mukwege and Nadia Murad, 2018 Nobel Peace Prize Laureates. Its mission is to enhance access to reparations for survivors of conflict-related sexual violence around the globe. One of the fund’s core activities is the implementation of interim reparative measures (IRM), in collaboration with local and international partners. Effective Monitoring, Evaluation, and Learning (MEL) are central to understanding the impact of these measures and continuously improving our practices. To support this effort, GSF seeks an MEL Officer to provide technical support to the IRM team. The officer will perform key MEL functions across several country projects, focusing on impact measurement, learning integration, and performance tracking.
Role Summary
The MEL Officer will support the MEL team in completing all deliverables at both country and unit level. This includes leading on monitoring activities, supporting country-level learning processes, and implementing GSF’s evaluation methodologies. The officer will be expected to adapt MEL methods to different contexts and communicate effectively with the IRM programme team and implementing partners, ensuring that MEL work remains robust, responsive, and contextually appropriate. The successful candidate will report to the Regional Coordinator and MEL Lead and closely work with the other MEL Officer.
Position Requirements
• Advanced university degree in Social Sciences, Education, Development Studies, or a related field;
• Minimum of 5 years’ professional experience in the MEL field, preferably with experience evaluating education projects or conducting evaluations with children;
• Proven experience in designing and conducting evaluations involving children and vulnerable populations, using participatory and ethical methodologies. -
• Strong knowledge of both qualitative and quantitative evaluation methods;
• Demonstrated ability to design MEL frameworks, tools, and indicator matrices.
• Proficiency in data collection, management, and analysis tools, particularly KoboToolbox and Excel;
• Experience with adaptive and utilisation-focused evaluation approaches;
• Excellent communication and facilitation skills, with the ability to work effectively with diverse stakeholders, including civil society partners;
• Experience delivering MEL training and capacity-building for partner organisations;

Key Roles and Responsibilities:
Safeguarding Policy development and implementation

Scope of Work:
The Consultant will be responsible for the below deliverables to HQ, executed in consultation with regional and country offices as needed.
1) Support data quality assurance and aggregation for annual reporting- Support quality assurance of annual reporting data submitted by country offices under the guidance of the Gender section Planning, monitoring and evaluation focal point, including making inquiries with offices to correct data
- Support aggregation of data for the calculation of key indicators for the Strategic Plan that the Gender Section is responsible for (H5 indicators)
- Support the assembly of data from various other sources like Agora, Emergency Preparedness Platform and HR Dashboards for calculation of the GAP standard and SWAP criteria
- Extract narrative results on gender equality for every region
2) Facilitate the production of various gender reports and review for accuracy and completeness- Provide coordination and project management support for the development of reports and slides (develop project timelines, ToRs for editors and designers, etc)
- Submit SWAP report through the portal, and prepare additional reporting for the Gender Equality Acceleration Plan
- Facilitate the production of the Data Companion to the Executive Board report
- Facilitate the development of a slide deck for presentation of gender results to the Executive Board (share key results, infographics, and photos with designer), working with the designer
Qualifications
Education: An advanced university degree (Master’s or higher) in social sciences (i.e. sociology, demography, psychology, political science, social policy or economics), public health, public policy, public administration, international development is required.- A minimum of 5 (five) years of progressively responsible professional experience and demonstrated track record of having undertaken substantive writing and data analysis on gender and development.

• Manages the gender additionality (gender Smart tag process) and works with the banking sectors and the EBRD countries of operations in systematic identification and implementation of the gender additionality pathways;
• Provides input into sector reform policy dialogue activities, including TCs, advisory services and reform advocacy;
• Performs ad hoc assignments, including background research on specific clients, sectors, or countries’ regulatory and other policy developments and hot topics; drafting of sector policy notes, briefings and presentations for senior management;
• Promotes and disseminates G&EI activities through organisation of the awareness events and co-creation of the communications material in close collaboration with the Communications;
• Creates and co-creates the knowledge tools and guidance notes for internal and external consumption including through tailor-made surveys and established EBRD’s publications and channels to promote the promotion of equality of opportunity strategic priority of the Bank across its policy engagements, investments and advisory services.

• A postgraduate degree in economics, international development or related field
• Demonstrated policy or development / inclusion / gender expertise and prior work experience in policy oriented or development area, gained for example through full-time employment in a financial or governmental institution, consultancy/company, think tank or academia;
• Strong analytical and quantitative skills, including knowledge of Excel. Facility with other database/analytic software and online sources of statistical data (IMF, World Bank, Findex) would be an advantage;
• Excellent written and oral communication skills in English;
• Good interpersonal skills;

Réaliser un diagnostic sur la place de la femme dans la mécanique générale et l’outillage en France et en Tunisie ainsi qu’un état des lieux précis des pratiques existantes et des besoins spécifiques en matière de genre au sein du projet et de ses bénéficiaires.v Analyse documentaire : Examiner les documents de projet existants, rapports, études précédentes, et toute documentation pertinente liée au genre ou aux populations cibles, dans les 2 pays concernés par le projet.v Analyse des données désagrégées : Si disponibles, analyser les données pour identifier les disparités et les schémas d'inégalité.
Élaborer une stratégie d'intégration du genre claire et opérationnelle (lignes directrices et plan d’actions simplifié), incluant des recommandations concrètes pour les activités et les résultats du projet.v Etablir une feuille de route claire avec les objectifs stratégiques et spécifiques, les étapes clés, les responsabilités et les délais pour la mise en œuvre et la diffusion des supports, estimer les ressources humaines, financières et matérielles requises pour la réalisation du plan d'action détaillé (en lien avec l’expert communication et l’équipe projet MCE).

Profil souhaité
L’expert.e attendu.e pour cette mission devra posséder une expertise avérée en genre, avec une capacité d’analyse stratégique et opérationnelle. Il/elle devra justifier :

Gender-based violence (GBV)1. Background
The Sexual Violence Research Initiative (SVRI) is the largest global network for advancing research on violence against women (VAW), violence against children (VAC) and other forms of violence driven by gender inequality. The SVRI brings together a diverse group of actors aiming to achieve a world free of violence against women and violence against children through ensuring innovative responses and prevention programmes are informed by and build on existing evidence, with a focus on low and middle-income countries.

2. Purpose of the Engagement
The SVRI seeks to appoint an independent, suitably qualified audit firm to conduct its annual external audits in accordance with International Standards on Auditing (ISA) 700, including expressing an opinion on whether the financial statements present fairly, in all material respects, the financial position and performance of SVRI NPC for the fiscal years ending 28 February 2026 to 28 February 2030. The auditors should assess the organisation’s compliance with the provisions of the Companies Act and other applicable regulatory authorities e.g. SARS in South Africa.
3. Scope of Work
The auditor’s scope will include, but is not limited to:
Audit of Financial Statements of the SVRI in conformity with International Financial Reporting Standards for Small and Medium Enterprises (“IFRS for SMEs”) and International Standards on Auditing (“ISA”).
The audit will also include, where relevant, Agreed Upon Procedures that will be guided by our donors’ guidelines, scope and requirements.
4. Deliverables & Timelines
Audited Financial Statements with auditor’s opinion as per ISA 700.
Report to Management and Those Charged with Governance with recommendations.
Management representation letter.
Where Agreed Upon Procedures (AUPs) are concerned, reports in relation to the procedures in line with donor requirements.
Be available to present the audit outcomes to the Board.
