GBV / VAWG
1. BACKGROUND
The GBVF Response Fund was established to mobilise and allocate resources towards addressing Gender-Based Violence and Femicide (GBVF) in South Africa, in alignment with the National Strategic Plan on GBVF (NSP). Under its first funding cycle (RFP2), the Fund supported Community-Based Organisations (CBOs) over a two-year implementation period (2024–2026). These interventions focused on prevention, response, capacity strengthening, and systems-level support. The Fund now seeks to commission an independent evaluation to assess the performance and contribution to impact of RFP2-funded interventions.
2. PURPOSE OF THE EVALUATION The purpose of this evaluation is to:
I. Assess the performance and contribution to impact of RFP2-funded interventions
II. Generate evidence on effective approaches to preventing and responding to GBVF III. Inform strategic decision-making for RFP2 and future funding cycles
IV. Strengthen learning, accountability, and adaptive programming within the Fund and its partners
3. OBJECTIVES The specific objectives of the evaluation are to:
I. Assess relevance, coherence, effectiveness, efficiency, sustainability, and contribution to impact of funded projects.
II. Analyse the effectiveness of the capacity development model. implemented through Grant Management Partner.
III. Identify good practices, innovations, and lessons learned.
IV. Document impact stories and case studies.
V. Provide actionable recommendations for programme improvement and scale-up.
4. SCOPE OF THE EVALUATION
The evaluation will cover:
I. All projects funded under RFP2 (2024–2026).
II. Interventions implemented by CBOs.
III. Geographic coverage across provinces and identified hotspot areas.
IV. Thematic focus areas aligned to the NSP. The evaluation will assess the following OECD-DAC criteria:

The Consultant/team must demonstrate:
I. Minimum 8–10 years’ experience in evaluating complex social programmes.
II. Expertise in GBV/GBVF programming
III. Strong experience in theory-based and contribution analysis.
IV. Proven mixed-methods research capabilities.
V. Experience working with CBOs and community-level interventions.
VI. Knowledge of the South African GBVF policy landscape.
