Objective and Purpose of the Assignment
The Royal Government of Cambodia’s Pentagonal Strategy – Phase 1 and the Cambodia Digital Government Policy 2022-2035 highlight digital transformation as a key priority. ADB will be supporting these digitalization efforts with the aim of driving inclusive and affordable digital development, improving in public service delivery through transparency and efficiency, and creating an enabling regulatory environment for digital economy development. The assignment particularly supports the Building Resilience for Integrated Digital Governance and Efficiency (BRIDGE) Sector Development Program which provides a timely, structured approach to address these foundational constraints to strengthen Cambodia's digital public infrastructure, enhance cybersecurity, and promote interoperable, citizen-centric digital services across key ministries.

Scope of Work
 The consultant will lead gender analysis and integration throughout project preparation, including development of the Report and Recommendations to the President (RRP) and Project Administration Manual (PAM). This includes analyzing baseline data, conducting stakeholder consultations, and preparing a gender assessment and action plan (GAAP) in line with ADB requirements. The consultant will identify gender gaps, design gender-responsive measures, and ensure that project components—particularly those related to digital transformation and service delivery—promote women’s participation, empowerment, and access to project benefits.

Detailed Tasks and/or Expected Output
• Collect baseline data and conduct a comprehensive gender analysis to identify structural gender gaps, constraints, and opportunities relevant to the proposed project;
• Organize and lead consultations with key stakeholders, including women’s organizations, women representatives, government counterparts, and gender focal points;
• Prepare a gender assessment and action plan (GAAP) with indicators, targets, activities, implementation arrangements, and monitoring mechanisms, and provide gender-related inputs to the DMF, RRP, and PAM;
• Integrate and cost gender actions by estimating the GAAP implementation budget and ensuring that all gender performance indicators are fully resourced, with funding sources clearly identified in the GAAP and PAM;
• Identify priority measures to address gender gaps in digital access, digital literacy, participation, and employment, informed by the gender analysis and consultations;
• Assess institutional and stakeholder capacity-building needs to support effective GAAP implementation, monitoring, and sustainability; and
• Define and contribute to the design of gender-related components, including advisory services, capacity-building activities, and preparation of relevant TORs.

Minimum Qualification Requirements
The National Gender Specialist should have (i) a university degree in gender studies, social sciences, development studies, public policy, or a related discipline; (ii) at least 7 years of experience in gender analysis and gender mainstreaming, preferably in ICT, digital transformation, or governance projects; (iii) experience supporting preparation of gender assessments and Gender Action Plans (GAAPs), including collection and analysis of sex-disaggregated data; (iv) demonstrated knowledge of gender issues related to digital inclusion, access, and digital skills development in the national context; (v) strong analytical, coordination, and communication skills;
