Objective and Purpose of the Assignment
TA 10127-REG: Strengthening Women's Resilience to Heat Stress in Asia and the Pacific (the "TA") is a regional technical assistance project that supports evidence-based, gender-responsive solutions to rising heat across Asia and the Pacific. The TA recognizes that women—particularly those engaged in
outdoor labor, care work, agriculture, and the informal economy—face disproportionate health, productivity, and livelihood risks from extreme heat events. The primary outputs of the TA include (i)
knowledge products, (ii) gender-responsive demonstrations, and (iii) heat action plans or guidelines.

Scope of Work
The Monitoring and Evaluation (M&E) Specialist will support the overall management and implementation of the TA’s monitoring and evaluation function, ensuring alignment of results, accomplished and imminent, with the overall project design and monitoring frameworks (DMF), ADB protocols, procedures and rules and ADB’s Strategy 2030 Mid-Term Review.
A core focus of the assignment is the establishment of a robust M&E framework for the parametric heat insurance component, to be implemented by a contracted third-party firm across three ADB member countries. The Specialist will design the monitoring framework, define performance indicators and data
collection protocols, and build the capacity of intended users to operationalize and sustain the framework through the project’s remaining implementation period.
The Specialist will also lead the preparation of a project achievement report documenting the TA’s impact on women’s resilience to heat stress across all project components. This report will integrate quantitative performance data with qualitative evidence, capturing outcomes, implementation lessons, and
contributions toward the project’s broader gender and development objectives.
The Specialist will work under the supervision of the Senior Social Development Specialist (Gender and Development)/TA Team Leader within the Gender Equality Division (CCGE) of ADB’s Climate Change and Sustainable Development (CCSD) Department.
