Objective and Purpose of the Assignment
The assignment will strengthen the integration of gender-responsive approaches in energy sector by supporting gender-responsive project design, enhancing the capacity of sector agencies to address gender gaps and advance women's participation and leadership, and generating practical knowledge products to inform energy sector policies, regulatory frameworks, programs, services, in ADB operations in Nauru, Solomon Islands and Vanuatu.
The Consultant will undertake sectoral and institutional gender assessments across energy sector operations in Nauru, Solomon Islands, and Vanuatu to identify gender gaps, barriers, opportunities, and entry points for integrating gender-responsive approaches in ADB operations. S/he will provide technical
support to strengthen the design and implementation of gender-responsive project features, including the identification of opportunities to address gender gaps and the development of gender-responsive interventions and Gender Action Plans (GAPs). On selected basis, s/he will support review of institutional gender policies prepared by executing and implementing agencies to provide high level of technical and sectoral expertise. The specialist will also design and deliver capacity development
activities for sector agencies, and develop sector-specific knowledge products, tools, and practical guidance to support the integration of gender-responsive approaches into sector policies, programs, services, and ADB operations. The specialist will ensure alignment of all outputs and recommendations with ADB gender policy and guidelines.
Minimum Qualification Requirements
• Bachelor’s degree in gender studies, social sciences, development studies, public policy, or a related
field. An advanced degree is preferred. Equivalent combinations of education and relevant professional
experience will be considered.
• At least 15 years of experience with at least 10 years in gender equality and gender mainstreaming in
services sectors in the Pacific Region, including gender assessment, capacity development, and the
integration of gender-responsive approaches into sector policies, programs, services, and projects.
• Demonstrated experience in the energy sector, including the identification and application of gender-
responsive approaches, gender-responsive design features, and results frameworks.
• Proven ability to work with diverse stakeholders, including government agencies, academia, private
sector entities, civil society organizations, and community groups, to advance gender equality outcomes.
• Experience supporting development projects in Pacific DMCs is highly desirable; experience with ADB-
financed projects or technical assistance operations is an advantage.
• Strong analytical, report writing, facilitation, and stakeholder engagement skills, with excellent
written and spoken English; proficiency in relevant Pacific local languages is an advantage.
