Background of Assignment
ACET’s Gender Equality Program (GEP) leads the organization’s efforts to embed gender responsiveness across its work. Across its portfolios, ACET conducts research, provides policy advisory services, and delivers programs with significant reach across African economies. While gender equality is a stated organizational priority, the integration of gender considerations into the design, implementation, communication, and dissemination stages of research work continues to evolve.
To address this, ACET’s GEP intends to engage an individual consultant to conduct a gender and inclusion audit of the RPP portfolio and to co-create a practical, user-friendly Gender Mainstreaming Framework, policy, and Toolkit that program teams can apply independently, from study design through to outputs and dissemination.

Objective of the Assignment
The overall objective of this assignment is to develop a practical, institutionally embedded Gender Mainstreaming Framework and Toolkit for ACET’s Research, Policy, and Programs division. This will guide the mainstreaming of gender across all stages of research and project cycles from design through implementation to communication and dissemination.

The selected consultant shall have the following qualifications;
- A Master’s degree or higher in Gender Studies, Development Studies, Economics, Social Sciences, or a related field;
- A minimum of 7 years of professional experience in gender mainstreaming, gender-responsive programming and research, or related fields;
- Demonstrated experience developing gender mainstreaming frameworks, toolkits, or similar practical resources for applied use in research or program contexts;
- Experience conducting gender audits or gender assessments of organizational programs, research, or policy work;
- Strong familiarity with gender analysis methodologies, gender-responsive research design, and gender-responsive communications and dissemination approaches;
- Proven ability to translate complex gender concepts into practical, accessible tools for non-specialist users;
- Experience working in African contexts, ideally with economic policy, development research, or think tank institutions.
