Gender equality and Social inclusion (GESI)

The Early Child Development (ECD) Meghalaya project aims to improve early childhood development (ECD) outcomes and maternal health in Meghalaya by improving access to and quality of integrated age-appropriate ECD interventions provided by the government program through extension of Anganwadi center (AWC) services under the universal Integrated Child Development Scheme (ICDS). The project is classified as Gender equity theme with a Gender Equality and Social Inclusion (GESI) action plan to strengthen GESI responsiveness of the AWCs and improved healthcare services to women and girls.
Detailed Tasks and/or Expected Output
(i) GESI action plan implementation. Responsible for the overall implementation and reporting of the GESI action plan activities. Support the PMU in monitoring the implementation of GESI responsive care indicators and targets for children and mothers as defined in the GESI action plan attached with Project Administrative Manual (PAM) of the ECD project.
(ii) Enhancing GESI responsiveness of Anganwadi centers (AWCs).
(iii) Integration of GESI measures. To support in integration of gender equality and social inclusion features with ECD curriculum and guidelines on center-based, home-based, and maternal mental health; and to prepare checklist for ECD educators.
(iv) Undertake research study and develop reports. Support the preparation of the design and methodology for ECD study with gender responsive and socially inclusive features and in conducting and developing ECD study report on the effects of improved access to day care and its impact on women’s time use. .
(v) Development of training material. To provide inputs to develop training modules to train ECD educators on GESI responsive center-based care, home based young childcare program and maternal mental health and participatory parenting program for male caregivers and AWC staff.
(vi) Improved and inclusive infrastructure. To coordinate with stakeholders to ensure that AWCs are upgraded to include GESI-responsive features for center-based care for children, especially in hard-to-reach areas.
(vii) Documentation and reporting. Maintain proper documentation and record of each GESI action plan activity and prepare the quarterly/semi-annually/annually GESI action plan progress report as per the project requirement in the prescribed monitoring format.
(viii) Participate in ADB review missions, provide updates on GESI action plan implementation, and respond to and revise all documents as per comments received from PMU and ADB on Gender matters.

Minimum Qualification Requirements
(i) postgraduate level qualification in social sciences, gender studies, public health, management, or a relevant field;
(ii) at least 8 years of experience working on gender and social inclusion in the health or social sector shall be preferred;
(iii) a deep understanding of issues related to gender and social inclusion, including experience in designing and implementing gender action plans, conducting gender analysis and assessments, and facilitating trainings/ meetings/workshops;
(iv) experience of working with government stakeholders;
(v) proven track record of working with multilaterals, government agencies, international organizations.
Experience of working on ADB financed projects shall be preferred.
(vi) excellent oral and written English skills and ability to prepare clear and concise reports;
