Background to the issue
The Ministry of Health (MoH) and the Ministry of Education and Sports (MoES), with key partners, developed draft School Health Standards and Guidelines to improve learner well-being. The Standards aim to improve health, nutrition, WASH, mental health, and safety in schools across Uganda. During the approval process, progress was delayed because some recommended components have clear cost implications for schools to implement. MoH has withheld approval pending a comprehensive review of these financial impacts, cost-e iciency, and strategic roll-out recommendations.
A well-implemented school health programme has significant potential to improve academic performance, lead to better mental, physical and emotional health among students, can reduce health disparities and improve equity as all students attending school have access to a core package, and could support healthier lifelong habits. By identifying which components work best, the activity supports MoH to refine and strengthen school health packages, improving adolescent knowledge, attitudes and behaviors and contributing to prevention of teenage pregnancy, ultimately contributing to WISH P&S output 2.1 of SRHR policy and guidance reforms that contribute to improved SRH and rights.
Problem statement: There is an increased recognition that health, well-being and educational outcomes are closely intertwined and that schools are important resources for influencing the health and well-being of students, families and the wider community. While stakeholders in Uganda have developed a School health Standards and guidelines, these are yet to be approved due to anticipated operational constraints and lack clarity of roles and responsibilities among implementing ministries, i.e health and education. Absence of these guidelines, risks fragmented and uncoordinated school health programs which may result to undermining progress in adolescent health and well being including SRHR related outcomes.
Experience and skills required
The consultant must possess:
• An advanced degree in Public Health, Health Economics, Health Policy, or Education Planning.
• Proven experience in policy analysis, strategic planning, and costing health or education interventions in the region.
• Proven experience in SRHR and/or adolescent health.
• Demonstrated track record of working with Ministries of Health and Education and familiarity with government operational processes.
• Must be based in Uganda.
