Job Purpose:
The Programme Specialist, GBV, post will contribute to strengthening the capacity of governments and implementing partners to ensure coordination, visibility, and accountability for all GBV prevention and response related activities across all UNFPA programmes. Working within a Country Office environment, the Programme Specialist, GBV, will support the effective management and implementation of the GBV and harmful social and gender norms programmatic actions. The position will report directly to the Representative and will be under the technical leadership of the GBV Regional Specialists, the post will be responsible for leading and coordinating actions on GBV prevention and response working in close collaboration with Government, multi-lateral, bilateral partners, UN colleagues and civil society towards the reduction of gender-based violence. The GBV Specialist will ensure alignment with Government priorities and UNFPA’s mandate, policies and procedures and will lead and support coordination mechanisms including the joint UN GBV Sub Working Group and the GBViE Inter-Agency Working Group.
Qualifications and Experience:- Advanced degree in social work or other social sciences, public health, gender, international relations, international law, human rights, or related field.
- At least five years of increasingly responsible professional experience in the field of gender and gender-based violence and addressing harmful social and gender norms programming and their application in development or humanitarian settings;
- Experience in programme / project management including experience in multi-sector projects and actively liaising with relevant and potential project partners;
- Proven experience in coordinating / managing teams;
- Technical knowledge and experience in GBV prevention and response including case management using a survivor-centered approach;
- Experience in humanitarian coordination particularly in area of GBViE is desirable;
- Strong interpersonal communication skills including development of communications products;
- Excellent report writing and compelling oral presentations;
- Fluency in spoken and written English and Khmer.

You will work closely with monitoring, evaluation and learning staff and drive systematic evidence-based learning throughout programme implementation. You will deliver on donor reporting requirements, especially in coordinating Results Framework and drafting narrative reports.
You will nurture a culture of reflection and learning across the programme where there is regular experience sharing, analysis and research that contributes to implementation. You will also ensure that learning and impact is harmonised across programmes.
You will be a champion for women’s and girls’ rights, committed to shifting power and passionate about feminist change and leadership. You will be an empathetic and supportive colleague, able to build trusting and authentic relationships with colleagues and partners.
Postholders must be legally able to work in Kenya, Nepal or Ethiopia. Please note that the position is subject to Irish Aid funding and will be terminated with one month notice period if the funding is not forthcoming.

Adolescent girls program Officer plays a crucial role at Mercy Corps Ethiopia by implementing a strategic, curriculum-based intervention for adolescent girls and their male and female care givers. Adolescent girls program officer plays a key role in Mercy Corps Ethiopia by providing a separate privational intervention for adolescent girls. Deliverables:
• Lead the implementation of the annual work plan and programme activities across the portfolio countries and intervention areas.
• Assess and continuously monitor the programme to ensure it reaches the milestones agreed with the donor and adheres to global best practice standards, taking necessary actions to mitigate risks.
• Submit quality-assured (narrative, financial, and programme management results framework) reports against key deliverables at intervals agreed with the donor, providing risk impact analysis and mitigations that may hinder KPI and compliance achievements.
• Adapt programme tools for Member Associations based on emerging changes/ways of thinking in programme and project delivery that enhance activity outputs.
• In collaboration with Global Leads and Architects of Cooperation, build a network of Member Associations and in-country programmatic subject matter experts to review lessons learned and promote cross-country working/thinking.
• Manage the programme’s risk register and advise Member Associations on risk mitigation approaches pertaining to operational, financial, and administrative requirements.
• Assess programme and financial management, developing capacity building approaches to ensure activities are implemented as per the annual workplan and budget.
• Working in close collaboration with Global Leads and MA Support and Development Directors, coordinate country site visits to verify activities on the ground, ensuring efficient and effective work practices of Member Associations and between partners.
• Review all financial reports to ensure they meet the IPPF and donor requirements.
• Review country data reporting and distill information into suitable formats that meet the programme's wider reporting needs.
• Ensure the programme is implemented in line with donor compliance requirements.
• Support the internal steering committee mechanism, detailing areas of progress, risks and concern and providing solutions for action.
• Partner with the Performance Learning and Impact team to implement the programme's result framework.
• Plan stakeholder visits to portfolio countries that showcase the work and achievements of the programme on the ground.
• Contribute relevant insights and support to Global Leads and technical areas as needed.
Expertise:
• Significant experience working in a global health or international development programmes.
• Significant experience in programme management with preferred experience working on SRHR/FP programmes in sub-Saharan Africa.
• Formal programme management qualification such as PMP, PRINCE2 or equivalent desirable.
• Knowledge and experience implementing good programme management practices.
• Experience of managing remote direct reports.
• A good understanding of restricted donor-funded programmes and donor compliance requirements.
• Experience working in matrix organisations. Excellent interpersonal skills with a proven ability to influence and negotiate.
• Fluent English is essential. French, Spanish. Portuguese or Arabic are an advantage.

