BACKGROUND
The Ministry of Finance has received financing from the World Bank and a grant from the European Union toward the cost of the Construction of a New Runway and Other facilities for Plaine Corail Airport, Rodrigues and intends to apply part of the proceeds towards recruitment of Individual Consultancy for Gender Based Violence (GBV) Specialist

OBJECTIVE OF THE ASSIGNMENT 
The GBV/SEA/SH Specialist will be responsible for leading, coordinating, and overseeing the implementation of all GBV/SEA/SH prevention, mitigation, and response measures under the project. 

BRIEF SCOPE OF THE ASSIGNMENT
Serve as the technical lead for the project's SEA/SH risk management strategy, owning the implementation and periodic update of the SEA/SH Action Plan (including indicators, budgets, and timelines) based on evolving project activities and risk assessments.
Support the PIU Social Specialist in integrating SEA/SH risks and mitigation measures into all relevant Environmental and Social project documentation, including the C-ESMP, SEP, LMP, and contractor E&S requirements.
Assist in developing and keeping current the project's Accountability and Response Framework, documenting procedures for handling SEA/SH allegations and ensuring coherence with referral protocols and the Grievance Mechanism.
Identify emerging GBV/SEA/SH risks during construction and operational phases and propose updated mitigation measures to the PIU.
Ensure that all project-related workers, including civil works contractors and sub-contractors, have adopted and are implementing appropriate Codes of Conduct (CoC) that explicitly address SEA/SH.
Establish SEA/SH-sensitive channels within the project Grievance Mechanism — covering both community-based and worker-facing pathways — that are safe, confidential, and ethical.
Mobilize and coordinate GBV expertise (including the GBV NGO) to design and deliver SEA/SH training programs for all project actors — PIU staff, civil works contractors, supervision consultants, and ARL/AML management — tailored to each audience

QUALIFICATIONS AND EXPERIENCE                                 
          University degree (Bachelor's minimum; Master's preferred) in social sciences, gender studies, social work, development studies, law, public health, or a related field Qualifications

Experience
          Minimum of ten (10) years of professional experience working on GBV prevention and response, gender equality, or social safeguards, with at least four years in a project implementation or field-based role.
          Demonstrated experience implementing GBV prevention and response programs in infrastructure, construction, or development projects, preferably including World Bank or other multilateral development bank-financed operations.
          Knowledge of the World Bank Environmental and Social Framework (ESF), including ESS1, ESS2, ESS4, and ESS10, and the World Bank's Good Practice Note on Addressing SEA/SH in investment projects.
          Experience operating or managing GBV-sensitive grievance redress mechanisms and handling GBV complaints in a confidential, survivor-centred manner.
          Proven experience conducting GBV training and capacity building for diverse audiences, including workers, community members, and government staff.
          Familiarity with the national GBV legal and policy framework of the Republic of Mauritius, including the Protection from Domestic Violence Act and relevant child protection legislation
