About Noboprobhaat Foundation
Noboprobhaat Foundation is a registered, youth-led, feminist, intersectional, and rights-based non-profit organization established in 2018 in Rangpur, Bangladesh. The organization works to advance human rights, democracy, gender justice, youth leadership, health equity, climate resilience, and social inclusion through community-led action, research, documentation, policy
advocacy, and institutional capacity strengthening.

Working primarily with marginalized communities, including Hijra and gender diverse communities, women, Indigenous peoples, and rural youth, Noboprobhaat Foundation promotes evidence-informed advocacy and participatory approaches that strengthen civic participation,
social justice, and inclusive development. Through its research and documentation initiatives, the organization seeks to generate credible evidence that informs policies, programs, and public
dialogue while ensuring the meaningful participation of affected communities.

Background of the Research
Bangladesh has experienced significant social, political, and cultural changes in recent years, accompanied by increasing public debates and organized narratives surrounding gender diversity and inclusion. These developments have contributed to an increasingly challenging environment for Hijra and gender diverse communities, affecting their safety, dignity, access to services, civic participation, and enjoyment of fundamental human rights.

Community-led organizations have observed growing concerns related to discrimination, misinformation, social exclusion, online and offline harassment, shrinking civic space, and barriers to education, employment, healthcare, and justice. While these concerns are widely recognized among affected communities, there remains limited national evidence documenting the evolving nature of anti-gender backlash, its underlying drivers, the narratives shaping public discourse, and its impacts on the lives of Hijra and gender diverse communities across
Bangladesh.

To address this evidence gap, Noboprobhaat Foundation intends to conduct a National Research Study on Anti-Gender Backlash and Its Impact on Hijra and Gender Diverse Communities in Bangladesh.

Purpose of the Assignment
The overall purpose of this assignment is to undertake a comprehensive national research study

that generates credible, evidence-based knowledge on the nature, trends, and impacts of anti-
gender backlash on Hijra and gender diverse communities in Bangladesh.

Specific Objectives
The study will:
• Examine the current nature and emerging trends of anti-gender backlash in Bangladesh.
• Identify the narratives, communication channels, and influencing factors contributing to anti-gender discourse.
• Assess the impacts of anti-gender backlash on the human rights, safety, wellbeing, livelihoods, education, healthcare, civic participation, and social inclusion of Hijra and gender diverse communities.
• Document the experiences of community-led organizations responding to these challenges.
• Identify existing community resilience mechanisms and promising practices.
• Generate practical recommendations for policy, advocacy, programming, and future research.
Required Qualifications
Applicants should possess:
• A Master's degree or higher in Social Sciences, Sociology, Anthropology, Development Studies, Gender Studies, Public Policy, Law, Human Rights, or another relevant discipline.
• At least seven (7) years of demonstrated experience conducting social research.
• Strong expertise in qualitative and mixed-method research.
• Proven experience in research report writing in English.
• Experience working with marginalized or underrepresented communities is highly desirable.
• Excellent facilitation, analytical, and communication skills.