Peace and SecurityOverview
The Women in Conflict 1325 Fellowship, run by Beyond Borders Scotland and Edinburgh Law School is based around the principles of UN Security Council Resolution 1325 (UNSCR 1325) which “reaffirms the role of women in the prevention and resolution of conflict, peace negotiations, peacebuilding, peacekeeping, humanitarian response and in post-conflict reconstruction, and stresses the importance of their equal participation in all efforts for the promotion of peace and security”.
The WiC 1325 Fellowship Programme aims to:- provide a platform enabling the sharing of experiences in relation to UNSCR 1325 and the global Women, Peace, and Security (WPS) agenda; women’s roles in peace building and conflict resolution; and gender equality;
- facilitate peer to peer learning, providing a safe space for Fellows to learn from each other through sharing experiences, ideas and challenges faced in their different contexts;
- explore the equal and meaningful participation of women in peace building, peace processes, and more widely in society, including identifying challenges and entry points;
- facilitate a network of women engaged in an on-going learning and experience-sharing process, building a sustainable and evolving alumnae community;
- provide guidance on various topics including: mediation; conflict analysis; transitional justice; gender equality; mental health and self-care; and policy advocacy.
The October programme will focus on peacebuilding and women's meaningful participation in peacebuilding processes. The week-long residential programme will explore topics related to peacebuilding such as mediation, self-care, arts as a tool for peace, the gender-climate-conflict nexus, and dialogue methodologies with an emphasis on inclusivity and sustainable conflict resolution.
Beyond Borders Scotland believes that a diverse range of voices and experiences strengthens peacebuilding efforts for everyone and welcomes applications from individuals of all backgrounds. We especially encourage those with accessibility needs to apply.
Programme Format
- The programme will take place in Edinburgh and the Scottish Borders from the 20th October – 25th October 2025 (travel days 19th October and 26th October) and will involve a programme of workshop-style sessions, conversations with mediation experts, and cultural experiences.
- On 21st October, Fellowship participants with attend the WiC Launch Event, celebrating 25 years of UNSCR 1325 and the relaunch of the WiC 1325 Fellowship Programme.
- The Fellowship Programme is fully funded, including travel, accommodation, and visa application costs.
- The programme is open to women working to promote peacebuilding and/or gender equality and relevant/adjacent fields.
- The programme will be conducted entirely in English.

Tasks and responsibilities
• Manage the day-to-day implementation of the project activities in the country, including support to organizing periodic meetings and workshops/trainings, in collaboration with the FAO Country Office, government, and its institutions, UN agencies, civil society as well as other relevant stakeholders;
• Coordinate and ensure close communication and consultations with national stakeholders and partners of the project and key agriculture and gender equality and women’s empowerment (GEWE) stakeholders as well as with the Joint Programme on Accelerating Progress Towards Rural Women’s Economic Empowerment (JP RWEE), including by coordinating the project National Task Force or other mechanism;
• Provide technical assistance to the implementation of country-level activities, at central and decentralized levels, particularly to awareness raising events, GEWE country assessment, the roll-out of the Blended Learning Programme, including by facilitating and delivering sessions, sensitization of rural communities, and policy dialogue workshop;
• Contribute to the organization and participate in the sub-regional awareness-raising event on the CFS Voluntary Guidelines on Gender Equality and Women’s and Girls’ Empowerment in the Context of Food Security and Nutrition that will take place in Tanzania;
• Lead and/or participate in field missions, including provision of guidance to external consultants, government officials and other parties, provision of technical support and supervision, and for data collection purposes and preparation of mission summaries;
• Coordinate and assist the missions and trainings conducted by national and international consultants and FAO staff by processing the administrative procedures and coordination with relevant governmental agencies, UN agencies and national stakeholders;
• Provide substantial backstopping and work closely with the country-level Communication, Knowledge Management and Evaluation (CKM&E) Specialist while producing analytical reports, case studies, success stories etc.; to ensure appropriate learning and dissemination processes;
• Support the design and execution of information events for the socialization of project progress with donors, partners and key stakeholders, including the design of dissemination materials and technical publications outside the project according to the communication guidelines defined for the project;
• Participate in the identification, assessment, and control risk as required. Provide inputs for maintenance of project risk register;
• Promote the integration of inter-institutional and multi-sectoral efforts to leverage funds, synergies and joint activities with other projects or programmes;
Minimum Requirements
• University degree in the areas of Social Science, Rural Development, Gender Studies or related areas;
• At least 5 years of experience in the management of programmes, projects and initiatives of agricultural development, rural development and/or territorial economic development, related to the promotion and inclusion of gender equality and women’s empowerment;
• Working knowledge of English and Swahili languages;
