• Contribute to the design and implementation of programmes in line with the needs and tailored to reach the specific needs of a particular group or groups – i.e., disability support, SGBV (Sexual and Gender Based Violence) response, child protection – whilst integrating effectively with other sectors and existing capacities.
Education• Coordinate with the ROE Office and closely collaborate with it to guarantee alignment and integration with ROE work
• Encourage and support the implementation of child protection activities amongst National Societies, especially in regard to child friendly spaces.
• Monitor and report upon the changing context and the protection risks to ensure that prevention, mitigation and response activities are targeted and adapted to the changing context, risks and needs. Contribute this information to operations and programme coordinators, needs assessments and operational plans, humanitarian diplomacy efforts, communication materials, community engagement and accountability and donor reporting.
Qualifications- An advanced university degree in a relevant area such as social sciences/behavioral/communication sciences or equivalent experience.
Academic qualification or equivalent professional training in community development, social work, legal and human rights, social science, public health, or any other related field. - 3 years of experience in a CEA related role, for example, beneficiary communication, social mobilization, community engagement, communication for development, accountability officer and at least 3-5 years of experience working with protection, gender and/or gender-based violence, including safeguarding

Economic justice Gender-based violence (GBV)1. Background: The Republic of Somalia has received financing from the World Bank towards the cost for the Somalia Capacity Advancement, Livelihood and Entrepreneurship, through Digital Uplift Program (SCALED-UP) and intends to apply part of the proceeds from the SCALED-UP Project toward payments under the contract for Gender Based Violence consultant under Project Implementation Unit (PIU).
2. Responsibilities: The consultant will Assist in the implementation of the project risk mitigation instruments which include the GBV aspects of the Stakeholders Engagement Plan (SEP) and the Environmental and Social Management Framework; Operationalize a Grievance Redress Mechanism that is gender- and age-appropriate; responsive to existing formal and informal communication mechanisms within affected communities, fitted to receive and safely handle disclosures of GBV and SEA in alignment with survivor cantered principles; Conduct GBV/SEA-H risk assessments, that proactively identify GBV/SEA risks and outline mitigation measures to be verified during stakeholder and community engagement; Assess key contextual and project related risk factors that may contribute or give rise to sexual exploitation and abuse (SEA) or other forms of harassment and GBV in the Project; Identify key service providers and the interventions they are carrying out in the fields of prevention and response services for survivors of GBV, focusing on critical health, psychological or psychosocial and related services, including identifying gaps in information and services; Lead the monitoring and reporting on GBV indicators and screening processes of project activities. Facilitate targeted, safe and quality consultations with women and girls affected by crisis during design/planning, implementation and monitoring phases of the project. 3. Duration: The proposed duration for the assignment is Twelve Months (12) calendar months from starts date.
4. Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:
- Master’s degree in social science, Social Development or related subject desirable
- At least 5 years of experience in supervising GBV prevention and response activities.
- Experience in working with the public sector, World Bank and international development agencies.
- Experience in conducting awareness campaigns on women's rights, gender equality, GBV, and / or reproductive health considered an asset.
- Excellent knowledge of the guiding and ethical principles that govern work with survivors of GBV and good practices in the implementation of activities to prevent and address GBV.
- Good experience in data collection and analysis on GBV.
- Good knowledge of relevant legislation/legal frameworks in Somalia in the area of GBV.
- Excellent command of English and Somali and strong ability to write reports.

The GBV Specialist is responsible for defining and coordinating the implementation of GBV/protection strategy of the mission. Requirements- Advanced university degree in Public Health, Social Sciences
- Postgraduate qualification is an added advantage.
- 5-10 years of significant relevant professional experience in SRHR, project management within an international organization, designing and implementing complex/innovative programs.
- Extensive experience working in the SRHR space, remote programme management experience preferred.
- Proven remote project management experience.
- Ability to work effectively with an ethnically diverse team.
- Excellent communication skills both oral and written.
- Khoisan (Khoekhoe or Nama), English and Afrikaans proficiency is required.
