Job Purpose
The PGI/CEA Manager will work closely with the IFRC programme and operations teams to ensure that the key elements of Protection, Gender and Inclusion (PGI) and Community Engagement and Accountability (CEA) are effectively integrated across programmes and operations. The incumbent will enhance the impact, reach, quality, and efficiency of programme implementation through the integration of PGI and CEA approaches. This includes promoting child, youth, and community participation; establishing and strengthening cross-sectoral community feedback systems using existing tools and templates; supporting behaviour and social change communication; and ensuring information as aid is based on community feedback. The role will ensure community insights are used for operational decision-making, facilitate focus group discussions with diverse communities, and support outreach activities that prioritize the inclusion of the most vulnerable. The role will guide programme and operations teams to ensure dignity, access, participation, and safety throughout all activities, while promoting equal participation and non-discrimination regardless of age, gender, disability, religion, legal status, or other identity. In addition, the role will support PRCS and IFRC technical teams to enhance the impact, reach, and efficiency of programmes across sectors. The PGI approach will include both mainstreaming and targeted protection activities. The role will also support institutional PGI through capacity development and the development of policies and guidelines, while participating in Movement and external coordination mechanisms, including PGI working groups and protection inter-agency networks. The role will support programmes and operations to identify protection risks, including violence against children and sexual and gender-based violence, and take appropriate action to prevent, mitigate, and respond to violence, exploitation, and abuse. It will also support the development and strengthening of prevention, reporting, and referral mechanisms.
Education
Education
Required Relevant university degree or higher education, preferably in social sciences, or international development.
Experience
• Minimum 5 years' experience in PGI (gender, child protection, or other relevant fields) and CEA .
• Demonstrated experience in applying PGI/CEA (humanitarian protection/gender/accessibility) standards and guidelines in a range of contexts.
• Experience working for humanitarian or development organisations.
• Experience managing and analysing large data sets including both quantitative and qualitative data.
• Experience of coaching, training and developing local staff and volunteers in PGI/CEA to build long-term capacity and create ownership.
