The International Institute for Democracy and Electoral Assistance (IDEA) is an intergovernmental organization with 35 member states hailing from different continents around the world. International IDEA aims to support sustainable democracy worldwide, doing so, inter alia, by working with both new and long-established democracies to strengthen the institutions and culture of democracy and enhance the rule of law.
Duties and Responsibilities- Manages and coordinates the implementation and quality assurance of all programme activities as identified in the Description of Action (DoA), ensuring compliance with EU and International IDEA policies and procedures; Accountable for a timely and efficient implementation of the programme objectives within the budgetary frames;

- A minimum of twelve (12) years of relevant experience in designing and leading interventions to eliminate Violence Against Women, strengthen emergency response for survivors of Gender Based Violence, and promote gender equality and women’s economic empowerment in Africa and other developing country contexts;
- Relevant experience in programme management and implementation, and the provision of expert advice in the field of democracy and governance is essential;
- A minimum of seven (7) years’ management experience, including senior level positions, with direct supervision over complex, multi-functional teams; Experience with motivating and leading teams and solving problems;
- Excellent understanding of project management, monitoring and evaluation approaches and procedures is essential;
- Experience in planning, developing, and managing EU funded programmes, as well as familiarity with EU processes and systems;
- Excellent knowledge in written and oral English is required; Any other widely spoken language in an International IDEA priority region (Arabic, French, Spanish) and/or official EU language would be an asset.

TERMS
Board positions are for a two year term with the opportunity to nominate for three consecutive terms.
REMUNERATION
All voluntary Board positions are unpaid however Board Members will be supported to participate fully in activities. This includes reimbursement for costs associated with travel or care of dependents, adaptation of meetings and materials to ensure accessibility, and group learning and development opportunities. While Board meetings are currently held online via Zoom, travel for face-to-face meetings may occur on an as- needs basis and the associated travel cost would be considered a necessary expense.

European countries play a key role in advancing gender equality globally, yet funding for gender equality and feminist values through Official Development Aid (ODA) faces growing pressure. Despite being directly impacted by these decisions, (young) feminists and LGBTIQ+ individuals from the Majority World are not structurally engaged in shaping ODA or Feminist Foreign Policy (FFP). However, growing interest in FFP presents an opportunity to strengthen feminist approaches. To seize this momentum, the Walking the Talk consortium—led by Hivos (Netherlands) with Equipop (France), Restless Development (UK), DSW (Germany), and ODI Europe (Belgium)—leverages collective expertise to embed gender equality in foreign policies and ensure Majority World feminist voices shape ODA and FFP. The three-year, USD 7 million program launched in August 2023.Job context
As Global Advocacy and Communications Officer, you will play a dual and essential role within the Walking the Talk program by building on progress from the Fourth International Conference on Financing for Development (FfD4), strengthening our global advocacy efforts, and ensuring that the outcomes of the Financing for Feminist Futures (F4FF) conference in Madrid are strategically amplified across relevant international, regional, and national spaces. You will connect key advocacy moments following F4FF, linking global, regional, and EU policy processes to create cohesive and impactful advocacy campaigns. Integral to your work will be integrating the 12 Calls to Action for Gender Equality alongside FfD4 follow-ups into all relevant advocacy agendas, ensuring these priorities remain central to discussions. You will also seek to integrate and amplify the findings of the research into the future of feminist financing that the consortium commissioned, centering the voices of the researchers across the majority world. Additionally, you will maintain sustained visibility of F4FF outcomes and gender equality financing priorities in prominent global forums such as the UN, G7, and G20, while strategically engaging with the European Union as a major global actor and donor, ensuring a coordinated and powerful voice for gender equality financing on multiple levels.

The programme is implemented in partnership with Plan International UK (operating through Plan International Nepal who are responsible for the delivery of a Catalytic Grant Facility and Monitoring Evaluation Research and Learning, MERL).
RIVA is a 3.5-year programme that will empower women, girls, and excluded groups in Nepal to understand and claim their Rights individually and collectively, participate in Inclusive policymaking and implementation, and have a stronger Voice and Agency at both national and local levels to advance Gender Equality, Disability and Social Inclusion (GEDSI).
About The Role:
This role will have a dual responsibility as the Deputy Team Leader (DTL) and GEDSI and Safeguarding Lead. The role is 80% (FTE).
The DTL will provide strategic technical leadership and oversight for the successful delivery of this high-profile FCDO initiative alongside the TL. The DTL will be the primary national technical expert for the programme, providing expert advice on rights-based, inclusive approaches and holding overall responsibility for GEDSI and Safeguarding within the programme. This dual role is crucial for ensuring transformative change by mainstreaming GEDSI and safeguarding across all programme activities, in line with RIVA’s GEDSI and Safeguarding strategies, while also sharing executive leadership responsibilities. The DTL will also be responsible for supporting the ongoing Gender, Inclusion, Power and Politics (GIPP) analysis of the programme, and using the findings to strategy test and adapt delivery as and when needed.
The DTL will also support the management of the TA Facility, including providing quality assurance on requests and TA delivery, and leading some of the TA themselves.
Essential Skills and Experience:
• Bachelor’s degree in gender studies, human rights, international development, social sciences, or a related field.
• Substantial experience (7+ years) in senior technical roles focused on gender equality, social inclusion, and rights-based approaches in international development contexts.
• Demonstrated leadership experience (4+ years) in programme management, preferably in FCDO-funded programmes or similar complex donor initiatives.
• Proven expertise in conducting GEDSI analysis and translating findings into programmatic strategies and actions.
• Strong understanding of the social, cultural, and political context in Nepal, particularly regarding gender dynamics and issues affecting marginalised communities.
• Demonstrated experience working effectively with diverse groups, including women with disabilities, LGBTIQ+ communities, marginalised caste and ethnic groups.
• Excellent facilitation and capacity strengthening skills, with the ability to communicate complex GEDSI concepts to diverse audiences.
• Knowledge of safeguarding principles and practices, with experience establishing effective systems for prevention and response.
• Fluent in both English and Nepali; fluency in other local languages welcomed.
• Proficient in computer skills and use of relevant software and other applications (e.g. word processing, spreadsheet, database, internet).
• Strong analytical and strategic thinking skills, with the ability to identify entry points for transformative change.

Purpose of the Assignment
horizont3000 seeks to engage a specialized consultant to develop a cutting-edge resource for operationalizing gender-transformative approaches through dialogue. This toolkit will be a key resource for the h3 and partner organization project teams across diverse geographical and cultural contexts, primarily in East Africa, Senegal, Mozambique and Central America. Objective of the Consultancy
The main objective of this consultancy is to research, collate, sense-make and simplify a set of creative and evidence-based tools and methods for facilitating gender-transformative approaches through community dialogues tailored to different target groups and cultural contexts, including norm setters and community members.
Technical Expertise
• Advanced Degree in Gender Studies, International Development, Sociology, Anthropology, or a related field.

Sexual & reproductive rights (SRHR) HealthAdvocacy
To provide support to the effective implementation of the overall IPPF EN advocacy engagement with the European Union (EU) aimed at ensuring a strong focus on gender equality and sexual and reproductive health and rights (SRHR), in its policies and funding, both for within the EU and in its international cooperation and external action.
