Objective and Purpose of the Assignment
The Technical Assistance (TA) for Advancing Women's Leadership in Asia and the Pacific will support Kazakhstan, the Kyrgyz Republic, the Lao PDR, Maldives, Nepal, Pakistan, Tajikistan,Timor-Leste, Turkmenistan, and Uzbekistan (“developing member countries” or “DMCs”), in providing leadership training to women leaders working in government agencies and state-owned enterprises in male-dominated sectors as well as from private sector and civil society organizations to address their limited representation and voice in decision-making through regional and country-focused programs.
Drawing on 12 years of running the Asia Women Leaders Program (AWLP) with 6 regional, 5 country-focused, and 2 subregional programs reaching 328 women leaders in 33 countries in Asia and the Pacific, the TA will broaden the flagship program to reach women leaders in subregions with historically lower AWLP participation rates such as Southeast and South Asia. It will also enhance the sustainability of resources and networks to support both current women leaders and AWLP alumni.
The TA will contribute to the following impact: Women’s full and effective participation and equal opportunities for leadership at all levels of decision-making in political, economic, and public life improved. (SDG 5.5). The TA will have the following outcome: The capacity and networks of transformative women leaders in Asia and the Pacific strengthened and sustained. The TA will deliver three outputs: (i) capacity development program for women leaders delivered; (ii) networks and partnerships of women leaders supported; and (iii) women’s leadership training resources and networks sustained.
The TA aims to:
(i) Strengthen women leaders’ communication, negotiation, and leadership skills
(ii) Build national and subregional alumni networks and partnerships that support women’s leadership
(iii) Institutionalize AWLP training resources and platforms for long-term sustainability
The firm will be responsible for the delivery of Outputs 1 and 2 of the TA:
(i) Delivering capacity development programs (Output 1)
a. Design and deliver AWLP leadership training across selected DMCs, building on previous AWLP trainings focused on strengthening women’s communication, negotiation, and strategic leadership skills. Trainings, typically spanning three to five days, will include around 24 participants in each program.
b. Facilitate 1 subregional and 5 country‑focused in-person leadership programs and Training of Trainers programs when requested and feasible.
(ii) Supporting women’s leadership networks and partnerships (Output 2)
a. Support in-country and subregional alumni network formation and mentorship program depending on demand.
b. Facilitate cross-regional and national AWLP networks through kick-off events
