Result of Service
The objective of this consultancy is to enhance the capacity of women and those communities who rely on fishing for their livelihood (fishers) in Timor-Leste to understand early warning systems and climate-related disaster risks. The consultant will lead a targeted disaster risk awareness and education campaign for women and men, facilitate the whole training/education campaign sessions, and update the existing communication materials to specifically tailored to the need and current reality of women in rural and vulnerable communities and community in coastal areas who rely on fishing for their livelihood. The consultant is expected to work closely with UNEP, the PMU Gender Expert, and project teams to deliver the following key deliverables:
1. Desk review and workplan development.
2. Develop a Concept Note for an awareness and education campaign
3. Review Gender-responsive Information and Education Communication (IEC) Content Materials (sticker Poster, Banners, Pamphlet, etc.)
4. Run the awareness campaign for fisher communities in one location in Dili. This activity will also include support and strengthen the community-level networks that bring together women and other stakeholders to foster collaboration in DRM activities.
5. Run the awareness campaign in 4 locations in two municipalities namely Manatuto, and Baucau, targeting fishers’ communities (2 locations/municipality) –This activity will also include support to strengthen the. community-level networks that bring together women and other stakeholders to foster collaboration in DRM activities.
6. Reporting on awareness and education campaign, and pre-test and post-test evaluations, and a lesson-learned report on the activities targeting fisher’s community.
7. Run the awareness campaign in 6 locations in three municipalities, namely, Manatuto, Lautem and Viqueque (2 locations/municipality with targeting women).
8. Reporting: Submit awareness campaign reports, pre-test and post-test evaluations, and a lesson-learned report on the activities.

Qualifications/special skills
• An advanced university in Disaster Risk Management, Environmental Science, Public Health Management, Social Science, Climate Change, Community Development or a similar related field is required. A first-level university degree, combined with two (2) additional years of qualifying experience, may be accepted in lieu of an advanced university degree.
• A minimum of 5 years of experience in gender-related work and developing and facilitating training programmes/community awareness campaigns and educational initiative on early warning systems at national and community level, especially in Environment/Climate Change/ Environmental impact on the health and marine sectors is required.
• Strong knowledge and experience of gender equality and inclusive participation, experience working with women’s groups, local NGOs, CBOs, or community leaders in Timor-Leste is highly desirable.
• Familiarity with local customs and practices in Timor-Leste to ensure culturally appropriate training and engagement is desired
• Excellent communication and interpersonal skills, with the ability to work effectively in a multiculture environment desired
