Context and Background
The program “Gender Matters for Green TVET” is implemented by the Austrian NGO Jugend Eine Welt (JEW) and its partners, the Salesians of Don Bosco in Uganda and Rwanda (SDB) and SENDEA, with a duration from 1.1.2023 to 31.12.2026. The program is funded by the Austrian Development Agency (ADA). 3 Technical and Vocational Education and Training Centres (TVETs) in Palabek, Bombo and Kamuli in Uganda and 2 Technical and Vocational Education and Training Centres (TVETs) in Muhazi and Gatenga in Rwanda participate in the program.

The intervention was designed to address persistent gender inequalities in TVET systems, particularly in the context of the transition to green economies. Women and girls remain underrepresented in technical and green professions due to structural barriers, gender stereotypes and limited access to inclusive training opportunities. At the same time, TVET systems in Uganda and Rwanda often lack sufficient market relevance, leading to a mismatch between acquired skills and labour market demands. These challenges are especially pronounced for young women entering traditionally male-dominated sectors.

In response, the programme promotes gender-responsive, inclusive and market-oriented approaches within TVET systems. It supports partner institutions in strengthening their capacities to integrate gender equality into curricula, teaching practices and institutional policies. Participating TVETs have rolled out a Gender Policy, a PSEAH Policy and have reviewed the Manuals guiding their services to their students to give them a gender-sensitive approach.

Purpose of the evaluation
The purpose of this end-term evaluation is to provide independent feedback about the fulfilment of the program objectives for the implementers and the donor organisation. Its main purpose is accountability—assessing whether the programme achieved its objectives—while it also serves a learning function to understand what worked, why, and how results can be sustained and built upon.

Requirements for each evaluator
Professional experience: 7–10 years of professional experience in conducting evaluations, preferably in development or humanitarian contexts. 
Evaluation expertise: The evaluators should demonstrate proven experience in conducting evaluations in development or humanitarian aid contexts, applying internationally recognized evaluation standards such as those of the OECD Development Assistance Committee (DAC). This should be proven by at least 2 evaluation reports, and for the team leader, by at least 2 evaluations in function as team leader.  
Methodological expertise: Considerable proven experience in qualitative data collection, particularly in the planning and conduct of semi-structured interviews and focus group discussions, as well as other participatory, community-based methods.
Relevant sector experience: experience in conducting evaluations of similar interventions, particularly in the areas of Technical Vocational Training and preferably Gender Equality
 Human rights and gender expertise: Proven experience with human rights-based approaches (HRBA), gender-responsive programming, safeguarding, protection approaches, and the inclusion of persons with disabilities. 
Analytical and reporting skills: Excellent analytical, writing, and reporting skills, including the ability to produce clear, evidence-based evaluation reports. 
Proven academic background (Master’s degree) in Humanities, Development, Gender Studies, Social Work or a related field.
