UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5.8 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. 
Responsibilities

The Incumbent :   
1. Conducts regular field missions to gather information and data on protection issues confronted by  Palestine refugees, particularly on PSEAH, Gender, and GBV in order to analyse and report on the  protection context and issues encountered in the field and adequately identify emerging areas of  concern as a basis for informing programmatic and advocacy responses.  2. Supports the implementation of the PSEAH portfolio in the West Bank in close coordination with the  Gender Protection Officer and the Protection Mainstreaming Officer, mainstreaming PSEAH and  gender equality across UNRWA service delivery and ensuring integrated protection responses. 
3. Contributes to the development, implementation, and monitoring of the WBFO annual PSEAH action  plan, informed by case and trend analysis and aligned with inter-agency PSEA Network priorities;  provides regular updates to management on progress and proposes innovative, cost-effective  approaches. 
4. Provides technical guidance to strengthen internal capacity by supporting the establishment and  operationalization of SOPs, internal mechanisms, and structures that prevent SEAH and promote a  survivor-centred response, in line with UNRWA policies, Inter-Agency standards, and international best  practices.
 5. Supports the mainstreaming of protection principles and standards in UNRWA service delivery and programmes, especiallygender mainstreaming across programmes

Qualifications
• A university degree from a recognized university-level academic institution, preferably in social sciences, political affairs, gender studies, international relations, law or a related field
• Indicate your current involvement in any outside activities, as it is required. Including but not limited to employment, independent contractor/freelance consultant, board member (corporate, academic, etc), expert group, lobby, public speaking/writing (article, book, blog, social media etc), teaching, conferences, training, press statement, voluntary work, political activity, fundraising/donation for non-UNRWA entity, running for public office, role in political party or orgs, owning business, work for gov./NGO/private company/charity, UNRWA partner/vendor, full/part-time, paid or not. A “yes” answer doesn’t necessarily lead to exclusion from future work at UNRWA, yet misrepresentation in providing accurate/complete info can lead to disqualification/termination of appointment, if hired.    
• At least four years of relevant technical experience, preferably in protection, human rights, gender, Protection from Sexual Exploitation, Abuse, and Harassment (PSEAH), humanitarian relief emergency operations or other related disciplines is required    
• Direct experience working with GBV survivors and survivor-centered approach is required    
• Experience and skills in coordination, training, capacity building and mentoring is required    
• Demonstrated experience in managing and analyzing qualitative and quantitative data is required    
• Experience in driving to field locations and possession of valid driving license in the West Bank is required   
• English and Arabic are required.
