Objective and Purpose of the Assignment
ADB proposes to provide technical assistance (TA) to help NCECC develop and begin implementing a Gender Strategy and Action Plan for the ecological sector. This work builds on earlier gender mainstreaming efforts in the sector: under programs supported by ADB and the Asian Infrastructure Investment Bank (AIIB), the former Ministry of Ecology, Environmental Protection and Climate Change was supported to develop a Climate Change Gender Action Plan, which provides an important foundation and point of reference for the present assignment. The TA responds to a Government request and complements Uzbekistan'sexisting commitments under CEDAW, the 2030 Agenda, SDG 5 on gender equality, SDG 13 on climate action, and the national gender equality framework.
Objectives of the Assignment
The assignment will strengthen gender mainstreaming in Uzbekistan's environmental governance by supporting NCECC to develop, validate, and begin implementing a sector-wide Gender Strategy and a costed, time-bound Gender Action Plan.
The specific objectives are to:
1. Build a solid evidence base through a gender analysis of the ecological sector, including policies, institutions, workforce composition, and sex-disaggregated environmental data.
2. Develop a Gender Strategy and accompanying Action Plan for the ecological sector, aligned with national legislation, ADB Strategy 2030, and international commitments.
3. Strengthen the capacity of NCECC and its subordinate bodies to integrate gender into policy, planning, budgeting, programming, and monitoring.
4. Design a monitoring, evaluation, and learning (MEL) framework with gender-sensitive indicators and a baseline for tracking implementation.
5. Support the initial implementation phase, including the establishment of gender focal points and a coordination mechanism.
This assignment will be carried out by a small two-person team - one international consultant and one national consultant - engaged intermittently and recruited individually in line with ADB policies and procedures. Together, they will cover the full scope of work in Section 3, including cross-cutting tasks on gender-responsive budgeting, monitoring and evaluation, and community engagement.

Minimum Qualification Requirements
• Advanced university degree in environmental policy, natural resource management, climate change, economics, public administration, or a related field.
• At least 8 years of relevant experience in environmental or climate policy, planning, or programming in Uzbekistan or Central Asia.
• Strong knowledge of Uzbekistan's environmental legal and institutional framework, the green economy and climate agenda, including NDCs, and NCECC's structure and mandate.
• Experience in stakeholder engagement and field consultations, and the ability to support gender analysis and gender-sensitive monitoring under the guidance of the Team Leader; familiarity with gender mainstreaming is an advantage.
• Fluency in Uzbek and Russian and working knowledge of English are required; established networks with government and civil society are an advantage.
• At least 8 years of relevant experience in environmental or climate policy, planning, or programming in Uzbekistan or Central Asia.
