Background

Girls Not Brides: The Global Partnership to End Child Marriage is a global partnership of more than 1,400 civil society organisations committed to ending child marriage and enabling girls to fulfil their potential. Members are based throughout Africa, Asia, the Middle East, Europe, and the Americas. As a thought leader on child marriage, Girls Not Brides is committed to learning from the experiences of its members and partners on what works to end child marriage and promote girls' access to quality education.

Girls Not Brides is implementing a project funded by the Global Partnership for Education's Education Out Loud (EOL) fund, which seeks to address the interlinked problems of child marriage and girls' lack of access to quality education. The project focuses on countries in Francophone West Africa, which have some of the highest rates of child marriage and out-of-school girls in the world. Phase 1 of the project ran from 2020 to 2023; Phase 2 runs from January 2024 to December 2026.

The EOL Project
The overall objective of the project is to galvanise civil society organisations and actors working on education and child marriage in West Africa and internationally, to share learning and strengthen collective advocacy for the implementation of laws, policies and programmes which improve girls' access and retention in quality education and contribute to ending child marriage.

Purpose and Scope of the Evaluation

Girls Not Brides is seeking an independent Monitoring, Evaluation and Learning (MEL) consultant or team of consultants to undertake the end-of-project evaluation of Phase 2 of its Education Out Loud project. The evaluation must be completed by 30th October 2026.

The evaluation serves two primary purposes: ensuring accountability for the project's results and investments and fostering internal learning for Girls Not Brides and its Alliance members to inform future programming. It will also document key achievements to strengthen the visibility of the Alliance and support future resource mobilisation efforts.

Consultant Qualifications

Suitable candidates will demonstrate the following skills, experience and qualifications:

  • An advanced degree in a relevant field such as development studies, social sciences, gender studies or a related discipline.
  • Extensive experience in monitoring and evaluation, including as lead evaluator of projects of similar scope and complexity.
  • Demonstrated experience in evaluating civil society advocacy programmes, ideally in the areas of girls' education, gender equality or child protection.
  • Experience working in Francophone West Africa, with an understanding of the political, security and civic space contexts in the region.
  • Familiarity with OECD/DAC evaluation criteria, outcome harvesting, most significant change and other relevant evaluation methodologies.
  • Strong data management skills and experience with digital data collection platforms and qualitative analysis.
  • Experience working with or evaluating transnational civil society networks or alliances.
  • Effective time and project management skills, with the ability to work independently and to deadlines.
  • Excellent interpersonal and communication skills, including the ability to engage sensitively with diverse stakeholders.
  • Full professional fluency in both English and French (written and spoken) is required.
