Background
The United Nations Development Programme (UNDP) recognizes gender equality and women’s rights as fundamental human rights and essential for building a peaceful, equitable, and sustainable world.
Duties and Responsibilities
Consultants may be required to undertake the following tasks:
Technical advisory and analysis
- Conduct gender and intersectional analyses across thematic areas
- Provide evidence-based recommendations for gender-responsive programming
- Develop tools and frameworks for gender mainstreaming
Programme and project support
- Integrate gender considerations into project proposals and work plans
- Support implementation of gender-responsive approaches
- Contribute to gender-transformative initiatives
Research and knowledge development
- Conduct research on gender equality and social inclusion
- Produce reports, policy briefs, toolkits, and guidance notes
- Document best practices and lessons learned
Capacity development
- Design and deliver training on gender mainstreaming and inclusion
- Facilitate workshops and stakeholder consultations
- Support government and partners in gender-sensitive policy implementation
Monitoring, evaluation, and reporting
- Develop gender-sensitive indicators and frameworks
- Conduct gender-responsive evaluations and impact assessments
- Provide progress reports and deliverables
Expected Deliverables
Depending on the assignment, consultants may be expected to produce:
- Gender analyses and situational assessments
- Gender mainstreaming strategies and action plans
- Research reports, policy briefs, and analytical papers
- Gender-responsive project documents and proposals
- Training materials, modules, and workshop reports
- Monitoring and evaluation frameworks with gender indicators
- Case studies and best practice documentation
- Final consultancy reports with recommendations
All deliverables must meet UNDP quality standards and be submitted within agreed timelines.
Institutional Arrangement
- Duty station is home-based, with possible travel as required and agreed with UNDP
- Consultants must have access to a personal computer, mobile phone, and reliable internet connection
- Independence is required; consultants must avoid any conflict of interest, including involvement in oversight or implementation roles within the same project
Travel Requirements
- Travel outside Colombo may be required and will be funded by UNDP
- Per diem will be provided in line with UN rates
- Travel costs must be pre-approved
- BSAFE training must be completed before travel
- Compliance with UN security procedures is mandatory
- Travel arrangements must follow UNDP policies
Qualifications and Experience Education
- Advanced degree in Gender Studies, Development Studies, Social Sciences, Public Policy, International Development, or related field
- A bachelor’s degree with additional experience may be accepted in lieu of a master’s degree
Experience
- 3–10 years of relevant experience in gender equality, women’s empowerment, or social inclusion
- Experience in gender mainstreaming within development programmes or policy processes
- Experience with government, NGOs, or international organizations is desirable
- Experience in governance, climate change, sustainable development, or digital transformation is an advantage
- Experience with UN or international development agencies is an asset
Language
- Fluency in English and Sinhala and/or Tamil
